NewsNow transitions to Canada Post circ By Joanne McDonald NewsNow Effective this week, NewsNow will be delivered via Canada Post to all of Niagara West. “This is a major shift and a major commitment to our readers and advertisers, but one
which we think makes business sense given all that is going on around us,” said NewsNow publisher Mike Williscraft. The move was necessitated with Deliveries Unlimited shuttering its business after serving the area for more than 30 years.
“We were initially going down a road of planning a transition for carriers and drivers so we would absorb their distribution system, but it dissolved on us after 10 days of work on it. Necessity being the mother of See DELIVERY, Page 6
After 35 years-plus in the publishing game and nearly 27 serving the good people of Niagara West, one thing learned has been - as in life - expect the unexpected. Now, there are varying degrees of pain inflicted by unexpected turns of events, but this one – which finds us changing our circulation system from a commercial carrier to Canada Post – is about as major as it gets. The whys and wherefores on how we got here are completely irrelevant at this point, so let’s look forward to what this change means for our dedicated readers and extremely supportive advertisers who remain the reason we are still here after starting up as a monthly publication in 2012. Our distribution quality has been an ongoing concern for many reasons. Our system has always been much stronger than our corporate competitor and now there is really no comparison at all. The strengths of this week’s change are apparent: • Our circulation rises by nearly 3,000 to 28,066; • All papers will go direct into mailboxes and super boxes in all homes, condos, apartments and businesses; • There will be NO MORE plastic bags at the end of driveways, on lawns or in ditches, and; • There will be NO MORE papers blowing through neighbourhoods or down rural roads. With these benefits come considerably higher cost, but you get what you pay for and that is true for our new distributor. It is also true for the quality of the 100 per cent local content in NewsNow week in, week out. And now, every address in Niagara West will receive this newspaper as we endeavour to struggle through these massively difficult economic times. Our struggle is no different than any other small business or entrepreneurial venture. Nobody realizes more than our team that all Niagara West businesses are in the same boat and we all need to row in the same direction if we are to survive. A 2.68 per cent tax increase got the seal of approval at Lincoln’s Budget – Committee of the Whole on Nov. 11. The budget was ratified by Town of Lincoln Council at its meeting on Nov. 15. The budget represents a 2.68 per cent increase on the Town’s portion of the tax bill, below the current inflation rate of 4.4 per cent. The increase is further broken down to an increase of 2.18 per cent towards municipal services including all town departments and Lincoln Public Library, plus a special infrastructure levy of 0.5 per cent, totalling 2.68 per cent. “The budget reflects a balance of investing in our community to support our citizens and businesses, while continuing to provide the high-quality services and programming that our com-
munity has come to enjoy,” said Lincoln CAO Mike Kirkopoulos. Some key figures from the 2022 Town of Lincoln Budget: • The 2022 Capital budget of $32.3 million represents an investment in new and improved infrastructure; • The Operating budget of $24.7 million covers the daily costs of running Town services. Council approved an overall increase of 2.68% on the Town’s portion of the tax rate: 0 per cent capital, 2.2 per cent operating, and 0.5 per cent money in the bank; • The tentative blended rate impact on the total 2022 tax bill is 3.12 per cent, pending approvals by the Region of Niagara of their levy portion and by the Province of
Ontario for the local school board rate. While there is a long list of projects which the 2022 budget will cover, some of the key work will include: • Aberdeen and Hillside is a big road project with active transportation likely looped into that; • Greenlane – widening and road reconstruction. Unless you are a
