By Joanne McDonald NewsNow The findings of Grimsby’s Business Retention & Expansion (BR&E) Study are in and they do not reflect well on council, says Coun. Randy Vaine. Vaine made the comments at Monday’s Committee of the Whole meeting. The study – which was to be a foundational piece of a three-year economic development strategy – will now go to Grimsby Economic Development Advisory Committee to plot out next steps. This is expected in Q2 of 2022. “They were quite upset at the comments about council and felt we should be discussing it, said Vaine of a westend business operator who suggested council review the findings in open session. “The report was quite damning against us as a
council; 47 per cent of businesses, apparently, were not happy with us. The comments were pretty harsh, so I think it might be worthy of discussion.” While Coun. Dorothy Bothwell noted the report outlined the process staff and GEDAC would be taking to improve communication and connections with the business community, Vaine was not happy with that approach. “I don’t think this is something that I just want to sit back and, say, let a voluntary committee or an advisory committee tell us how to improve. I think we as council need to look at it because there were some very harsh words said today about council,” said Vaine. “I think if we kick it back to an advisory committee we’re just passing the buck.” See BR&E, Page 3
Laughs, shopping kick off holiday season With the Grimsby Downtown Improvement Area board’s $500 Shopping Spree promotion and Ladies Shopping night set for tonight (Thursday) the busiest stretch of downtown activities ever is now in full swing. “I’ve been on the board nearly 15
years combined over two stints,” said current board chair Mike Williscraft. “I have never seen a stretch like this.” The arrival of Rogers Hometown Hockey over Nov. 27-29 certainly has generated a lot of excitement and the DIA created a Puck Passport program to capitalize on that interest.
“We’ve got nearly 40 businesses participating in the Puck Passport. That was a great response. Anyone completing it can leave it any any participating location and win one of a long list of great prizes, such as hockey tickets, $100 gift certificates to any shop downtown to a Hamilton Bull-
dogs jersey autographed by the entire 2019-2020 team,” said Wiliscraft. “Throw in the Shopping Spree, Lades Night with the comedy show and Dec. 3’s Moonlight Madness with another comedy show and there are lots of reasons to come visit downtown.”

BR&E From Page 1 “As a Town, GEDAC and staff, we’ve done a lot working with businesses through these very trying times of COVID,” said Coun. Dave Kadwell, who chairs GEDAC. “I think we’ve taken some huge steps forward in a supportive role to the community working with the Chamber and the DIA. “ Frank Miele, Grimsby’s interim economic development officer, said council can do more. “Council should possibly participate in a corporate calling program that the mayor or the local councillor of that particular area should be visiting and knocking on some doors,” Miele suggested as a way to minimize “the lack of presence” between council and the business community. Vaine went back to his conversation with the business operator not-
ing the discussion was “heated” and “they felt that the business community had lost all faith in us.” “Another point they raised was, why do we have a DIA which seems to be promoting five or six businesses in the downtown when we have the Chamber of Commerce which should be doing it all.” “That was the other point I was going to raise, about the DIA. They felt that the Chamber of Commerce was a better avenue to be representing the whole town and they specifically mentioned the west end businesses. They didn’t feel that they were properly being represented.” Coun. Reg Freake, one of the Town’s liaisons on the DIA said Vaine’s comments are misguided. “I think it is untrue that the DIA does nothing. The DIA does a lot,” said Freake, who added the board would like to see
greater communication with the Town on all the projects being considered. After the meeting, Freake also noted that Vaine may not realize the DIA represents a very specific footprint in the core, which does not include west-end businesses, with its mandate centred on two factors: beautification and marketing/promoting the downtown core as a shopping and cultural destination. “It would contravene legislation for the DIA to promote outside its boundaries. As well, the DIA has its Puck Passport program up and running as well as its $500 shopping spree promotion, both with participation from all corners of the DIA, so I’m really not sure what he (Vaine) is talking about,” said Freake, who noted he would like to connect with the concerned business operator to whom Vaine referred.

