Grimsby council considers expanded CIP study area The Town of Grimsby may have to rejig its planned catchment area for a proposed Community Improvement Plan focusing on employment areas. Ald. Nick DiFlavio, chair of the Planning Committee, told council on Monday night Niagara Region has asked for an expansion of the proposed study area. The Town’s plan is set to focus on a smaller, more concentrated area. “The Region was the Town to include the areas along the service roads,” said DiFlavio. Noting the purpose of the CIP is to create possible incentives for commercial interest to develop or improve empty land or current facili-
ties, respectively, DiFlavio said the goal of the exercise is to rein in the skewed ratio of Grimsby’s tax base. Currently, he said, Grimsby has 92 per cent of its tax base generated by residential development, with only eight per cent coming from commercial/industrial properties. A major component resulting from the completed CIP can be a program of tax rate incentives - either deferral or a phased-in model. “The idea is to enhance our employment lands,” DiFlavio said. As an example, he cited a property that has an assessed value of $1 million. If the property was enhanced to have a $2 million value, the taxes on the second million of value could be
phased in or deferred, “to help with the added value”. “The Town is not out any money, because it is not money we would have had anyways. There is no negative,” said DiFlavio. The move, while ultimately beneficial to the Town, will necessitate a time setback which caused some concern for council. Mayor Bob Bentley asked DiFlavio about the impact on timing, adding that there are some projects underway which could qualify for the tax relief program. DiFlavio said that is a key point because a business would only be eligible if their submission to the Town came after the CIP is in place. Any
project currently in the works is ineligible. Also, because of the expanded nature of the project, council agreed to hire a consultant at a cost of about $50,000-$60,000 – with 50 per cent being covered by Niagara Region – as the time involved would be too much for planning staff to handle. “When it was smaller we hoped to do it in-house,” said DiFlavio. “The Region wants it expanded, so we think a consultant is needed. While there was some discussion as to whether or not the Town would adhere to the region’s request for an expanded study area, but town manager Derik Brandt told council See CIP, Page 2

Telling council the initial interest in the program has been very high, Brandt said expanding the area makes sense. “The uptake has been higher than expected,” said Brandt. “Since introducing the CIP we’ve had a lot of inquiries from those wanting to be part of it.” Noting that smaller is quicker, he added, “We could increase the likelihood of OMB appeals if we don’t expand the study area.” Brandt also suggested several other components of the CIP also need to be ironed out. He suggested significant benefits to including a competitive bid process in the program. Applicants would have to show town officials how their project would benefit the community. “A competitive process would be good for the Town,” said Brandt. It was also mentioned that one applicant could be chosen annually. “There are businesses out there that may have been looking at expanding for 10 years. This program may enable them to do it now and take advantage of the incentives available,” said Brandt.
Katie and Jewel Keca of Grimsby plan to embark on an epic adventure this April – riding on horseback across Canada. The duo hosted a fundraiser at their family’s Ridge Road home on Saturday generating about $3,400 for the endeavour. The ride, which is expected to take seven months, is to raise funds as well as awareness for the Lions Foundation of Canada Guide Dogs program.

He noted that he stays clear of the doorway and is respectful of all, something he cannot say for some passersby. “I get a lot of honks and a lot of positive comment: about 95 per cent I would guess,” said Wiebe. “I’ve been told to foff a couple of times and got ‘the finger’ another time.” Wiebe acknowledge his protest is an usual step, but he believes it is warranted. “This mayor and council just don’t lis-

We’re not Grimsby,” said Wiebe. “Our mayor is not in touch with the community at all.” For the MURS program, Wiebe said it is not whether the spend is $14 million or $23.6 million, rather the township has not positioned itself very well financially. “What are you taught right from the time you are a little kid. you save, then you spend. It’s a simple part of life,” said Wiebe. “Where are the reserves for this project? It has been talked about for years, yet nothing has been saved. The common sense is gone.”
Wiebe’s plan is to hold court in the town hall parking lot until Joyner comes to speak with him. As of press time, all his protest has generated is a few chuckles from township staff. “A couple of staff looked out of the windows and laughed at me. They really just don’t care. They don’t get how serious this is,” said Wiebe. The resident of Smithville since 1979 heads over to town hall from his Northridge Drive home about 10 a.m. He takes a lunch break and then resumes his protest until about 4 p.m. when he picks up his wife from work. “My family is totally behind me in this. They get it,” said Wiebe. “I will be there until the mayor comes out to explain why I should