major entity like Canadian Tire, which requires several pages of a flyer to convey its sales options, running a spot in the paper is far more cost-effective and readership will be heightened,” he said. “Instead of paying for printing and delivery, area businesses can pay one rate and get every door in Niagara West. NewsNow will be a great, cost-effective option for everyone, whether you are trying to sell a widget or you need a Help Wanted. The paper gets results, and that will only improve now.” For readers, in particular the large group which supports the paper with a voluntary pay subscription, their delivery will be more consistent. “In the mailbox, dry, intact, no plastic bag; again, a winning formula,” said Williscraft. Hometown Hockey at PKC this weekend After an earlier cancellation and a whirlwind of planning on this event, Rogers Hometown Hockey (RHH) rolls into Grimsby this weekend. Kicking off with a Grimsby Peach Kings game Friday night with a puck drop ceremony featuring Grimsby native and Hockey Night in Canada personality Kevin Bieksa, along with RHH host Ron McLean - the list of activities spans four days. Also Friday, there will be a free skate from 5-6 p.m. and the Town’s tree lighthing ceremony on the lawn of Town Hall at 6:15 p.m. Saturday’s lineup at the Peach King centre runs from 11 a.m.-5 p.m. Grimsby Mayor Jeff Jordan kicks off the event followed by live music from Will Bowes and Friends. Three-time Stanley Cup winner Mike Krushelnyski will be on hand to sign autographs at Noon and 3 p.m. in the Team Rogers Tent with trivia and games mixed in throughout the day. The application consists of a two storey, 2,855 square metre estate winery and ten units of short-term accommodation for winery guests and/or tourists. The estate winery will be constructed in the approximate centre of the property and includes wine making facilities, a retail store, eating establishment, banquet centre, and kitchen facility. Parking for the estate winery will be located on a surface lot directly to the east of the winery building with 102 spaces for employees and visitors.

The proposed short-term accommodations will be located in the southeast corner of the property and have direct access to Fly Road. The ten guest rooms will be constructed in the form of cabins and have one parking space per guest room. The property is currently designated as Specialty Agricultural in the Official Plan. Within the Town’s Zoning By-laws the property is zoned Agricultural (A) and Environmental Conservation (EC). The purpose of the proposed Official Plan amendment is permit an increase in the maximum gross floor area for On-Farm Diversified/ Argi-Tourism land uses and to permit short term accommodations on the property. The purpose of the Zoning By-law amendment is to permit an increase in the gross floor area for an estate winery and the On-Farm Diversified/Agri Tourism uses, permit short term accommodations, reduce the minimum exterior side yard setback for the proposed short term accommodations, and increase the maximum height of the estate winery building. Lincoln Chamber kicks off holiday program The Lincoln Chamber of Commerce, in partnership with the Town of Lincoln and Downtown Bench Beamsville BIA, has launched a strategic holiday campaign to support members and businesses within the Town of Lincoln. The Lincoln Chamber received a $65,000 grant for a shop local initiative, choosing to amplify the existing Town of Lincoln’s 2020 Your Hometown Holiday Campaign. This year’s multi-media initiative will feature additional local businesses by providing a digital spotlight on local businesses and encourage people to shop local this holiday season. “We are very grateful to receive this grant, that allows our Chamber the opportunity to support small business owners within Lincoln. We continue to encourage our community to support local by shopping local this holiday season” says Lindsey Hendriks, executive director of the Lincoln Chamber of Commerce. “Our local business owners live in our community, and they are the first to donate to local charitable causes, community organizations,
fund local sports teams and support community events. When you shop at small businesses for all your festive needs, you’re doing more than spending money – you’re supporting local entrepreneurs and your community.” The six-week campaign kicked off Monday with a variety of social media ads, which will be followed in subsequent weeks with advertising in local newspapers and radio ads. The new Comprehensive Zoning By-law will implement the policies of the Town’s new Official Plan, Secondary Plans, and provide updated zoning and development standards that reflect new policy and regulatory initiatives at the provincial and Town level. Staff will be presenting information, including updates to specific development areas. There are site specific zoning updates relating to proposed development areas coming forward. More information will be provided by staff in the presentation at the meeting. The project team has completed a background review, identified issues and opportunities to be addressed and has prepared a Draft Comprehensive Zoning By-law document, which will be presented at the Virtual Public Information Centre. The next step is to consider public input and then present the final draft of the Zoning By-law to Council at a Statutory Public Meeting prior to adoption.

