Shouts bring halt to Oosterhoff coffee chat By Mike Williscraft NewsNow Attendees to Niagara West MPP Sam Oosterhoff’s “Community Coffee” session on Saturday went in with questions and departed with others. Oosterhoff said the 9 a.m. the meeting was to be an opportunity for him to stay in touch with constituents, but it did not work out that way after the meeting was shut down about 9:10 a.m. Oosterhoff outraged many earlier this month stating at a pro-life rally, “We have survived 50 years of abortion in Canada and we pledge to fight to make abortion unthinkable in our lifetime.” Saturday, he said his event was “hijacked” by single-issue protesters, mostly organized from outside the Niagara West Riding.

Many of the protesters were clad in garb suited to the TV series “The Handmaid’s Tale”. Not everyone agrees with Oosterhoff’s assessment of the morning’s events, including Judy Bullis of Grimsby, who attended the session with two preteen grandsons as she hoped to give them a

civics lesson in how government works. “It was not just a hijacking by one loud group (Handmaids). They most certainly were outside there and loud and angry. But his (Oosterhoff’s) folks inside were as loud and controlling as the counter-arguers. Both groups heckled

out anyone who spoke and Oosteroff spoke in such low tones that no one could hear,” said Bullis. “Make no mistake, his supporters were as loud and vociferous as those who do not support him. While Oosterhoff stressed he had no problem with people

protesting and having opposing views to his own, he did say he had hoped protesters would remain outdoors and not take over the meeting. “That is not what happened. In the Legion basement, the protesters were loud and demanding unreasonable explanations,”

said Oosterhoff. Bullis said one of the attendees wanting an answer was a woman who spoke “passionately and articulately” about a serious situation her daughter had with childbearing. “The crowd became somewhat quieter as she spoke. She spoke See MEETING, Page 3

By Mike Wiliscraft NewsNow While weekend closures of West Lincoln Memorial Hospital’s operating rooms (OR) have taken root, OR nurses were told last week a six-week closure could be coming as early as this Fall. The announcement set off another round of concern for staff

and WLMH supporters that the operating room - and by connection - the obstetrics department may be on life support. Interviews with both Hamilton Health Sciences president Rob MacIsaac and/or vicepresident, communications Aaron Levo were requested to clarify the situation, but would

only provide answers to written questions. As has happened many times since “patient safety” was held up as justifiication for what was initially announced as a need for a 27-month closure in October 2018, misinformation rolls out. When questioned about an HHS manager making comments like

services are “likely to move”, Levo did not deny the comment but stuck with the management team’s standard line of comment. “Our goal is to protect and maintain services at West Lincoln Memorial Hospital until it is rebuilt. In the meantime, we cannot ignore the safety issues that have been

identified and pose infection control risks. We are still looking at the options available to us to fix this problem, including renovations, and will share the outcome of the work very soon. We are striving to keep any service disruptions limited to the shortest amount of time possible,” wrote Levo.

Natural Environment Work Program for the New Niagara Official Plan OVERVIEW The Region is developing a new Niagara Official Plan – a process known as a “municipal comprehensive review”. The Niagara Official Plan is a long-range policy planning document to shape Niagara’s physical, economic, and social development. Natural Environment planning which includes natural heritage, water resources, and watershed planning is an important part of the process. The Natural Environment Work Program for the new Niagara Official Plan is progressing and we are currently undertaking the first major point of engagement. Niagara Region Planning Staff in conjunction with our Consulting Team will be hosting two public information centres (PICs) as follows.

PURPOSE The purpose of the PICs will be to introduce the Natural Environment Work Program and to share some of the key findings of the Natural Environment Background Study and Mapping and Watershed Planning Discussion Papers. Including for example the following topics: • • • •

Woodland and Wetlands Invasive Species and Climate Change Watercourse and Watershed Planning Natural Heritage Systems

These documents will form the basis of the project moving forward. We will be seeking feedback on key themes and issues of importance.

