The team’s recovery plan framework identifies four key sectors to support and integrate: • People and Communities – Which primarily concerns, but is not limited to, health and safety, mental health, community psychosocial, emotional, cultural, and spiritual well-being, vulnerable populations, cultural aspects, and interim housing; • Economy – Which primarily concerns small, medium, and large enterprise, tourism and cultural livelihood, agriculture, and the broader economy; • Environment – Which considers impacts on the environment and steps need-

ed to re-establish a healthy state while mitigating long-term impacts, and; • Infrastructure – Which considers impacts on private and public physical infrastructure. The framework assumes that the Provincial Government will direct municipalities in regards to declarations of emergency and lifting of restrictions. The CAO also said that coordination with municipalities across the region will be an important part of the RRT’s framework. “We can’t be doing one thing here in Lincoln and have other things happen in various parts of the community or the broader region,” said Kirkopoulos. During the meeting, Coun. Paul MacPherson asked the CAO

how this coordination would be implemented and how stakeholders should approach the RRT for the latest information. Kirkopoulos explained that the team has a number of roles. “The liaison is one of those key roles,” said Kirkopoulos. “We actually have two liaisons officers.” One is Lincoln’s emergency management coordinator Cathy McGrath, who will operate “from an agency perspective” by talking to emergency teams from other municipalities. The other is economic development officer Paul Di Ianni, who will aid coordination through his position on the Niagara Region’s Economic Rapid Recovery Team (ERRT). In a follow-up interview, Di Ianni said

that while the town is working closely with Niagara’s ERRT, it is also focussing on local initiatives. “The Town owes it to our local business community to explore every avenue of how we can help with economic recovery, this includes thinking outside of the box and taking best practices from other jurisdictions and tailoring it for Lincoln,” said Di Ianni. The RRT’s framework takes into consideration the need to maintain physical distancing and hand-washing protocols “until appropriate precautions or a vaccine is widely available”. It also assumes the possibility of reoccurring cycles of restrictions and the need for Lincoln’s economic recovery to be flexible in such

events, should future spikes of COVID-19 appear. Coun. Mike Mikolic commended the RRT report at May 4’s meeting, and said he wanted to see things keep moving forward. “It’s important that we don’t lose the gains we’ve made made to flatten the curve,” said Mikolic. “There could be a potential for a bump or a spike, however at some point we need to pull ourselves out of this.” Kirkopoulos echoed the councillor in comments from after the May 4 meeting. “The health and safety of our residents, staff and their collective families remains the Town’s top priority,” said Kirkopoulos. “However, as we look at recovery, we cannot lose sight of the

need to assist local business right now through these uncertain times and plan ahead on how business and our economy can and will function as part of the new realities that lie ahead - realities that will be with us for a bit.” He stressed that recovery will have to be community driven, and that decisions made today “are going to shape the recovery and shape the way our community looks in the future.” According to Kirkopoulos, any plan that comes out of the framework the RRT presented will have to include “unique and out of the box” methods to help all sectors in need, from policy changes to new processes, to flexible arrangements for payments.

To help frontline staff, every business in the DIA area will receive two face shields - with an option to acquire more - to help with employee and customer safety. Police and emergency services responded to a car/truck accident on Mountain Road in Grimsby last Tuesday afternoon.

Car/truck collision investigated Niagara Regional Police are investigating a car/ truck collision on Mountain Road in Grimsby Tuesday, May 5. At about 4:40 p.m., 8 District - Grimsby officers were called to the Mountain Road nearKemp Road West finding a blue 2008 Chevrolet Malibu had collided with a parked trailer carrying construction equipment. The driver of the blue Chevrolet Malibu, a 25-year-old woman from West Lincoln, was treated by Niaga-

ra EMS paramedics at the scene and transported by to an out of region trauma hospital for treatment of what is believed to be serious injuries. The driver has been charged with Careless Driving under the Highway Traffic Act Ontario. The roads in the area were reopened at approximately 7:30 p.m. The investigation is ongoing. Niagara Region re-opens landfills Effective Wednesday, May 13, restrictions at Niagara Region’s landfill and drop-off depot sites will be removed and sites will be fully operational, although residents are still encouraged to only use the sites if necessary. The Region warned that residents should expect longer than usual wait times because of measures to ensure physical distancing on drop-off pads. They should also anticipate an increase in traffic volumes with restrictions now removed. The preferred method of payment at all landfill sites remains debit and credit, using the tap option. Residents should also utilize curbside collection programs

where possible, including the following: • Garbage tags for additional household garbage bags above the one bag limit. Garbage bags without garbage tags will not be collected; • Unlimited blue/grey box and green bin collection at the curb; • Spring branch collection happening on regular collection days until May 29, and; • Curbside leaf and yard waste collection with a five bag/ can limit. Some temporary closures at landfill and drop-off depots that will continue to stay in effect as a result of COVID-19. These include: • Niagara Road 12 and

Humberstone Reusable Goods Depots; • Textiles donation bins at Drop-off Depots; • Walker Environmental Drop-off Depot is not accepting material for recycling; • All Regional locations selling or distributing recycling or composting containers remain closed; • Compost giveaway, scheduled for May 4-9 as part of Compost Awareness Week, has been postponed. February 21, 1952- May 3, 2020

