Request drew unexpected response By Mike Williscraft NewsNow A token contribution request for a program supporting an estimated 600 migrant workers in Niagara West not only fell on deaf ears at Grimsby’s Finance and Administration
meeting Monday, but it generated a labour law lecture, said Michael Hahn. Hahn was at the meeting seeking $1,000 - matching that of Town of Lincoln - for the Migrant Farm Workers Program, run through St. Alban’s Church in Beamsville.
All members of the committee spoke against the request, with Ald. Steve Berry noting the town has had a long-standing policy which does not allow for donations and Ald. John Dunstall repeatedly telling Hahn See FARM, Page 2

I expected no support from the Town of Grimsby because of a long-standing policy to deny financial support to any charitable undertaking. My objective was simply to inform the committee of our program and invite participation of any kind,” said Hahn after the meeting. “What I didn’t expect is a lecture that this matter is none of the Town’s concern, but we are doing it all wrong.” During the presentation, Hahn noted migrant workers generally earn $11 per hour working 10-12 hour days. He noted that among the workers is a former lawyer from Aleppo, who was more than happy to receive a bike to be able to get around.
He said a $200 contribution would pay for bussing to allow the workers to get to a Sunday dinner at the church and $500 would help pay for a meal. In a season, a worker could send as much as $10,000 home for their family to live on, about one year’s expenses. On the issue of pay not keeping up with minimum wage and the length of work days, Duntall said that was a more pressing issue than a donation. “What these people need is someone to step up,” he said repeatedly. “If they are not being treated as well as us here, someone should step in and do something. Somebody needs to advocate so some of this does not continue.” Ald. Dave Kadwell noted he believes municipal funds should support those who are
permanent residents of the town. Ald. Carolyn Mullins, who chairs the committee said, “A lot of citizens may want to support you, but for the municipality, we don’t have the funds.” At the meeting, Hahn noted that it seemed appropriate for a municipal government to “take care of its economic engine. It’s just good business.” After the meeting, Hahn said he thought the committee’s focus was misguided. “I was more than surprised to be told we should instead be lobbying other governments to force farm employers to improve conditions for migrant workers. At the same time we should be asking the farm employers to support our program. Really? I left wondering who had smoked what prior to the meeting.”

$500,000 brownfield grant considered Grimsby’s Finance and Administration Committee withheld support for a possible $500,000 brownfield grant for Brite Developments’ project at 27 John St. The condo project would be Phase 2 of Rise, which has had its Phase 1 at 22 John St. sell out already. The projects are being built on lands which were formerly Grimsby Stove and Furnace. To be able to build on the site, Paul Borejsza of Brite Developments said 530 trailers of soil had to be hauled away from the site over two months and
replaced with clean fill. This was followed by two months of a compaction program to get the site up to proper grade. “The grant is great because it can give a developer a chance to overcome major financial obstacles. It changes the financial picture,” he told the committee. Ald. Steve Berry spoke against the proposal citing the hot real estate market, the low value of the land when acquired and speed and rate for sales on the back end. “The demand is great. If the
situation was different...but I have a hard time putting this grant on existing taxpayers,” said Berry. Ald. John Dunstall disagreed. “It is a stimulus we need to provide. Developers have not been knocking on the door to develop it. I would support it,” said Dunstall. While Ald. Dave Kadwell said he wanted to see more information before making a decision, committee chair, Ald. Carolyn Mullins said it will be up to council to decide if there will be municipal support for the grant application.
Grimsby may go with similar voting system Municipal election night 2016 did not go well for Grimsby, but may not dissuade town council from going with a similar voting system in 2018. Finance Committee members recommended Monday to go with a similar structure but from a different supplier, two suppliers in fact, next time around. Noting visitors at town hall
had to wait for several hours to see any results in 2016, despite the electronic format which was expected to be very quick, committee members supported a motion to have electronic, ballot at town hall and phone voting. “The problem last time was human error,” said clerk Hazel Soady-Easton, who added the wrong municipality’s results
were sent to Grimsby. In 2016, 8,351 ballots were cast with 6,255 being electronic, 781 by phone and 1,315 by paper ballot. There was discussion about a possible plebiscite regarding a transportation system due to the high cost of that project, but that added feature was not included in the initial RFP.