Dave Bylsma raised a series of concerns about the inclusion of elements such as a skate park, museum, walking track and others in the proposed conceptual design released to the public. None of these elements were in the approved motion at council in October 2016. Bylsma also noted that changes were done at an advisory committee meeting which had a quorum of council, but no minutes were generated. For Wiebe, the issue is about more than money. “It’s about common sense. It’s about honesty, integrity and transparency. We just aren’t getting it.”

Gainsborough students having a “ruff” time Janette Judge and Lavender are giving Gainsborough Public School students a “ruff” time. Judge and her family, who have been a long-time foster family for Lions Dog Guides, have been including their most recent recruit, Lavender, on regular trips to school. The students learn compassion, how to be kind to animals and about responsibility. It has
been a wonderful effect on the students both in my classroom and within the whole school,” said Judge, who will have Lavender until August. “By being exposed to a future Dog Guide allows them to learn about the program and how a dog can help people with disabilities. They learn how to respect a dog, especially a dog that is working.”

Grimsby Kinsmen ready to tee up annual mini-putt If you want to get a team in the Grimsby Kinsmen Club’s annual mini-putt be ready for next Thursday, Feb. 16. Event organizer Bruce Bond said application forms will be fully dispersed to all participating locations and event sponsor NewsNow for next Thursday. “We want to give everyone the same opportunity, so we put everything out for that day and then it is first come, first served from that time,” said Bond. The event has been an annual sell-out for many years. In 2016, the event generated $9,000 and the grand total for the event from its inception topped the $100,000. “We try to keep it simple and the focus is to generate muchneeded funds for the hospital and have a good time,” said Bond, noting the competition is anything but serious.
All funds raised go the West LIncoln Memorial Hospital’s Project X-Ray. This year, participating locations will include: Teddy’s Food Fun and Spriits, Judge & Jester, 40 Public House, Different Strokes, Grimsby Legion, Rikochez and The Syndicate Restaurant. The fee to register is $200 per team with a maximum of 30 teams in the event. Participants start their day Sunday, March 12 - with registration and breakfast at Grimsby Legion. Then they proceed to play a series of mini-putt holes at participating locations, 18 holes, before returning to Teddy’s for the wrap up banquet, awards for prize winners and the bragging rights begin. “it’s a guarateed good time,” said Bond.

UPSIDE-DOWN CHOCOLATE FUDGE PUDDING *Note: The sauce ends up on the bottom and the cake on top) iNGREDIENTS • 1 cup flour • 2 tsp baking powder • 3/4 cup sugar • 1/2 tsp salt • 3 tbsp cocoa powder • 1/2 cup milk • 2 tbsp butter, melted • 1/4 cup chopped pecans (optional) • 3/4 cup brown sugar • 1/2cup cocoa powder • 2 cups boiling water DIRECTIONS Preheat oven to 350. Mix flour, baking powder, sugar, salt and first amount of cocoa powder together. Combine milk and melted butter. Add to dry ingredients to form a stiff mixture. Add nuts if desired. Put into a greased 8� square baking pan. Combine brown sugar, 1/2 cup cocoa and boiling water. Gently pour over batter and place carefully in oven. Bake for 40 minutes. Serve warm with a big scoop of vanilla ice cream. Serves 4-6. CHOCOLATE CHEESECAKE BARS INGREDIENTS Crust: • 1-1/2 cups flour • 1/2 cup packed brown sugar • 1/2 cup butter or margarine, melted Topping: • 2 cups semi-sweet chocolate chips • 2 pkg. Cream cheese, softened • 2/3 cup granulated sugar • 2 tsp vanilla extract • 2 eggs • 1/2 cup Carnation evaporated milk • sifted icing sugar DIRECTIONS For Crust: combine flour, brown sugar and butter in medium bowl; press onto bottom of greased 13x9� baking pan. Bake at 350 degrees for 10-12 minutes or until golden brown. For topping: Microwave or using double boiler, melt chocolate chips until smooth. Cool to room temp. Beat cream cheese, granulated sugar and vanilla in mixing bowl on medium speed. Beat in eggs. Gradually beat in evaporated milk and chocolate until smooth. Pour over crust. Bake at 350 for 25-35 minutes or until center is set. Cool in pan to room temp. Chill until firm. Sprinkle

