Times have changed, with negative impact for Lincoln Fire Department By Mike Williscraft NewsNow Lincoln Fire Department rosters have reached a critical level. Changing times has meant fewer volunteer firefighters are available for daytime calls and recent incidents have been with creativity to ensure a sufficient number answer the call to properly respond. “In Lincoln, fire suppression duties are provided entirely by volunteer firefighters, who must first respond to their stations from home or place of work in their personal vehicles upon notification of an alarm, don firefighting equipment, and respond to the incident scene in the fire apparatus,” said Fire Chief Greg Hudson. “In order to be able to successfully carry

out its mandated fire and rescue duties, the fire department must maintain an adequate roster of volunteer firefighters who are ready and able to respond in a timely manner.” That task, said Deputy Chief Bill Blake, has been easier said than done of late. “Firefighting is no longer a small volunteer commitment as it was years ago. There are many issues the fire department faces when recruiting and retaining volunteer firefighters,” said Blake. Among those issues: • Employer-related – A lack of support of volunteer firefighting by employers. Biodigester: Rose or thorn? Former finance & hydro chairs don’t believe project projections By Mike Williscraft NewsNow Something does not smell right with Grimsby’s biodigester project, says former long-time alderman and chair of the Town’s Finance Committee Wayne Fertich. In a Letter to the Editor this week, Fertich said, “While this $4.5 Million project has not garnered near the public scrutiny it deserves from both financial as well as environmental perspectives, it has become incumbent upon me to speak up on a project that has the likelihood of putting the Town’s finance’s and certainly that of Grimsby Power et al in serious jeopardy.” The biodigester is a facility being built on a recently purchased Sobie Road lot which will generate methane gas which will, in turn, power hydro generators. Hydro officials have said the 20-year FIT (Feed-In Tariff) contract will generate as much as $25 million over the life of the

agreement. But revenue is not so much Fertich’s concern as the expenses and business plan behind the project. Among his concerns: • He claims hydro officials have it wrong the technology purchased will not work in extreme temperatures. This would reduce productivity and resulting revenues below projections; • The Town has not properly budgeted for staffing requirements or maintenance required for the site, and; • Part of the business plan concerns are that depreciation was not properly applied to the document and loan interest was also underestimated, since the federal and provincial governments have not come through with anticipated grants to build the facility, a $3 million setback; Grimsby Energy Board chairman James Detenbeck said Tuesday in an email to NewsNow the fears are unfounded. “Our numbers were See PLAN, Page 2

In Lincoln we do have many employers that do allow their employees to attend emergency responses during work hours, however, this is not the norm; • Family-related – Volunteer firefighting requires a time commitment which separates volunteer firefighters from their loved ones at unpredictable times. • Availability of people – Many people work outside the community during the day and live very busy social lives after work hours with recreational activities and demands from children. • Time commitment – There are increased demands on a volunteer’s time due to call volume and mandatory training. With mandated minimum hours required, discipline action for missing training and emergency responses are necessary, but very discouraging for volunteers. As a result of these changing social stresses, it has been increasingly difficult to maintain sufficient roster levels,” said Blake.

“Lincoln Fire has had many retirees over the past decade with over 25 years of service. With a handful of currently active firefighters reaching this milestone, we feel that these types of veterans will not be the norm in the future due to the restraints I have noted.” “Lincoln Fire will be actively hiring firefighters for all four stations in the coming months. We expect to have literature out to the public sector in the Fall of 2015.” Aside from the obvious, Chief Hudson said there are two key reasons to boost staff levels. He said pre-flashover response – when the temperature in an enclosed area (e.g. inside a room of a building) reaches sufficient temperature to cause all contents to simultaneously and violently ignite...generally unsurvivable – is critical. “Secondly, not only is it essential for firefighters to respond to fires in a timely manner, but it is equally important to ensure that sufficient numbers of firefighters are deployed to each fire scene in order to carry out critical rescue and fire suppression tasks safely and effectively.”

