Grimsby defers hydro restructuring By Mike Williscraft NewsNow In what can only be described as the deferral of a motion with zero fanfare, Grimsby Council voted Monday to send a recommendation dealing with hydro utility restructuring back to subcommittee for more input. At last week’s Administration and Finance Committee (AFC) meeting a proposal to group Grimsby Energy, Grimsby Hydro and Niagara Regional Broadband Networks under a newly formed holding company, Holdco 2, was
recommended. The subcommittee motion was passed despite several major pieces of missing information, noted Ald. Dave Kadwell, namely how a $12.9 million valuation was established and why the extra level of administration was being added to a process in an attempt to “tidy up” what was recognized as “cumbersome” and “very confusing”. At council, a motion brought by Ald. John Dunstall to lift the hydro portion of the AFC minutes, save for the portion which
would put Ald. Michelle Seaborn on the Niagara Power Inc. board of directors, was approved. “And I’d prefer not to have any discussion,” said Dunstall. With that, Mayor Bob Bentley called the vote without asking if there were any questions or comments. The drama did not stop there, though. Later in the agenda, Ald. Steve Berry outlined a proposed operating program for the CoGen unit which sits on town hall’s lawn. Berry noted a report from pub-
lic works director Bob LeRoux who recommended only operating the unit, which came in at a total cost of well over $1 million, from December to February. As well, a maintenance budget of $1,500 per month has been set, although LeRoux’s report noted “Costs of $7,000 to $10,000 per repair visit were normal last winter”. “The only person who can service this (the make of CoGen unit) is out of Chicago,” Berry said at council, which drew See COGEN, Page 2

GAMRU boat bottoms out A Grimsby Auxiliary Marine Rescue Unit boat that suffered a ‘catastrophic failure’ during a rescue mission on Saturday has been removed from service during the busiest part of the boating season. The 22-foot Zodiac Hurricane rigid-hull inflatable boat (RHIB) experienced a massive breach of the fibreglass hull while towing a disabled 42-foot boat during a rescue in Lake Ontario on Saturday morning. The GAMRU volunteer crew completed the mission but had to leave the boat at the Canada Centre for Inland Waters in Hamilton Harbour when it wasn’t safe to continue. “The majority of the port side of the hull has been delaminated,” GAMRU chief of operations, Ben Upper, told members. The hull suffered a major crack down the side and a large portion of the exterior fibreglass separated from the bottom of the structure, Upper said. “It was a catastrophic failure,” he said, “and right now we don’t know what it will take to fix it — if it can be fixed at all.” The deck of the vessel was flooded when crews came to retrieve it and attempts to pump out the wa-
ter were unsuccessful. Why the hull failed has not been determined but the boat and crew responded to a ‘MayDay’ call in heavy seas on Friday that may have contributed to the failure. The Zodiac, known as GAMRU 334, is one of two vessels available to the group during the boating season. Described as “the work horse of our fleet,” the versatile vessel was built in 1995 and served with the Canada Coast Guard before going into service with GAMRU. “This is a significant setback,” said GAMRU unit leader Bob Gordon. “We’re fortunate to have our larger, steel-hulled GAMRU 240 vessel that will still give us the capability to respond to rescue missions, but we counted on the Zodiac for fast response, speed and versatility in shallow water. It was a very important part of our operation.” The unit will determine if it can obtain a short-term loan of a suitable vessel from the Canadian Coast Guard or the Canadian Coast Guard Auxiliary. As of Saturday, GAMRU has been dispatched to 23 rescue missions so far in 2016 — more calls than in all of a busy 2015. August is traditionally a busy month.