When he did reply, “Tell me, when do you believe life begins?” asked Oosterhoff on Bullis’s video. Bullis was not impressed. “This is what our elected official chose to ask after being asked to confirm his stand. No answer; just a religionbased question. Not unexpected by anyone, but the voice of a woman screaming above the others, rose above it all as she shouted, ‘It begins with the sperm so

when you guys are masturbating it’s mass murder’.” “To be clear, the result of that comment spurred on shouts of agreement so Oosterhoff was not in that room besieged by those against him, believe me. It was a room full of anger on both sides of the spectrum.” As tensions rose, Oosterhoff decided enough was enough and the remainder of the meeting was cancelled as he departed. Bullis decided the same as the meeting degraded and language got out of control. “(Protesters) were not interested in hearing what I had to say. They were there to prove a point. The Legion people called the NRP when things escalated. That was not the time or place in that context,” said Oosterhoff. Regarding context, Oosterhoff was asked why, as a provincially

elected official, he was making abortion a topic of debate at all. Abortion is considered to be in the federal jurisdiction and already decided in Canadian law. “It’s always been an issue for me,” said Oosterhoff, noting he has spoken about abortion before. “We need to create a culture of life: one which has support for mothers, support in different kinds of situations, and make it so that (abortion) is not necessary, unthinkable.” When asked if the rights of a fetus should override the rights of a woman to choose what happens with her own body, Oosterhoff said, “The question is, when does a child become a child and protected under law.” As for the constituent coffee meetings, Oosterhoff said he will continue with the regular sessions.

We have held transparent discussions with our OB and surgical nursing staff about this project. No jobs will be lost and no buy-outs have been offered or discussed. The Ontario Nurses Association collective agreement guides all decisions about staffing during any temporary disruption of services. However, the minutes from the May 15 meeting note, “If work proceeds will likely require closure of the unit for a period of timeapprox 6 weeks at this time is best guess”, and there is “no timeframe on how long this work will take yet.” The minutes also

note there is “concern and distrust that nursing was not included in the transition workgroup”. It is noted that copies of a recently completed report analyzing the current state of WLMH from a patient safety perspective were requested. That request was denied citing confidentiality and NDAs (nondisclosure agreements) are in place. However, copies of that report were not only sent, in error, to people who did not sign NDAs but who are not even HHS employees, according to one WLMH staff member. As well, “Staff present at the meeting expressed concern that the unit is closing and leadership reiterated there is no intent to close the obstetrical unit at this time.” Levo noted “all par-

Connect Hearing and Professor Mark Fenske at the University of Guelph are seeking participants who are over 50 years of age, have never worn hearing aids and have not had a hearing test in the last 24 months, for a hearing study that investigates factors that can influence better hearing. Study Parameters The researchers will examine listening in a range of situations, from one-on-one, to group conversations, watching TV and wider social contexts like supermarkets and other noisy environments, and how it effects connection and socialization.

Why Participate? It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss, but most do not seek a solution right away. In this study you’ll be playing an important part in determining the key factors around identifying hearing loss and what influences the decision to seek treatment.

OPINION and the promise by none other than Premier Ford and Health Minster Christine Elliott for a rebuild – these are important and positive confirmations. Since last fall, and since those promises, there has been some work happening. While much remains to be done before a shovel is in the ground, and also, while much remains that isn’t confirmed or solved completely, important and incremental work has continued. We still however, require continued advocacy by all parties, on all sides to find and sustain a workable solution for our communities. The following three issues have been at the forefront of our efforts with HHS and WLMH. 1) A firm commitment to find a solution that will not require surgical and obstetrical services to be relocated. This includes endoscopy as well. 2) Urgently recruiting surgical nursing staff at WLMH. 3) Confirmation that HHS is fully committed to the redevelopment plan for WLMH (including all services) that had been previously submitted to the Ministry of Health for approval. There is one thing, since the beginning we have all agreed on, and as the mayors we took this message to the Minster of Health herself, and that is that the safety and wellbeing of patients, our community and staff at WLMH is our number one priority. In a recent update from the leadership at HHS we were told with respect to the OR

