Non-existent grant jeopardizes condos Brownstone development application in works for year before problem realized By Mike Williscraft NewsNow When is a grant application really not a grant application? When the program applied for does not exist: as was the circumstance for Paul Borejsza of Brite Developments. Borejsza has planned on developing the former Grimsby Stove property at 22 John St., which it was know required soil remediation due

to contamination. During this presentation to council Monday night, Borejsza noted the initial cost for remediation was $380,000 but has escalated to about $480,000. In 2013, the Town of Grimsby cited the Property Revitalization (Tax Increment) Grant program among its offerings. This program, matched by Niagara Region, could give about $18,000 of

tax relief for 10 years. The program is incentive to have properties developed which require environmental clean-up. It is geared to assessment on the property in question. The problem dealt with a Monday’s council meeting was Borejsza started the process last June when the grant program was introduced to him by staff. As part of his plan to initiate reme-

diation in June 2016, Borejsza obtained an application in October and submitted the completed document in December. With the site plan nearing completion and everything ready to go with the remediation except confirming financing details hinging on the grant, Borejsza was notified of a problem. “Apparently, due to lack of interest...the grant was not initi-

ated,” said Grimsby CAO Derik Brandt in explaining the situation to council. The outline of the grant program was set but the criteria was never developed. While Borejsza made an impassioned plea for council to approve his project under the grant in principle, council opted to shelve the application for three months as per staff’s recommendation. Public Works had been dealing with the file to date. Noting that a three-month delay would have an extreme negative effect on his ability to continue with the development, Boresjza asked council if one month turnaround was possible. “I cannot absorb the financial impact of such a delay,” Borejsza said. The answer was no.

News Now • Thursday, April 21, 2016 • Page 3 Council and staff all agreed the project had great merit, but could not find a happy medium to make some form of commitment until the criteria gets ironed out. “Somebody dropped the ball. You’ve been blindsided,” said Ald. Dave Wilson, adding council should refer it to the finance committee, cap the grant amount for the project and let the project proceed. Ald. Steve Berry said Borejsza’s family has owned the property since

2000 and was well aware of the soil issues going into the project. Ald. Joanne Johnston did not see it as the developer’s issue, however. “There has been a serious mistake here. Someone is to blame,” said Johnston. Aldermen Johnston, Dave Kadwell and John Dunstall opposed the motion to defer the matter, while Aldermen Wilson, Berry, Michelle Seaborn, Nick DiFlavio and Carolyn Mullins approved.

A fire started while cooking was the cause of a $560,000 fire on the lakeshore in Beamsville last Thursday afteroon. Lincoln Fire had 11 fire apparatus, one command car and the Rehab Unit on scene. Grimsby Fire supplied one tanker. The home was full involved when firefighters arrived. All occupants got out without injury.

Grimsbyâ€™s town council approved a 4.99 per cent tax increase for 2016 at its regular meeting on Monday night. For an average assessed home of $315,000 the impact works out to $18.12. Among the major expenditures: â€˘ Fire Station 2, $5.195 million; â€˘ Fire vehicles, $1.150 million; â€˘ Road rehab, $1.494 million; â€˘ Culvert replacement, $850,000 â€˘ West End Trail, $1.280 million â€˘ Southward Community Park, $3.772 million, and; â€˘ Watermain Rehab, $2,040 million. Other items noted during the budget presentation including the hiring of an assistant for both the finance and bylaw departments. As well, $50,000 is being spent on a transportation study. Ald. Carolyn Mullins, chair of the Administration and Finance Committee, said council is please with the budget. â€œThis was a banner year for us. Taxes went up 4.99 per cent but overall will go down,â€? Mullins noted, after incorporating Niagara Region and school board components. â€œThis is a good news story.â€?

When most people think of rotisserie style, they think of barbecue chicken or the like. Not Ron Houtby of Jordan. “I’ve done six rotisserie style,” says Houtby of the number of cars he has rebuilt right down to every nut, bold and fender. Houtby will be one of well over 100 who will show off their classic cars at Jordan Lions Club’s 2nd annual swap meet and car show on Saturday, May 1. One of the vehicles shown will be Houtby’s 1941 Chevy Master Deluxe which has more than three decades of drag racing under its belt. “My first car was a ‘55 T-Bird I did up for my wife. She wanted one,” he smiled. While he always had a knack for car repair his career as a welder for Moyer Diebel has helped along the way, too. Houtby said there are a lot of car enthusiasts in the area and each Wednesday morning at 8:30 a.m. a group of them meet to talk cars, parts and rebuilds. As for the swap meet, it will nearly double in size, said organizer Glen Corfield. There will be 60-plus vendors, 100-plus cars, the Lions food booth will be open on the Jordan Arena grounds and music as well. CROW, Marjorie Kathleen (nee Dobrindt)

