Grimsby Kinsmen Club have opened their Canada Day fireworks sales. The Kinsmen trailer, located in the Village Inn Plaza’s parking lot at Main and Mountain in Grimsby. Doors will be open Wednesday, June 26 at 11 a.m. and close at 9 p.m. that day. Then from Thursday, June 27 to Monday, July 1 it will be open from 9 a.m. to 9 p.m. daily.

Speed limit dropped on Mountain Road, Grimsby Local motorists will need to watch their speed closely on Mountain Road now that the speed limit has been dropped to 60 kph from Kemp Road to Elm Tree. Grimsby Reg. Coun. Wayne Fertich told council during his June 17 update that Region had agreed with part of the Town’s request to
reduce the speed limit in that area. A stop sign at Kemp Road and solid line on the road were also parts up for consideration. “Staff agreed with the 60 km limit but did not agree to put a single solid line in that stretch. The warrants did not justify it. They said the road is flat and clear in that area
with no curves, so passing safely should not be difficult,” said Fertich. Consideration of additional traffic calming measures was first considered last year after a major motor vehicle accident on that stretch of road. Coun. Dave Kadwell said a large group of residents on Mountain
Road has requested some additional initiatives. “We should check with regional police to get some enforcement up there and follow it closely,” Kadwell said, adding installing speed monitoring signage may be a next step. Fertich said Niagara Region does See SPEED, Page 3

What is the Federal Government’s First-time Home Buyer Incentive that’s been making headlines lately? Here is what you need to know about the FTHBI; The FTHBI is designed to help qualified first-time home buyers with affordability, as the incentive acts a downpayment boost. A larger downpayment means a lower monthly mortgage payment. This FTHBI is a “shared equity” concept, whereby the Federal Government will have an ownership stake in the property, in the form of a second-position mortgage registered against the property, with a 25-year term. The incentive is not interest-bearing, and it does not require any ongoing repayment. However, one must repay the incentive after 25 years of occupying the home, or when the property is sold (whichever comes first). The amount owing at time of repayment is based on the home’s fair market value. The incentive can be repaid at any time without penalty. To be eligible for this program, a first-time home buyer must already have the minimum 5% downpayment. With a 5% downpayment already saved or gifted from family, one then can apply for this 5% or 10% shared equity mortgage. The minimum 5% downpayment cannot come from borrowed funds, such as an unsecured line of credit, or a personal loan. Qualified first-time home buyers are those with annual household incomes of up to $120,000. If you and your spouse or co-purchaser earn more than $120,000, then you are not eligible. The total borrowing amount is limited to 4 times the household income. The mortgage must be eligible for mortgage default insurance, and it must be for greater than 80% of the property value. Canada Day activities in Niagara West all set June will soon give away to July, and with that month comes Canada Day events in Niagara West. Each of West Niagara’s municipalities have an assortment of events and activities planned in celebration of the nation’s birthday. Grimsby will hold its July 1 celebrations at the Grimsby Museum from 11 a.m.-2 p.m. It will kick off the Canada day ceremony with ringing of the Town Bell and singing of O Canada at noon. There will be tons of activies families at the museum, including face painting, water baloons, a barbeque by the Grimsby Lions and more. Admission to any of the museums galleries will also be
free for the day. Lincoln will host its own celebration at Charles Daley Park in Jordan from 1-10 p.m. All are welcome to join them for a free, fun-filled family event featuring a photo booth, “Mad Science” as well as entertainment and food vendors. There is limited on-site parking, but are offering off-site parking at Town Hall starting 5 p.m. with regular shuttle service. West Lincoln is running Canada Day at Leisureplex Township Park in Smithville from 5-10 p.m. Their activies include pony rides at 5 p.m., live music featuring Brab Battle and Sons of Daughters at 7:15 p.m. and, of course, fireworks at 10 p.m.