Fostering an Environment for Economic Prosperity
Get Involved in Niagara’s Future: Attend Public Information Centre #4 In the next 25 years, Niagara is expected to grow, bringing a possible 168,000 new residents and 79,000 new jobs to the Region. This anticipated growth results in a population level of 610,000 and an employment level of 264,000 by year 2041.
Niagara Region is making sure we’re prepared for this growth through four projects that will help us plan where and how that growth will occur, and how it will be accommodated. This Public Information Centre will focus on one of the four projects.
HOW WE GO: The Transportation Master Plan will look at how we currently travel in and around Niagara and how we can improve our transportation systems, including options for walking, cycling and public transit, to better serve Niagara’s future needs.
Get involved: The Transportation Master Plan is nearing completion. Since the last PICs held in November/December of 2016, the Project Team has developed preliminary recommendations for Niagara Region’s transportation system. Find out how the transportation system is being improved and what benefits there are to the networks (walking, cycling, transit, road), to economic efficiency and to the overall transportation experience. Yet another financial boondoggle in the making, says writer One has to question the financial perspectives of the current Grimsby council. All one needs to do is look at the basic outline of the transit proposal that this group of spendthrifts is actually considering. Grimsby has a population of about 25,500 if sign on the QEW is to be believed. The GO bus service is only sporadically used. And, as Joanne Dykstra pointed out during a recent meeting on this transit issue, Grimsby already had a bus service that was closed due to low ridership.
Letter So what does the collective brain trust on Grimsby council want to consider doing with taxpayer money? Buy 4-5 buses at a capital cost of about $400,000 each, or a total capital cost of about $1.6-$2 MILLION. Does council have a ‘magic cash wand’ to suddenly make $1.6-$2 million appear to buy these buses? Nope. They will likely put some kind of longterm financing in place putting each and every taxpayer on the hook for it. I never agreed to
this when I voted in the last municipal election, and I don’t agree to it now. The operating cost of this transit system is estimated to be about $700,000. Given how badly council has incorrectly calculated operating costs and ROI on things like the new town hall and the biodigester, we need to be extremely skeptical of this figure. Based on the numerous examples of previous financial faux pas by this council the true costs are likely to be much higher. The anticipated cost of a single-ticket ride is $1.50.
So, apparently it will take about 466,667 annual rides for the system to break even. That means that every man, woman and child currently living in town would need to use the bus about 18 times each every year. I think it is it likely much safer to assume that the vast majority of folks living in Grimsby would not use it at all. And how much of the operating cost does the plan anticipate that will be recovered by bus fares? After five years it is estimated to be only 22 per cent! And, this is likely an optimistic number. EX

The balance, of course, will need to be made up by increased taxes on Grimsby homeowners and businesses. The fact that Grimsby council is even considering this initiative at all is incredulous. This is not a ‘political decision’ as consultant Dennis Kar said during the meeting. It is a financial one. Perhaps being hit with another completely senseless $50-$100 on his tax bill is not a big deal to Mr. Kar, but it is to the majority of homeowners and businesses in Grimsby. I suspect that if this transit system
ever sees the light of day the average tax bill in Grimsby will increase by $700, if not more. To even be considering a public transit system in Grimsby is absolute lunacy on the part of council. Wasting some of Grimsby’s limited financial resources to hire a consultant to do a transit study on this issue is yet more proof of the spendthrift ways of the current council. The sooner that every single member of this inept council is voted out of office, the better the financial future of Grimsby will be. Tom Stirr Grimsby

