Reg Freake noted there are significant planning principles on the side of development, aside from the positive financial impact the projects could bring. “The more density you have around that area, the better chance we have of getting the GO train coming to town sooner as well. Density is one of the things we have accomplish in order to justify that
coming sooner than later,” said Freake. “Yes, there is an opportunity to net some more funds on top of the development charges, so I think this is a good idea. We should take advantage of this situation.” When asked if he believed there was a chance an appeal could be successful, Grimsby’s director of planning Harold Madi said the unpredictability of the provincial government on this matter means it could go either way. “I think there is an opportunity to take advantage of that, in principle, and respond,” said Madi. “Grimsby and other municipalities and some in the private sector may be considering action to deal with the “flip flop of the Greenbelt decision”. Vineland resident faces murder charge A Vineland man is facing a first degree murder charge in the death of a woman last Wednesday, Oct. 11. Niagara Regional Police responded to a Victoria Avenue home - between Greenlane and John Street - at 7:52 a.m. Detectives assigned to the 8 District Criminal Investigative Unit responded to the scene and led the initial investigation. They received support from detectives assigned to the Homicide Unit and Forensic Services Unit. Extensive NRPS resources including members of the Emergency Task Unit, Canine Unit, and Marine Unit were deployed to the property to assist with a
coordinated search. At approximately 12:20 p.m., an adult female was located, deceased. A 56-year-old male has been arrested. As this incident involves intimate partner violence, at this time, the NRPS will not release the name of the accused in an effort to protect the identity of the victim and her surviving family. The NRPS Homicide Unit has assumed carriage of the investigation. Area residents
can expect a continued police presence in the area. There is no on-going threat to public safety. Anyone with information is asked to contact the lead homicide detective by dialing 905-688-4111, option 3, ext. 1009134 with any relevant information. THE REASON for the proposed designation is to recognize the architectural value of the building in context of its contribution to the heritage character of the Town of Grimsby. The exterior of 266 Main Street West is a good representation of the Queen Anne style of decoration. In the early 20th century, this house was owned by a prominent medical doctor in the town who lived there until 1926. Dr. Wolfenden was a Grimsby resident for sixteen years, and was the senior house physician at the London Hospital and was also the resident physician for the late Emperor Frederick of Germany. The dwelling enhances the unique character along the historic corridor and provides insight into the agricultural development in Grimsby. small business. A man in his 70s witnessed the damage and confronted him. The 37-year-old man, without provocation, struck the older man, say police. Two men from the small business intervened, during which time the man from Brantford was injured. The two men related to the small business have been arrested. Detectives from 8 District Grimsby have been assigned to the investigation. They are being assisted by the NRPS Forensic Services Unit. The Victims Bill of Rights prohibits the NRPS from identifying victims of crime. As the persons charged in this incident are also victims their identities are not being released. This investigation remains ongoing.

