HHS closes WLMH obstetrics until Fall ’20 By Mike Williscraft NewsNow West Lincoln Memorial Hospital’s vaunted obstetrics ward will be closed for business for a year after Hamilton Health Sciences officials dropped that bombshell on staff last Thursday. HHS rolled out the news to senior staff and the Community advisory Committee earlier in the week before conducting a staff meeting Thursday afternoon. The closure is being dubbed a “transfer of services” for expecting moms who have a natural birth planned. Only scheduled C-sections will be permitted at WLMH. According to one staff member in the Thursday meeting, those in attendance were told there is no firm timetable bringing births back online. This is the second major service to be lost to WLMH as endoscopies were removed about 18 months ago. “Everyone is devastated. There were a lot of tears,” said one registered nurse, who spoke confidentially due to fear of reprisal. “We were told to ‘be positive and show support for HHS’.” OBS (obstetrics services) had been shut down for the last two months while some short-term renovations were completed. All was supposed to get back to normal on Monday (Sept. 30). HHS officials opted to move up a timetable for additional work but, according to Community Advisory Committee Chair Andrew Smith, their plan had one major flaw. Initially, HHS claimed to have an understanding emergency cases could be transferred to Niagara Health Systems for care. In the end, that was not the case. “Initially this seemed to be a logical solution to the facility issues but key to this strategy is the hospital’s

“Rather than iron out the details of this hand off before moving forward with renovations, the renovations began. Now, a few days before the OB is to reopen, we have a patient care crisis on our hands.”
HHS officials see it another way. In a memo posted to its website, HHS stated its goal is “return all services to full capacity as quickly as possible.” “As these upgrades and renovations are being completed, WLMH has only one operating room (OR) available until fall 2020, resulting in the need for difficult decisions about how to organize the services that rely on that OR,” the memo reads. “The emergency department, day clinics, inpatient care and diagnostics are not affected by the renovations and continue to function while construction is happening. Further, WLMH can keep scheduling elective surgery, including elective C-sections and gynecological surgeries in the one OR.” ”However, for WLMH to be able to continue offering these services, the hospital needs to temporarily move most of its low-risk labor and deliveries to other nearby hospitals. Family doctors, midwives and obstetricians who care for patients at WLMH have designed a plan to continue providing care to their patients, which involves caring for patients at WLMH, Niagara Health and McMaster University Medical Centre (MUMC). WLMH is grateful to its system partner Niagara Health and colleagues at MUMC for maintaining the continuity of care for patients in West Niagara.” Simply, this means scheduled Csections will continue, while vaginal births will all be transferred. With only one operating room available, an emergency C-section case must get into an OR within 30 minutes, so that time frame could be jeopardized if the room was busy. We were taking delivery and putting together brand new bassinets last week,” said another staff person who would only speak with anonymity. YEAR OR TURMOIL WLMH has been in a state of constant turmoil for just over a year when, under the guise of safety concerns, HHS chief executive officer (CEO) Rob MacIsaac announced a 27-month closure of the facility’s operating rooms – taking with it obstetrics – would be required due to concerns about air quality and the need for a sterile equipment storage area. In Friday’s memo, Dr. Michael Stacey, HHS’s executive vice-president academic and chief medical executive, supported those concerns. “As healthcare providers, it’s our job to put patient safety first. We must eliminate every preventable risk to our patients, even if when it means making tough choices. The critical upgrades we are making at WLMH limit our ability to provide a safe and full labour and delivery service until construction is complete,” said Stacey. “We are grateful to all staff, physicians and midwives, and our system partners, for finding a way to meet the needs of patients in West Niagara until the renovation work is completed next year.”
Over the last year, there have been many twists and turns on the path which led to Thursday’s announcement, but many staff and members of the Citizens’ Action Committee have said repeatedly the concern was valid, but overblown. “Of course we are all concerned with patient safety. It is a huge part of what we do. However, West Lincoln did not have a single case where a problem was cited. There were no instances of complaint even,” said one staff member, again speaking with a promise of anonymity. “The facility is old. We all know that. We have been working with limitations for many years, but it was and is workable until the rebuild gets done. Even the engineering report that did the initial assessment recognized that.” The report referred to is an Oct. 5, 2018 document commissioned by HHS to assess both the physical status of WLMH’s infrastructure and what would be needed to bring it up to the standards needed. The verdict was about $8.5 million in work which necessitated a 27-month closure of both operating rooms, said MacIsaac at the time. When asked in November 2018 why a report would be served up with only one option, MacIssac said it was because they only asked for one. “We didn’t ask the consultant to come back with a range of options. We asked the architect to come back with the architect’s recommendations, so that’s what we got.”
However, for many in West Niagara, that is where opinion on this matter split because included in the same recommendations which noted the need for upgrades, it was also noted the work about be done mainly around current schedules for the ORs with several weekend closures and a couple of extended weekend closures. “Almost everything HHS has done since last October has been with an eye to getting some sort of long-term closure and reduction of services in place. We’ve been lied to repeatedly,” said Tony Joosse. “We all know and have known for years that West Lincoln is an old facility but what we have seen done to staff and community by Rob MacIsaac and HHS is simply not acceptable and it flies in the face of what Minister of Health Christine Elliott guaranteed – that all services would be maintained at current service levels at West Lincoln Memorial.” As another example, Joosse noted endoscopy services, which were transferred “temporarily” to other facilities about 18 months ago have still not returned and will not until “this OR mess” is resolved. “That’ll make it two-and-a-half years lost for that service. That not only effects the doctors and nurses involved, but countless people in the community as well,” Joosse said. For Dr. Gary Benson, who resigned as WLMH’s medical director immediately after the planned 27-month closure was announced last October,
said the process was flawed right from the time the proposed measures were being read out. After hearing the plan, he asked if the measures had been approved by the HHS board of directors. “(I) was told that the plan had been presented to the Board at their last meeting for information purposes and would be voted on at the next Board meeting,” wrote Benson in his resignation letter, published in NewsNow on Oct. 25, 2018. Dr. Benson gave an extensive background on how WLMH has been buffeted around by previous provincial governments, had funding promised then delayed or cancelled going back decades but, in the end, he believed in the care WLMH was providing and that HHS officials were wholly offbase in pushing for long-term closure for renovations. “I honestly believe that they (HHS) fail to understand the consequences their decision will have on our communities. I have always felt that WLMH is a model community hospital providing primary centred care to our communities,” wrote Dr. Benson last fall. “The proposed changes will destroy this model of care.” From that point on, HHS changed tack on several occasions, more recently regarding a patient transfer agreement with Niagara Health Systems which fell through at the 11th hour and this week when OBS was to reopen Monday but will now remain closed, essentially until next November.