It is with profound sadness that the family of David William Sauer announce his unexpected passing on Sunday May 3rd, 2020 at the age of 68. Dave will be lovingly remembered by his wife of 25 years, Patricia and his children, Marie (Scott), Glenda (Joel) and Douglas (Anne). Dave will also be fondly remembered by his seven grandchildren. Carson, Abigayle, Presley, Sebastian, Nicholas, Josephine, and Coral-Ann. Dave is survived by brothers Tim and Lee Sauer and many nieces and nephews, uncles and cousins. Pre-deceased by his parents Douglas and Irene (Sabo) and his eldest brother Larry. Dave worked as a pattern maker at General Motors for 32 years. He was a clever man who loved word play, puns and had a wonderfully dry sense of humour. He loved to laugh with family and friends. Bird watching was a hobby he enjoyed with his mother, and later shared with Pat, sitting on the deck listening to the song sparrows with a cup of coffee. David loved the simple things in life, playing cribbage, a good game of golf, traveling with his wife, taking in the beauty of a willow tree or watching the birds. But most of all he loved his grandchildren, and spending time with family and friends, who brought so much joy to his life. Cremation has taken place. A celebration of life will be held at a later date to be announced. For those who so desire donations in memory of Dave (in lieu of flowers) can do so to St. Josephs Mental Health Care Services or Canadian Mental Health Association. Suddenly at his home on Saturday, May 9, 2020, Brian passed away at the age of 51. Beloved son of Marie Schwoob (nee Atkinson) and the late Lorne (1975). He will be dearly missed by his brother Walter, and sister Cathy Groff (Gord). Brian was a special uncle to Stephanie, Cody, and Victoria. Grimsby Farmers’ Market goes digital By Tristan Marks NewsNow There is a new safe and convenient way to support the Grimsby Farmers’ Market this year. While folks wait for the market to open officially in June, they can get their hands on fresh produce today by using the Online Market. The site, which went online on Monday, allows customers to place order products from select vendors, which they can pick up every Thursday at the Peach King Centre. Marc McKerracher, one of the organizers with the online pick-up service said service was designed

to be as safe as possible for all parties involved. “All of our plans were vetted by various levels, including the health department,” said McKerracher. “The Peach King Centre was selected because it provides the best room for physical distancing. It’s set up so that customers don’t even have to get out of their cars for pick up.” Over 20 of the market’s vendors will offer their goods through this service. Customers can search by product and vendor by visiting the order website.

Orders placed by Monday in a given week will be available for pick up the following Thursday from 2-4 p.m. The first round of pickups will be ready on Thursday, May 21. While the order service is only available online, those who prefer to not use the internet need not worry for too long. The Grimsby Farmers’ Market will open as usual on June 11. “There will still be a live market, we’ve already received our final permissions,” said McKerracher. MIKE WILLISCRAFT guidelines will come slowly, but there will be a point where all levels of government will need to let go fully and step on the gas. When COVID-19 introduced itself to the world, nobody knew a thing. It was brand new. There are still many things we don’t know, but some of the dots have been connected. In particular, enough is known that seniors and long-term care facilities should be locked down and/or quarantined until a vaccine is in place. That is quite likely the only way to avoid afflicting an exorbitantly high death rate on those seniors and those with pre-existing conditions. Yes, there are deaths in other demographics and it is certainly not that any number of deaths would ever be considered a satisfactory risk, but the world cannot live off government assistance on all levels indefinitely. That is simply an economic reality for all of us to face. So, yes, there will be a new norm, and there will be things we can (and should) do to limit the opportunity for spreading the disease. Face shields for business operators and employees is one very small piece in what will surely be a very complex puzzle, so we are

Grimsby council needs new “norms”: reader Dear Editor, I don’t know about the rest of the People in Grimsby but I have just about had my fill of the antics and obstructionism going on at Grimsby Council. If one of the Grimsby Five doesn’t get their way, they turn to bullying, or feigning personal affront (a favourite move of Mr. Vaine, it seems). Name calling, and mean-spirited comments about the three solid councillors is now the norm. Coun. Sharpe’s accusing the Noble 3 of having no idea of how to budget for a municipality would

LETTERS be funny were it not pathetic. His idea of a good budget process is to let our “trusted” CAO do the whole thing behind closed doors and not worry about what is in it. His leader and (champion of the Grimsby Five) says a close examination of the budget is “crazy”. I suggest “crazy” is allowing the CAO to write the whole budget without full council oversight, and then delay any review until it is too late for any adjustment because filing of the final budget

to the Region must be done before the review promised by the CAO is allowed to proceed (by the CAO). If this is acceptable as a way to do a municipal budget in Mr. Sharpe’s eyes, I wonder who does his personal one? Browbeating the opposition into submission, controlling the agenda and hiding details of the budget are of a pattern which may have been seen in the past in other municipalities but, I suggest, we cannot afford that to become the norm here. Loss of freedoms questioned: writer Dear Editor, Our political leaders are now congratulating themselves for “flattening” the Coronavirus epidemic curve by invoking social distancing regulations and shutting down a large part of the economy. Some even openly advocate this approach on an ongoing basis to ensure public health and safety. What they tend to ignore is the collateral damage resulting from this approach such as shutdown induced spiking suicide rates, drug and alcohol addiction and more violence against women and children. Also being ignored is alternative approaches taken by a few countries such as Sweden, South Korea and Iceland. These countries and several states in the U.S. have effectively flattened their curves without resorting to draconian shutdown edicts. These cases belie the disturbing insistence by many of our leaders that we are now in the era of “a new normal” that requires the indefinite suspension of our constitutional freedoms. For example, some in

our government would label pointing out these alternative approaches as spreading disinformation which they propose to prohibit. These circumstances bring to mind a famous quote:
