intensity of it and reasoning, but she believes council has already been down that road. “I don’t disagree that there are risks with this project, but I believe this is project is sound,” said Mullins. “I would not, and nobody else on council, put the Town in a precarious position.” Hattin, who has expressed concerns with virtually every facet of the project – including operating budget, valuation of input material costs, payment plans and the Town’s financial guarantee as well as the facility’s energy producing efficiency – said the risks that are involved make it a non-starter. In a Letter to the Editor this week, Hattin cited the Town’s track record
in managing past major capital projects calling their performance, “underwhelming”. “So why would this be any different,” he said in an interview. Which brought Hattin back to his point about the independent review. “We had a third party review it. We got legal advice. Our lawyer reviewed it,” said Mullins. “He provided us with a letter outlining our liabilities and financial obligations. We’ve done everything we need to do.” While there has been no full public disclosure of many key points in the business plan, Hattin said there is more than enough that is known which should be setting off the community’s alarms. An example of that is a
clause in the $4.5 million guarantee which town council has already approved. “There is a clause there that Town assume immediate responsibility for the whole entity if Grimsby Energy defaults on just one payment,” noted Hattin. “That is very unusual. Typically, it would go to a parent company which has assets and other means with which to deal with the debt as opposed to it being handed right over to the Town, as in this case.” “You’re right,” agreed Mullins, when asked, “That is odd.” “But we own both, so in a roundabout way we are ultimately responsible.” “The project is getting a lot of attention and it should. It is good that people are stepping up. It will help ensure all concerns are addressed.”

Job fair to help employers as much as job-seekers
While many think of the good that job fair can for those seeking work, they can also help employers seeking to fill their talent pool, says Gary Bruce of the Employment Help Centre. Bruce is coordinating a major job fair Sept. 22 at the Ramada Jordan Beacon Harbourside from 10 a.m.-5 p.m. “It can be great for any and all employers,” said Bruce. “If they positions available it is an efficient and costeffective way to collect resumes.” The other side of the coin is
the benefit for the region as a whole. “These kinds of events create an opportunity to showcase what is here. It is a chance to bring skilled labour and talent here.” Employers from outside Niagara will also be in attendance as they seek to draw on the talent that is in West Niagara. With a focus to drawing from across Niagara Region, Bruce said the event will have a diverse cross-section of opportunities. “We want to have some-
thing for everyone, as much variety as possible,” he said. “Manufacturing, hospitality, service, clerical, you name it.” A similar event was held in spring, but it was considerablly smaller. It met with a great response, hence the decision to expand to larger program. “The spring event was great, but this one will be double the size. We expect about 60 exhibitors,” said Bruce. Stair maintenance beyond GBF mission: Stevens Dear Editor, This letter is in response to concerns raised about the closing of the stairway at the rear of our property. For a long time, this stairway has been used as a shortcut by some residents looking for a quicker route to walk downtown. Over the years, the stairs have grown old and fallen into disrepair. And though it disappointed us to have to make such a difficult decision, ultimately we had to decide that we could no longer maintain the stairway. We can understand why some neighbours are disappointed. We are too. It wasn’t an easy decision. But between the reconstruction of the stairs, the ongoing maintenance and the potential liabilities involved, we

He will be greatly missed by his six children and their spouses: Rick and Doris Wukasch, Rebecca and Alan Murray, Peter and Beth Wukasch, Matt and Suzanne Wukasch, Melissa and Terry Bone, and Ellen and Dave Anderson. “Opa” greatly influenced his eighteen grandchildren, Nathan, Benjamin, Simon, Connor, Meredith, Daniel, Jesse, Kyle, Erin, Rachel, Kevin, Sarah, David, Jessica, Mark, Joshua, Jennifer, and Emma. He left a legacy of faith and zest for life for the future of his five great-grandchildren, Abby, JD, Hope, Sophie and Joy, with another on the way! The 607 foot, 7 inch long diesel powered vessel was strengthened to carry iron ore and came to the Great Lakes in 1969. It was not a regular inland visitor spending most of its time on saltwater. It was sold, registered in Singapore in 1975 and renamed Konkordia. The new owners had the ship back through the Seaway in 1977. Another sale in 1980 brought the ship under the flag of Greece as Spilios and this too was a Seaway caller that year. The vessel ran aground off the