WLMH troubles result of HHS administrative choices By Andrew Smith As Chair of the Community Advisory Committee, there have been positive announcements over the past several years with the announcement of the new hospital by the MOHLTC (Ministry of Health and Long-Term Care) but at the same time there have been many frustrations and, quite frankly, disappointments. Hamilton Health Sciences has done a great deal of good work improving the facility and service levels in other areas at WLMH, but there have been a couple of significant strategy fumbles that have impacted obstetrics (OB) services. OB at WLMH has been a cornerstone service for decades. Thanks to a team of outstanding professionals and a culture of care, we attract expecting mothers from all over Niagara. The positive
experience of welcoming a new addition to your family at WLMH is second to none. It’s a shame to see, with the recent announcement, service levels reduced to a fraction of the volumes we have seen in recent years. Several of the issues in the past year appear to have been forced upon the hospital as the result of poor planning or a lack of due diligence. Staffing has been an issue for the better part of two years (some would say longer). Well before endoscopy services and the OR review, WLMH had OR staffing issues. Many of our nurses were asked to dedicate much more time than is normally the case. Eventually, through the promotion of staff and retirements, the fragile state of staffing collapsed and the hospital found itself with a shortage of OR nurses.
OPINION It was only once the staffing crisis arrived that HHS reacted and began to more aggressively recruit OR nurses knowing it would take months to get newly hired OR nurses trained and up to speed. The pursuit of a recruitment strategy when looming staffing issues were first identified more than 18 months ago would have gone a long way to helping avoid the need to redirect weekend births, a strategy HHS announced in May, when the hospital found itself with fewer OR nurses than required to maintain services on weekends. More recently, HHS pursued a renovation strategy without fully vetting patient care and our outcome is further reduced service levels. HHS administration chose to
pursue a solution of moving to a single OR with the second OR being used as sterile storage to manage patient care concerns. Initially this seemed to be a logical solution to the facility issues but key to this strategy is the hospital’s ability to ‘hand off’ emergencies that could develop during childbirth, if the single OR was unavailable, to neighbouring healthcare facilities. Rather than iron out the details of this hand off before moving forward with renovations, the renovations began. Now, a few days before the OB is to reopen, we have a patient care crisis on our hands. The transfer of emergency cases that may develop midbirth to another healthcare facility has been deemed too risky by both our neighbouring facilities as well as regulators. A significant aspect of the
HHS strategy that was never fully vetted, yet, administration chose to move forward with the renovation. An HHS ‘solution’ has created a situation where the hospital cannot address patient care concerns and an announcement was made on Friday to dramatically reduce OB services at WLMH. To be clear, we find ourselves with the current OB service reductions because of a strategy HHS administration pursued before fully vetting the details. I look forward to the day the shovels go in the ground and work on our new facility is underway. I am very concerned, however, that we will be not be able to rebuild OB back to the level of care and recreate the unique experience WLMH has become know for. Lincoln ReRooted lands Oct. 5 Lincoln ReRouted is just days away. The town-wide event is set for Saturday, Oct. 5. Running from 10 a.m. to 10 p.m., Lincoln ReRooted features a number of different events. Doors Open Lincoln and Pioneer Day (10 a.m.-4 p.m.) both
kick off the day’s festivities. Doors Open Lincoln sees a number of sites across the town offer free access to those curious about exploring Lincoln’s history, heritage and local businesses. The Lincoln Museum & Cultural Centre will host Pioneer Day,
an event celebrating the town’s heritage through activities, craft demonstrations, dancing and food. The Fling on King starts at at 3 p.m. and extends to the rest of the day. It’s a street party for the entire family filled with live music, performances and food.