Many homebuyers believe that if they have a mortgage pre-approval, they do not need to include a financing condition in the purchase agreement. This is not true; a pre-approval is simply an interest rate hold - nothing more! When an application is submitted for pre-approval, a mortgage underwriter quickly reviews the applicant’s information as stated on the application and issues an interest rate offer, based on that information. The applicant’s information is not verified at that time. Once the applicant has signed a purchase agreement, the application is resubmitted to the lender with the property details, and that is when the application is fully underwritten. Income and downpayment documents are verified at that time. There are two parts to any approval: The applicant must be approved, and the property must be approved. When there are issues with the property, that is when the application can be declined. For example, when there is insufficient market data to support the purchase price. Another example - the condition of the property, or if the property has a defect that could affect future marketability, like if the property is located beside a gas station, or a farm with livestock. It is absolutely dispiriting to realize that so many of our good neighbours to the south have been caught up in a web of misinformation and lies, and are allowing it to permeate their society. We can only hope that when their midterm elections come around, the majority of American voters will
prove that what they really want is a free, democratic society. Why should Canadians care? Fascism is as contagious as Covid-19. It can easily spread across our border. Remember how proud we are of that 5,525-mile-long undefended border across the 49th parallel? It is the longest unprotected border in the world with no guns or military on guard to keep either side safe. Let’s hope it can remain that way, but some day a wall may be necessary. These issues in the U.S. must be dealt with firmly and quickly. Once fascism takes hold, it’s too late to start objecting. We can only hope American voters can see this, and use their precious ballots to support their wishes.

Lakeshore and Shoreline Improvements between Thirty Road and Martin Road Municipal Class Environmental Assessment Study The Study
The Town of Lincoln has retained WSP Canada Inc. to undertake a Schedule ‘C’ Municipal Class Environmental Assessment (MCEA), to study improvements to the Shoreline Improvement Areas along the lakeshore between Thirty Road and Martin Road, as shown in the key plan below. To reduce flood risk for the lakeshore/shoreline roads within the study area, various alternative design concepts have been identified, including shoreline protection works and road relocations. Potential lookouts are also being investigated.

Public engagement is an important component of the MCEA, and the Town will work with, consult, and engage with interested stakeholders, including the public, landowners, and regulatory agencies, throughout the course of the study. PIC #2 is being held to provide an opportunity for the public to review the evaluation of the alternative design concepts and the Preliminary Preferred Alternatives for each of the seven sections, provide comments, and discuss concerns and issues with the Project Team. As a result of high-water levels and isolated flooding events during the spring of 2017 and 2019, sections of the Town’s shoreline have deteriorated and eroded, resulting in significant damage to both the road surface and foundation. Flooding and erosion are expected to continue to occur. To address the identified flood hazards and vulnerabilities, the Town is working to identify a long-term solution that is informed by this EA study. The EA study will be supplemented by community education and awareness materials (which will be available later in the project) that will inform residents in flood-prone areas about ways to minimize risk to their property.
The Process
This study will follow the MCEA for a Schedule ‘C’ project in accordance with the requirements outlined in the Municipal Engineers Association MCEA manual (October 2000, as amended in 2007, 2011, and 2015), which is an approved process under the Ontario Environmental Assessment Act. As part of this process, the first of two Public Information Centres (PICs) presented preliminary findings and the alternative design concepts for review and input. The second PIC will present the evaluation of the alternative design concepts and present the Preliminary Preferred Alternatives for the study area for review and input. Once the study is complete, an Environmental Study Report (ESR) will be prepared and filed for a 30-day public review period. A Notice of Completion will be published in local newspapers and sent to the project mailing list to advise the public of the ESR review period.

The first meeting to be streamed was the township’s Planning/ Building/Environmental Committee meeting Oct, 12. Provided through WeeStreem, the new live streaming service will allow members of

