HHS initiates “functional program” work for WLMH By Mike Williscraft NewsNow The “functional program” planning process for the new West Lincoln Memorial Hospital has been kicked off by Hamilton Health Sciences. The first formal meeting of the planning group was held last Thursday at WLMH with consultants from RPG Inc., which will generate the functional program document, on hand.
“This is a very important step in the redevelopment process. It’s critical that we have the right people around the table to provide advice, ask the right questions and make sure we create the best program for the new hospital,” said Kelly Campbell, HHS vice-president of corporate services and capital development in a release on HHS’s website. “The team from RPG has tre-
mendous experience working with hospitals across Ontario and we’re glad to see so many of our staff and physicians wanting to get involved.” According to the release, the functional program will include details about the programs and services in the new facility, as well as describing workload, equipment and operational processes. This will be done through 19
unique “user groups” made up of hospital staff and physicians over the coming weeks. User groups will focus on matters in specific clinical services and departments, like emergency care, diagnostics, obstetrics and more. Another key aspect to the overall plan for WLMH was the government’s approval to work on Stage 2 and Stage 3 simultaneously. See WLMH, Page 2

Nick helped guide me through the process making sure that the public was given every opportunity to present its case. As a rookie alderman he
taught me the do’s and don’ts of municipal politics. He was extremely community oriented. His support for the Grimsby Museum was outstanding. To this day Nick was my mentor,” said Fertich. Aside from the people he helped, Grimsby Museum will also feel the loss of Andreychuk. “He was a member who was involved in and actively participated in all our discussions. He volunteered at events, and through his contacts and efforts was a major contributor to our annual fundraising dinner and was a strong supporter of the heritage and culture of our community,” said Bill Thompson, who
served on the museum board for 30 years with 12 of those as chair. “Nick had a passion not only for its heritage but for the people of this community. It was important to him that he was a part of making this town a better place. His dedication and service will be greatly missed, not only the museum, but our town is diminished by his passing.” Visitation is at St. Joseph’s Roman Catholic Church, 135 Livingston Ave., Grimsby on Friday, March 13, from 3-5 and 7-9 p.m. with Prayer Vigil at 3:30 p.m. Funeral Mass will be celebrated at St. Joe’s on Saturday, March 14, at 11 a.m.

Lincoln Museum rebuild “according to schedule” Since 2017, the Lincoln Museum & Cultural Centre has been operating out of its current location on 4996 Beams St. in Beamsville. However, this was always meant to be temporary, and the museum will return to a newly revamped and upgraded property at 3800 Main St. in Jordan sometime this summer. The Town of Lincoln began the process of expanding the Lincoln Museum & Cultural Centre in Jordan with a new bulding back as early as 2014. Construction finally began with a ground breaking in 2019. The Town has set up a special page on its website that tracks each construction milestone with expected completion dates. According to this
site, the new building’s exterior walls, exterior insulation, steel roof structure and cladding ought to be completed by the end of this month. Jessica Wilson, cultural development coordinator at the museum said the project’s progress is smooth
sailing thus far. “Construction is going according to schedule and there’s been no hiccups that we’ve seen,” said Wilson. She added that the museum staff is “really excited” about the upgraded location. “We’re already planning the new opening

25th Annual Kinsmen Mini-Putt a hole-in-one Another sell-out and another $14,000 raised for West Lincoln Memorial Hospital made the 25th annual Greater Grimsby Mini-Putt Tournament a huge succees on Sunday. Thirty teams participating at venues in downtown Grimsby helped raise the funds which will go towards a new CT scanner. The day began with a 9:30 a.m. pancake breakfast at the Grimsby Legion before putting began at 11 a.m. After a day of mini-putt things wrapped up at Teddy’s at 4 p.m. with a banquet. Event organizer Bruce Bond said it was a perfect day for mini-putt. “It was quite successful and the weather was great,” said Bond. “We couldn’t have done it without the hard work and generosity of local Grimsby businesses.” He specifically sent gratitude out to Vineland Foodland for supplying the event’s
breakfast items and the Grimsby Kinettes who prepared the meal, as well as to Teddy’s for sponsoring the wrap-up meal. The event’s defending champions, Sicard RV won for the second year in a row. However, the real winner of the tournament was the WLMH. As noted, the event raised a total of $14,000 through the event which they donated to a fund to purchase a new CT scanner for the hospital. With this donation, the Grimsby Kinsmen Club has become the first organization to raise money toward that project. Bond also noted that long-time event supporter, Different Strokes, was unable to provide a venue this year but said they will return. “The renovations at Different Strokes weren’t ready in time, but they will be back next year,” he said.