Sidewalk and street interruptions on Main Friday due to filming Main Street in Grimsby will be a Christmas scene this Friday, Oct. 4. A production crew for Hallmark’s Christmas in Montana will be downtown shooting various scenes along Main between Christie and Ontario streets from 10 a.m.-1 p.m. and 6:30-10 p.m. The south sidewalk will have some storefronts decorated and fake snow along the curb. Some on-street parking will be blocked off over the same time frame to allow the crew to shoot from the north side of Main. There will also be intermittent traffic stoppages under police supervision on the street
during takes. These interruptions should only last 2-3 minutes, according to production staff. Some south-side parking spots will be filled with prop cars bearing Montana license plates to ground the setting scenery. The production will also be filming scenes at a Main Street West home, the scene of a fictitious bed & breakfast. The production crew made special note that sidewalks would not be blocked to pedestrian traffic except for brief stints when film is rolling. As well, all storefronts will be accessible throughout the day.

West Lincoln Fire hosts open house at Caistor hall West Lincoln Fire Deparetment’s Caistor hall opened its doors to the community on Saturday. The firefighters there treated visitors to a free breakfast feast complete with scrambled eggs, peameal bacon, coffee and more. Kids also got a chance to see the rescue equipment up close.

Navigate West Lincoln’s Harvest Routes festival Saturday, Oct. 5 Put some rubber to road and travel West Lincoln’s Harvest Routes this Saturday, Oct. 5. It is the festival which celebrates arts and crafts across the township, with stops all throughout its many communities. Various locations across the Township will be hosting arts and crafts workshops through out the day. Participants must preregister, which costs $10 for most workshops. The Watering Can
Flower Market will be hosting Autumn décor workshops at the Caistor Community Centre. Likewise, My Painted House will run three different workshops at the Wellandport Community Centre. There are two wooden tray workshops at 10 a.m. and 2 p.m., and a rustic pumpkins workshop at 12 p.m. The West Lincoln Community Centre will be the site of pottery workshops by Crock A Doodle. The pottery workshops are divided by age: kids
4-8 from 10-11 a.m., adults 14 and up from 12-1 p.m. and youths 9 and up from 2-3 p.m. The community centre will also host the Artist & Crafters Marketplace where local artists and crafters will sell their creations. Each of the West Lincoln Public Libraries will also host a number of workshops. No preregistration required. Ker United Church will have “Doors Open” with tours of the church and the grounds from

