By Mike Williscraft NewsNow Traffic in and out of West Niagara Secondary School has been a serious issue from the start and, after a month, Niagara Region is moving to assess the ongoing situation. “In response to the increase in vehicle and pedestrian traffic resulting from the opening of the new secondary school in September, Region staff have been observing traffic throughout September to gain information about the changing patterns and assess driver and pedestrian behaviour especially during the busy school drop-off and pick-up times,” states an Niagara Region press release issued Tuesday afternoon. “These observations have provided the information needed for the Region to move forward with a pedestrian count and warrant process for a potential protected pedestrian crossing. The Region expects the count to be completed by the end of October and will share further updates as determinations are made based on the results.” The move is in response to major traffic and safety issues along Hwy. 8 in front of the school, where dozens of cars park on the tight shoulder of the road and extensive congestion is See SAFETY, Page 3

When the traffic and safety issue arose on WNSS’s first day of school, scores of parents were calling out the District School Board of Niagara and Niagara Region for lack of foresight and planning when it came to road improvements in anticipation of traffic issues. Milica Petkovic, DSBN’s communications officer, said the issues faced at WNSS are growing pains. “It is common for new schools to experience a high volume of traffic, particularly on the first day of school with all the excitement of kicking off a new school year,” said Petkovic in early September. “Principal Mat Miller estimated about 1,500 students walked through West Niagara Secondary School’s doors on the first day, Tuesday, Sept. 5. As a result - and not unlike other school

openings - there were some delays. These will be worked out in the next week or so as people become more familiar with where to go.” Now a month on, many see the problem differently. “I am happy Region and DSBN are finally getting to this. Ball’s Falls set to host annual craft show More than 150 unique artisans, crafters, local farmers, and talented musicians and entertainers from across the province will once again descend upon Ball’s Falls Conservation Area for the annual Thanksgiving Festival this weekend, Oct. 6-9. “We’re thrilled to host thousands of guests from near and far at the 49th Ball’s Falls Thanksgiving Festival this fall,” said Alicia Powell, manager of conservation area programs with the Niagara Peninsula Conservation Authority (NPCA). “This is our second fully in-person festival since the pandemic and we have planned a fantastic long weekend for everyone to experience nature, arts, culture, history, shopping and fall harvest fun all in one place. The event remains true to tradition and will feature popular vendors and artisans while showcasing local food, drink and history.” As part of the event, guests will have a chance to step into nature with guided or self-guided hikes along the natural trails at the conservation area to explore the Niagara Escarpment and Twenty Valley Creek ecosystem. Guests will experience history in a dynamic and immersive way when they visit the Heritage Village of Glen Elgin, to watch blacksmithing, wood carving, handweaving and spinning demonstrations. They will travel back in time to the 1800s as they tour the Victorian-era Ball Family home, historical chapel and original grist mill, operating as it did in 1809 turning out freshly milled whole wheat flour.

The festival will feature Niagara’s best local wine and craft beer from Bench Brewing Company, Newark Brewing Company, Flat Rock Cellars, Kings Court Estate and Calamus Estate Winery. The ever-popular Farmer’s Market will welcome Food 4 Life (black garlic), Revolution Wool Company, Mingle Hill Farms, and Red Maple Homestead, among others. This year’s entertainment line-up, presented by Giant FM and Country 89, will appeal to audiences of all ages with fan favorites like Jonesy, The Blackstones, Figure Four and Usual Suspects. They will be joined by several other great musicians and entertainers on the main stage. Take in the sights, sounds and smells from Friday, Oct. 6 to Monday, Oct. 9, 10 a.m.-5 p.m. daily. Admission is $9 for adults and $7 for seniors and children ages 3 to 11. Guests are encouraged to purchase tickets in advance to ensure ease of access at the gate and avoid long lineups. Admission will also be available at the gate all weekend long and all forms of payment are accepted. Carpooling is encouraged as on-site parking is limited and not always guaranteed. The use of alternate routes to Victoria Avenue is also suggested to avoid traffic congestion and wait times. Parking is available off Seventh Avenue, and accessible parking is available to permit holders at the Centre for Conservation at the conservation area. The event is rain or shine. Pets are not allowed.

Notice of Study Commencement: Greenlane Road

Schedule C Municipal Class Environmental Assessment Study The Study Greenlane Road, in the Town of Lincoln (the Town), between the west urban boundary limit (Konkle Creek Trail) and Bartlett Road, is a local collector roadway that runs east-west in Beamsville. This roadway is in poor condition, and in combination with the construction of the new West Niagara Secondary School on King Street, the future Go Station on Ontario Street, and a predicted increase in vehicle volumes resulting from development growth in the area, this corridor has been identified as high priority for reconstruction and cross-section improvements.

The Process The Town has retained CIMA+ to undertake a Schedule ‘C’ Municipal Class Environmental Assessment (MCEA) that will consider the needs of the corridor and potential cross-section improvements. The Town’s Transportation Master Plan (TMP) recommends that improvements for this section of Greenlane Road focus on a ‘complete streets’ approach that was previously identified in the Town’s Beamsville GO Transit Station Secondary Plan. In addition to normal vehicle travel and turning lanes, the ‘complete streets’ cross-section includes active transportation improvements and streetscaping opportunities.