Are “we” helping COP countries? In the wake of COP26, there is still a great deal of controversy about climate change. Some people think that we are in an emergency situation and must act immediately; others think that is true, but the cost of giving up our comfortable lifestyle is just too much to bear; still others think the scientists are wrong and it’s all a hoax. Regardless of which group you belong to, there are a few things to consider. In Grimsby a few weeks ago, we had a problem with flooded basements when someone inconsiderately cut down trees on the face of the escarpment. They apparently didn’t know that the roots of trees hold soil in place and prevent floods and mudslides. Or perhaps they didn’t care, as long

In the Pacific and Indian Oceans, there are island nations slipping under the water. Ever since Rachel Carson wrote her books – Under the Sea (1941), The Sea Around Us (1951), The Edge of the Sea (1955) and Silent Spring (1961) – we have been aware that there is a fine balance between mankind and the environment. It’s a harsh message, and one that even today, with all of
our additional information available, is not always accepted. There are people who say, “I know we shouldn’t build so much, but there is so much money to be made….” What is the logic here? What good will a huge stock portfolio or a gigantic ugly house be when there is no one left to enjoy it? We all want to live by water. A lake, a river, an ocean, they’re all enticing because of the beauty and freedom they offer. But none of that is ours to claim personally. It’s part of our shared planet. What does COP26 stand for? Conference of Parties, established in 1995. There are 197 party countries and they have met 26 times. It seems that they are trying to help, but are we?

KADWELL, Jeffrey Alan
It is with deep sadness that we announce the sudden passing of Jeff Kadwell on November 17, 2021 at the age of 67, at the St. Catharines General Hospital. He is survived by his wife and best friend Lilly. He will be lovingly remembered by his daughter Erin and grandsons Connor, Emmett and Ethan, who were the love and joy of his life. Predeceased by his daughter Jennifer (2012). Beloved son of Erna and the late Robert (2014). Brother to Dave (Terry), Scott (Jane) and sister Nancy (Harry). He will be missed by his nieces and nephews, sisters and brothers in law. Jeff retired from Stelco where he worked as an oiler in cold mill mechanical. Upon retirement, his home away from home, was spent on the golf course perfecting his game or spending time in an arena watching Connor play hockey. His cheerfulness will be missed on the golf course, at Teddy’s on Friday or enjoying chicken wings with friends. A special thank you to the nurses and staff on 2A at the St. Catharines General. As an avid golfer, it is only fitting that his Celebration of Life will be taking place at Rockway Vineyards Golf Course, 3290 Ninth Street, St. Catharines, on Saturday, November 27, 2021 from 12:00 pm until 4:30 pm. Royal Canadian Legion Branch 393 Smithville celebrated its 75th anniversary in style with a formal dinner Nov. 6. Dignitaries from Ontario Command were on hand as well as Niagara West MPP Sam Oosterhoff who presented Legion president Kathey Putman with a certificate of recognition.
Famine over, for now In the feast or famine world of community events we have all experienced the last 18-plus-months, it appears we are fully in the middle of the feast portion. After what seemed forever with absolutely zero going on, each community has some of its high-profile and traditional community firing up which is great to see. But this weekend’s Hometown Hockey at Peach King Arena is something special. For an event that has been in the works going back to Fall 2020, it sure has been a long time coming. If you want to attend, you do need to go online to book a ticket and numbers were moving quickly at press time, so don’t be disappointed and book sooner than later. M.W.