nursing staff, that 3 OR nurses have been recruited for the WLMH surgical program. Training and orientation will begin shortly and nurses will be in their new roles in the of Fall 2019. With respect to the commitment to maintain services, there is a WLMH Transition Planning Working Group working on this piece. We are reassured that work continues between the administrative and medical staff, as well as ongoing discussions with the Ministry of Health, to determine how best to meet the appropriate standards for safety and quality of care in the surgical and obstetrical units within the hospital. While this does not yet indicate a solution has been reached, we implore all sides to find a workable and much needed solution. The community expects one and as your leaders we are advocating for a solution. This is our priority right now! We have also recently been told that HHS is assessing solutions to address the renovations required at the hospital. This includes the examination of “low-cost and low-impact solutions” that can be put in place immediately. We were also told that HHS is “carefully considering what additional renovations might be required at the site to fully address critical issues, specifically the safe storage of surgical supplies.” Their priority and ours is the same, to minimize or avoid service disruptions because of the impact on the communities we ALL serve and what that means to the staff

that work and provide life saving care at WLMH. To that point, we remain cautiously optimistic that HHS will look at timing and duration, as well as an appropriate approach for renovations. We have said on numerous occasions, and this is another point all sides agree on including HHS – our goal is to protect the model of care that is offered at WLMH. We have all heard that HHS is committed to ensure service disruptions are minimal. They have said numerous times that “if service disruptions are required at WLMH to conduct renovations on the facility, the impacted services will return as quickly as possible.” This public declaration and commitment is important. Our staff and leadership at WLMH care deeply about the lives they touch and the people they serve. That goes without saying. That’s why the work underway to remedy the areas required is so important. That is why having the entire community hold our collective feet to the fire, all of us, all levels of all governments and agencies is important. Yes some progress has been made - but the urgency remains! We will leave no stone unturned in seeking opportunities to ensure WLMH remains an integral part of our communities and in doing so improve the safety and environment of care for patients and staff. From post-war to 21st Century Auxiliary has been a stalwart Dear Auxiliary Supporters, This May, 2019, marks the 75th year of WLMH Auxiliary. In 1944 this Auxiliary started with a handful of volunteers working inside and out of the Hospital. Today we have over 200 volunteers with 155 of them active. These dedicated and supportive members help in the wards, the coffee shop, the gift shop, front lobby and many other areas in the hospital. As well as the volunteers within the Hospital, we have

In a recent houseto-house canvass to provide the final necessary funds, of 1,000 letters sent out in one district there were 940 responses by way of donations, showing that 94 per cent of the people were behind the project.

WL Co-op turns 40 By Joanne McDonald For NewsNow Time spent learning and playing at the West Lincoln Co-op Nursery School has been a rite of passage for hundreds of local children sharing first social connections and first steps into the world at large. This year marks the school’s 40th anniversary and all past, present and future families are invited to share the milestone at an Open House, Wednesday, May 29. The school location has changed over the years, but the hours of active and creative play that help shape young minds have always stayed the same. Treasurer and past president Zoë Gunn is five years into an eightyear run at the school. “It’s my fifth year. My third child is finishing her first year and then a fourth child will begin his first year in two years,” Gunn says with the efficiency of a mother of four. “I know we focus on the children, but the parents also get so much from the school. It’s where I’ve met a network of families who have become friends and a support system,” Gunn said. Teacher Miss Penny (Penny Phillips) has been with the school for more than 20 years and she is now teaching a second generation of students. Established in 1979, the school, a non-profit organization, has been based in a number of locations over the years including St. Ann’s Church, Gainsborough Public School, Smithville Arena, Masonic Lodge and South Lincoln High School which is now the site of the Smithville Public School. The open house runs from 5-8 p.m. at its Smithville Public School location, 260 Canborough St. in Smithville.