Staircase issue just heating up The residents at the opposite end of the stairs from the Grimsby Benevolent Fund’s location are fighting an uphill battle. While it is clear they have used the staircase on the GBF’s east side to descend into town or use it as a short-cut while walking to school, or for simply going for a walk, for decades, it is clear the GBF does not want to assume ongoing responsibility for it and the Town of Grimsby has no interest in seeking an accommodation of some sort. When fences start going up to reduce or eliminate access, trespassing signs are but a moment away...and that is not good for anyone. The residents of Melrose, Rosslyn, Balmoral et al are entrenching and this could get much nastier before it is resolved, as they are not taking no for an answer. They believe decades of approved use means something. We’ll see. M.W.
A little info a confusing thing In the last two weeks I have had many, upwards of a dozen, conversations with everyone from dead set opponents of Grimsby’s biodigester project to random ag sector folks to town councillors. Some of these conversations spanned more than two hours. Today, I am no further ahead in my opinion of what is happening or going to happen with this project, I am sorry to say. It is difficult to have a full conversation when one side (the Grimsby town council and Grimsby Energy side) cannot fully discuss key matters due to their confidentiality guidelines. The project, and related concerns can be boiled down to three basic areas: its ability to perform (weather and efficiencies), the financial plan (interest and depreciation) and dayto-day operating budgets. Opponents, and there are many in the community, for the purposes of this piece will be represented by Rob Hattin, a former Grimsby Power board chairman and experienced engineer and entrepreneur. After his research and discussions, he believes a conservative estimate would be the thing loses in the hundreds of thousands of dollars each year pretty much from day one, becomes an albatross around the neck of the Town and drains its coffers dry. Not good. As simply as can be paraphrased, he says the methane version of power generating is perhaps the least efficient manner of generating hydro in that it does not
MIKE WILLISCRAFT burn very hot, which would sound odd to any person not involved in power creation because what flame is not hot, but there is scientific fact to back that. Then mix in extreme temperature concerns, which can render a biodigester useless. On the operating end, he believes the budgeting for staff to be exceedingly low compared to similar commercial use units where he says his research has shown 8-10 people are needed, where he claims only 2-3 seem to be accounted for in hydro’s business plan. On the financing end of things, it is complicated (not that the rest of this is not) but Hattin claims interest on the debt incurred to build the thing, depreciation and other factors have simply been estimated inaccurately. And there are several other ins and outs, but in my estimation those are the major points. The big problem for me is, if even one of those problems is true and materializes fully, any positive revenues would be gobbled up and you would have nothing but financial risk with nothing more than a possibility of break-even status facing the
Town....at best. The Town and hydro officials have stuck to their guns in that they say they have done as much as six years of research into the thing. They have talked to consultants and experts about every facet regarding every concern raised. Not one thing mentioned, they say, has been new. Asked and answered. Repeatedly. In the end, they either had to decide if they should support it or not and they decided to support it. Generally speaking, except for things that came up at public open houses about the thing, that is pretty much all they can say in the way of specifics. The intangible issues arise at this point. If they – town council, which is also the shareholder for Grimsby Energy et al and is supposed to act in the best interests of the taxpayers – have all the same questions, why would council not take their own solicitor’s advice and enlist an independent, third-party review of the business plan. When I started Grimsby News and NewsNow, I took my business plan to several people I consider industry experts for review. Not only for them to look for holes, but to ask for ways to improve the plan. I was not investing $4.5 million in capital costs and diving into a business with a solid, but capped, revenue stream. More will evolve here and it is genuinely hoped, even by Hattin, that the biodigester works. He just doesn’t believe it will. Hydro officials believe it will and council hopes it will.

Dear Editor, As Finance Chair and Alderman in Ward 4, I want to respond to some of the comments made in a recent letter to the Editor. Quite sometime ago the Town of Grimsby was looking for ways to generate revenues for the Town. Funds from the Provincial and Federal governments were being decreased or eliminated. It was incumbent on us to look for other revenue sources, otherwise the much needed funds would have to come from our Tax payers. Grimsby Energy Inc. was tasked with examining and evaluating green energy technologies to determine the feasibility of undertaking a green energy project. A number of options were reviewed including solar, wind and other renewable technologies, with the bio
Letter digester ultimately getting the nod for the best return. The revenues for this project were confirmed and guaranteed with the securing of a Feedin Tariff (FIT) contract. This contract provides the corporation with a guaranteed average rate of $0.161 per KWH of energy produced for a period of 20 years. Furthermore, this contract provides for an annual increase to address increased costs over time. There has been much discussion about the bio digester technology and the feasibility of doing this in Canada. Like any new technology, the knowledge base grows quickly and this is no different. The build will ensure temperature extremes are addressed. Council approved
this initiative in 2010, yes there have been some delays, most have been responding to queries and applying for certificates from the Minister of the Environment. The business plan made sense at the time and continues to be sound. The fact that we were unsuccessful in securing government grants is disappointing yet, the original plan did not include any special funding from outside sources. Staffing needs continue to be assessed, and raw material contracts have been or will soon be finalized. I can assure you that Town Council continue to monitor the progress of this project.