October 31, 1948 – September 13, 2019
With extreme sorrow and profound sadness, we announce the passing of our beloved husband, father and grandfather, Daniel Henry Parent (70), who passed away peacefully at home surrounded by his family on Friday September 13, 2019. With grace, Dan had a short but courageous battle with cancer. Dan leaves behind his loving wife and best friend of 46 years, Anne, his sons Neil (Jenny), and Brad (Crystal), and his grandsons Finn, Stone and Zane. Dan will be missed by his brother Ted (Nanette), and sisters Mary-Jean (Hal) and Pauline (Ian). He will be reunited with his parents Gaspard and Jeanette and his sister Geri-Ann (Brian) Dan will also be mourned by his many siblings-in-law, nieces, nephews and friends. Dan had an easy-going manner. He had a soft spoken, fun-loving, honest and kind personality. These traits, along with his keen business sense, led Dan to build his own successful company, Multimodal Logistics, alongside his business partner Keith. He was a successful entrepreneur who treated his staff like family. He was proud that his sons followed in his footsteps starting their own logistics company. Dan, a true family man, placed family and friends above all else. He was always there in times of need, as well as joking around and socializing into the late hours. When not working, Dan coached hockey in Beamsville and later became a pickle ball player and avid golfer. He also picked up cooking as a hobby which he grew to love and made some incredible dishes. He loved the Montreal Canadians, the Leafs, and the Blue Jays and also loved to watch golf and tennis. Dan loved to explore the world with his favourite travel partner, Anne and often with other friends or family. No day was complete without music for Dan. He loved listening to music, particularly in his back yard while he gazed at his beautiful pond. Cremation has taken place. Guests will be received at 11:00 am on Saturday, October 5, 2019 at St. Helen’s Church, (4106 Mountain Street, Beamsville, Ont. L0R 1B7), and mass will start at 12:00 pm. A Celebration of Life will follow at Heritage Village Recreation Club, (3425 Frederick Ave., Vineland, Ont. L0R 2C0) from 2:00 pm-5:00 pm. Parking is limited, however there is street parking, plaza as well as a nearby library and school parking lot. The family is grateful for the exceptional care provided by the entire staff at West Niagara Palliative Care Team, particularly nurse Paul who was polite and caring while providing comfort to Dan and the family. Additionally, we would like to thank the Beamsville Medical Centre for their support. In lieu of flowers, if desired, memorial contributions can be made to West Niagara Palliative Care or the West Lincoln Memorial Hospital Foundation. Online condolences at tallmanfuneralhomes.ca.
It is with great sadness that we announce the passing of Frances Farewell. On September 27 2019, and surrounded by the love of her dear sister Laura (Edwin) Kasper, adored brother William (Katheryn) Béchard and beloved niece Karma Connors, Frances succumbed to cancer in her 82nd year. Frances has now joined her beloved husband of almost 50 years Jack Farewell. She is also predeceased by her daughter Shawn and son Brock, father and mother Hector Jane Béchard, sister Helen (Alen) dec. Mead, brother Victor Béchard. Also waiting for Frances were sister and brother in law Shirley and Doug Thorne R.I.P. Frances will be sadly missed by her sisters in law Margery (Keith), dec. Ellis, Sheila (Tom) Thorne, Joyce (Bud) dec. Farewell and Muriel (Ralph) dec. Farewell. Also left to mourn are grand children and many nieces and nephews in particular Jack Jr. Farewell, Skye and Shane O’Brien. Frances and Jack Farewell together formed Farewell Realty which became a gold standard of business ethic and located in the iconic building in the heart of Grimsby for twenty plus years. From mentoring young entrepreneurs to forming wildlife and conservation clubs, accounts of their service are too many to list. After retirement, Fran’s generosity continued to benefit local charities and could only be surpassed by her intellect, humour and grace. Fran loved to travel with her family and friends Joan and Donna. These adventures would result in endless supply of laughter and wonderful memories of our beloved Fran. A memorial service will be held on Saturday October 5 2019 at 2pm at the Kingdom Hall 309 Lake Street Grimsby (Corner of Bartlett and Lake St.) for our dear Frances. All beloved friends and family are welcome. In lieu of flowers, please make a donation to McNally House.