Ouch Last Thursday was a tough go for organizers of Grimsby’s Remembrance Day celebrations. A clearly uncooperative sound system which cut in and out from the get-go made the proceedings near impossible to follow. Having gotten there early enough to hear the sound check, that problem was surprising - if not maddening - to all who were there. But many in attendance also noted the absence of the cadet corps, who normally stand guard over night and take part in the event as well, including the parade up Main Street West to the cenotaph. Their absence this year was noted by many. Further perturbing attendees was the lack of traffic control, which led to a grocery store transport truck, Town vehicle, Niagara Region truck and asphalt trailer motoring through the crowd, as well as several passenger vehicles. All told, it was a rough day. While unfortunate, I would bet my bottom dollar those issues are not seen again. M.W.
Tales from the hockey trail Your best hockey related memory, what is it? Good question. For some, the actual story may not even relate much to the game on the ice. It could be the event of going with a loved one. It could be something that happened entirely after the game. One of the promotions the Grimsby DIA teed up asks for submissions for your favourite hockey related story as part of the Puck Passport Program. When I was working through how that promotion would roll out, it got me thinking of some of my hockey related exploits some of which, shall we say, won’t be getting any ink any time soon :) But I thought it would be fun to reminisce a bit to get you thinking about how this could apply to you - after all, there is a set of FOUR Leafs vs Black Hawks tickets up for grabs, so it is well worth a few minutes of your time. Straight up, my favourite hockey memory goes back to Atom hockey. Each year, we got to do an exchange with our namesake community, Clinton, N.Y. It was a weekend deal, three games in three days, billeted with home team families - leaving parents to party it up at a hotel. It rotated each year, so when you were at that level for two years you got to host one year and go on the road the other. It was a really big deal at the time. I still remember getting up at 5 a.m. so we could get over to the arena to board the bus. The whole thing is a great memory – I still recall my host player, Mark Mulvahill...wonder what ever came of him? So, that’s a sentimental
MIKE WILLISCRAFT angle...how about just plain wacky? My grandpa used to take me to London Knights games regularly going back to Dennis Ververgaert days at the old London Gardens. For anyone who was ever there, the stands were very steep and every 10 steps up or so there was a bit of a landing. Now, I was likely 10 or 11 when this went down, so considerably more flexible than these days, but I was walking down the stairs to get a hot dog or somesuch and stepped as though there was a landing but, alas, there was not. As I tipped over and realized I was about to do one heck of a bowling ball impression with many people on the staircase coming and going from their seats, I simply went with it as opposed to feigning any possibility I could pull off of what would surely be the least graceful dive ever performed. I really don’t know how or why but it must have been all those wrestling matches with my brothers but I did some sort of a cartwheel but didn’t use my hands, tucked my shoulder in and did one full roll covering about 10-12 stairs and, just like a cat, somehow, landed on my feet.
It was over in a blink. People in their seats looked at me in amazement, wondering if they just saw what they saw. I should have been seriously hurt and likely taken out a half-dozen others but an angel was definitely looking out for me...not a scratch. Now that I am thinking about it, I could probably fill 10 columns with hockey stories, but I will leave you, good reader, with this one: the last all-star game at the Montreal Forum in 1993. I was living in Ottawa at the time and took my Mom (a massive Habs fan) to the all-star game for Christmas. It was super cold, but we still got our exterior photo in front of the Forum’s hockey sticks escalators. Inside, as we walked around the building, we wanted to poke our heads out to see what it looked like from down low in the expensive seats. Even as we approached the entrance, a Forum worker positioned himself to cut us off. I used my Mom as a decoy and scooted by the guard. Knowing I would get busted in seconds, I didn’t look back and motored straight down to behind the penalty boxes. I was five feet from greatness, then greatness came to me. None other than Wayne Gretzky, then Brett Hull came and posed 20 feet in front of me - typical hockey card stance. They were actually posing for a guy crouched at the penalty box door, but I was perfectly in line and got off a couple of great shots. I knocked off a whole roll of 36 before I got busted - and we’re only talking 90 seconds, tops. That was magical, but I would not trade it for my Clinton, N.Y. adventure.
Grimsby Remembrance service needs improvement Dear Editor, Every year I join local residents at the cenotaph at the 11th hour, of the 11th day, of the 11th month to honour our war veterans and thank them for the freedom that their sacrifices have given us. We are awed and deafened by the Lancaster flyover. Being deafened doesn’t really matter as the ineffective sound system never gives us anything to listen to, anyway. Most years, we are
Letter also treated to the sights and sounds of marching bands. This year, as the pandemic has shut down these bands, there didn’t seem to be a need to close the road beside the cenotaph. As a result, instead of anthems, hymns and the Last Post, we were treated to the sounds of roaring transport trucks, a Niagara Region tar truck, a Grimsby town
utility truck and numerous private vehicles, showing no respect, whatever for the service and prayers that they were driving through the middle of. Parade, or no parade, the street still needs to be closed. Maybe a local hardware store would be willing to donate a handheld bullhorn, if a functional sound system is beyond the town’s budget.