This study will follow the Municipal Class Environmental Assessment (2023) process, which is an approved process under the Ontario Environmental Assessment Act. As part of this study, the MCEA schedule will be confirmed; however, the study is being initiated under the ‘Schedule C’ process and two public information centres will be planned to occur later in the study. Once the study is complete, an Environmental Study Report (ESR) will be prepared and filed for a 30-day public review period. A Notice of Study Completion will be published on the Speak Up Lincoln project page (see code below) and sent to the project mailing list to advise the public of the ESR review period.

Municipal Accommodation Tax (MAT) in Lincoln

The amendments to the existing Zoning By-law provisions and the implementation of a Licensing By-Law propose to regulate and license Short-Term Accommodations (STA) for the purpose of protecting the health and safety of persons residing in residential properties, minimizing potential impacts to surrounding properties and neighbourhoods, and to protect the residential character and stability of residential areas within the Town. What is MAT?

The Licensing By-Law proposes to:

A MAT is a tax imposed by a local government or municipality on lodging establishments, including hotels, motels, inns, and more. It is collected from guests during their stay and serves as a vital revenue stream for tourism, including tourism promotion, infrastructure development, and public services— benefitting both visitors and residents.

• Require all STAs to obtain a license from the Town.

Why Implement a MAT Tax in Lincoln?

As defined in the Tourism Strategy and Action Plan 20202025, Lincoln’s greatest opportunity for economic growth resides within its diverse tourism sector. While the Town recognizes the importance of tourism, we want to ensure that economic growth within the sector is balanced, ensuring sustainable tourism is top of mind. The MAT’s dual purpose is to support economic growth and job creation within tourism through additional destination marketing, while shifting the cost burden of these services away from residents to visitors, specifically those who opt for short-term overnight accommodations.

• Implement a Demerit Point and Administrative Monetary Penalty System. • Establish a registry of all STAs within the Town. Amendments are proposed to the current Zoning By-law provisions for STAs. Potential Amendments include: • Clarification on the type of structures STAs are permitted to be located in. • Provide for a maximum number of guest rooms. • Implement new and amend existing definitions for types of STAs.

The Town has begun seeking public input to help determine the MAT rate and other important details.

New heroes needed for South Shore Search & Rescue South Shore Search And Rescue is looking for heroes. The volunteer marine rescue organization kicked off its fall recruitment program this week with the goal of landing at least 10 new members. “We are looking for capable, committed volunteers for our most important role: saving lives on the water,” explained director of membership Matt Tulk. Information sessions for interested applicants will be held over the next two months, Tulk says. The successful candidates will begin classroom training early in January with the goal of being ready to join a crew for the next boating season. There is a need for volunteers to help on land, too, Tulk says. The group needs assistance with fundraising, community events and other activities where volunteers can pitch in. South Shore Search

And Rescue crews are on 24/7 stand-by during the boating season, ready to aid mariners in distress anywhere on Western Lake Ontario. The group maintains a rescue-ready boat at Fifty Point Marina and has already been dispatched to more than 30 rescue missions this season. Tulk emphasizes the commitment that membership in the group represents. “One evening a week during winter training becomes one evening a week of on-water training during the season,” he explains. “In addition, members assigned to a crew are on-call one weekend each month, which usually means training or being on patrol each day during that weekend. Membership is a real commitment.” The group welcomes applications from individuals over the age of 18 years. Candidates must be physically

able to function in a difficult marine environment and commit to obtaining their Transport Canada-approved Pleasure Craft Operator Card prior to getting on the water. Interested individuals can contact Tulk through the website: https://www.gamru.ca/contactus The group will host a series of information nights in the Stoney Creek area Nov. 13, 20 and 27, to meet and share additional information on becoming a volunteer. Dates, times and location for information sessions in the St. Catharines area are also planned. South Shore Search And Rescue is a community-based volunteer emergency service that responds to rescue calls in western Lake Ontario, serving the communities along the south shore from a base in Fifty Point. More than 30 active volunteers maintain a fully-equipped rescue

vessel and train yearround to hone the skills and readiness to be effective on the water. GAMRU South Shore Search And Rescue is a member of the Canadian Coast Guard Auxiliary and a registered charity.

