Lincoln budget increase hits 7.29 per cent Increase facilitates growth pressure, service demands, says Mayor Easton By Mike Williscraft NewsNow Despite a 7.29 per cent budget increase, Lincoln Mayor Sandra Easton says residents are getting great value for their tax dollar. Lincoln council passed its 2019 budget last Wednesday night with an eye to facilitating ongoing growth in the municipality, says Mayor Sandra Easton. The result translates to an impact of $118.08 more in taxes for the Lincoln por-
tion of residents’ tax bills, based on an average assessed home of $380,000. Niagara Region recently passed its 3.8 per cent increase budget, making the blended increase to Lincoln taxpayers 4.45 per cent annually or $204.14 for a blended total. “We do collect a lot of taxes,” said Easton, noting the town portion is only one-third of the overall property tax bill. “Lincoln is the fourth fastest growing community in Niagara but we are the sec-
ond lowest in property taxes. We are in a very respectable position.” One of the items which pushed the increase over the seven per cent mark was an additional $50,000 in funding for the Twenty Valley Tourism Association. In recent years, several members of Lincoln council questioned the initial $50,000 which had been committed to TVTA for many years, even suggesting it be cut. See BUDGET, Page 3

A sold out field of 30 foursomes putted their way around downtown Grimsby on Sunday helping raise $14,000 for the West Lincoln Memorial Hospital Foundation in the process. “It all went just awesome. Everyone had a great time and we raised a lot of money for the community,” said organizer Bruce Bond. “Sandy and Teddy (Jaskula, owners of Teddy’s Food, Fun & Spirits) were very generous again this year. JD Pachereva said the TVTA support is partially for the Town’s economic development officer position. “We are waiting to receive our tourism strategy and this will actually provide dollars to initiate the strategy and harvest the low hanging fruit. We were at a 6.9 per cent increase before this addition,” noted Pachereva. “This budget is an investment in our community’s immediate and long-term needs while also preparing for the exciting growth plans for Prudhomme’s. We are also enhancing our road rehab program, and making investments across our town in parks, community programming and infrastructure.” Deliberations on the 2019 budget were extensive, with council opting to trim some capital and operating expenditures in an effort to balance the growing needs of the community while also remaining fiscally responsible. Council also limited its draw on reserves, and once again set aside money for a special infrastructure levy.
“Lincoln is moving and changing, and we have a responsibility to plan for what is ahead of us,” said CAO Michael Kirkopoulos. “We are experiencing increasing demand for services and growth. With that facing us, we need to invest up front to reap the long-term revenue that growth brings to a community.” For every dollar Lincoln collects in taxes, roughly a third goes to pay for local services. The remainder goes to the Region of Niagara to deliver regional services, including water, sewer, social housing, social services and waste collection, and to the school boards for education. “Building a sustainable community while at the same time balancing affordability for our residents was a key focus for council in this year’s budget deliberations,” said Easton. “This year’s budget was challenging, but fortunately our community is growing and our decision to invest to accommodate and plan for growth will allow the Town of Lincoln to remain affordable in the future, be competitive, and best plan for our future needs.”
Areas of focus in this year’s budget include: • Continued special infrastructure levy to address long-term infrastructure investment; • Mitigating the funding gap that all municipalities are experiencing; • Includes, road maintenance and repairs, water and sewer servicing; KEEPING ROADS SAFE • Rehabilitation and resurfacing program to over 16 km of roadways; • Urbanization/construction of Elizabeth St.; • Design for reconstruction of Greenlane Rd. and Rittenhouse Rd. • Continued development of active transportation • Speed reduction and traffic calming activities ECONOMIC DEVELOPMENT • Implementation of the fiveyear strategy • Land use, investment attraction/retention & job growth strategy, and; • Parks, recreational facility enhancements, beautification, and improvements to public amenities.

Grimsby Fire report includes new positions Further enhancing the ongoing West Niagara fire protection agreements, two new shared-cost positions are expected to be created in 2019. As part of the Grimsby Fire Department 2018 overview presentation to Finance and Administration Committee on Monday night, Chief Mike Cain noted fire prevention officer and emergency management coordinator positions are planned. The costs of these positions are to be shared between Grimsby and Lincoln. “We have like-minded municipalities in growth mode looking to provide mandated services while preserving what we have,” said Cain, adding Grimsby, Lincoln, West Lincoln and Wainfleet all participate in the Niagara West Emergency Management Program/ Plan. He noted Grimsby has had a “vibrant” emergency management program since 2004 but “growth, demographics and risks involved have all changed.” Cain noted, “a common approach and using common resources makes sense.” His message to the community remains clear, no matter what is done or said regarding core services. “Fire prevention is the future of the fire industry. Fire safety is everyone’s business,” said Cain. “I cannot say that enough. Working smoke alarms should be second nature to everyone in Grimsby and Niagara West. Prevention is the way to go.”

