WLMH rebuild inches down planning pipeline By Mike Williscraft NewsNow A key document in the planning phase for a West Lincoln Memorial Hospital rebuild got some attention last week and is expected to be endorsed next month. The document, called a 1A, outlines the very basics for programs and services projected for use at WLMH in the future. Hamilton Health Sciences officials made a presentation to the LHIN (Local Health Integration Network) last week which included plans for all HHS’s facilities. “The meeting last week was to ensure everyone is on the same page,” said Kurt Whitnell, a Grimsby representative on the HHS board of directors.

“We are hoping the LHIN endorses the 1A at its meeting next month. As soon as that is done, we will forward the 1B to the Ministry of Health.” The 1B is conceptual design/highlevel costing for all rebuild components. “That is the level we were at when West Lincoln was cancelled. We already have the 1B ready to go this time. It is not as detailed as a blueprint but a blueprint would be generated from,” said Whitnell. From that point, a functional plan would be the next step. That plan could take 12-18 months to complete. “The project is completely different this time around. Two major differences would be the proposed diag-

nostic care enhanced by CT scanners and the day surgery component,” said Whitnell. “We will have many more operating rooms to allow service of not only WLMH’s catchment area but a good chunk of Hamilton as well.” The day surgery aspect is key not only to the overall HHS service model but the existence of WLMH at all, he added. “That is crucial. The day surgery keeps us on the map,” said Whitnell. “And once the 1A is endorsed, our communication people will be able to get much more active with respect to what is happening with the process, what is included and where we are going.”

By Mike Williscraft NewsNow After sitting vacant for more than two decades, a plan is coming together for a high-profile property in downtown Grimsby. For some, it was not worth waiting for. As outlined in a Town of Grimsby planning document, the land at 21-23 Main St. E. - known to many longer-term Grimsby residents as the former Roxy Theatre site - is projected to house 86 1-2 bedroom residential units, with four commercial units on the groundfloor which will front onto Main Street. One of the commercial units will be have a designated restaurant/dining use. “Vehicular access is proposed via Doran Avenue, and the municipal laneway that extends to the site from Ontario Street,” according to the Notice to Agencies. As for parking, 98 spots are proposed for residential use, or 1.12 units/condo, with nine for commercial use and 17 for restaurant/dining. See CONDO, Page 3

The PPS speaks to the need to support long-term prosperity and social well-being by planning for strong, sustainable and resilient communities for people of all ages; a clean and healthy environment; and a strong completive economy. The Growth Plan policies speak to the formation and design of compact and complete communities; making efficient use of lands and infrastructure, supporting transit viability; supporting a range and mix of housing; and the integration of climate change into planning and managing growth. The draft Secondary Plan provides the opportunity to prepare policies in the context of the current planning policy framework, urban design practices, and market trends, and provide for a form of development which better supports ridership of the prospective GO station while stimulating economic growth and providing employment opportunities through a more compact built form. None said such a proposal was acceptable mainly due to the major impact such a large building would have in dominating the downtown core. Traffic in the town’s most congested intersection and parking were also of major concern. The Heritage Impact Study seems to

fly in the face of concensus comments that the proposed structure would drastically impact the downtown core and dominate the landscape. The study says the building will “Indirectly adversely impact heritge attributes of surrounding heritage properties, but to a minor extent.”

The study also notes the proposal complies with most policies in the Downtown Grimsby Design Guidelines, except height. The study also claims the new buidling will have a “postive impact” on the sustainability and appreciation of heritage properties in the immediate area.

Century Condos open house March 1 A public open house will be hosted March 1 regarding a proposed 86-unit condo complex for downtown Grimsby. The developer of the project, dubbed Century Condos, Homes by DeSantis, will host the event, planned for the Carnegie Commons at 25 Adelaide St. in Grimsby. Doors open at 6:30 p.m. with a presentation at 7 p.m. The proposal, which is currently

in the “Notice to Agencies” phase of planning – when key stakeholders, such as public works and fire departments, are asked for their input on proposed designs – is expected to be considered by town council for an Official Plan amendment in the early spring. Current bylaws include a maximum height of four storeys. Being considered is amending this to allow eight storeys in the downtown core.

