Students at South Lincoln High School took to the streets of Smithville last Wednesday to protest the District School Board of Niagara’s decision to close the facility at the end of the current school year.
DSBN pulls plug on high schools By Mike Williscraft NewsNow Grimsby and Lincoln administrations have very different views on last Tuesday’s decision by the District School Board of Niagara to close all three Niagara West public high schools in favour of a super school. Grimsby council passed a notice of motion
Monday night which would seek to have the Ministry of Education implement “a retroactive “smart moratorium” on disputed school closings to provide the opportunity for the Ministry of Education, school boards and municipalities to work together to develop policies addressing such issues as planning for declining enrolments, a mutually agreed
upon Accommodation Review Committee process, a review of funding to rural and small community schools, and transparency and accountability between municipalities and school boards.” Conversely, Lincoln Mayor Sandra Easton said her administration understands and accepts See ARC, Page 2

From Page 1 the DSBN’s decision which will close Beamsville District Secondary School, as well as Grimsby Secondary School in 2020. The decision to close the school’s was moved by Grimsby/Lincoln Trustee Cheryl Keddy-Scott and was approved unanimously in a recorded vote. Key in the decision to close the schools was declining enrolment, said numerous school board offiicals. This information has been vigorously disputed by citizens, Town officials and developers who say the rapid growth in Niagara West will bring hundreds of student age kids in coming years. “As a municipality, our preference would be for our schools to remain open,” said Easton. “With that said, we
are confident in the process that was undertaken through the Accommodation Review and now our focus is to ensure the new school serves our population and that our youth have access to the best education possible at the new site.” Lincoln officials will immediately focus on the future in four ways, said CAO Mike Kirkopolous: • Working with DSBN to ensure that the unique curriculum needs of our communities are maintained, specifically maintaining the agricultural and trade curriculum. This curriculum is preparing students for industry in Lincoln and thereby creating a labour-ready workforce; • Ensuring that the appropriate transition plans are implemented by DSBN to foster a unified school community;
• Preserving the heritage of Beamsville District Secondary School (BDSS) through a heritage designation endorsed by our Council, and; • Recognizing the importance BDSS’s location and its impact on the downtown core of Beamsville with the initiation of a secondary plan of the site. Grimsby Ald. Nick DiFlavio, who brought the notice of motion, said he hopes for some attention on the matter, but he is not confident anyone is listening. “Mayor Bentley spoke before the Board in February prior to their decision, and I spoke to the (ARC) committee when they came to GSS back in January. I want to make sure that we voice our opposition formally and make our opinion known to the Minister of Education and the Board,” said
DiFlavio. “I know it is probably a losing battle, but I want to make sure that it is clear that we are opposed to this decision and that the decision does not represent the will of the community. A resolution from Council is just meant to make our opinion clear.” In a letter from the Minister of Education, Mitzie Hunter, dated March 6, she invites the public to make further comment on the government’s move to “ensure we have complete communities”. “The letter from the Ministry indicates that they are going to be consulting with the public, so I want to make sure our voice is heard. Let’s hope they are actually planning to listen for a change.” ‘I’m not holding my breath, but I am crossing my fingers.”

Prudhomme’s development takes another step The highly anticipated Prudhomme’s Landing development took another step forward last week with a series of meetings to deal with “guiding principles”, said Lincoln Mayor Sandra Easton. “From the municipality’s perspective, we want to ensure the priorities for the land are covered,” said Easton, noting public
access to the water, waterfront trail, overall greenspace and design transitions with the existing Victoria Shores subdivision are all key. Suggestions and impacts on the whole project are being reviewed, however. “I had a meeting with a group of farmers in the Jordan area. They all wanted to see the proj-
ect go up and not out to maximize greenspace,” cited Easton as an example. CAO Mike Kirkopoulos said all are working towards a July target to have a plan in place. “We may not be able to make everyone happy, but it will make sense for the community and business perspective,” said Kirkopoulos.

Lincoln Chamber salutes its best
Businesses, volunteers and leaders in cooperative education were all honoured last Wednesday night at the Lincoln Chamber of Commerce’s Outstanding Business Achievement Awards gala. “It was a great night. Some very deserving people earned recognition for which they worked very hard,” said event co-chair Jen Gaukroger. “We spent a great deal of time organizing the event, but it is the sponsors who really make it all possible. Our business community really supports its own.”