The The Hip Hip
Uniquely Canadian, always deliver By Ed Goffin For NewsNow “You should have gone. The singer was insane.” That was my introduction to The Tragically Hip. A show attended by a handful of teenagers who brought back stories of a possessed singer fronting a band that played an Ottawa high school like they were headlining Maple Leaf Gardens. I quickly bought their first release on cassette. On the radio, a hairsprayed Bon Jovi was singing about life in Jersey, Bono in a cowboy hat was discovering America, but a band from Kingston reflected a world I recognized. I passed Cemetery Sideroad en route to minor hockey games in the Ottawa Valley. The Last American Exit meant you were almost home after the long drive from Florida. With each album, the band reached deeper to embrace Canadian heroes, myths, and landscape. Tom Thomson, David Milgaard, Bill Barilko, and the dreaded flexed arm hang of the Canada fitness program weaved their way through Gord Downie’s ‘hoser poetry’ lyrics. Some references were obvious, others sent me off to discover the works of the Group of
Seven, Hugh MacLennan, and a history of 50 mission caps and filles du roi. Onstage, Downie used his microphone to mime paddling, fishing, and deking out the goalie. Behind him, Paul Langlois, Johnny Fay, Rob Baker, and Gord Sinclair looked like they downed a last round at the local bar before hitting the stage. The band and its audience understood a common history, cheered for the same sports heroes, and shared a self-effacing Canadian sense of humour. We wore jeans and t-shirts with bad hockey hair. The Hip were just a more eloquent, more talented version of us. As The Hip’s status in Canada grew and venues got larger, a trip across the border was like traveling back to the band’s earlier club days. The northern fringes of the U.S. often meant a midsized concert hall and an already indoctrinated audience heavily plastered with maple leaf t-shirts
and flags. Traveling just a bit further south, longtime fans would quickly be outnumbered by an American audience bewildered by the band’s untethered singer and rabid Canadian following. Standing in line for a show in New York City in the mid-1990s, a local recognized our “ehs” and asked why we had traveled to see this particular band. Explaining that I’d recently seen The Hip play to a packed football field in Canada, and this
was a chance to see them up close, she stopped me. “What? They play stadiums in Canada and I’ve never heard of them?” Hopefully she was a fan by the end of the show. The band earned pockets of devoted fans in the States and globally. Admirably, they did it without trading in their Canadian pedigree. I’m sure a record executive suggested swapping CBC for NBC, maybe working George Washington into a song instead of Jacques Cartier. Instead, Downie wrote about “the lonely end of the rink”, with references only a hockey goalie could fully appreciate. After the regret of that first show, I vowed to never miss another. I’ve stood in a snowstorm for tickets, and cheered through shows in the pouring rain, shoe-sucking ankle deep mud, and the blazing sun. Friends have questioned why I attend so many shows. For years

my answer has been the same. “One of these will be the last show, and I don’t want to miss it.” Unfortunately, it looks like the last show is coming way too quickly. With Downie’s terminal cancer diagnoses, the band has embarked on what fans have dubbed #notthefinaltour — a celebration of The Hip capped off by a national broadcast of their hometown show and viewing parties coast to coast. Luckily my wife and I will be in Kingston, armed with pockets full of tissue. I’ll shed tears, sing, and thank Gordie, Gord, Johnny, Paul, and Rob for their uniquely Canadian soundtrack that’s taken me from carefree teenage days to a sometimes more sobering adult world that includes mortality and goodbyes. Mostly, I’ll wish that two final hours of music could slow down to last a few more decades. Lincoln’s Coun. Foster elected to AMO board Lincoln Coun. Robert Foster has been elected to the Association of Municiapalities Ontario board of directors – Small Urban Caucus. The board was struck at the AMO Conference being held in Windsor from Aug. 14-17. Foster has been a councillor for 16 years, currently serves as deputy mayor, and served throughout on the Economic Development and Planning Committee, acting as Chair of the committee for nine years. The Regional Municipality of Niagara (Niagara Region) has completed a Class Environmental Assessment (EA) Study for the section of Regional Road 81 (King Street) from Vinehaven Trail to 23rd Street, in the Town of Lincoln, as shown in the map below.The purpose for undertaking this study was to confirm the need/justification for roadway improvements and infrastructure enhancements required along the subject portion of the roadway.Through the EA planning and design process, a recommended design was developed for the roadway that includes: • Reconstruction of Regional Road 81 (King Street) to two (2) lanes with modifications at the Victoria Avenue intersection • Improved cyclist and pedestrian accommodation • Delineated on-street parking areas and provision for enhanced streetscape and decorative elements • Improved roadway drainage via storm sewers, curbs/gutters and catchbasins. In accordance with the EA Act, the Niagara Region