Oosterhoff adds voice to NPCA audit call Niagara West-Glanbrook MPP Sam Oosterhoff has added his voice to the chorus of those asking Ontario Auditor General to step in and audit the Niagara Peninsula Conservation Authority. While nine of Niagara’s 12 municipalities have already done the same thing, as well as the City of Hamilton, Grimsby and West Lincoln are two of the three which have not. Lincoln has passed such a motion. NPCA officials have said they are working with a motion brought by Lincoln Reg. Coun. Bill Hodgson, who sits on the NPCA board, but Hodgson says a subtle change of wording in his motion gives staff too much control over any audit outcome. Oosterhoff agrees. “The concern that has been brought to my attention is that the March 8, 2017 draft RFP did not reflect the spirit, the intent, and the wording of the January 18, 2017 motion. As such I fear that your goal of ensuring that no untoward practices are being undertaken is being undermined,” wrote Oosterhoff in a letter to the NPCA last week. Oosterhoff formally asked the NPCA to cancel its RFP and “reconsider the Auditor General’s offer of a free independent third party audit.”

There’s a saying in waste management services at Niagara Region headquarters: “Our business is picking up,” jokes Catherine Habermebl. In all seriousness though, Habermebl, the Region’s director of waste management services, would like to see one part of the work she does gain more momentum. She wants more people to use Green Bins, those earthy-hued vessels meant to hold organic material for weekly curbside collection. The Region’s most recent waste audit revealed that fewer than half of Niagara’s households use