(June 19, 1919 – April 17, 2016 ) At Albright Manor, Beamsville, Ontario, Marge left her earthly home in her 97th year, surrounded by the immeasurable love of her family. Predeceased in 2009 by Sidney, her beloved husband of 70 years, whom she never stopped missing. Deeply and forever loved by her only daughter and son-in-law Beverly and Richard Morrison of Grimsby. Mom adored her two granddaughters, Erin Morrison of Burlington and Lindsay Kuzmich (Pat) of Grimsby. They have precious memories of many happy times. Marge’s two great-grandsons, Henry and Thomas Kuzmich were a special gift who brought their “Gigi” many smiles and chuckles in her last years. Predeceased by her parents, Caroline (Carrie) and Fred Dobrindt of Welland and her younger sister, Joyce Townson (Sept. 19, 2015) of Waterloo. She is survived by her eldest sister, Grace Mueller of Brantford. Mom grew up in Welland and lived there most of her life, until later years when she and dad moved to the Orchards in Vineland. After his passing she resided at Lincoln Park in Grimsby and then Albright Manor in Beamsville. Marge was warmly received wherever she lived. She was a Charter member of St. Matthews Lutheran Church in Welland. Her church, family and lifelong friends (of which there were many) were her foundation and greatest joy. Mom was the consummate homemaker and hostess-always cheerful and with a smile on her face although she silently suffered painful minimal vision for years. She will be deeply missed by everyone she touched. The family wishes to thank her special, devoted caregiver, Seke Vandeheide and the many frontline staff at Albright Manor who so lovingly attended her, especially Shelley in her last days. A memorial service will be held at St. Matthew’s Lutheran Church (corner of Griffith and Kent Street), Welland on Friday, April 22nd at 12:30 p.m. Family will receive visitors one hour prior to service. In lieu of flowers, donations in memory of Marjorie may be made to St. Matthew’s Lutheran Church with cards available at the H.L. “Banner year”? Really? It is pretty rare to have an elected official declare a “banner year” at the same time they are raising their hand to vote in favour of a 4.99 per cent tax increase, but such was the case at Monday’s Grimsby council meeting. Ald. Carolyn Mullins declared same. That’s a head scratcher, especially coming off a year with unexpected costs on the cogen unit which now purrs on town hall’s front lawn, Southward Park has hit major cost overruns and the biodigester, ah yes, don’t forget that is also an “asset” of the Town via Grimsby Energy or whatever subsidiary it falls under. As well, last year, when council could have rolled back taxes in a major way with the 10-year debenture for the Peach King Centre coming off, instead spent the vast majority of it. What councils think is a banner year sure has changed. M.W.

There is a disturbance in the Force! Yoda is in the house! Not your house, my house, and by Yoda, I mean Tom Haire. Monday morning was a bit of a surreal day when I packed up my notepad, pencil and Blackberry and trundled over to Grimsby Diner for a coffee chat with Tom. This was the first day of working for me the third time over. It was Tom who helped me develop my first budget for Grimsby News when I launched that paper in 1997. We drafted budget at his kitchen table. Our areas of specialty clicked right away and we ended up coming within $500 of our end-ofyear projections. And the rest, as they say, is newspaper history, but a history which is still evolving. Tom “retired” for a second time in early 1999 and headed off to his home turf of Belleville but got the itch again and returned to the area for a second run with us. When I parted ways with Torstar in 2012, I rarely saw Tom anymore until he took a buy out from the corporation in 2015. Knowing Tom as I do, he is a man who likes to be doing something and, having no shortage of somethings to work on, again, we are a great fit. A great many of you will have had dealings with Tom in one form or another going all the way back to his Rannie Publications days. There is no promotional or marketing task he cannot handle, so no doubt it will be a big help to me as we endeavour to gently nudge this new publication to another level. Slowly but surely, in the words of Jake Blues from the Blues Brothers, “We’re putting the band back together.” Welcome, Tom! ****** Some other important ground to cover this week:

MIKE WILLISCRAFT My dedicated readership piped up regularly and often after I slipped a couple of digits in calculating spreading the wealth of the world beyond one per of the population. To be accurate, dividing $1 billion across every man, woman and child would result in only a about $28 cheque for each. It was heartening to know the core of my thoughts, the middle class has been enveloped and world poverty escalated due to the greed of a relative handful. Enough on that point. ****** I have to toss in a couple of comments on the comically sad meeting which was Grimsby council on Monday night. I do not attend Grimsby council on a regular basis simply due to time constraints but planned to go that night as the 2016 budget was to be passed - and a good thing, too, since it is nearly May. It was another one of the car crash moments when you really wanted to look away, but simply could not. I will attempt to keep this simple, but because of importance but because many simply won’t believe it anyways. Enter Stage Left one Paul Borejsza of Brite Developments. Borejsza and his family bought the old Grimsby Stove property on John Street in

2000. Recently they started the process to build a 16-unit condo building at 22 John St., one of the two Grimsby Stove addresses. It has been well known for year the property has contaminated soil which would require remediation if any building was to be done on the sites. To mitigate costs, Borejsza went into town hall last spring, asked for, received and completed a grant application which, if approved, would see him get a tax credit of about $18,000 for 10 years (matched by Niagara Region) as a brownstone construction project. Plans are now in their final stages with design and financing, just need to confirm the grant as part of the information package for the bank. Wait...what’s that? The grant program does NOT exist? Plot turn! Didn’t see that one coming, eh? Neither did Borejsza. While virtually all of council fell on the sword and admitted there has been a series of egregious errors over a long period of time, the matter is the grant was listed as available by the Town back in 2010 but the criteria was never developed. Town officials saying they were reluctant to approve funds for a program which had not been properly developed could compound problems. Agreed. But this fellow should not have been put off until July as he was. Contrastingly, Branthaven Developments was next up on the agenda. A major issue with hydro wires cropped up last Friday. The CAO said repeatedly he worked all weekend to have a solution ready for Monday’s council meeting. Great! Good job. But where is that kind of staff hustle for Borejsza? If it were me, I’d be calling Jeff and Rebecca Jordan to get the name of their lawyer.

Grimsby Kinsmen set to mark 50th anniversary Some may not have realized it, but just about everyone in Grimsby and surrounding area would have attended one of the Grimsby Kinsmen Club’s events over the years. The club has covered a lot of ground in 50 years, and that milestone will be marked at a special anniversary dinner Saturday, April 30 at the Mountain Ridge Community Centre.
