Paid ‘park’ing grace reinforced by Lincoln officials By MIke Williscraft NewsNow While some residents feel a planned paid parking plan for Charles Daley Park (CDP) is a “tax grab”, Lincoln officials assure that is not the case. Several callers to NewsNow since the plan to initiate a pilot project implementing paid parking
- from July 2-Oct. 31, between 7 a.m. and 11 p.m. - have taken issue with the idea. Visitor parking rates are $3.25 per hour or $20 per day. “I think we pay enough in taxes that our parks should be free for all,” said Beamsville resident Amanda Werth, who was informed Lincoln residents could obtain a free parking pass and would not
be subject to parking fees. “I do appreciate that, but there will be people who don’t know or don’t follow through and get a pass before stopping by Charles Daley. Also, for such a tourismdriven community, paid parking at a lakeside park won’t do much to encourage that.” For Town officials, opening the
door to a new potential revenue source is something which needs to be considered with costs continuing to rise. “This is less about Charles Daley Park specifically and more about the importance of exploring revenue opportunities across the organization. As municipalities face See PARKING, Page 3

From Page 1 increasing financial pressures, it is prudent to consider sustainable revenue sources that help offset costs and support service delivery,” said CAO Mike Kirkopoulos, who noted council gave the direction to implement a paid parking plan during the last budget process. “This is a one-year pilot program designed to help the Town better understand parking demand, visitor patterns and it is meant to assist with the costs associated with operating and maintaining Charles Daley Park. Lincoln residents do not pay for parking under the pilot.” While information on Lincoln residents being potentially spared having to pay for parking, Lincoln director of economic development Paul Di Ianni confirmed there is misperception in the community. “We’ve put it on all of our socials and the website. This continues to be free for Lincoln’s residents, renters, and property owners,” said Di Ianni, adding, “I’ve seen a couple of comments online about “tax grab”,
mainly from non-Lincoln residents – this policy is consistent with other Niagara municipalities that have moved towards paid parking for nonresidents. Think St. Catharines and Sunset Beach, Fort Erie and Crystal Beach, Niagara-on-the-lake, etc.” Some readers noted they noticed the paid parking was Lincoln non-residents and understood the rationale, but noted it will have an effect maybe not considered. “I have been at Lincoln Rotary’s concerts regularly for years. The concerts are free for the public, but I make a regular donation. I either won’t go, or won’t make a donation and pay for parking,” said Grimsby resident Stephen Owen. Kirkopoulos reiterated the program is not permanent at this point and a report will come to council in the fall. He added the operating cost at CDP is about $56,000 per year “At the conclusion of the pilot, staff will report back to Council with the results and community feedback. Council will then determine whether the program should continue, be modified or if we end it all altogether.”

Notice of Passing of Parkland Dedication By-law TAKE NOTICE THAT on the 25th day of May, 2026, the Council of the Corporation of the Town of Grimsby passed By-law No. 26-34 regarding the conveyance of land for park purposes pursuant to the provisions of Section 42 of the Planning Act, R.S.O. 1990, c. P.13 (the Act). THE PURPOSE AND EFFECT of By-law No. 26-34 is to enable the Town of Grimsby to acquire land for parks purposes, or a payment in lieu of the land, as a condition of development. The following is a brief summary of the by-law features: • The dedication rate for residential development is the greater of 5% of the land area or 1 hectare per 600 dwelling units; • The cash payment in lieu of the dedication rate for residential development is the value of the greater of 5% of the land area or 1 hectare per 1000 dwelling units; • The cash payment in lieu of the dedication rate for commercial and industrial development is the value of 2% of the land area; • There are also definitions and other requirements included in the by-law regarding caps on the amount to be dedicated or paid, the timing of the conveyance, suitability of the land or area for parks purposes, and uses that are exempt from the dedication requirements; and • This by-law applies to the entire municipality. Persons may examine a copy of the by-law at the following link: https://www.grimsby.ca/media/roznquri/2026-34.pdf or at the Town Hall offices, 160 Livingston Avenue in Grimsby during normal business hours. What is an Official Plan The Official Plan is an overarching land use planning document for the entire Town. It implements the community’s overall vision for growth and development.
About the Official Plan Review Project
SECTION 26 OF THE PLANNING ACT LEGAL NOTICE REQUIREMENTS:
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town before the proposed Official Plan is adopted, the person or public body is not entitled to appeal the decision of the Town to the Ontario Land Tribunal, and may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal, unless in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party. If you wish to be notified of the adoption of the proposed Official, you must make a written request to the Town Clerk and such request must include the name and address to which such notice should be sent.
The Town of Lincoln has undertaken a review of its Official Plan, known as Shape Lincoln 2051, which will guide growth and development in the community through to 2051 while ensuring conformity with updated Provincial planning policies.