Hamilton Police have provided photos of a number of high-end bikes recovered during a drug bust in Grimsby. Those who can identify these bikes should contact the investigating detectives.
Hamilton Police recover stolen bikes in Grimsby drug bust Hamilton Police are aiming at returning thousands of dollars worth of stolen bikes and property they recovered from a drug raid in Grimsby. A drug warrant was executed at a Grimsby address by the Vice
and Drug Unit on Feb. 12. More than $100,000 worth of drugs was seized as well as an estimated $75,000 to $100,000 worth of stolen bikes and property from inside the home and exterior shed.
Individual photos of the items have been provided in hopes someone will recognize and call the police. It is possible some of the recovered items are from the Niagara Region. Those who can identify these bikes via serial

It is with extreme sorrow that the family of Nicholas Andreychuk announces his sudden passing at Hamilton General Hospital on Monday, March 9, 2020, at 75 years of age. Nick was born in Hamilton on January 4, 1945. Predeceased by his parents Nicholas and Ann Andreychuk of Grimsby. Devoted and cherished husband to Carol for 53 wonderful years. Nick served the Town of Grimsby as a dedicated politician for 37 years, from 1973 until 2010. He served as mayor and a member of Niagara Regional council for 13 years. Nick continued to serve the town he loved as a lay member on various committees and was a proud member of the Grimsby Museum board. Respected and long-standing member of the Knights of Columbus, Nick also worked at Dominion of Canada Insurance Company for 45 years. After a short battle with cancer, Murray Douglas Ryder passed away peacefully on February 22, 2020 at the age of 67. Murray was born in Midland, ON and raised in Grimsby, ON until his move, in 1972, North to Yellowknife, NT, where he worked as Heavy Duty Mechanic and related occupations until his retirement to Moose Jaw, SK in 2012. Murray was a long time member of Elks Canada, both in Yellowknife and Moose Jaw. He was an avid biker, taking short and long trips on his beloved Harley with friends whenever possible. Murray’s interests and passions varied over the years but his vinyl album collection remained a constant and he always was a loyal family man and friend who enjoyed a good laugh over a ‘beverage’. Murray is survived by his wife of 36 years, Edith Johnston-Ryder; his son Graeme Ryder; his mother Evelyn Ryder; his siblings Pauline (Bill) Justin; Patsy Bard; Gerald (Lorraine) Ryder; Susan Adams; his in-laws Lynn & Edward Spicer; numerous cousins, nieces and nephews; his life-long friend Alex Kiszenia and his extended family and many friends throughout the North, Ontario, Alberta, Saskatchewan and other parts of Canada. Murray was predeceased by his father Gerald Ryder; his parents-in-law W Craig and H Enid Johnston; his close friends Dave Connaughton and Tony Chang; and his best companion Joe-Joe, the dog faced boy. Marlene Stewart, aged 77, of Beamsville, Ontario, passed away peacefully surrounded by her family at St. Catharines General Hospital on March 9th, 2020. Marlene was born in Grimsby, Ontario on September 29, 1942. Marlene is predeceased by her loving parents, John and Evelyn (Russ) Stewart. Fred passed away peacefully March 7, 2020 at St. Catharines General Hospital, in his 80th year. Fred was born July 20, 1940 in Montreal, Quebec. His parents were Robert and Alice Stanger (deceased). He is survived by one brother, Peter (Carol), nieces, nephews, great nieces and nephews, and one great great niece, all of the Vancouver area. He is also survived by his “best buddy”, Shiloh, who now runs freely with his other four-legged friends on the farm where he was adopted out to. Fred was a salesman for many years of his life, selling real estate, security contracts, and at one time built his own security guard business. He also served a short time in the Royal Canadian Air Force. He was a past member of the Royal Canadian Legion, Branch 612, Beamsville. Fred wanted to say a big “Thank You” to all the nurses and doctors at the St. Catharines General who worked with him. He truly appreciated all your kindness and care. One of the things I appreciated about Nick was he always had an informed, well-reasoned opinion - BUT he never went around offering it. You had to ask him, in some cases pry it out of him as he was never one to trash people. If you talked to him long enough, you could tell who he had respect for and who he thought was a disaster, but his words were wellchosen and thoughtful. He was a regular in our NewsNow office, coming as recently as last week, postbudget debate at Grimsby council. He was in the week before that, too, and I suggested he would want to attend last Monday so he could see things unfold for himself. Like many, he did. Nick, too, was amazed and not in a good way. The good ol’ biodigester was another regular topic for our discussions as Nick noted to me he was still on the hydro board when the notion for the doomed project was first bandied about. I have noted in this space in the past Nick said he would never support that project until he saw a budget which made financial sense. He never saw one. Another regular topic for us on his visits was the Grimsby
Museum, his pet project which helped keep him busy and connected in the community. But there really was not a key issue in town which we did not cover. Nick had the ability to see through quantitious amounts of bull and summarize the real issues at hand - an important skill these days as the forest can be clouded by trees easily... like a couple of weeks ago. In a recent column (Grimsby 5 back wrong horse, Feb. 27) dealing with council’s vote to replace Coun. Dorothy Bothwell as chair of the Town’s Heritage Committee with Coun. John Dunstall, I mentioned Grimsby’s former director of planning Michael Seaman, who was the Town’s lead liaison on the committee. Seaman contacted me last week noting he had some concerns about the reference to him, so I thought it best to clear everything. The reference to Seaman or anyone else in the column was not intended to place blame on any person for the dissolution of the committee. The dissolution of the committee was made by Town Council after allegations of harassment against Town staff. It has been more than a year since Seaman has moved on from the Town of Grimsby and I wish him well and I am certainly sorry for any misunderstanding in this matter. However, as Nick noted to me, the issue really had nothing to do with Seaman, rather some members of council acting in a political party style to boot a highly qualified person from a position for purely personal reasons. Nick Andreychuk was a very good man, a mentor to many and a great sounding board. He will be sorely missed. My condolences to his wife, Carol, and family.