Niagara mayors say let’s get GO-ing Niagara Region got closer to a provincial decision on GO train transit after a meeting with Transportation Minister Steven Del Duca on Tuesday. The meeting – part of the AMO conference in Niagara Falls – with Del Duca and all of Niagara’s mayors and other key officials did not garner a specific response or detail, other than the minister’s confirmation that he would have the information he needed to make a decision by the end of 2015. “We were pleased to acknowledge the ongoing commitment of Minister Del Duca and his staff to the GO Niagara project and the possibility of an announcement near the end of this year,” said Lincoln Mayor Sandra Easton. “I was able to share with the minister that the Centennial station announcement most likely set off a multiplier effect of economic development that can’t be quanti-

fied but is more than coincidence. Lincoln can support jobs from scientist to server and we are anxious to entertain a wide variety of development opportunities that will support a mixed economy and an improved quality of life in Niagara.” Grimsby Mayor Bob Bentley said the focus of Tuesday’s meeting was to confirm that 16 previously listed concerns had all been dealt with, save one regarding CN which is in the works. “(The) minister indicated that some gaps still exist and need to be further analyzed as next steps but could include further announcements or more detailed media releases regarding this project by year end,” said Bentley. The province is spending $150 million to extend GO train service to Stoney Creek, with the Centennial Parkway station being ready for 2015.

By Mike Williscraft NewsNow When meeting Tom Haire one might not think he has something significant in common with world renowned crooner Tony Bennett...but they do. In 1953, at 17, Tom was doing what he was born to do – sell ads at his first job as a junior rep at the Belleville Intelligencer. Bennett on the other hand was doing what he was born to do, sing, having “Rags to Riches” on the top of the charts that same year. Both men doing what they do and doing it well. Fittingly, until April of this year when Tom retired – for a third time – they both continued to produce at top levels. For Tom, born in 1936, the early part of his career meant several moves and whole lot of learning at every turn. His path brought him to Niagara and the Henry Burgoyneowned Rannie Publications, then Grimsby News, as it was called in its first year, and eventually Niagara This Week after Torstar bought the independent paper in 2004.

The province used to be filled with solid independent papers, now they are mostly corporate owned.” The style of selling, with the change of markets and technology has also changed. “You used to pack a briefcase and walk out the door and make all your calls on main street. Now territories are huge and there is a lot of driving or much is done electronically,” said Tom. Whether it was the change from hot lead printing to offset, or a typewriter to a Blackberry, Tom made the adjustments that needed to be made and he always found a way to communicate well with his staff. He encourages anyone thinking about getting into the newspaper industry not to hesitate, noting it will always be around...in some form. “For sales, a rep needs to understand their clients and sell them what works for those clients, whether it be digital or print,” said Tom. “With the mostly corporate ownership, it also allows for much more advancement than their used to be. You can move up fast if you have ability. I am not sure where it will all go but, then again, nobody is.”

Aegis Faith wore out at an early age By Skip Gilham For NewsNow Aegis Faith was one the 29 different “Aegis” ships to visit the Great Lakes in the 1970s and 1980s. Almost all were under the flag of Greece and had a similar ownership group. Some became a casualty at sea while this one wore out at an early age. Aegis Faith was built at Vegesack, West Germany, and completed in June 1969. The 139.58 metre long bulk carrier first appeared in the

Shipwreck Seaway in 1971 for the Speedwell Shipping Co. Ltd. of N.D. Papalios. It was sold and registered in Malta as Eurco Explorer in 1985 but broke down two years later on a voyage from Bangkok, Thailand, to Chittagong, Bangladesh. After only 18 years, the main engine needed major repairs and, rather than deal with the expense, the ship was laid up at Chit-

tagong and then sold for scrap. The last trip was only a short one as the former Seaway

trader was dismantled locally by Mubarek Re-Rolling Mills beginning on April 22, 1988.

Resident says GBF stairway leads to neighbourhood unrest this in the past few months has brought shame upon your organization. You are lucky that not many have witnessed your embarrassing commentaries made before the public works committee and your own board. All these years, the stairway has been a gem in a community relations plan you didn’t know you had. Had you been in touch with the community, you could have turned the maintenance of a deteriorating stairway into a community project that generated tons of hugs and