Wrong plaque resurfaces A plaque recognizing a Grimsby heritage home is causing concern, again. The plaque was affixed to the home at 270 Main St. E to recognize it as Olivia Hare House, circa 1910. The only problem say former members of the Grimsby Heritage Advisory Committee and a former long-time resident of the home, Olivia Hare never lived there. Catherine Gonnsen, a former member of the defunct GHAC,

Dear Editor, Open Letter to Council You are aware that the decision made on the Multi Use Recreation (MURS) project can be reconsidered if a Councillor that voted for it makes a motion for reconsideration. It would be prudent to do so in light of the facts that have been exposed to the public, by NewsNow, in recent weeks. There are too many wishful and unfounded, unrealistic statements made by the mayor and those who would benefit from the MURS project. One big issue is the change in processes by which the decision was
Letter made in 2016. It started with an expensive unsuccessful survey that had only a few participants and poor results. This flop resulted in a selected advisory committee appointed by Council. The advisory committee submitted a proposal. This advisory committee chaired by a councillor was well attended by other councillors. That can hardly be considered a public committee without the influence of Council. Advisory committees in other jurisdictions, generally, are not chaired by a council member. It should also be noted that a majority of WL Councillors attendance at the meetings

is also a serious concern, as Coun. Bylsma has said. Is omission a deception? Coun. Bylsma has pointed out that the property tax increase in the first year is 5% and not 3.5%. The tax increases will be 5%, 5%, and 5% over the next three years with the compounding 15.9% in municipal taxes. This does not include the MPAC increase in assessment. For my farm property, with the MPAC increase of 77.9% in the assessed value over three years, the result will be an increase of 43.8% in municipal taxes. The financial repercussion on council’s demand on our taxes, which has been understated, should reverberate at next year’s budget meeting. Council is spending public money on the
MURS project without doing a complete cost analysis that includes maintenance, salaries, interest payments, and contingency costs that may occur. These unexpected expenses have happened in other new arenas. Many residents realize the folly of the MURS and would like to see common sense prevail. Paul Wiebe has taken the time to physically bring this matter to council’s attention as well as that of the public. He is not alone in this protest. With some of the deceptions, misinformation and other faults exposed, reconsideration of the project is in order. The final opportunity to stop the MURS will be April 18 when the Requests For Proposals (RFP) are considered. Ed Engel Caistor Centre

MURS funding not as certain as projected: reader Dear Editor, I have been on vacation and missed the original uproar about the MURS project and have yet to register my dismay at West Lincoln council for blindly digging a $23.6 milion hole for the community to fall into. This while expecting a “huge” windfall” of only $450,000 a year from NRWF to keep us afloat in spite all the strings attached to these funds, which guarantee that we will never be sure how much money we will actually get until the contract with the wind company expires in 20 years. And what’s this about Development Charge (DC) cover-
Letter ing 75% of the costs of borrowing? It may take years before they actually are received, and we know the project developers will ask for reductions from the DC’s. It’s anyone’s guess how much will actually be collected? We also are aware that WL must borrow for start-up charges for the project, way before the DC’s or the Community Fund funds will be available. As a taxpayer, I am well aware that it’s the taxpayers who will pay, and pay and pay again. Taxpayers know that the extra costs of additional staff to
administer, supervise and maintain all the amenities has not been considered in the estimates for the MURS. We, the taxpayers know that West Lincoln does not need a tax-funded fitness center, gymnasium, greenhouse, or a “mini” central park, and that we already have a museum at the train station. Perhaps it’s time to go back to the original basic plan for an arena and library with funding in place before we begin. Then we would have a facility we would all be proud of, and one that would not place such a huge tax burden on us. Wake up folks. Phone your mem-
ber of council. In fact, call all of the members of council - they all represent all West Lincoln, and express your concerns and disappointments as well as your vision for the future. They just might start to listen. Cliff Travis Smithville

We spent 11 months dealing with this issue fighting for the true history/story surrounding our long time home. From the beginning we were asked by the planning department to provide “proof” that Olivia Hare did not reside in this home rather than directing us to or providing us with the research they (Mr. Seaman) were relying upon that she did. We decided to do our own research as we knew who had lived in the home, we very quickly discovered the home that Olivia Hare lived in burned down in 1910. The house standing was built in 1922.
Letter In the spring of 2016 we prepared a presentation and appeared as a delegation alongside Olivia Hare’s Granddaughter, Mary Ann McRae (who told the committee her grandmother never lived in the home), once again sharing clear and concise history and background of the home, the families that did live there and shared with the Committee the homes name “Avonlea” that has always been above the door. Months went by with many inquiring emails regarding why the plaque was still up.... finally, in November, Mr. Seaman notified us
that the plaque had finally been taken down (11 months later). We were thrilled to know that this special home would not have the wrong history attached to it through this incorrect plaque and designation and felt it was truly worth the very long frustrating process. We are shocked and saddened by this update. Why on earth would this incorrect plaque be placed back on this home after the town has acknowledged Olivia Hare did not live in it. close South Lincoln High School was inevitable before the phony public consultation process began. I understand the factors that went into the decision, especially declining enrollment due to post-babyboom and competition from Blessed Trinity and the private religious schools. However, it is still a very sad day to see a school close that has been a part of the community for 63 years. (Even longer if you include its’ predecessor, Smithville High School.) My wife, Mary, and I went to SLHS as did our three children. Mary was valedictorian and I was fortunate to play on the first two SLHS Bears football teams. During the time that our kids were at
Course selection was limited and Emily actually had to take a bus to Grimsby on some days for classes. Like the wind turbines, we in West Lincoln have no control over these decisions. We are just too small when decisions are being made on a regional and provincial level. Maybe it’s time to “bite the bullet” and get on with amalgamation of Grimsby, Lincoln, Pelham and West Lincoln into West Niagara. Think of the better bargaining power we would have at the Region and Province. I’d go a step further and say lets get rid of the Region too. It is the most dysfunctional municipality in the province because there are too many
ferent needs. To be sure, West Lincoln is the “forgotten” municipality in Niagara. We survived the amalgamation of Caistor/Gainsborough/South Grimsby/Smithville in the 70’s, and we would survive amalgamation today. We are forced to accept the decision about SLHS and it is our duty now to make sure that our children and grand children thrive at whatever school they attend through strong family and community support. Regardless of all of the above, it will always be, “Purple and Gold until I’m dead and cold! GO BEARS GO.” Steve Ecker West Lincoln