Dear Editor, Thanks to a large and vocal turn out, we got some sense of how the budget process should have proceeded to the lead up of the March 2 Council meeting. Residents had an opportunity to step up to the podium and speak directly to their council. Items were “lifted” for consideration; and Council actually debated allocating our hardearned tax money. In real terms a drop of 3.3 per sent on Grimsby’s portion of our municipal taxes is not much. But, the victory for democracy was substantial. In clear terms, we told Council residents of Grimsby need to be consulted before decisions are made. Standing Committees have previously been residents’ first opportunity to have a say in how budgets are formulated. Residents of Grimsby, and not staff known as “Team Grimsby,” determined our community’s priorities. Even this Council did not try to jam budget
decision-making into one marathon Council of the whole Council meeting last year. Then, Standing Committee reports and department requests were debated in a number of publicly accessible meetings. Councillors had an opportunity to reflect on their decisions; and residents had an opportunity to voice their opinions on interim decisions, between meetings. Contrast last year’s budget process with this year’s process. Only one Council of the Whole meeting. Councillors presented with options provided primarily by staff. Residents unable to speak. All completed in about four and a half hours. This year, once residents’ outrage was acknowledged, it took over six hours to partially unravel the damage done in the sole Feb. 18 meeting. And they call the change to a Committee of the Whole process “Best Practice” and “more efficient.”
What’s worse, we saw this Council tired, at times acting like cranky toddlers, and exhibiting behavior unworthy of the position they hold. There could never be a clearer example of why the Committee of the Whole system Grimsby Council recently adopted is unworkable, and certainly unresponsive, to the needs of our community. Again, I ask everyone to contact their Ward Councillor, and the Mayor, to ask Council to revisit, and cancel, this ill-advised move to the Committee of the Whole system. Our community hosted the first municipal meeting in Ontario; and has upheld the tradition of open, accessible, and democratic government until now. It’s our right, and responsibility, to hold our current Council to this long standing, and endangered, legacy. Let your voice be heard. Stacy McNeill Grimsby

Grimsby budget shy on public input

It is our needs that must be addressed and we all need a decent road to travel on. Given the fact that a decade has passed with no headway being made, an accelerated approach is justly required. We cannot continue to live with these deplorable conditions.

Attitude of some Grimsby councillors should be troubling for many: reader Dear Editor, Upset taxpayers packed a full Grimsby council meeting March 2 about the 16.7 per cent tax increase. Because people finally spoke out, council reduced it to 13.4 per cent. What happened in Grimsby should be a wake up call for all Niagara taxpayers. A big problem is that the majority of taxpayers doesn’t seem to care what their municipal and regional governments are doing until they get the tax bill presented. Apathy and ignorance is costing Niagara residents big money affecting especially fixed and middle class income earners.
Instead of taxpayers keeping their elected councillors accountable by being involved it is now the unelected bureaucrats, high paid consultants and self-interested lobbyists, who are calling the shots, which are often not in favour of taxpayers. Residents’ interests are not necessarily the Town’s interests. The way municipalities are spending taxpayers’ dollars in many cases shows there is no concern to keep tax bills affordable. One example is the development incentives by which municipalities give away millions of taxpayers, dollars to large profitable development companies without benefit to local resi-
dents. Niagara Region continues to be a big problem in regards to lacking transparency and wasting our dollars. Councils work for the electorate and not the other way around. In that context during Grimsby’s council meeting were several councillors with troubling attitudes towards residents. They congratulated themselves with the initial 16.7 per cent tax increase showing incredible arrogance and ignoring the harsh financial consequences for many Grimsby residents.