Retired women teachers share a legacy of excellence By Joanne McDonald For NewsNow They may be retired, but these teachers can still bring a room to order quicker than the speaker of the Legislative Assembly. The Retired Women Teachers of Ontario (RWTO) Niagara West Branch met last Thursday for lunch at Trinity United Church in Beamsville and it was all eyes forward as individual members talked about their pursuits and passions with the group. Retired teacher Bev Davies, 96, was sharing a table with

Hope Martin, 94, and they both had some advice for today’s teachers. “Stick to it,” says Hope. “Be patient. It’s a wonderful career.” And says Bev, “Enjoy. Kids are wonderful.” It would be hard to count the thousands of kids they inspired and set on the right path during their long careers in education. RWTO Niagara West branch president Diana Bujas said the group meets four time a year and includes a speaker or activity. “We are a lively, friendly

group who have fun when we gather to laugh, share, celebrate and support each other.” New members are always welcome. The group is open to retired women teachers, EAs (Educational Assistants) ECEs (Early Childhood Educators) and CYWs (Child and Youth Workers). (nee Easey) Barbara Suzanne Drost, born October 7th, 1950 in Toronto, Ontario; passed away peacefully at home on Saturday, September 23rd, 2023. Barb spent 19 wonderful years with her husband, Brian Drost, whom she has been married to for the past 16 years. Beloved mother of Donald Ryan Easey. Previously decreased by her mother, Rowanda and brother, Gordon Easey. She will be missed by her nephews, nieces and extended family. Barb loved to help others both in her personal and professional life. She spent her career teaching, with her last 15 years teaching art and drama at Dunnville Secondary School. Since retirement, Barb spent her time on their poultry farm, but loved collecting rocks and travelling whenever possible. Arrangements have been entrusted to Merritt Funeral Home, Smithville. Did anyone expect a different result? So we’re a month into the school year and today (Tuesday, Oct. 2) Niagara Region sends out a release to say they are finally reacting to the chaos which ensues daily (during the week) at West Niagara Secondary School during pick-up/drop-off times. Have you been by? It’s quite the treat. I know we have not been printing any letters on the topic in the last couple of weeks but that is because I try hard not to be redundant. They’re still coming in, as are the phone calls. It’s simply too easy to take shots at the low hanging fruit which District School Board of Niagara has become. There is simple zero accountability on virtually all levels. On the very public and obvious-to-all front, we’ve got the lack of foresight and planning regarding traffic patterns in and out of the site. You do not have to work at West Niagara Secondary School or have a child attending the facility to know the problems are serious. You just have to want to pass by during morning or afternoon pick-up/drop off times to experience the greatness that is horrible planning. Mayor Sandra Easton noted this week speed of traffic is her major concern. I don’t happen to agree on that point, although it can always be a contributing factor. Cars are parked on the

MIKE WILLISCRAFT shoulder and backed up in long lines. A make-shift “turning lane” - which likely confuses more than it helps - has been added. Aside from being much tighter than a proper turning lane, the resulting “through lane” ushers traffic going straight over onto the bike lane. If a student actually attempts to ride their bike to school at any point, it would seem this situation is a safety and legal liability waiting to happen. That is not a speed issue, it’s a deficient plan issue. What confounds virtually all in this scenario is the lack of planning for a project which was many years in the making. There is no coming back from that one because there is no rational explanation for Niagara Region’s ignoring of the traffic freight train that was speeding toward them. As for DSBN, did anyone expect anything else? Seriously? So that is just another “public” DSBN blunder. Another behind the scenes fiasco has been DS-

BN’s treatment of Grimsby Basketball Association. This matter goes back to DSBN’s unilateral dissolving of a decades-old reciprocal use agreement under which Grimsby organizations had free use of board facilities gyms and sports fields - in return the Town took care of outdoor maintenance, lawn cutting and such. This made total sense as all facilities involved were paid for by you, good reader, the taxpayer. It wouldn’t make sense to start charging for facilities already paid for, would it. DSBN thought so. With no option, GBA started paying for gym rental - in the last year alone that amount was in excess of $36,000, so we’re not talking chump change. Over 10 years for so...you can see how that would add up. Some those involved in GBA may have thought they would at least get honesty from DSBN when it came to booking GSS or BDSS for their practices and games after both schools were closed. Nope. So not only is the new gym at WNSS not available yet (who knows why) but DSBN would not rent out GSS or BDSS. Now, two weeks ago, GBA finds out the school board rented GSS to Stoney Creek basketball for not only a tournament four days per week ongoing. Meanwhile, local kids are on the outside looking at their own school. Nice treatment, eh?

Residents “disheartened” Town staff ‘ignored’ Official Plan Dear Editor, We are disappointed with Council’s direction to proceed with the “hemp processing facility” on Kemp Road. We hope the truth comes out regarding odour, wastewater and contamination and other adverse effects at the site plan stage. It is disheartening to know that this process only goes through Town Staff who appear to have encouraged and “expedited” this application, ignoring our Official Plan and Federal law. Under oath, Town Staff admitted they were unsure if a hemp plant was a cannabis plant, yet they proceeded with this application anyways. The legal definition states hemp is a cannabis plant.

Letters Mr. Akeem Gardner of Canurta, made several misleading public statements recently including that the smell from cannabis growth comes from THC levels. This is not true, the odour comes from terpenes, present in all forms of cannabis plants. It will be interesting to see what their paid “experts” cook up in the Odour Control study. No filters or fans can control the smell of outdoor growth. Letters from hemp growers presented to Council state hemp growth “stinks”. Even Council’s resolution, seemingly written by Town Staff or the Town’s

lawyer, wrongfully states that hemp is distinct from “odour causing cannabis”. It seems easier to mislead Council and try to cover-up professional mistakes than swallow their pride and approach the OLT for clarification.