I smile every time I look at it.” Nothing needs to be expensive to be highly functional or look great. “You can shop to get the same or very similar items for a fraction of the cost whether you are seeking something fancy or simple in terms of design,” she adds. A key thing for homeowners to understand is design work can be as simple or work-intensive as they choose. “Some clients are just looking for ideas, and that’s just great,” Mary Ellen notes. The cost for Step 1, the initial exchange of ideas, is $49. If work advances to the Mood Board of Stage 2, the cost is $149, but the initial $49 cost is credited. “If we move onto Stage 3, the Sample Board, which is more specifically researched based on feedback from Step 2, is created. I seek out specific items and related costs, so it helps with a detailed plan and budget from which to proceed,” says Mary Ellen. “If a client chooses, I will coordinate the entire project – including ordering, purchasing and timing deliveries. Water rescue volunteers earn merit medals Five volunteers with South Shore Search And Rescue have been awarded the prestigious Operational Merit Medal from the Canadian Coast Guard Auxiliary for their heroic rescue of eight people in 2022. The rescue, on July 24, 2022, plucked four adults and four children from a frothy Lake Ontario in two rescue operations in the same mission. The crew are Owen Evans (coxswain) and Ben Cosman, both of Grimsby, Brent Dawson of St. Catharines, Sandy Osborne of Beamsville and Jeffrey Stamper of Hamilton. They were called out in strong south-westerly wind and building seas on the Sunday afternoon for what was reported as four persons floating on an unidentified object. When they arrived on the scene, they were astonished to find seven individuals — four children and three adults — clinging to three paddleboards. All seven were recovered and the crew began treat-
ment for potential hypothermia. On the route back to the base, the alert crew coxswain (captain) spotted something in the water — a young man floating alone. The man had been thrown from his personal watercraft and knocked unconscious. He estimated he had been in the water for an hour; the watercraft had floated away. He was recovered, assessed for injuries and was warmed by the crew but subsequently refused medical treatment for a potential concussion. The incident saved eight lives and took 106 minutes from beginning to end. “The Medal of Operational Merit is awarded to Auxiliarists in recognition of superior skill in performing an assist, or rescue, or other meritorious operational service,” according to the Canadian Coast Guard Auxiliary. The award was one of two Operational Merit Awards presented at the recent Canadian Coast Guard Auxiliary/Central & Arctic annual general meeting.

You are invited to a Public Consultation A revised proposal has been received by the Town of Grimsby for an Official Plan Amendment and Zoning By-law Amendment for the lands known as 19-21 Elm Street and 13 Mountain Street. The purpose of this public consultation is for the Town and the applicant to inform you about the proposed development; inform you about planning process to follow; answer your questions; and hear your comments. The revised proposed development consists of a 7 storey mid-rise residential building (unchanged from original submission) with 3 storeys of underground parking with a total gross floor area of 9,536 sq. m.(previously proposed total gross floor area of 6,993 sq. m.). There are a total of 120 residential units proposed (73 residential units previously proposed). All of the proposed 155 parking spaces (128 parking spaces previously proposed) and 90 bicycle parking spaces (84 bicycle parking spaces previously proposed) are to be provided within the building and underground. The revised proposal continues to support the integration and adaptive reuse of the majority of the existing Woolverton Hall and Woolverton House for commercial use and residential amenity space. The revised application includes the lands acquired by the owner at 21 Elm Street. The initial applications for an Official Plan Amendment and Zoning By-law Amendment at 19 Elm and 13 Mountain Street were submitted to the Town on May 31, 2021. The applications were refused by Town Council on March 21, 2022. Following the refusal, the decision was appealed to the Ontario Land Tribunal in accordance with sections 22(7) and 34(11) of the Planning Act. A decision has not yet been made by the Ontario Land Tribunal. The purpose and effect of the proposed Official Plan Amendment is to increase the permitted height of a building on the subject lands to 7-storeys, whereas a maximum of 6-storeys are currently permitted in the Downtown – Intensification Designation of the Official Plan. The purpose and effect of the proposed Zoning By-law Amendment is to modify the existing lot coverage, side yard and height requirements in the Downtown Intensification DI zone by introducing site-specific regulations to accommodate the proposed development. September 12, 1934 October 14, 2023 Richard Blomberg was born in Buren, Gelderland, The Netherlands. He was the eldest of three children. In May 1952 at the age of 17, he immigrated to Canada with his parents and sisters. They settled in Winona, Ontario where he met the love of his life and future wife, Sara in 1957. Richard and Sara married in 1958 and had three children: Ann (Owen Harries), Andrew (Sandra Furletti) and Patricia (Darryl Howard). Richard shared his entrepreneurial spirit with his long-time friend, Bill Kruizinga. Together they owned and operated Peninsula Tile Service for 28 years. Richard and Sara enjoyed a large circle of friends. They embarked on many camping trips and travelled extensively with family and friends. During their retirement, they enjoyed wintering in their RV in Florida and South Carolina. They also enjoyed several cruises, trips to Mexico, and several cross Canada and US adventures. Predeceased by parents Anna and Wouter Blomberg and sister Teresa. Richard is survived by his wife, Sara of 64 years, his three children, five grandchildren and two great-grand children, his sister Mary Wilkes (Wally), and brother in law Gerhard Groppler and many nephews and nieces. Thanks for getting Hat Trick entries in Entries of Hat Trick Hockey closed off at 5 p.m. on Monday with the second most entries in the contest’s 28 years in Niagara West - right around 850, up about 130 from last year. The statistician will set about inputting them all and it will be a few weeks before we get the first set of full standings in for all to see how they are doing. Way back, for the 2003-04 season, Hat Trick went over the 1,000 mark for the only time to date. The next season was cancelled due to a strike and the numbers have been slowly working their way up ever since. In the mean time, for those looking for a hockey fix, Tim Hortons at 3 Windward Drive is hosting a hockey card trading night on Nov. 3 & 9 from 6-8 p.m. M.W.