1. Review materials online
Under Section 26 of the Ontario Planning Act, municipalities are required to review their Official Plans every ten years following approval of a new plan to ensure alignment with changing community needs, regional objectives, and Provincial policy directions.
2. Register to Speak
Shape Lincoln 2051 constitutes a targeted update to address recent Provincial policy changes, including the 2024 Provincial Planning Statement, as well as local planning matters identified through the review process. The overall structure of the Official Plan remains largely unchanged, with only minor organizational improvements and updated mapping for clarity.

Peacefully at St. Peters Hospital, Hamilton after a short but courageous battle with cancer. She was the daughter of Hamilton and Lila Hodgson of Temagami, Ontario and is predeceased by sisters Marnie (Gail St. James), Donna (Bill Cochrane) and brother Sam (Barbara Hodgson). Betty-Ann is survived by her husband Wayne, sons David (Margie) and Jason, sister Gerry Price (Lorne), of Picton, brother Len Hodgson (Linda) of Nfld and Labrador and her many nieces and nephews. She was a resident of Grimsby for the past forty five years and was well known in the community. Following her retirement from Sears in 2016, she enjoyed curling, camping, gardening, golf, travelling, fitness programs, reading and most of all, her family and friends, especially her travelling buddies; Judy Pottruff and Dianne Paterson. Special thanks to Dr. Aziz, the nurses and support staff at the Juravinski Cancer Centre, the Palliative Care team at St. Peters Hospital and her family physician, Dr. Donaghy. Passed away unexpectedly, but peacefully at his home, Monday, May 25, 2026, at the age of 77. Beloved father of Timothy Dodds (Sangita Alegria) & Tanya Warby (Ron). Cherished grandfather of Parker Dodds & Grace Warby. Dear brother of Diana Lukianchuk (Harry) and uncle of David, Cindy (Jordan) & Andrew Dodds. Predeceased by his parents, Reginald Dodds & Mary (nee Andrews) and brother, Douglas Dodds. He is deeply missed by the mother of his children, Sue Dodds (nee Hahn) & partner Tom Bruyns. His absence will be felt by Peter Bruns & family, Lisa Davies (nee Hahn) & family, and extended families across the country. A lifelong resident of Grimsby, James attended Lakeview Elementary & Grimsby Secondary School. Member of the Grimsby Minor Hockey Association community for decades, James was a player, coach and official. He was most proud of his head coach role in the OMHA All Ontario “A” Pee Wee Championship - 1983. Later, he was equally as proud of his head coach role of the Burlington Barracudas Senior “AA” Women’s Provincial Championship Runner-Up – 1999, where his daughter spent a majority of her time in the penalty box. At least she got on the scoresheet. An iron and sheet metal building erector, James began his trade as a teen union member, then the co-proprietor of Westgate Structures Ltd., and finally as the Ambassador of Canadian Metal Buildings Inc. A disciplined strong work ethic was a defining characteristic, rarely needing an alarm clock to start his day. He loved baseball, hockey, kite flying, photography, windsurfing, sailing, being in & around the sand & surf, Italian food, peanuts, black liquorice, Skittles, Oreos and Coke. Lots of Coke. More than anything, his time was marked by a ceaseless supportive presence as a father & grandfather, whether behind the bench, in the stands or the end of the swimming lane; you could find him seated in the theatre, the edge of a field, or music club, cheering & clapping, listening & watching, and proudly grateful of his family’s achievements. He has left an unfathomable hole in all of our lives. Special thanks to Samatha & Rob who were unhesitant with their immediate support. In keeping with Dad’s wishes, cremation has taken place. A celebration of Jim’s life will take place on July 19th, from 1-5pm at the Grimsby Arena, Room BC. Paid parking a sign of the times Town of Lincoln’s consideration - it’s a pilot project - of paid parking at Charles Daley Park (CDP) is understandable but the sentiment that people pay enough taxes and some things - like park access - should be free of charge is not an opinion to ignore. That said, fee-for-service or user-pay system is also a fair way to recoup hard costs for municipal services. CDP was sold to Lincoln by St. Catharines for the tidy sum of $1 for the very reason the Town has looked to parking revenue - they wanted to get out from under operating costs. It’s like high-density housing - a sign of the times. Nobody likes it, really, although Lincoln residents may tolerate it as they can get a free pass, but wait until somebody gets a ticket....that won’t go well. Like it or not, municipalities need diversified revenue streams and parking is user pay, if you don’t go, you don’t pay. M.W.