And one more MURS note.... West Lincoln officials should take note of a couple of things that transpired this week. The obvious one is the closure of South Lincoln High School. If they don’t think losing a high school in their community will effect housing sales and values, they had better think again. All that fancy forecasting of development charges and such will have to be fine tuned, yet again, as SLHS’s closure will negatively effect the whole community. Also, West Lincoln officials should pay attention to their neighbours. No, not Grimsby, they should not want anything that is going on here administration-wise, but to the south in Wainfleet. There officials are working through a plan to renovate their arena spending $1.8 million in two phases. The result will be a new ice plant and surface, changerooms and fire code issues will be addressed. They balked at $6 million and went well-planned reno. Good thinking! M.W.
Sobie great road for new school... Ya know, I thought about holding the press last week and making sure I got the District School Board of Niagara decision to fold all three Niagara West high schools in favour of a super school. The impact would have been exactly zero. Why? Because everybody saw that freight train coming. The sad part is, and there are many, is a major part of three community’s fabric will be ripped away for the sake of the almighty buck. Nothing more, it is all about dollars because anyone with an ounce of common sense would never try to rationalize how putting three communities’ kids on buses - no matter the length of the ride - makes any sense. Smithville is the biggest loser here, by far. The kids from West Lincoln will have the biggest hardship thrust upon them due to no fault of their own. One can call the school board trustees a bunch of thoughtless twits, and you’d be right for the most part, but it just won’t matter. They have the staff report Kool-Aid and believe all they purport, namely the decline in enrollment spelled doom for three entrenched secondary school institutions. That is their bottom line. The largest and most obvious point to counter that was never acknowledged in any way shape or form, before you get into demographics and real estate sales and all that. Any school board cannot control that. In these situations you really just have to boil it down to what they do control.
MIKE WILLISCRAFT Things such as capital investment to keep facilities current and vital, even dynamic; programming, both in-class and extra-curricular, and; proper administration to make the schools hum. I am going to skim over much of this because to revisit it is a total waste of time, just as the ARC process was. Suffice to say the school board let GSS, BDSS and SLHS go in the tank physically years ago. Programming, cut left and right as numbers dwindled. The track was greased and all went as exactly as planned. As for the school administrations, I always found BDSS and SLHS very helpful. GSS was vacant at best and I will leave that situation at that. I get that I was spoiled when I was a kid. I grew up in a town of 3,000 that had my high school a five-minute walk down the street. I could run home in a 40-minute lunch, eat and catch The Flintstones...good times! Ah, but I digress. In just a couple of years, virtually EVERY student going to Mike Williscraft High School (was that out loud?) will have to hop on a bus. Hwy. 8 will have a true rush hour then.
I was told way back in September the new school was going at Hwy. 8 and Durham Road. This was denied, of course, but it will be interesting to see what transpires. Maybe they could build up on Sobie Road and hook into all that fine heat and electricity cranked up by the biodigester. It is going on two years overdue and the new school is supposed to be online in Fall 2020, so maybe the bio-beast will be up and running just in time. Or not. Your $8 million guess (and counting) is as good as mine. ****** Notice anything last week? Like some sort of hubbub about the 20th anniversary of what used to be Grimsby Lincoln News, which launched April 2, 1997. No fanfare, just survival mode. No big promotion on ads to help recognize the achievement - well not unless you count the deluxe sell-off underway of full pages at what amounts to about $250 per page. Buy four at $310 and get a fifth free? Yikes. If only people could get a response they’d be golden. In April 2012 when we launched, a quarter page black and white was quoted out at over $300. Alternative historic facts resurrected at Hare House Dear Editor, Two days ago I finally decided to go to the front porch of the designated home at 270 Main West and see for myself, up close and personal, what the plaque that I could only see vaguely from the road, read. I took a quick pic, trying to hide my total shock, then knocked on the front door, meet the very nice, receptive, new homeowner, introduced myself, welcomed her to Grimsby, and gave her a copy of my most recent (2016) “Historic Homes of Grimsby” publication as a “welcome to Grimsby” gift.