Major Region projects help Lincoln: Foster Despite 18 years of experience with municipal budgets, Lincoln Reg. Coun. Rob Foster found himself in unfamiliar territory during Niagara Region’s budget deliberations. “Although I have worked on budgets for 18 years (as a councillor) in the Town of Lincoln, working with Niagara Region budget was, well, fascinating,” said Foster. “It is the sheer size, with a total budget that approaches $1.2 billion, and many of the items that we were discussing dwarfs the Town’s complete capital budget.” When the dust settled on a 3.8 per cent increase, Foster said he believes Lincoln will be well served with the final draft. Budget investments included that directly and indirectly affect Lincoln: • $13.9 million - Niagara Regional Transit enhancements;
• $11.5 million - Grimsby Water Treatment plant system storage; • $21 million - Decew Water Treatment plant upgrade, and; • $8.8 million in road repairs. “The increased spending in transit is part of a strategy around service enhancements, increased rolling stock, new technologies and improved signage / information. The strategy includes a new Niagara West link (integration with GO Transit) and route extensions into Lincoln,” said Foster. “Operation funding was kept pretty much in check. Police Services and NPCA funding were both trimmed (the boards were asked to decrease, which they did).” Foster noted a decision at the end of the process brought the regional increase down articifially. “It was decided by council, lead by the mayors, to decrease the

Escarpment crossing #1: Witteveen While West Lincoln has several components rolled into the 2019 Niagara Region budget, none are more important than movement on the proposed Bartlett Road extension, says Reg. Coun. Albert Witteveen. “Infrastructure improvements are always a priority for every community but West Lincoln did well with this year’s budget,” said Witteveen. “There is $1 million allocated to start the Environmental Assessment for the escarpment crossing at Bartlett Road. This will have benefits for our three (Niagara West) communities dealing with our commercial traffic concerns.” For other road improvements, Witteveen noted several projects planned to
help control traffic issues: •Roundabout planned for South Grimsby Road 5 and Hwy. 20; • Intersection improvements on Hwy. 20 at Industrial Park Drive to the Towline Road; • Intersection improvements of Reg. Rd. 24 (Victoria Ave) at Reg. Road 63 (Canboro Road) in West Lincoln and the Town of Pelham, and; • Intersection improvements on Hwy. 20 from Griffin Street to Industrial Park Road. “Upgrades at the Ni-
agara Road 12 landfill site and the expansion of the next cell will also benefit the four municipalities – Grimsby, Lincoln, West Lincoln and Pelham – for future waste management requirements. One thing Witteveen did not see was movement on the regional transit front. “I definitely had concerns with regional transit initiatives. I didn’t see any benefits for our community at this time. Hopefully, over time, we will see something that could possibly benefit our communities.”

Cell phones banned in classrooms, some So the provincial government announced Tuesday, as of Fall 2019, cell phones would be banned from Ontario classrooms during instructional time. First, it’s about time. Second, it was odd to note the ban was only noted for “public” schools. It does not note anything specific for Catholic schools, but one would wonder why they would be treated any differently on a universal issue. A 2015 London School of Economics and Political Science paper found that “student performance in high stakes exams significantly increases” with a ban on mobile phones. The improvements were largely seen among the students who were normally the lowest achieving, noted a CBC report. Good for one, good for all. M.W.
Be aggressive, but be transparent Everybody who lives in the area we serve knows there is a lot going on in each and every corner of Grimsby, Lincoln and West Lincoln. So there are no mysteries when it comes to municipal budget times that there are serious pressures on our local councils not only to keep things moving, but to look ahead plan for a successful future. There is no sense reliving Grimsby council’s woes. They have been handed some of the worst management practices and financial history the province has seen. West Lincoln, well their budget will be MURS-centric for 30 years. Both will need progressive tax hikes over several years to even start thinking about planning for the future. They are all about getting things nailed down this year and the next 2-3 years, before they look further down the road. Lincoln, in the last decade, has been on a very progressive path. The municipality has overcome major aging infrastructure issues and has been marching down a very aggressive path to social and economic change. Change in that sense, costs money. When you are getting up over a seven per cent increase, it is going to turn some heads. Really anything over four per cent get attention, over five per cent some sort of taypayer alarm goes off and seven? Well, I guess we’ll find out because I have not seen a seven per increase in anywhere in some time. Last year, for Grimsby, was a prime example. All they had going on programwise and just coming off having had another capital
MIKE WILLISCRAFT project in Southward Park going way over budget, the council of they day stuck its collective head in the sand passing a 4.35 per cent budget increase. That one should have been 10 per cent at least, if there was to be any planning for the future, but that push to cut it was powered by the fall looming election. A 10 per cent budget wouldn’t have even registered as a blip on the election issue agenda compared to the other huge fish that got fried there. The danger of what Lincoln seems to be up to is spreading itself too thin while trying to move agendas on many fronts. There is the old adage, “as long as the lights come on when I flip the switch, my garbage gets picked up, and my road gets plowed, I’m good” which is not too far from accurate. Infrastructure is an item virtually all taxpayers overlook until something happens which effects them. That is why that adage above holds true until someone’s boat gets rocked, then all heck breaks loose. Lincoln is pushing on with infrastructure maintenance (which they have to do) as well as tourism initiatives, commercial growth programs and reinventing the
Beamsville core. All of those are major tasks. For my money, getting downtown Beamsville overhauled to allow for commercial growth while relieving tremendous traffic issue should be #1, but that’s just me. Having lived at the corner of Central and King for several years, I can tell many stories about the truck traffic issues. Those issues are eerily similar to what I see every single day looking out my office window. I saw a group of dump trucks speed toward the QEW today which had to be doing 80-plus clicks as they approached the intersection. I see a 1,000 cars a day go by, so when vehicle truly fly by, they stick out. And just to get totally off topic, sort of, Saturday must have been the off start to dump truck season. At 3 p.m. I saw four dump trucks waiting to go up the mountain and a half-dozen coming the other way. As well, a friend emailed me about counting 17 dump trucks headed south up the Mountain at 8 a.m. Saturday morning. It is insane. Getting the escarpment crossing plan done should be a top priority and I’m glad to see the three mayors and regional councillors on the same page pushing that agenda. Back to Lincoln, what they need to avoid was the old Grimsby council trick of hiding everything and covering things up to the point of no return. Go ahead, be aggressive. Step outside your comfort zone. But do it ultra-publicly. Some won’t agree, but if you offer results and tangible assets on the back end those Monday morning quarterbacks will fade away.