Regional review: a roll of the governance dice By Joanne McDonald For NewsNow Change is coming and no one, let alone Grimsby Council can guess how the Town, or Niagara, will weather the province’s regional government review. Friday, during a special meeting three days ahead of the May 21 deadline to submit local positions to the province’s special advisors, councillors drafted what may not only be the longest, but most important resolution they will write on behalf of Grimsby residents. They have no argument with finding greater efficiencies through the alignment of the current two-tiered model but stand firm against amalgamation with surrounding municipalities. Drafting a resolution that received unanimous consent, Council committed to provide a resident-centered focus to ensure quality and efficiencies of services to taxpayers while streamlining operations and safeguarding the unique character of the town. “Be it resolved that the Council of the Town of Grimsby recommends status quo and does not support amalgamation or annexation.” A position paper on the province’s governance review prepared in short order by Grimsby’s senior management team (SMT) was a welcome and solid starting point for council to determine its position on the review (see full report at newsnowniagara.com). It will also be submitted to the province. Coun. Dorothy Bothwell called the SMT report an excellent submission

providing great depth on the potential for integrated and shared services, debt loads and an overview of how successful Grimsby is operating. “The report is intended to inform council on our feelings around municipal service delivery for the Town. We don’t speak to decision making, that is left to Council,” SMT member Filipe Janicas, Grimsby’s Director of Information Technology and Service Innovation said following the report presentation. The province announced in January it was launching a review aiming to find efficiencies and targeting eight regional governments including Durham, Halton, Muskoka District, Niagara, Oxford County, Peel, Waterloo, York, Simcoe County and their lower-tier municipalities. Two special advisers, Michael Fenn and Ken Seiling, were appointed to sound out local perspectives and report back by early summer. There is no mention of amalgamations in the review, but there has been wide speculation across Niagara positing everything from the creation of one Niagara mega-city to amalgamations of smaller municipalities. Mayor Jeff Jordan said amalgamation in other centres has not resulted in cost savings. Reducing the number of municipal politicians will only reduce the public’s accessibility and won’t be a cost savings. However there is room he said to reduce council size at the regional level. The 31-member council is onerous, and makes for long meetings with repetition of comments.

“We are a separate and distinct community and very efficient in the way we operate,” said Coun. John Dunstall. “Amalgamation won’t save money and doesn’t bring value to the community,” Dunstall said, referring to evidence from other regions where “it has raised taxes and had negative implications.” “This is a very tough decision from the province, we’re not getting a lot of feedback with regard to governance and what they are planning to do,” said Coun. Dave Kadwell. “There’s not a lot of indicators to what the end result might be,” Kadwell noted after attending Niagara’s date with the special advisors travelling across the province to listen to local voices. “The province hasn’t given us any parameters,” said Jordan, who also attended the May 1 meeting in Thorold He observed the special advisors didn’t take any notes and said that is the way they want to work. While January’s announcement said the outcomes of the review are not predetermined, Bothwell questioned the value of consultants hired as advisors to Niagara considering their reports would not be available before the May 31 deadline set for municipalities to provide input. She referred to a final report due in June. “Why are they now doing a survey. We won’t have any say,” Bothwell said, “Support the staff position and do not support amalgamation,” said Coun. reactive than proactive and he fears the government’s position that was expected in June will be delayed until after the Aug. 18 AMO (Association of Municipalities Ontario) conference. Coun. Dave Sharpe said he doesn’t want to be saddled with debt loads from other municipalities through amalgamation. He believes the mix of unionized and non-unionized staff would create an environment of distrust among employees. “There can always be ways to improves services. But I would not support the amalgamation at all. We are very unique in Grimsby, look at the growth in west Niagara. We must be doing something right,” said Kadwell. “Amalgamation is not even on the table.” “We do support the status quo and would like to participate in shared service agreements to find efficiencies, but we do not support amalgamation,” said Sharpe. Bothwell raised the potential of Grimsby being connected to Hamilton and suggested the resolution make a clear reference. “Grimsby does not support annexation to Hamilton. That’s a very real concern,” she said. “I don’t know if that’s a shot over the bow, but I think we would not do well as an extension of Hamilton,” said Coun. Lianne Vardy. “There is lots more we can do to share services. We’ve already shown leadership around those things. If we’re talking about savings we should be touting our success.”