West Lincoln’s millions better spent on roads: reader Dear Editor, Recently West Lincoln council decided - with their infinite wisdom - that they were going to go ahead and build Joyner’s pet project, the MURS. This despite opposition to this white elephant project at a conservative cost of nearly $24 million which they are planning on borrowing - and we all know governments are always on budget - all on the tax base of about 13,000 residents. Council’s idea that we can afford a near 14 per cent tax increase over the next three years to help pay for this is a sure sign these people do not have a grip on reality. They also have reallocated the gas tax allow-
Letter ance they receive from their idol Queen Wynne, there is also plans to use the kickback money from the wind turbine scam that they sold out too, and maybe 10 per cent fundraising, but there is over 70 miles of roads in the municipality that are still gravel. In North America they started tar and chipping most roads in the late 1940’s but I guess Smithville is a little slow. But we sure pay taxes as if they were paved with gold out here - oh, sorry, they are mud in the winter and spring and dust bowls in the hot days of summer. These are all south of
town centre where the turbines are. We get to see and hear this crap every day, but we are not worthy enough to have proper services afforded to us out here. We’re second class. The scary part is, Joyner truly believes he is good at this job and is quite confident he will
be re-elected in 2018.This town is heading for bankruptcy with the wasteful spending if they are left alone and there are towns that have gone bankrupt in Ontario. Then the province takes over, and we all know how the Liberals are with money. Wait there is no difference. This totally

Best suggestion in years At Monday’s meeting of Grimsby council, Ald. Steve Berry had the best suggestion heard in that chamber in 20 years - the transit proposal should go to plebiscite on Fall 2018 municipal election ballot. Without a doubt, that should happen. First, it gives the community an opportunity to get some new representatives in there to execute it. Second, by that time, a detail accounting of costs should be nailed down. Third, it would be a good idea to run a scaled down test program to assess ridership and interest. Quick note, West Lincoln should do the same with its MURS proposal. And they should start by setting the desired components and shopping for the best price, not telling everyone their budget and planning to blow the whole thing. M.W.
WL problems far excede spending A couple of points of clarification before we get rolling this week: Dennis MacPhail, board chair of Smithville United Church gave me a buzz to clarify a comment made in last week’s story about the new parking lot which will replace lost parking spots along West Street and then some. The old manse, which stood on the property for many years was torn down. It didn’t burn. Secondly, at the recent school board Accommodation Review Committee meeting at Grimsby Secondary a ton of numbers and percentages were offered up. At one point, the proposed capacity of a new “super school” was noted to be 1,400. At this point, the capacity is set for 1,600. That may seem like a small point in the grand scheme of what is unfolding for our west Niagara high schools, but not really. As was noted at the meeting, at 1,600 that is only a one per cent growth capacity in the new space...not much margin for error in attendance projection which is easily questionable on many fronts. ******* There are a lot of challenges in running a small, independent newspaper. Having done it before there have been no surprises, which is a very good thing. For me, as a core editorial guy, the biggest challenge I face on a day-to-day basis is how to split my time between sales and writing. The stories and coverage we offer is, essentially, why we are still here. Yes, we have a much larger circulation in Niagara West than our friends across the street, but they can also reduce their rates to a song as they attempt to buy up the market.
MIKE WILLISCRAFT Again, no surprise. The big difference is what gets covered, and what does not get covered. This publication has and will cover what needs to get covered. There is a price to pay for that, and that’s just fine with me. Residents see how things roll out. It is part of the ongoing issues, really. I get calls and emails regularly asking about when town meetings are being held on certain topics, as I did for the recent transit open house in Grimsby. “I didn’t see it in your paper and I don’t get the other paper,” said one fellow. Common. A couple of weeks ago, I had several fellows come in from the St. Anns area saying they had heard about a wind farm related public meeting. I hadn’t. I sent out a bunch of emails to wind farm people, found out there was a meeting (which was Tuesday, Feb. 7) and got a couple of ads in the paper so people in those effected areas could find out about the meeting, hopefully attend, and get informed. Informing is what it is all about. A simple presentation of information and readers can take it, leave it or flat out ignore it. But in this paper, everything does get read, cover to cover. Because of this responsibility, and for a real newspaper it is a responsibility, this last
couple of weeks has been very frustrating. This past week I spent three solid days just answering questions and talking to people about the West Lincoln multi-use recreation site (MURS) project. It is no mystery, that project has been a debacle from Day 1. So much so, council chucked the first outline and, basically, started over. The problem there is, a major reason the first one was chucked was because the $14 million price tag was deemed to expensive for the township. That wasn’t the problem. The real problem came when council, in its infinite wisdom approved spending $23.6 million on a new arena et al. While the spend is one major problem, the ongoing disaster of a process has spawned multiple issues, not the least of which is a question of the legality of the project. At this point, one councillor says major components of the conceptual plan were altered at an advisory committee meeting which he says had a quorum of council, yet no minutes were taken. As well, another councillor is on record as stating no votes were taken or decisions were made. Two minutes later the CAO told those at Jan. 23 council meeting a decision was made after a discussion to include several elements in a draft MURS design which not approved for inclusion by council back in October. And it just goes from there, really. This issue deserves a great deal of time, as does the plethora of issues percolating away in Grimsby but I don’t have room to get to those. Keep those letters rolling in. Your opinion matters in this publication. We are here for the taxpayers, not chasing the almighty buck...but a buck or two would be nice :)
MURS “irresponsible planning”: reader Dear Editor, The bottom line here is that West Lincoln cannot afford this (MURS) project. It is not about a $23.6 millon dollar project, but rather a $30 million dollar debt to repay. That debt is going to take 30 years to pay back, at roughly a $1 million per year. Just what exactly is going to be bumped off of future budgets to compensate for this? I will tell you what – roads. There are still 135 km. of unfinished roads with a pretty hefty price tag. It was interesting to note that facilities in other areas were toured – Dunnville, Cayuga and Lincoln.
Letter These municipalities did not spend as much, nor did they need to borrow as much. But the really big difference is that their roads are in a much better state of repair. Somehow, over time, they managed to upgrage their roads to an acceptable level. The other issue that has not been considered is the cost of maintenance and repairs for this project. With debt repayment taking 30 years, many things will need to be replaced and upgraded long before that. I live in a home pushing 30 years of age and trust me there has
had to be many things replaced over time. Think roofs, windows, heating & cooling systems, flooring and the list goes on. Now look at a complex of this size and there are just a multitude of add-ons above those that I have mentioned. Somehow this whole project seems to have been conjured up in some sort of dream state, certainly not In real life/real time. This is nothing short of irresponsible planning and spending. GSS closure may cause exodus from DSBN Dear Editor, Thank you for your coverage of the ARC meeting where the likely closing of Grimsby Secondary School by the District School Board of Niagara was discussed. I was one of the more than 200 people there, all hoping to find a way to keep the dream of this fantastic community school alive. Many excellent points were raised by speakers who questioned the validity of the information presented, showed new reasons why the school should be kept open and talked about new ways it might be accomplished. I did not speak but wish I had. My message would have been simple: I believe community schools are the best for every child. Long bus rides are not the answer regardless of a schools size or program offerings. If GSS closes, I will ask for my
child to go to Blessed Trinity. The Catholic school board has built on the concept of a community school in Grimsby and flourished. I spoke to many others who will take their children out of the DSBN if GSS closes. If you feel the same way please send me an email to pleasesavegss@gmail.com before Feb. 9. Indicate the number of children who would have gone to GSS but now will move outside DSBN. I will send the paper an update on numbers. (four so far). I will forward the total numbers to www. dsbn.org and the ARC group.