has planned this project under Schedule “B” of the Municipal Class Environmental Assessment, October 2000, as Amended in 2007 and 2011. Subject to any comments received as a result of this Notice, and the receipt of necessary approvals, the Niagara Region intends to proceed with the design and construction of this project. Debate, yes, but stick to issues: Ald. Berry Dear Editor, First, the following is my opinion only. It was another interesting meeting concerning Niagara Power Incorporated (NPI) - Grimsby’s hydro company. I will not reference any person but in general I would suggest that the various authors have questioned what council is ‘tidying up’, we are ‘being sneaky’, my comments were ‘not of a more positive nature’ and finally ‘Taxpayers + hydro customers getting screwed? INDEED’. Whenever the word ‘hydro’ is mentioned some people want to go off with comments that do not fit the issue at hand. To not respond to the comments in your paper gives some people the wrong impression that the comments are factual and correct which is not the truth. The major-
Letter ity of council is responding to the issues at hand and doing the best job possible to ensure that NPI runs smoothly. Also, I am very proud of the town we have and the work that council has done over the last 16 years. Grimsby is a desirable community that many people would love to live in regardless of some of the opinions expressed in your paper. I have had many different people - both individuals and politicians - express this to me when they hear that I am an elected official in Grimsby. Based on the fact that we have very little change in our council from election to election would suggest that the silent majority agree with me - that council has
and is doing a good job governing. As for the finance meeting let me start by stating that I have sat on council since December 2000 and this is not the first time hydro has caused an issue in town. I am presently a board member and receive NO extra remuneration for this work. We have issues at NPI that we are doing our best to resolve and continue to enhance the value of the company. The advice from our lawyers is why we have proceeded the way we are and as far as I know the authors in your paper are not experts in the hydro field or lawyers. To suggest anyone is ‘being sneaky’ is a complete fabrication of the facts. From a business perspective with a growing customer base the time to sell NPI is not
now and as far as I am aware the majority of council feels the same way. People that are not working towards the same goals as council and continue to be negative without any positive input is not helping us resolve the issues at NPI. That is frustrating to me. It would seem that some people have personal issues with some of us on council and will use every opportunity to take ‘pot shots’ at us - I guess that is the life of an elected official. The insults and questioning of my integrity will not change my position as I will continue to work towards what I feel is best for our largest asset and continue to consider Grimsby the best place to live in Ontario! GAMRU will need a boost Significantly bad news for the crew at Grimby Auxiliary Marine Rescue Unit (GAMRU) with the ‘catastrophic failure’ of its 22foot Zodiac Hurricane rigid-hull inflatable boat. The crew was towing a 42-foot boat last Saturday on a rescue call on Lake Ontario when things went amiss. The mission was completed, but crew and boat had to be left at the Canada Centre for Inland Waters in Hamilton Harbour. The boat had been in service since 1995 and GAMRU has never seen a year as busy as this summer having been dispatched to 23 rescue missions so far, more calls than all of a busy 2015. These volunteers provide an invaluable service and they will need help raising funds when the time comes. M.W.
Time to Get Hip, even Grimsby council I have a lot of apologies to make this week, so let’s get right to it. I’m sorry I have to mix the dealings of Grimsby council in with what I hoped would be a fun piece about the upcoming Get Hip event this Saturday (and it will mainly cover that.) I’m sorry it is only me here to cover all things editorial at NewsNow. I wish we had more support (not that I am complaining with what we do have...I get the challenges) but I would really love to dedicate significant time to plowing through all the information around Niagara Power, Grimsby Power et al. I am doing my best, but holy cow, the water is very deep there. I have not even gotten to the rate increases they have proposed, but I will get to that next week. You’ll love that, Grimsby residents. I’m sorry at least one member of Grimsby council believes there was any name calling in our pages last week. I don’t agree. But each is entitled to their respective opinion. I will say there is a lot of frustration in the community about what has been happening. It has been noted many times that the track record of council has been brutal, and it has. Beyond brutal actually. Pick a project, and let’s talk about how much it was over budget or late, or both. Need we go further than CoGen or Southward Park, both mentioned Monday night. CoGen has been a lost cause since before it was fired up for the first time last fall. As for Southward, can’t wait to see the report on that - overdue