Just another week in Niagara West... When I get done developing this column each week, my main goal is that it makes sense. All readers may not agree and if I was solely worried about crafting an opinion which soothed all you’d have little more than a syrupsoaked piece of newsprint at your door. In any given week, one major head-scratcher is more than enough to over-cook my slightly addled brain. Of course this week we had two significant events rolling out days apart - VERY different - but important nonetheless. West Lincoln Memorial Hospital was the focus of more bad news from Hamilton Health Sciences last Wednesday when operating room nurses were called into a meeting and told a lengthy - estimated at six weeks to start - closure of the OR would be necessitated for improvements to bring the facility up to safety standards. There was a whole plethora of rumour and questions which spun off that announcement – some of which was dispelled by Aaron Levo, vicepresident communications for HHS, some flat out ignored in his written comments. It was interesting to note, HHS officials would not agree to a phone interview, insisting and answering only written questions. So it goes when you are perched in a glass house, I suppose. I don’t really care about the gamesmanship. It is the “game” I care about. Much of the hubbub this time around came, typically, with the handling of the news. I am not sure if this is funny or sad, but when I heard from Action Committee co-chair Tony Joosse on the six-week closure issue he noted he already had a series of meetings set up Friday morning to get updated and update oth-

MIKE WILLISCRAFT ers on what had been laid out. When I asked if he was doing that by phone he said no, he had booked the day off in January. Now one might think he wanted to take an extended Victoria Day weekend, but no. He noted that he booked off the Friday after I noted the HHS was running the standard playbook, very similar to what District School Board of Niagara did with west end high schools. I told Tony back then HHS would give it six months of apparent “effort” and right before the May 2-4 weekend the next bomb will drop. Bingo! On the money, unfortunately. It was interesting to find out that HHS decided to roll out this new closure information by networking a Niagara Falls daily reporter, not the only medium located in the community which WLMH serves. Again...glass house... I understand these people have a difficult job, and people like me barking at them don’t make it any easier, but they also create a host of their own problems by simply not being honest with staff and Niagara West residents. The only thing HHS officials have said that is 100 per cent accurate is all agree there is a need to upgrade some aspects of the OR to get to approved safety standards.

After that sole point, the semantics start. To boil it right down, going back to the original engineering report which was tabled last October, ALL the work needed could have been done without significant closure of the OR, although it was noted 1-2 weekend closures may be needed, possibly extended a few days. From that, 27 months was what we were told was necessary. Now, part of the work will be six solid weeks, this on the heels of weekend closures due to staff shortage. All this while staff maintain simpler, less costly options are available: a statement denied by Levo. This is just another step down the HHS path of uncertainty. Meanwhile, we’ve got Mr. Oosterhoff up to his neck in abortion alligators: a selfcreated scenario when he stepped up at a pro-life rally in Toronto to tell all he wants to make abortion “unthinkable”. Sam Oosterhoff has been consistent in relating his beliefs and people voted him in. But, they voted him in as a provincial representative, an arena in which abortion is a non-issue, so he should stick to working the issues for which people elected him. That is one point. Second, he reiterated his belief that he speaks for those who cannot speak for themselves. Admirable. But when asked if the rights of the unborn should override a woman’s right to choose, he would only say “The question is, when does a child become a child and protected under law.” I would submit that is not THE question. It is “a” question but how could it override a woman’s right to choose? That is the bottom line of what is a very muddy debate.