fostered understanding, trust and support. So, it’s not too late to start from square one again. Do what everyone does and weigh the good points against the bad. Then map out your recovery plan and back-pedal. It’s a task that requires taking a deep breath, shaking hands and starting all over again. We had an idea. We reasoned that the GBF operates via volunteers and we have the skilled trades to repair the stairs. We can volunteer to rebuild them. Our neighbours were excited about the prospect of helping. Well, you refused our help. You see, the GBF depends on the community as much as the community depends on it. You know how it works. We load up the trunk of the car and we visit the back door at the GBF. Our life-long treasures then become yours. This is the development of a relationship. One where our very personal pasts become linked to the GBF. At your front door is a different kind of relationship. Our four-yearold granddaughter has a favourite store. It is not Old Navy or Toys R Us. It is the GBF. Our rule is - if she wants to buy a toy, she must first donate an old one. Yes, she will be a strong supporter tomorrow because nana and poppa are building one. By the way, she still says she wants to walk on the stairway to the GBF store. But, she can’t now. On the other hand, the teenagers here will remember that GBF took away their shortcut to high school and their walk every morning was a little longer. Dear Editor, I should thank the GBF for bringing our neighbourhood closer together. It is surprising how much can be accomplished when people work together towards the same goal. Then again, you are masters of that. We discovered that the GBF wasn’t a good neighbour after all. You chose to close this neighbourhood connector, at the south-east corner of your parking lot, that links our neighbourhood with downtown Grimsby, without announcement to your neighbours. Every time we’d walk up or down the stairs, there was a warm fleeting thought of the GBF. That this charity was brilliant. You had mastered the art of community relations by keeping this stairway open for some who had donated to you all these years. You were doing something amazing and you didn’t even know it. The stairway was closed, so we knocked on your door, but nobody would talk to us. Again and again. We were beginning to think we were being told to “go to hell”. Surely not the local charity that everybody loved? After all, every church in town sends out a plea every Sunday for monetary or food donations for GBF. That’s how GBF ended up with more than $1.3 million in the bank. But, GBF doesn’t talk about it. GBF continues to extend pleas for support. And it continues to be rude to its neighbours.

Niagara Region Wind Project (the “Project”) Within the Townships of west Lincoln and Wainfleet and the Town of Lincoln in the Niagara Region and Haldimand Country in Southern Ontario Haldimand Country and Niagara Region, the 11th of August 2015.

Niagara Region Wind Corporation, now FWRN LP (the “Proponent”), is planning to engage in a renewable energy project for which a Renewable Energy Approval (“REA”) was issued by the Ministry of the Environment (now the Ministry of Environment and Climate Change on November 21, 2014.) Project Description The Project is located within the Townships of West Lincoln and Wainfleet and the Town of Lincoln in the Niagara Region and Haldimand County in Southern Ontario. The Project will consist of 77 wind turbine generators, step-up transformer, electrical collector lines, a transmission line, two transformer substations, turbine access roads and construction staging areas. The Project will have a total maximum nameplate capacity of up to 230 MW. Commencement of Construction of Transmission Line Infrastructure Early activities will consist of initial surveying, grading activities, and site marking along the transmission line route. These activities are described in detail in the REA technical reports found on the Project website: www.nrwc.ca. By August 31st, 2015, the Project is expected to be under full construction. Installation of transmission line infrastructure is expected to begin in September 2015. Construction activities are expected to last approximately 16 months. The flash summer storm which swept through the area Tuesday downed several trees, including this one which blocked Main Street East at Nelles Road at around noon, and knocked out power. Niagara Region crews cleared debris. The road was re-opened in about 90 minutes.

Asked and answered? Despite a lengthy list of concerns and questions pertaining to Grimsby Energy’s $4.5 million biodigester project, GE chairman James Detenbeck has resolutlely answered everyone one. Former board chair Rob Hattin and now former alderman and Finance Committee chair Wayne Fertich remain just as steadfastly confident that the business plan prepared for the project is just plain wrong. Wrong in the sense, they believe, expenses are underestimated and revenues are overly optimistic due to climate issues which may impede the level of hydro generation which the Sobie Road plant can produce by creating methane gas, which will then power generators to create electricity. It is realized this has the tones of a broken record and has been stated many time on this page, a full public review of the project should be done. This is not to challenge hydro officials or even doubt them. The dollars are just too big. M.W.

A story that needed to be told Really there are a lot more stories behind Tom Haire. He is a quiet, unassuming fellow, and he really doesn’t say much. But when he talks, time to sit up, get your notebook out and pay attention. I did. Every time. Gotta say, to write that piece on Page 5 of this week’s edition without filling in the blanks with some first-person anecdotes was near impossible. To brush over years, if not decades of toil and sweat by saying he bought a paper, he sold a paper; he helped start Grimsby News, he retired...for a second time. I have so many memories of the calm, sage advice he gave me and seeing him handle staff of whom nobody else could get anything out...and I mean anything. Tom has that ability to connect, listen and be succinct with his comments. Having been there done that in every facet of the industry would surely have helped him with that style. There was no situation he had not seen, both on a corporate level and independent publishing level and let me tell you, those two worlds could not be more polar opposite considering they are in the same industry. For me, the most crucial discussion with Tom was the very first one I had with him regarding a possible start-up paper in March 1997. I had just been canned from the Grimsby Independent with no intention of starting a paper until members of the Grimsby Kins-

