Stroke claims former Lincoln councillor Many attempt to put back into the community what they take out. Geoff Barlow was able to achieve that goal, say his colleagues. Barlow, 73, a threeterm Niagara Catholic School Board trustee and two-term Lincoln councillor, who ran but was defeated in the October 2014 election, died Monday from complications arising from a stroke. “Geoff was one of finest gentlemen with whom I have had the opportunity to work. Grimsby biodigester percolating along By Mike Williscraft NewsNow With an expected construction start just a few months away, Grimsby Energy officials are looking to secure a huge chunk of funding for its proposed biodigester. The facility, to be built on Park Road, near Sobie Road, will have a price tag of about $4 million, says Grimsby Energy chairm-
man James Detenbeck. The utility informed Grimsby Town Council it had been accepted by the Small Community Fund – a joint federal/provincial grant program – to proceed to the second level of application. This fund could provide as much as threequarters of the construction cost, said Detenbeck. While he was uncertain as to when any funding
might be confirmed, he was confident in the results which the biodigester would generate. “By selling energy produced, we project $30 million in revenue over the 25-year life of the contract with the Ontario Power Authority, roughly $750,000 per year would come back to the Town,” said Detenbeck. He said agreements are
in place to provide all the raw materials – pumous, manure and silage – which will generate the energy, and break down into high quality fertilizer which will go back onto farmers’ fields. It may be sold at some point, to raise more revenue, but that would have to be approved separately by the province. The site is to be operational this fall.

He was a dedicated and capable firefighter who particularly enjoyed being assigned tasks that required the use of his strength so that he could show the younger firefighters that ‘he still had what it takes’,” said Lincoln Fire Chief Greg Hudson. “He really cherished the friendships he developed at the fire station, and kept us entertained with his innumerable stories. Local student nominated for provincial award Although only 17, Ishaan Gulati has earned both his glider and private pilot’s licenses, has garnered provincial awards for public speaking and debating, is the president of his high school’s student council, is an honour’s student and finds time to volunteer and run fundraisers. It was for these reasons and many more that he has received a nomination for an Ontario Junior Citizen of the Year award through the Ontario Community Newspaper Association. Ishaan said his parents have been the biggest influence in his life. “My parents came to Canada from India and they worked hard to make a better life for me and my sister. They push me to do my best,” said Ishaan. Ishaan has been accepted into the aerospace engineering program at Carleton University in Ottawa but is waiting to hear from University of Waterloo before he makes a decision. The list of final recipients for the 2014 Ontario Junior Citizens of the Year Awards will be announced Jan. 23.

Time to Bowl for Kids’ Sake
It is time once again to put a team in for the Tim Hortons Bowl for Kids’ Sake fundraiser for Big Brothers Big Sisters of Grimsby, Lincoln and West Lincoln. This is the organization’s largest fundraiser for the year
and supporting this event can make a world of difference to a child waiting for a mentor. “Our goal this year is to have 50 teams,” said Lisa Pare, executive director, Big T:10.25” Brothers, Big Sisters Grimsby, Lincoln and West Lincoln.