Green Bins. Meanwhile, those tapping into our trash found more than half of what people put in garbage bags could be diverted to compost. If all that food waste and other organic material were tossed in the Green Bin, Niagara would move closer to its goal of diverting 65 per cent of all waste from landfill by 2020. “With the Green Bin, there’s lots of room for improvement,” Habermebl said. “It’s a crucial contributor to our overall goal and to move the diversion program forward.” Garbage gumshoes did discover a 14 per cent uptick in Green Bin use since the last audit in 2010-11. A by-law that prohibits throwing organics into the garbage may have helped. But dumping scraps from dinner into the Green Bin needs to become habit for even more people and for more reasons
than meeting a diversion target. Last night’s lemon-roasted chicken doesn’t break down in landfill, despite what Green Bin detractors may think. The Region did a test last year to see how little decomposition actually happens to organic material sent to the dump. Workers buried common food items and little about the condition of that waste changed by the time they dug it up more than 12 weeks later. If that food had been tossed into a Green Bin, it would have turned into nutrient-rich compost in the same time. Worse still, they found intact lemons, chicken bones and other items from as far back as 2010 while digging their test pit. There were virtually no signs of decomposition. That reality is much worse than the “yuck factor” Habermebl encounters from Green Bin
hold-outs who refuse to compost because they think it’s messy. She has a solution for those who find using the Green Bin to be icky. “They don’t want to touch (food scraps) but as I always say, you’re already touching it. You’re just putting it in a different bin.” To further help scraps get from kitchen to Green Bin, Habermebl suggests putting them in a bowl on the counter to toss later in one shot. Lining the bowl with newspaper or paper towels can help make Green Bin deposits even easier. Using kitchen catchers lined with a compostable bag is another user-friendly option. Starting by diverting fruit and vegetable peelings, and egg shells will also make the task seem less daunting. Green Bins were revamped in 2011 to be more pest resistant, and Habermebl hopes residents
deterred by thoughts of raccoons breaking into their household organics will give the Green Bin a chance now. Still, those who don’t want to leave food items like meat in their Green Bins until collection day can freeze organics, then toss for composting the night before pick up. Habermebl wants composting to be the new recycling, a concept that seemed foreign when the first Blue Box programs were launched in the 1980s. “It’s really about people trying it and getting into the habit,” she said. “Recycling was new 35 years ago and now we have generations growing up with it. The Bruce Trail Conservancy is celebrating its 50th Anniversary this year with a Baton Relay which started April 2 at the Queenston Cairn & will be relayed everyday through the 9 clubs until it reaches the Tobermory Cairn on June 10. April 18 a big day in West Lincoln Again, let’s make it crystal clear any comment on this page over the last year has not said West Lincoln should shelve any reno plan for the arena in Smithville. Work is needed. Some additional amenities would be nice, meeting space and such. That noted, April 18 will be a significant day in the next 30 years of West Lincoln life. Council has received a half-dozen RFPs with values ranging from the around the approved $23.6 million mark up to the $30 million for a package of features, some of which were never approved by council back in October 2016. What started out in low, double-digit millions more than doubled in possible expense over the period of about a year. The financial ramifications of which will tie the township’s hands for decades. If you care, it might be a good idea to be at town hall on Tuesday night...jammies may be in order as it may be a long night. M.W.
Another bio deadline looming There are some very big things, deadlines if you will on the immediate horizon which will have enormous impact on Grimsby and West Lincoln for many years to come. West Lincoln’s issue is only as big as that council chooses to make it next week (noted bottom left). Grimsby’s, well Grimsby is in a different boat altogether. Grimsby’s town council is firmly on the hook, yet they have no control and virtually no say in what Grimsby Energy, Niagara Power, Grimsby Power (whatever you want to call them) do with the already glowingly white elephant of a biodigester. The history of that project is the stuff of legend and none of it for the right reasons. But let’s set that aside and just deal with the last few months. Council got an “update”, which was really no more than a big ‘buff and polish’ session in January when the board chairman of Grimsby Power-turned site construction consultant Joe Panetta came to call. Key in his presentation was the prognostication that the bio would be producing methane by midFebruary, er, end of February he adjusted to. First week of March came and went. Crickets. Second week of March stories pop up about electrical contractors walking off the site and no work happening. Some thought the project was short on cash again, but that won’t happen since they borrow against the millions from the sale of NRBN, the util-
MIKE WILLISCRAFT ity’s fibre optics company. It turned out it was concern over safety concerns from ground water and electrical connections not being such a good mix. At any rate, things dried up, work resumed. Now we are nearing mid-April, about 6-7 weeks since the latest proposed deadline for production has passed by. This week, this pops up, “The Company (SusGlobal) has signed an agreement with Grimsby Energy Inc. to allow hydrolyzed and pasteurized organic wastes to be processed at the Anaerobic Biodigester located in Grimsby, Ontario, Canada.” Now, this could explain part of the now-projected $3.5 million and rising costoverrun...side note here: some housekeeping has been done on the Grimsby Power website. Now gone from it is the initial $3.5 million budget, short-term revenue estimates and projection of a 2014 completion date. Let the re-writing of history begin!!! The whole pasteurized component thing, that means animal fats and oils, that kind of thing. It requires a separate and expensive set of equipment components
and it was not in the initial plan for the bio. My guess is this may be added, at great cost, to give the thing even a snowball’s chance of being productive once and if it ever gets going. They are so far overdue and over budget, any missed step would be certain extinction and, with yet another looming government deadline approaching in May, that end could come sooner than later. May 25 could be that day. On that day, it will mark a full 10 months since the biodigester was supposed to be up and running according to its FIT contract. Various fabricated tests and juggling have allowed the thing to cling to life to get to this point but, “It is a default of the FIT Contract If a Supplier misses their MCOD by more than 18 months. Should this event occur the IESO has a right to terminate the FIT Contract. We have notified Suppliers that they should expect the IESO to exercise this right.” This is stated IESO policy. The IESO has shown a remarkable ability for turning its collective head the other way when it comes of deadlines and approvals. They really don’t seem to care how the needle on the generator moves, just that it moves. This next deadline is supposed to be different, however. The site is supposed to be complete and operational. Tick, tick, tick, fellas. ***** Congrats to Barry Macklin, who had his golden retriever, Murdoch, do his picks for him and he came home a winner. Go figure!!

Dear Editor, I live in Ward 1 in West Lincoln on the western end of Conc. 2, which is an unpaved road. For years and years we have been promised upgrades to our roads. It has never happened but our municipal taxes have always managed to rise. For a number of years now, I have felt like a second-class citizen out here, especially when I see the town of Smithville get its new streetscaping and other road improvements. I usually don’t complain much, but that is about to change. I am really fed up. Now, this council is looking at an expenditure for this new Multi Use Recreational facility that could conceivably raise my municipal tax-