That Sunday night, I ended up at Tom’s kitchen table in St. Catharines eating chili, playing euchre til all hours of the night and talking newspapers. Bottom line: if we started up, could we get onethird of the market off the bat, which is what we figured we needed to get to survive. We drafted a rudimentary budget on a napkin based on advertising accounts I had come to know and matched them with dollar amounts Tom had an idea of in terms of an annual spend. In the end of Year I, we were $800 off that first draft budget. That allowed The News to survive early on and Tom saved us from countless pot holes. When I say Tom changed the face of media in Niagara West I am understating. I worked stupid hard, well over 100 hours a week for years, but none of that work would have gotten it done without Tom’s help. The growth and evolution of Grimsby News into Grimsby Lincoln News and the addition of Niagara

West This Week, which was only on the radar for less than a year before my 2004 sale to Torstar and the evolution of Niagara This Week can all trace its roots back to Tom Haire. That is not to say NTW would not have steamrolled into town and done the exact same thing or something similar if I had not sold, but the extinction of three century old community newspapers at the hands of a small independent start-up certainly would not have happened without him. It sure would have been nice to have him along for the NewsNow ride, but such was not meant to be, and that is ok. We are both 20 years older than the first go-round. Tom needs a little rest and, hopefully, I absorbed enough of his advice to get things done here. So far, so good! Over the last two decades we sat and talked strategy many times. We would analyze situations like a chess match, assessing a situation’s strengths and weaknesses, forecasting and anticipating moves and planning our own. Not always, but an extremely high percentage of the time things materialized as we thought – sometimes that was good and sometimes not, but when bad, having an idea you are about to get punched seemed to make it a little better than it coming as a surprise...if I am explaining that well. Tom, you are one heck of a guy and I appreciate every second I have known you. Thanks!

Former alderman raises biodigester concerns Dear Editor, As a former long-term alderman and chair of Finance, I have become troubled by the biodigester fiasco that has erupted. While this $4.5 million project has not garnered near the public scrutiny it deserves from both financial as well as environmental perspectives, it has become incumbent upon me to speak up on a project that has the likelihood of putting the Town’s finance’s and certainly that of Grimsby Power et al in serious jeopardy. In June 2010, as an alderman I was given a document that detailed the project. I am sure that not much has changed to its viability, except the costs of the project have gone up, while the meagre income projections are even more dubious. What was amazing is the poor degree of accounting and planning that the directors of Grimsby Energy (Power) were expecting us to swallow. The science of bio-re-

actors is public knowledge, and therefore well cautioned up front in this document. Bio-reactor technology is NOT for extreme cold or hot climates, as no bio-reaction can take place. This means simply this machine will NOT work in the dead of winter or JulyAugust, essentially 4–5 months of the year. The basic operating use is about 65 per cent. The vendor uses 85 per cent, which is overly optimistic. Deduct 20 per cent of the projected revenues – to no more than $800,000. And the contracted revenues can never increase. From there, proper expenses have to be accounted for. They say three full-time people. The local dump has over 20 people daily, and its not a complex power plant that requires staffing 24/7, so staffing goes from three to at least 10 people, $800,000 or more in wages. It’s a break-even proposition at best. But no, it gets worse. Annual expenses are:

fuel costs, $300,000, an admitted guess. The Vendor again hopes that maintenance on a powerplant to be $50,000 – not credible – more like $200,000. “Interest only” at 7.5 per cent on a loan is said to be $300,000 (it will be higher now because the feds and province did not approce grants). So now the plant could have a recurring LOSS of ($800,000), and the LOSS could grow every year, as expenses grow. But what is amazing is Grimsby Power directors have NOT accounted for two very BIG financial obligations. Depreciation – $450,000 per year; debt repayment should be $638,000. The total annual loss

could be as high as $1.6 MILLION per year. It is unclear if security, insurance, licences, taxes and benefits have been accounted for. What scares me is that Grimsby Power won’t have enough money to pay for the interest on the Town’s promissory note that it receives each year which will increase your taxes. Accordingly, either our taxes or our power rates increase dramatically. Given that council was advised to get public input and a proper investment report before going ahead, but did not, this just gets better. More to come.