Time to pay the Grimsby piper The Greenbelt is a good thing. Let’s be clear there. However, changes to it can also be a good thing, as well. The problem with the most recent proposed changes to the Greenbelt legislaton by the provincial government was their process was too arbitrary and it lacked transparency - and I am being ultra kind here. On Monday, the same provincial government announced its plan to reinstate subject lands which were to be developed back into the Greenbelt AND keep the 9,400 acres it suggested be added as a trade off in the protected area. As one Grimsby councillor noted, “We just can’t win.” For those who have not been playing along, let’s review. When the Greenbelt was first announced, there was surprise in the Town of Grimsby as two parcels of land were included in the draft which had been debated and agreed would not be part of the protected land package. This was noted at the time and the Greenbelt legislation authors and the Liberal government of the day acknowledged the error but did not want to open an appeal can of worms and essentially said, “too bad Grimsby, you’ll have to wait until the 10 year appeal window to get those two parcels out.” So Grimsby waited. The 10-year window opened. And the provin-
MIKE WILLISCRAFT cial government of the day closed it on the Town’s fingers saying, “too bad, we’re standing pat and not freeing up any land even though we made a mistake where you are concerned.” It is important to note that Grimsby went to the negotiation table there offering an additional parcel above the escarpment as trade for what they thought they already had. Not only did those two parcels stay in, but the government said, “thanks, we’ll take those, too” and hosed Grimsby once again. Now, fast forward nearly 10 more years and here we are - in a war with other municipalities to see who can serve the beast called Housing Density best. For Grimsby, this matter is magnified even more with the pending GO Train extension slowly working its way past Stoney Creek and into Niagara. Mass transit of that nature only works with super intense housing in the immediate area of its hubs. Taking GO needs to be
easier than hopping in a car and getting on our already congested roadways. That is why the government pretty much waives all planning rationale where density is concerned within about 800m of a GO station. But the density shock waves do radiate beyond that. Now, one of the parcels that was supposed to be open for development at the start of Greenbelt is the tract which was to be released - the land bordered by Oakes-Kelson and the rail tracks. It was always intended as such and the Liberal government of the day agreed to that. That land should be developed. The parcel by the lake not so much, but given its proximity to the GO, it sure makes sense. As part of Monday’s announcement, a 30-day appeal window was opened for municipalities to make their case the lands proposed for development should remain extracted for housing purposes. While there is a wave of public sentiment against it because of the poor process which started the consideration, Grimsby’s situation is distinct and different. There are two small parcels, both close to a new GO and one wasn’t supposed to be protected in the first place. On top of that, the Town already offered up land in trade, but did not get anything in return. It’s time for the Province to pay the piper in Grimsby.

Team Canada heads to inaugural Can-Am Sports Jiu Jitsu competition tournament in Salamanca, NY. Team Canada, six men and three women will compete against a ninemember American team and the best five out of nine bouts will win the event. “There will be ambassadors from other countries coming to watch and we’re hoping to revive the formal art of Sports Jui Jitsu as a world event by 2025,” Cherwaty said. Other Nexus fighters will be competing in open tournaments during the event.