Council includes Danish Lutheran on register Grimsby Council passed a motion Monday night to include an east end property on its Heritage Register although the owner was not made aware of the move. Ald. Nick DiFlavio said the move was necessary for several reasons, magnified by the hot development market currently consuming much of the town. DiFlavio said whenever questions come in about a particular property, the first question is always, “Can I tear it down?” “The answer is, no, not if we want to preserve the heritage of the community,” he told members of Grimsby council, adding historic properties need to be added to the registry with or without property owners’ approval.

“It really is not that big of a deal. All it really means is, if a demo permit is requested, we have 60 days to review the property,” said DiFlavio. The property in question this night was 130 Main St. E – a .6 acre lot at the corner of Main East and Nelles Road which many would recognize as the Danish Lutheran Church. The building goes back to the 1880s having been built by Walter Nelles, one of Grimsby’s most prolific families. It was noted that the site was proposed for inclusion on the register back in 2008 but its removal was requested by church officials. In pleading to have it included now, DiFlavio noted the Town has worked to preserve other

buildings such as Hagar School, which is now home to Canadian Bible League and the large home at the corner of Garden Drive and Main St. W. “We actually lost that at the OMB,” said DiFlavio, noting the development deal came apart due to other reasons. “Otherwise, that beautiful home would have three townhouses in the front of it and that was the old OMB; now there would be 12.” Aldermen Steve Berry, Dave Kadwell and Dave Wilson voted against including the building in the register due to the lack of notification of the new owner. Aldermen Michelle Seaborn, Joanne Johnston, DiFlavio, John Dunstall and Carolyn Mullins were in favour.

The manor, located at 126 Main St. W. was built from 17881798 by Col. Robert Nelles. Barry and Linda Coutts, made the home their life’s work, donating as a museum about two years ago. “It was a real honour to have the Nelles Manor Museum chosen as the charity of choice this year and we are very appreciative to the organizers for choosing us,” said Linda. The event, held at the Casablanca Winery Inn, was its 13th

year rendition. With an extensive silent auction, top flight dinner and

black tie atmosphere, it has become a key event on the social calendar.

The following are some ways for couples to permanently memorialize their wedding days. • Dry the bouquet. Wedding bouquets can be freeze-dried and/or chemically preserved so that the colors, textures and the volume of the blooms can appear just as vibrant as they

Work in progress

West Lincoln Community Care’s thrift store has been a work in progress for months. What started as five churches banding together in 1984, growing to 12, and culminating in the launch of WLCC, the organization opened a retail arm in 1990. Now, with the support of its largest benefactor, Stanpac, WLCC is about to open a 5,000 sq/ ft. outlet for furniture and a variety of goods.