When Grimsby roads foreman Paul Morrison, right, retired after nearly 37 years of service, he knew what he wanted to do with his retirement gift, donate it to McNally House. Combined with some contributions from Grimsby Public Works’ team, he presented $1,000 to McNally executive director Pamela Blackwood. Morrison’s co-worker Ryan Newton was also on hand for the presentation at the Town’s operations facility.
It has its detractors, but... Grimsby Power, Grimsby Energy, even Grimsby Hydro, if you want to call it that, one thing is for sure: it is successful. Those who are detractors will say taxpayers, who are footing the bill, should know more about what is happening there, and that may be true, but the funds flowing into town coffers – which are to be bolstered by biodigester revenue soon – have allowed the town to build the new arena, art gallery, library and proposed sports park and waterfront feature. Without a doubt, keeping the utility for long-term good and avoiding the temptation of short-term gains with a sale will prove to be the best decision ever made by Grimsby Town Council. M.W.
Transportation system a good idea, but... There is lots of talk about local municipal and regional budget discussions these days. Some of that chatter centres around possible transportation services. The fact it is being talked about is a good thing. For a couple of key reasons, some attention needs to be paid to it, but any initiative must also pay close attention to economics and a municipality’s ability to afford certain things. Sure, it would be great to have a bus connection from west end Grimsby right into the far eastern and southern reaches of Niagara Region. There is a possibility of some six-year-old busses being made available currently used by other Niagara municipalities as they upgrade their units. That sounds great, but can you see a full bus motoring from Casablanca Boulevard, through downtown Grimsby, and up to Smithville with enough passengers to pay for the cost of that service, or come close? This question is not really about breaking even or generating money as a business would if it was operating a transportation line. This service would be part of the cost of doing business for a municipality, just another level of service, like operating an arena. Arenas don’t break even. They aren’t supposed to. They are expensive to run and taxpayers expect the benefits an amenity such
MIKE WILLISCRAFT as an arena provides so, obviously, there is the political will to operate such a facility. The whole thing about a transportation service, especially out here in the wilds of Niagara West, hinges on political will. Would a council in Grimsby, Lincoln or West Lincoln be willing to part with a big part of their budget (or hike taxes) to pay for a transportation service...and that decision does not come in isolation. As noted in the editorial adjacent to these ramblings, Grimsby is in a formidable position thanks to the revenue generator that is Grimsby Power. Even with that, it is not like Grimsby has cash sitting around they are looking to spend. On a much more immediate note, the issue of Coach Canada’s ceasing of its Niagara milk run route – which provided stops in small communities between Hamilton and Niagara Falls – has been set for this month. Grimsby council just received CC’s October
letter of notification at its meeting on Monday night. NewsNow broke the story locally way back then, but with the election and all, it is just now coming up as a matter of business. It was deja vu all over again at this week’s Grimsby Downtown Improvement Area Board meeting. Connecting people in town with where they need to be came up in discussion, particularly with the lack of connection from GO’s lot at Casablanca and downtown. More than a decade ago, the DIA and a series of community partners chipped in to run what was called the “Shoppers Bus”. It’s a long story, but ridership was dedicated, just not large enough and supporters dropped off over the years to the point where it was just the DIA footing the bill and it was just darn too costly. The program was cancelled. The saying, “those who do not learn from history are doomed to repeat it” comes to mind. Yes, there is a need, but can the towns afford to jump in and pay for a costly ongoing service which they know will be expensive? At this time, I just cannot see the political will, or the dollars being there. This does not mean it is a bad idea. Me owning a Ferarri is a great idea, but I just cannot afford it.

The crew, roughly half of the local contingent of 35, were down at Fifty Point Marina splashing in and out of the bone-chilling water to practice ice water rescues. “We drill and drill and drill until everyone is proficient,” said Capt. Jim Taylor, training officer. For about five hours, teams took turns crawling across the ice and using various
techniques to pull “victims” to safety. As the incident commander directed the exercise, a safety officer determined that all precautions were being taken and primary and secondary Rapid Intervention Teams ventured out in turn. As a firefighter “victim” waited in the water, a team of two would cross the ice bringing with them a flotation basket or a staff used to pull the victims from the water, as another team of two waited a short distance behind them on standby. Other firefighters lined the dock holding the ropes they would use to pull the victim clear of the water once the hand-signal was given.
The firefighters were wearing insulated wet suits that are watertight as long as they only submerse themselves up to the neck. They aren’t divers so when an underwater recovery is needed, other emergency personnel are called in such as police, said Taylor. After each exercise, the group gathered for a critique of how things went and then they headed back out again. A rehab tent was set up to allow the firefighters to warm up and get out of the wind during breaks. The ice at Fifty Point was only a few inches thick and pools of water covered the surface after temperatures came up above freezing for a few days. “We train for these rescues but we don’t ever want to use it so please, kids stay off the ice,” warned Taylor.