Hallelujah! Free at last! Free at Last! Thank God almighty, we are free at last! My sincere apologies to Dr. Martin Luther King as one can be sure he was not referring to the final sale of Grimsby biodigester. The doomed-from-the-start project which racked up well over $18 million in costs is well sold at around the $8 million mark. With a management team in there which has experience and can operate the Sobie Road facility in a responsible manner, the new ownership can turn around the power-generating site’s performance. Simply getting Grimsby taxpayers off the financial hook for any more expense - bank loan, line of credit, short-term loans from Town to Grimsby Energy, creditors - is massive. The general goal going into it was to cover those debts, anything else was gravy. Well, with Thanksgiving coming up all can use a little extra gravy! The GEI board - Jim Bowman, Lianne Vardy, Jim Howden, Rob Hattin and chair Delight Davoli - deserve a mountain of thanks from the community. Thousands of hours have gone into achieving this sale, with constant headaches along the way. There should be a little something in their Christmas stocking this year, especially since they have not taken any fees to date for all their efforts! M.W.
Cavalry better get here soon! Not many people know about this, but I’ve got a good buddy who works for the Maple Leafs. He just told me the Leafs traded Mitch Marner to the Pittsburgh Penguins for Sidney Crosby and they thought this would only be a good plan if Wayne Gretzky came out of retirement just for one year. Of course this is all horse pucky, but it had just as much chance of happening as Hamilton Health Sciences’ “plan” connected to the closure of obstetrics services at West Lincoln Memorial Hospital. This passage from Andrew Smith’s opinion piece pretty much nails the crux of HHS’s dereliction of duty. “Initially this seemed to be a logical solution to the facility issues but key to this strategy is the hospital’s ability to ‘hand off’ emergencies that could develop during childbirth, if the single OR (operating room) was unavailable, to neighbouring healthcare facilities,” noted Smith. “Rather than iron out the details of this hand off before moving forward with renovations, the renovations began. Now, a few days before the OB is to reopen, we have a patient care crisis on our hands.” Bingo! I have noted in this space many time in the past year that HHS management either through ignorance or mismanagement - have botched pretty much every approach they have taken with WLMH since the illfated architect’s report was spun out of control by HHS CEO Rob MacIsaac with the citing of the need for a 27-month closure of operating rooms for renovations. As we now know, the report did not recommend anything of the sort. In
MIKE WILLISCRAFT fact, it was carefully and specifically noted ALL the work needed could be done around regularly scheduling of the ORs using a few weekend closures with a handful of those being extended closure to get the work done. From that point on, everything has spun out of control on a consistent and ongoing basis with - working in the background - absolutely no level of success in hiring OR nurses to staff an appropriate roster level. There is FAR more to the mismanagement of this situation than these two simple samples. Magnifying all those issues is the simple matter of poor decision making. Make absolutely no mistake. For me and anyone else in the community, we are all on board with having a safe facility and improving the current facility to get to appropriate medical standards to bridge the time gap until we finally, on hands and knees, get to the WLMH rebuild completion. To get there, and have something more than a shell left, the time has come for the Province of Ontario to step in and assign a supervisor to over oversee the WLMH file. There is a lot of precedent for provincial governments bringing in supervisors. It
happened with Niagara Health Systems in 2011. Now that was the full meal deal with Kevin Smith being assigned and taking NHS over. With HHS, that level of intervention is not needed. HHS has done some good things, just not at WLMH. In this case, a supervisor should be brought in to manage this file and genuinely work towards appropriate decisions and not ones which do every single thing possible to dismantle the unquestioned heart of the facility in its beloved obstetrics services. HHS needs to have its powers suspended immediately. It is that simple. In seeking comment from the Ministry of Health on this latest debacle, I got this: “The ministry respects Hamilton Health Sciences’ authority to make independent decisions about its operations, so long as these decisions uphold and protect sustainable access to quality care and ensure patient safety,” said Hayley Chazan, senior manager, media relations for Christine Elliott, Minister of Health. “Most low-risk obstetrical services will be temporarily relocated to other nearby hospitals as the hospital makes long overdue renovations. These upgrades will ensure the safe return of all services as quickly as possible.” Motherhood, to be sure. HHS should be able to make autonomous decisions except when it has displayed a wanton lack of ability to hire staff, manage timelines and troubleshoot. I repeat, it is either a plan to dismantle WLMH’s OBS or ignorance of how to manage the site. For these reasons, a supervisor is needed posthaste!

Grimsby divests itself of the biodigester By Mike Williscraft NewsNow Grimsby Town Council reached the end of a very long, winding and expensive road Monday night with the approval of the sale of Grimsby Energy’s biodigester to Miller Waste Systems’ White Owl Ltd. The Grimsby council chamber had a jovial atmosphere as the public portion on Monday’s meetings broke up. After just over an hour of closed session discussion, council opened an option session where a unanimously recorded vote – al-

Going into the process, which was designed and managed by Deloitte and overseen by the GEI’s independent board of directors, members of council had little to no expectation on results of a sale. “We are all glad it is over and we are ecstatic at the result. We found it very difficult to overcome the precious little volume of information available in the way of records
and files regarding the biodigester project,” said Mayor Jeff Jordan after Monday’s meetng wrapped up. “I want to, first and foremost, thank and note my appreciation for the Grimsby Energy board of directors who have worked tirelessly and are directly responsible for this great result. Without them, we would never have been in this favourable position.” Generally, members of council hoped a sale price which offset outstanding debts of the biodigester could be garnered. The project
racked up about $18.5 million in debt and operating losses - more than five times the original $3.5 million capital budget. While terms of the agreement do not allow for full disclosure of the sale price, from a taxpayer perspective, all should be very happy, said Jordan. “Grimsby Energy had debts of over $16 million of which the purchase price is sufficient to retire approximately half, sufficient to settle the secured creditors and unsecured See SALE, Page 23