Perfect night out with Perfect Thought I don’t want to overstate this on the ownership end, but I find myself very fortunate to have a horse participating in a major harness racing dash at Mohawk Raceway this Saturday. Over the winter I bought into Perfect Thought with the smallest of shares. I did so for two reasons: after being out of the harness racing game for nearly 20 years I missed it greatly, and; I thought she had a shot at two major stakes, the New Jersey Sire Stake Final and the Fan Hanover Stake at Mohawk. She tuned up nicely for the $240,000 New Jersey stake final a few weeks ago and was primed to attempt a take down of an great undefeated filly Be Perfect Bg. Alas, our filly came up with a health issue and had to be scratched. That hurt, but it was the right decision. There were a lot of questions last Saturday when Perfect Thought was in the first of three divisions of the Fan Hanover - with the top three qualifying for the final. I just wanted to see her put in a good showing and make the final so I could say I had a horse race in one of Canada’s most prestigious races. She did pretty well - getting away near the back, floating out third over with Canada’s number one driver, James MacDonald, at the controls. James tipped her wide in the stretch and motored on - cruising to a one-length win. I don’t mind telling you, it was surreal.
MIKE WILLISCRAFT I have been going to Mohawk since I was eight years old. Our neighbour back in Clinton has an uncle, Jack Lester, who had some of the top harness horses in Canada back in the 70s and 80s, so we went a few times with them. When my father died in May 1977, my mom had a friend who worked with her at an old folks home. Her dad had a barn full of horses right by the racetrack - walking distance from our house. Really as therapy to keep my mind busy and off the horrific situation we found ourselves in, I started as a groom at Linlor Stables when school let out. That was my job every waking second when I was not playing sports or in school for the next six years and my first summer when I returned home after college. Horses were a salvation of sorts for me. Great people, the best, great fun and a ton of work from before sunrise to well after midnight on race nights. Responsibility, learning how to drive, working with good men who helped me
greatly and development of a passion (for anything) which had largely been extinguished all played a part with my harness racing upbringing. Now, anyone who has been involved in harness racing wants to win a big one - The Little Brown Jug, the North American Cup (also racing on Saturday night) or The Hambletonian. Perfect Thought’s Saturday race namesake, Fan Hanover, is the only filly to ever win The Jug in 1981. For fillies, aside from a Breeders’ Crown if it were raced here, the biggest race for three-year-old fillies is the Fan Hanover Stake. Now, going back to the first horse I had a piece of with my brothers and a buddy - Duke Herbert, a $2,700 yearling - I have had a piece of many horses. Some were very good raceway horses, but none a top class stake horse. Perfect Thought fills that bill and has allowed me to fulfill a dream - being in the winner’s circle of a major stake. It was pretty special to share that with my wife Catherine (who puts up with me, my brother Tom and his wife Paula as well as my son, Michael, and his girlfriend, Liz. I also need to give a shout out to trainers Megan Scran and Harry Poulton, who got her right for last Saturday’s race, as well as Anthony and Amy MacDonald and their team who make The Stable ownership group hum. Library tranquility makes way for business environment Dear Editor, The discovery of the Grimsby Public Library was a great find. The beautiful, brightly lit building offered windows in all directions that looked out on gardens and greenery to refresh the soul. The solace of a library is a rare experience. It is a place of quiet, of solitude simultaneously shared with likeminded fellows. It is a treat to go there. In our communal space, we share an unspoken camaraderie, strangers meeting together happily in their personal pursuits yet, together as a community. But I fear there are changes in the wind; changes that surprise me. The library has become a hub of community engagement facilitating various groups who enjoy the space. Now, these are busier activities than one whose memory reaches back to another era might expect, since they are accompanied by increasing volumes that tax the researcher, writer and those preparing for upcoming exams. I have learned to accept the changes, not happily, but I am working on being more understanding of the changing phenomenon of noise being the backdrop that silence once occupied. Yet, I feel I must draw

Not the businessman working quietly from a spacious library desk with its beautiful window views, but the businessmen I recently encountered who have stolen the intent of a library and made it their own “working at home” office. Had they been quiet, we could equally have shared the space but that was not to be. They obviously considered the space to be their office, which became plain when I asked one gentleman, after he’d spent 10 minutes on a business call and in a loud bass voice, if his call might soon come to an end. The man noiselessly shooed me away, then added quietly but firmly, “I am on a call.” Instinctively, I backed off to give the man space, but recovered my aplomb and perspective sufficiently to realize that this was still a library.
I moved my location. A few hours later, business closed for lunch, the culprit tracked me down and further dressed me down, scolding me for interrupting him while on his ‘business’ call. When I countered that this was a library and not a business office, he resorted to calling me a racist. How am I supposed to go from hoping to share space amicably with my community to having the ‘R’ word followed by the ‘F’ word applied to me as his parting shot? Even then, those were not his final words, for, as he walked to his car, he glared angrily at me through the window, mouthing his disapproval. I did not hear the words but it made me sad to think I had lost a community fellow and a potential friend. Is there something that might be done, not to those men in particular (for this is a composite of two encounters), but to the policies that allow such spoiling of our lovely library? G. Whyte