I could fill 10 columns with all the baggage created by misstep after misstep. The only reason I mention it all this week is because I don’t want one single taxpayer to take the bait hung out there that this is a some sort of personal vendetta from residents in town or even myself. I would certainly agree that some of the opponents to council’s conduct do not get along with those around the council table, not even a little. But the reason behind their misgivings is solid. There are countless examples of major issues... again, 10 columns worth. So I stop right there. Done for this week! ****** Get Hip....ok West Niagara folk, this can go two ways. It is stinking hot, we endure for Gord and have a great time, munch a slab of Pizza from You Had Me at Pizza or a homemade slice of bumbleberry pie from Puddicombe Farms and

It rains big time, but we stick it out on Main Street with umbrellas or nothing at all (well, not completely nothing at all...that would be a whole other kind of party), have a great time and raise a some money to fight this bastard of a disease (forgive my language). I’ve really had enough of it, haven’t you? Three of my grandparents and several aunts and uncles succumbed to it. My mom somehow was spared and is a 30-plus year survivor of pancreatic cancer. We’ve lost pillars of our community years before their time: Jim Wright comes to mind, and more recently Carol Richmond and Skip Gillham. It has been a whirlwind to piece together, but every last person working or volunteering at it is uniformly dedicated to hosting something that is something of a community cleanse. Whether you like the The Tragically Hip or even know who the man is is of no consequence. He is every Canadian. Read the piece on Page 10 by a great friend of mine. I cannot say it better. Come out, be part of it. Have some fun. Simple formula. Kids activities start at 6 p.m. and a live band rolls at 6:30 p.m. - pre-Hip. We have tried to make as much as possible to be free of charge, with donations to Canadian Cancer Society, or a significant portion of proceeds to CCS as that is the name of the game. Let’s raise some research money and get rid of this thing...wish it was that easy.

Reader urges Grimsby council to follow its by-laws Dear Editor: I urge you to do a follow-up story based on the powerful letter in the Aug. 4 edition of NewsNow by Pam and Tom Mulligan of Grimsby. They wrote about feeling “disheartened” by a late-July Ontario Municipal Board hearing on the proposed construction of two monster homes on the last two vacant lots in Nelles Estates. The Mulligans are not the only people feeling disheartened. So are the 100 or so other nearby residents, including me, who readily and hopefully signed a petition against the proposed construction. And I daresay so also would be many hundreds or more residents of this town who want to be heard and taken seriously -- for once, it would seem. And if a groundswell of public opposition to such flagrant disregard of the views of residents were to develop, I have a feeling the “disheartedness” felt by the Mulligans would turn into something closer to “fury” and “frustration” felt by nearly anyone with a point of view. The question is: how did these proposed structures even make it to the OMB stage?
Letter How, for the love of Pete, did they pass the scrutiny of the Town’s planning department in the first place? How is it that the developers’ requests for so many variances (14 in all) – variances so demonstrably illconceived, not to mention outside the parameters set out in the by-laws -- were then breezily passed by the Town’s Committee of Adjustment? These two lots -- at 50 and 52 Dorchester Drive -- nestle into the escarpment, and provide the south-easternmost corner of Centennial Park with beautiful year-round views. Even now, in this summer of drought, it’s a vista of vibrant green foliage. The proposed two homes fit the classic look of the “monster home” that has disrupted and some would say destroyed many previously stable communities. It is sometimes disparagingly called “the Toronto phenomenon”, but it has spread far beyond Toronto and well into the GTA. Developers and real estate professionals want monster homes; rarely if ever do
the residents of the neighbourhoods in question. And I have every reason to believe the majority of residents of historic Nelles Estates most certainly do not. These proposed structures are no way in keeping with the character of the bungalows and splitlevels that sit on large lots in the original and older section of the early 1960s-1970s subdivision known as Nelles Estates. Their proposed heights (three storeys), and the multiple-car garages that feature in the design drawings (in one of the houses, a four-car garage) are far, far beyond any reasonable scale, based on the homes around, and based on most people’s sense of respect for the existing built environment. We are not against the construction of homes on those two lots. We are against the construction of ungainly, oversize, and frankly grossly unsuitable structures that would stand out like carbuncles on the lots visible from Centennial Park. Hire a good architect who -- like any good architect -- is sensitive to the environment and character of the site for which she or he is de-
signing. Respect the space and the neighbourhood. Follow the Official Town Plan. Follow the by-laws. And we’ll all get along. Jagg Carr-Locke Grimsby