Mark your calendars A couple of quick points on some organizations worthy of some time and attention: Big Brothers Big Sisters and Grimsby Kinsmen Club. BBBS has been on a rollercoaster in recent years – everexpanding caseloads and diminishing resources. March 3 is the organization’s major fundraiser, the Bowl for Kids Sake, sponsored by Tim Hortons. The goal this year is 40 teams of 4-6 bowlers at $50 per bowler. The event will be held at Pla-Mor Lanes in Port Dalhousie from 1-5 p.m. Call BBBS at 905-945-9353 to register. The Kinsmen are ready to tee up their 23rd annual Greater Grimsby Mini-Putt set for Sunday, March 11. As this event has sold out for many years, it is important to note two things: 1) registrations will be accepted starting next Thursday, Feb. 15, and; 2) the entry fee is now $300 per foursome. Want dough, sign on bottom line There isn’t an easy way to make a buck out there, or everyone would be doing it. Many think developers not only build strip malls, subdivisions and condos, but also build their own press to print dollar bills. Having sat through countless meetings over the years in municipalities large and small, the red tape and detail they wade through is tremendous. Honestly, it chokes some of them to death if they have not planned their timing or have sufficient cash flow to carry a proposal through to fruition. So when I see a designl for a downtown Grimsby site with an eight-storey offering rolling out, I really can’t blame the developer. Town of Grimsby has fostered a reputation as a municipality where not only do things get built quickly, but usually over provincial spec requirements. It’s not called the home of “Bob The Builder” for nothing. Logically, there is no way an eight-storey condo gets built in the middle of Grimsby. Sadly, time and time again, logic has had precious little to do with how council has conducted itself. Simply, when you look at the scope of the project, before you get into the number of units, number of parking spots, how traffic may be mitigated onto Main Street, the sheer dominance of such a huge structure in the core wouldn’t damage Grimsby’s historical streetscape, it would obliterate it. It’s that simple. Four is the limit on the north side of the street and that would be lots. But what would seem logical, and get called into question, is established four-storey standard. When you have a consul-

MIKE WILLISCRAFT tant declaring the proposed eight storeys would “Indirectly adversely impact heritage attributes of surrounding heritage properties, but to a minor extent.” And that last bit was bolded in the report, I have not enhanced it for effect. Whether it be for heritage, geography, social or visual it would be confounding to think eight storeys anywhere in the core would have anything other than a major effect. It would be all anyone would see or notice, so how could that effect be deemed minor in nature? I did a quick check with Adam Mottershead, whom I got to know when he was part of the Ontario Municipal Board appeal for one of the many condos being built out at Winston Road. “This development will be the first stake in the heart of the downtown we know. The relative scale between the surrounding buildings and this 8 storey proposal, which is double what the Official Plan calls for, will create a disharmonious looking streetscape,” he said.

“Although the architectural controls will attempt to control the visual impact, you are still left with an 8 storey building surrounded by predominantly 2 storey structures. This may spur “development creep” whereby neighbouring properties are then incentivized, or as a result of negative impacts forced, to sell for redevelopment.” I can’t argue with that. A big part of the reason people who saw the sketch this week recoiled with concern is the development in the Winston Road area. On that I will say I wish Grimsby had gone up instead of out 20 years ago. It would have been better planned and we would have a lot more greenspace now. Going up is happening now mainly due to Greenbelt. No matter what is causing that pressure, we are where we are. The speed and scale of all these projects have people talking the rumour mill is going nuts. Maybe... maybe 15 per cent of what you hear is true. I’ve heard some beauties. This project is not rumour. It’s right in front of you. If you think it is great, or if you have concerns, the developer is hosting an open house at the Carnegie Building Thursday, March 1. Doors open at 6:30 with a presentation getting underway at 7 p.m. All I will say at this point is, high density residential in the core is a good thing and that is why the height limit is set at four storeys; the density is there and historical integrity can be preserved.

How much is enough?

This week we’ll look at ways to figure out how much you need for retirement. A far better method is to base your retirement needs on your current spending and not your income. After all, your current spending is what you want to maintain in your retirement, not some arbitrary 70% of your current income. Here’s how to figure out how much you’ll need in retirement: • Track your current spending to see how much you spend and where your money is going. Try keeping track for one month and if it’s a usual month, multiply by 12 to calculate the annual spending amount.

• Project your annual spending amount after you retire by taking out expenses that will be less or even disappear after you retire. Increase this amount by any new expenses you foresee. • Calculate the annual pre-tax income that is required to cover b). • Estimate how much you will receive from your workplace pension, CPP, and OAS. Service Canada will provide you with estimates of CPP and OAS. • The difference between c) and d) is the annual amount you’ll need to fund from savings in RRSP, TFSA and investment accounts. Now for the hardest part. Estimate the number of

years you will have in retirement and calculate the net present value of the annual amounts you will need to fund from e). Better yet, come and meet us.