NewsNow road takes another turn Please forgive the overindulgence this week. It is fully realized something like Town of Lincoln approving its 2022 budget, or this weekend’s major festivities surrounding Rogers Hometown Hockey are both worthy of Page 1 space. I really am not very good at talking about and promoting the things we do. If something needs to be done, do it, or when you’re done complaining the work will still be waiting anyways. Put your head down, don’t whine (who would listen?) and get where you need to go. This was engrained in me from the time I was a boy and it dominates my psyche to this day. It has served me well on countless occasions. The fact that we, I, NewsNow still stands is testament to that line of thinking. Over my quarter century of serving the readers and business community of Niagara West, the path of my publications has not just hit potholes along the meandering path but gone headlong into some of the biggest craters any publisher anywhere has faced. Having our printer close its doors on three days notice...let’s just say that was not good. Losing 30 per cent of our revenue over one phone call when one of the strangest media deals in publishing history went down between PostMedia and Torstar. Ya, ummmm, not good. Way back in 1997 when I started Grimsby News I got one week’s notice that our initial distributor was going to drop delivering in Niaga-

That was replicated in 2012 when this publication was launched and ran smoothly until the aforementioned corporate shuffle which pushed us in the direction of Deliveries Unlimited in November 2017. For me, November is like Julius Caesar’s Ides of March. Nothing good has ever happened to me in November. Ironically, one of the best things (now) was also one of the worst things. In 2012, NewsNow was started as a monthly in May of that year. My plan was to run it as such for up to two years, develop some capital and increase frequency if it felt right. Well, things took off immediately. By the June edition readers and businesses wanted more, so we went twice a month in August. We did August and September with two editions each month and then a phone call came. A very nice woman who was publisher at The Standard at that time called to ask if I would
consider going weekly for the first week of November. My growth was deepening losses with West Niagara News and Sun Media was going to shut that publication down. This was stellar news. The problem was, I really did not expect it and had not planned the financial capital to carry the freight of weekly expenses. Put your head down, Mike. Get it done. This gift horse won’t look in your direction twice! We were desperately broke for a good three years to work through that but, as my life’s motto states....I can, so I do. And here we are. This week marks the second time a distributor has packed up and left. On the publishing side my little papers have outlasted Hollinger, Southam, CanWest, Osprey, Bowes, Sun Media, PostMedia and now Torstar/Metroland. Yes, you could say Torstar is still around, but when they don’t have a office in Niagara any longer it is more than fair to question their commitment. I am right here, good reader, in front of you every week. I am at your events. I answer the call every time you need help - whether that is a contact to get things done, information, advice or a straight up free ad for the groups I know don’t have two dimes to spend. I suffer through those painful Grimsby council meetings to keep them accountable. Our road has taken another turn, good reader, and I hope you all want to stay along for the ride!

Sydney prepares for Round 2 of delicate neck surgery Sydney Gill of Grimsby will soon be in Boston to undergo surgery on Dec.1 for Neurogenic Thoracic Outlet Syndrome (NTOS), a condition which causes her chronic pain. NewsNow readers will recall, Sydney’s last surgery in Boston in 2019 was on the right side of her neck, and was a success. The upcoming surgery will be on the left side of her neck and will be her final surgery for NTOS. Before leaving for Boston in May 2019 for her first out-of-country surgery, Sydney was the Grimsby Peach Kings’ special guest. Knowing Sydney is headed to Boston again, the Peach Kings and the community of
Grimsby have rallied for Sydney yet again. The Peach Kings partnered with Trail Ridge Montessori in Grimsby to host a gala fundraising event at a Peach Kings’ home game to help support the cost of this out-of-country surgery. Grimsby has a long hockey history. As Grimsby gets ready to host the Rogers ‘Hometown Hockey’ events and telecast this weekend, this hockey season marks the 100th anniversary of the Grimsby Peach Kings organization – that’s older than every NHL team with the exception of the Toronto Maple Leafs and the Montreal Canadiens! The purpose of the video is to spread awareness of NTOS and of the clinic in Boston that specializes in this complex condition. “I’m so looking forward to recovering from this final surgery, and then focusing on
being able to get back to doing the things I love, and to start plan-
ning for a future again. I want to go to university or college,” says Sydney. At 22, she has just graduated high school in June 2021 after missing most of her high school years due to this illness. “I can’t believe all the