Newly reborn Happening in Grimsby a “huge success” By Tristan Marks NewsNow It could not have been a better weekend for the Happening in Grimsby. The sun shone from a clear sky over the throngs of people who came out for the festivities on Saturday. Different locations in town were given over to numerous vendors and activities, including most of downtown and part of the Peach King Centre’s grounds as well as Coronation Park. Simon Duong, chair of the Happening in Grimsby planning committee, said the event exceeded expectations. “The turnout was far better than I expected,” he said. “Overall I believe the Happening was a huge success and it gave us a great framework to build on.” Duong explained there was always a question as to how well members of the Grimsby community would receive the event. Although it is a spiritual successor to the Happening at the Forty, the Happening in Grimsby is a still a new event with a new committee. “You just don’t know until it happens,” said Duong. He attributes a lot of the success on certain decisions that lead to “a family atmosphere” that all ages could enjoy. For example, the committee made sure to keep the event as free as possible for guests. There were no charges for kids’ activities or to enter
the Peach Pit area near the arena. The Happening also offered free shuttle routes to ease transport for festivalgoers. The new Peach Pit area was also well-received by the community this year. The Pit was open both Friday and Saturday evening. There, guests could enjoy live music, food truck fare and beverages from local wine and beer producers. With 1,300 visitors over the course of Friday evening and 1,100 throughout Saturday night, both were huge hits. Duong said the Peach Pit was popular because it had “more of an intimate feel” than the music venues of the festival’s previous incarnation. The chair had glowing words for the various groups that made the reborn Happening possible. “I want to thank our community, the Town, all our volunteers and our sponsors for making this possible, especially this year where we are a brand new committee,” said Duong. He said that with this year’s success he is already looking forward to next year with ideas for “a lot of little things to improve”. Among them are plans to expand the committee to so to bring on more community partners. “This is a nice chance for our community to come together and celebrate the town, with all it has to offer,” said Duong.

The Lincoln Leapers Competitive Jump Rope Team attended the 2019 RSC National Championship in Olds, Alta. on May 17-20. Two team members became Division Champions: Sydney Nicholls in the 13 - 14 female division and Sydney McLennan in the 18-29 female division. Both of these athletes achieved a Grand Champion Award which recognizes an athlete’s achievement compared to all athletes, regardless of age division. Coach Becca Simpson was thrilled by the results achieved by the Double Dutch Teams, Team Speed and Pairs Freestyle. Many of the teams placed well, in the top tive, while other teams were competitive and earned a top 10 placing against the best teams in Canada. From July 2-9, 12 Leapers will compete in the World Jump Rope Championship in Oslo, Norway.

