at Monday’s council meeting on the proposed new recreation facility for West Lincoln.

Off the top, the matter was deferred to the May 19 Public Works & Recreation Services Committee

meeting leading to one debate. It flared up again when Mayor Doug Joyner “pulled” the matter

from last month’s PW&RS minutes to bring it forward as a motion again.

By Mike Williscraft NewsNow Effective tomorrow, May 1, Grimsby Power will be stepping up its procedures when it comes to contacting overdue accounts. GP’s chief executive officer Doug Curtiss said the utility will now be opting to make automated calls to an account’s registered phone number, or emailing clients upon first notice. In addition to being more effective and, potentially, reducing subsequent collections procedures, Curtiss said the move will also save money as it will do away with costs of mailing notices. “We expect it to save between $5,000 and $10,000 annually,” said Curtiss, noting well over 400 phone notices are already made per month, and 80-120 paper notices get mailed.

Dave Bylsma did second it Monday night. “I seconded this for the sake of moving it forward,” said Bylsma. “Democracy is not dead in West Lincoln. I support the committee’s direction. I talked to them and they felt, as individuals, they could not second it. A lot of information has been handed to me. We’ve never had the opportunity to discuss it.” Joyner noted that the PW&RS meeting was the proper forum for thorough discussion. “The council chamber was full of residents eager to hear the

debate,” said Joyner, noting “extensive” information from years of studies and public input sessions is readily available. Coun. Jason Trombetta blamed Joyner for him not being informed on the new facility issue.” “I have no documents, no information. I would have appreciated it if he (Joyner) had gotten together with me over a coffee to talk about it, but that didn’t happen,” said Trombetta. Coun. Alex Micallef, who also served on the previous council, said he had to “stand by my colleagues”, adding, “We need extra time to discuss this.” Council never did deal with the motion put on the floor by Joyner to approve proceeding with the

arena project. Rather, it stopped mid-debate to approve another motion that the proposal – as introduced by Joyner – would be sent to May’s PW&RS meeting. Former councillor and local developer Lou Di Leonardo chastised council for a lack to transparency on the matter during the public delegation part of the meeting. “Whether you were in agreement or not, there was a lack of democracy. Ignorance and indecisiveness are very costly,” said Di Leonardo. “I take great exception to those comments,” said Bylsma, adding, “You sat in this chair. Two other men had opposing views and they got elected. We’re not going to be bullied.”

Public should be able to comment on woodlot before decision is made: Mackenzie The Town of Grimsby is soliciting the Province to remove the Irish Grove Woodlot and the lands around it from the Greenbelt in the Greenbelt Review that is occurring now, said Bruce Mackenzie one of the organizers of the save the Wood Lot campaign. “Removing the woodlot from the Greenbelt without having the Public Information Centre is taking away from the public the opportunity to comment on how people feel about whether or not the Greenbelt should be changed in Grimsby.”

The PIC was supposed to take place last fall but has been delayed several times. An May 9 open house from 10 a.m. to 2 p.m. has been planned at the woodlot and the community to encouraged to come out. “The woodlot should be in early spring bloom and we should be able to provide for a great family day with naturalist led hikes through the woodlot and a barbecue supporting FORT,” said Mackenzie. “A major road going through the woodlot would have severe detrimental effects on the ecology of

Slow down, check out the trees With the advent of Greenbelt legislation a decade back, came the realization that towns and cities coming under its jurisdiction would have their hands tied when it came to expanding. No expansion, no opportunity to grow a larger tax base to absorb the costs associated with providing services to the residents. With the possibility of areas now being reviewed for potential removal from under those restrictions, towns and cities are gearing up for review of their respective cases. In the case of the Irish Grove woodlot, the Town of Grimsby has had services in the ground to the west of it pre-Greenbelt, and want to open up that area through the Livingston extension. There is more to a town than its bricks and mortar, however. Slow down and consider what will be lost if a significant chunk of that old-growth forest is lost. One might find they owe to the future to protect it instead of leveling it.

WL councillors need to step up Monday was a sad day, if not embarassing day, for municipal politics. Another bizarre chapter in the book of a proposed new multi-use recreational facility (arena) went into the books at West Lincoln council’s regular meeting. Now, West Lincoln has always had their own way of doing things, and that’s great. As long as they get done in the interests of the taxpayer, all is good in my book. However, Monday just confirmed the nonsense which unfolded at the township’s more recent Public Works & Recreation Service Committee when members refused to second a motion by the mayor regarding the proposal to build a new arena complex to the tune of about $16 million. Now, that was dumb enough, but Monday, well, Monday was icing on the goofy cake. For the purposes of this column, let’s just forget the proposal is for a new multi-use complex. It could have been regarding a new highway through the middle of Smithville, or building a new penetentiary right next to South Lincoln High, or allowing PCBs to be stored at town hall. If any of those issues were real issues on the horizon last year before the election run, any candidate would have been up to speed (or at least one would hope they were) on the issue, been prepared to speak on the issue and would have had to form

MIKE WILLISCRAFT an opinion on that issue as part of their campaign platform. After all, any of those issues would have serious and far-reaching effects both socially and financially on the community. So at April’s PW&RS Committee meeting, when members refused to allow a motion regarding a topic with serious implications for the township to get on the table for discussion by not seconding it, it was a slap in the face in all taxpayers anyway you slice it. And, again, I cannot stress enough, NO MATTER which side of the issue on which your opinion falls. That fire, which was beyond a good smoulder, had a large can of gas thrown on it Monday when Coun. Dave Bylsma explained to council that he had talked to member of the PW&RS committee and they concensus opinion was, as new councillors, they did not feel they were up to speed enough to comment and discuss the arena project in an informed manner. Therefore, they opted not to

embarass themselves by admitting same and simply sat on their hands when the question was asked for a seconder. Now, as Mayor Doug Joyner, who pulled the arena question from the committee minutes and moved it again Monday, which was seconded this time by Bylsma, noted the issues goes back many years – with studies, public meetings, all kinds of input and analysis. There is a ton of material. BUT, these people are supposed to be grown up elected officials acting in the best interests of the municipality and taxpayers. They live in the township. They know this arena issue has brewed for years. The possible directions for a new facility were laid out last spring. There was a whole campaign process. They have been elected since last October. To sit back, limit discussion and just say, in essence, “I could not comment because I am not up to speed on the topic” is reprehensible at this point. Again, the actual topic is irrelevent. Conjure in your mind, Mr. and Mrs. Taxpayer any important issue you know of, protract this issue over seven or eight years of general community discussion, then (in your mind) you show up at council to hear your elected officials talk about it and all you got was crickets. Agree or disagree, it was embarassing to sit in the gallery and watch that unfold.