Wednesday night history walks begin July 17 Take a walk through the annals of history this Summer by joining in the Grimsby Museum Summer Wednesday Walking Tours. The museum invites the curious to discover a little piece of Grimsby’s history, one step at a time on their Wednesday Night Walks. Tours start at 7:00 p.m. sharp. Each tour delves into a historic place and its story. The schedule is as follows: •July 17, 27 and 31 as well as August 14: The story of Historic Grimsby Beach, from a Methodist campground to an amusement park to present day. Meet at Grand Avenue School. Note: the July 17 and 31 tours are sold out. •July 24: The early businesses and buildings of Grimsby, the little town that grew. Discover the people and places that helped shape this town. Meet at the Grimsby Museum. •August 7: Visit interesting gravestones and hear the stories of the United Empire Loyalists who settled at the Forty in 17871790. Meet at St. Andrew’s Church. Each tour is 90 minutes to 2 hours long. Tickets are $10 per person or $7 for Grimsby Museum members and are available for purchase on eventbrite. ca. Bike/car show ignites the season The June 3 Bike & Car Show at Boo’s in Jordan Hollow kicked off the summer season. Jordan Lions Club was the recipient of proceeds of the event, which included a BBQ, penny sale and lots of interesting vehicles for visitors to check out. While the early part of the season has seen a lot of damp weather, the 4th annual event had perfect weather. “It was beautiful and sunny and many enthusiasts gathered to enjoy the good food and everything that was part of the event,” said organizer Terry Phillips of Butterballs’ Express Catering. He is predeceased by his wife of 56 years Elaine Kapusty (nee Jones), his infant son Michael Andrew, his parents Afia and Ivan Kapusty, his brother John Kapusty and Sister Mary Shtun (nee Kapusty). He is survived by his children Fred Kapusty (Kim) of Grimsby, ON, Beth Trevors (Pat) of Woodbury, MN, John Kapusty (Jennifer) of Penticton, B.C. and Catharine Marchand (Rich) of Cambridge, ON. He also leaves behind the joys of his life - his 9 grandchildren and 2 great-grandchildren Michael (Laurie), Matthew, Patrick, Aaron, Christopher (Emily), Nicholas, Cameron, Emma, Lucas, Abigail and Barrett. George immigrated to Canada at the age of 5 from Dovhe, Czechoslovakia (present day Ukraine) with his mother and siblings to settle with his father in Grimsby, ON. He attended Grimsby Secondary School where he was a gifted athlete and from there went to work at Penn Lumber in Grimsby, ON and later G.C. Duke Equipment in Burlington, ON. He served the community of Grimsby and Niagara Region in many capacities including school board trustee for the Niagara Catholic School Board and 40 years as a Grimsby volunteer firefighter. Residents at Maplecrest Village showed strong support for its June 5 Doggy Palooza. With nearly 20 dogs (and owners) showing up despite a rainy day, various classes were judged with Paddy Townson and her pooch, Robin, taking top honours. Nearly $500 was raised with a raffle, which was all donated to the Lions Foundation of Canada Guide Dogs.
No need to reduce speed limit Residents who live in Grimsby’s rural area - yes, town dwellers, there is a rural area - deserve time and attention for putting up with truck traffic and dumping issues – which continue to haunt. But dropping the speed limit on a flat, straight, clear stretch of road, essentially because of one bad accident, doesn’t make any sense or serve the community well. Council requested, and Region obliged, to drop the speed limit to 60 kph between Kemp and Elm Tree. Problem is, Mountain Road is a thoroughfare, a highway, a major transportation route. Nobody would go against safety, but common sense must prevail also. No government can make people become good drivers. Motorists will still pass there, regardless of the speed limit - as well they should in a clear, flat stretch. There simply was no need for this action. M.W.
If the light is green, go As Grimsby council struggles to the finish line - or starting point, if you will - of getting a new CAO in place, it is hoped that the group will remember why residents of the town put them there. By the deep and decisive vote swing last October, it was clear the community wanted change in a major way. The batch of newbies with a couple of “recycled” candidates mixed in – which was installed universally campaigned on openness, transparency and accountability...along with the various experiences and traits each brought to the table. There have been fits and starts, without question, and I don’t think anyone has been surprised at that. A key point hindering council’s development as a whole has been the increasingly glaring absence of a CAO. A good CAO is a rudder which takes the ideas and whims of his or her council members and steers them in an appropriate direction. That direction could be to the nearest waste receptacle if the rest of council does not get on board, but it could also lead to a course through a staff report, a subcommittee vote for recommendation and, ultimately, a favourable vote by full council. Integral at council meetings, they also help keep discussion on point and administrative matters crisp. In short, they provide the oil in a well-run machine. With no CAO since council opted to make a change to that position in early February, council has pushed forward where possible, but with very deliberate and painfully slow action. Now, give the antics of the previous council, most residents would say ‘slow and
MIKE WILLISCRAFT steady wins the race’. But they need to close the deal on getting their CAO in place sooner, not later. But the CAO is just one matter. The cacophony surrounding the bile that has been Grimsby biodigester project is the stuff of legend. Council has followed through on its pledge for transparency with a series of detailed reports which have come to council from hydro officials. These reports have covered everything from horrible business decisions, to operating challenges, to the process being followed for a possible and eventual sale of the Sobie Road white elephant. And kudos to them for doing so! But the other side of that coin is the accountability for which they were voted in by the electorate. Not just their accountability but the accountability for those who - in the eyes of many - mishandled the public’s funds to the tune of more than quadrupling its initial $3.5 million budget – eventually running up a tab in excess of $15 million. This, as most will recall, included the selling off of a major asset in Grimsby’s share in a fibre optics company, with the proceeds basically being lit on fire as it was dumped into the biodi-
gester project. For the last seven months, a dedicated group of volunteers has been turning every stone in an attempt to find out not only how but why management somehow spent $12 million more than it initially intended. And this is where the accountability comes in. Who is accountable? Can they be held accountable? The magnitude of this situation would dictate it is an issue larger than council should decide. If research and investigation shows there is sufficient reason to pursue litigation in the matter of biodigester/Grimsby Energy affairs, council should, by all means, pursue it. Years ago, the Town rang up legal bills like nobody’s business instead of being agreeable in a simple loss of income situation with man who is now mayor, Jeff Jordan. The two sides’ legal bills, plus the award in the case, came in at well over $1 million. The Jordans were 100 per cent correct with their suit and deserved every penny, as the judgment noted. In this case, the taxpayers deserve to be defended to the fullest extent possible. It’s a little like our “friend” south of the border. The public knows of lots of stories which makes many think, “do we impeach?” Here, we all know many stories, both unearthed by this publication and reported at Grimsby Council meetings, which make many think, “should previous management be sued?” This should be up to a court to decide. Nobody on council has this expertise. If legal advice says “go”, then go. Of the hundreds, if not thousands, I have talked to on this topic over the last three years, none of them would disagree.
