St. Ann’s Road, bridge to get long-awaited overhaul By Mike Williscraft NewsNow St. Ann’s Road and bridge in West Lincoln will finally get a long-anticipated overhaul thanks to a threepronged partnership. Niagara West MPP Sam Oosterhoff made the project official with an announce-
ment Monday that the Province of Ontario will partner with the federal government and Twp. of West Lincoln to get the job done. “Ontario’s investment of more than $6.6 million along with significant contributions from our federal
and municipal partners means residents and visitors will get where they need to go more reliably,” said Oosterhoff, noting the overall spend for his government in four total projects involved in the announcement. “I can’t wait to see shovels in the ground
on these vital projects that will improve local infrastructure, create jobs and strengthen our local economy.” The St. Ann’s project is a key project for Niagara West, said Oosterhoff, which will use $1.65 million in provincial funding, more than $2.5 mil-
lion in federal dollars and West Lincoln will contribute just under $1 million. “This project confirms an election commitment to bring infrastructure up to par. The St. Ann’s bridge refurbishing will be the fourth structure completed in two years

Prior to that he was manager of business development and expedited services at Niagara Region, a position he had for 10 months, and also served as a expeditor (economic development) at Niagara Region for just over two years.

Lincoln adopts tourism five-year plan Lincoln Economic Development officer Paul Di Ianni said the new funding model for the DMO would involve a “pay for play” buy-in model for certain marketing and branding services, while retaining a non-for-profit marketing agency to support the remaining stakeholders. He added that the added tourism would help benefit all destination businesses as visitors would spend their money in more than one location per trip. “In a high tide, all boats float, and at the end of the day, with a properly funded DMO that is marketing the destination, we’re going to see more visitors spend more money,” said Di Ianni The first priority of the plan is to transition the TVTA within six months.

Applying for a mortgage post-COVID Since the COVID-mortgage payment deferral plan was first introduced on March 18th, about one-in-eight households with a mortgage have asked for a payment deferral plan from their lender and CMHC predicts that stat could rise to one-in-five by the time the various deferral programs and Government benefit payments start winding-down in the fall. Many of these requests to defer payments and applications for Government wage subsidies were legitimate requests, but I believe that some requests were a bit premature - in that the borrower’s financial status had not yet been negatively impacted. The problem now: We are now seeing the consequences of the mortgage payment deferral plans as they relate to new mortgage applications for homeowners who want to sell and buy, and to new applications for homeowners who want to refinance or renew their current mortgage; The mortgage lenders are scrutinizing any applications where one or more of the borrowers took advantage of any payment deferral plan, or received the CERB payment - while still gainfully employed… It’s difficult to persuade a mortgage underwriter to approve a new application for a borrower who has just come off any type of COVID related benefit program! The Town of Lincoln has continued to loosen COVID-19 restrictions in accordance with phase two of the provincial plan, announcing the reopening of the Lincoln Museum & Cultural Centre and the town’s two outdoor municipal pools. The museum reopened on Monday, featuring two new exhibits: an art gallery featuring local artist Sarah Brink and an instalment called “Their Votes Counted” which explores the origins of women’s suffrage in Canada. The Allan F. Gretsinger Pool in Beamsville and Jordan Lions Pool in Jordan are expected to open mid-July. The Town’s website will post future updates on opening dates for the pools. Public Notice Notice of Intention to Designate Heritage Property: Moyer-Moroz House, 4105 Fly Rd., Campden Take notice that Council of the Corporation of the Town of Lincoln intends to designate the following property under Part IV of the Ontario Heritage Act, R.S.O. 1990, c. 18, as a property of cultural heritage value or interest: 4105 Fly Rd., Campden. The reason for the proposed designation is to recognize the cultural heritage value and interest of the Moyer-Moroz property. The buildings meet Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation under all three categories of design, associative and contextual value. The Moyer-Moroz property is located on the north side of Fly Rd. between Tintern Rd. and Campden Rd. in the settlement of Campden, Town of Lincoln, on a property municipally known as 4105 Fly Rd., Campden. The property is comprised of part of Lot 9, Plan M14 in the former Township of Clinton. The Moyer-Moroz property is an important cultural heritage resource that includes significant built heritage resources and remnants of the farming landscape of Campden including the location of the house, set far back on the lot, the long laneway and orchard to the rear. These features are indicative of an early Mennonite farms. It is also adjacent to the Bucknall barn, an early and important barn in the Pennsylvania Dutch style. The barn is designated and was once part of the farm. The property pre-dates the founding of the village and was owned by John Moyer. Moyer inherited the land from his father who emigrated from Pennsylvania in the late 18th century and bought land in the area. Moyer was a member of the Mennonite community in Campden. The Moyers were important members of that community in the mid to late 19th century and held such positions as postmaster, teacher and Count Warden.

The house is an early building of hand hewn post and beam construction. While the beams and posts are pine, the studs are oak, an unusual and distinctive choice for the area. Brick nogging was found between the studs. This is a rare feature in Ontario. It was popular in Europe in the 16th and 17th centuries. Its use as a construction material for this house is a further indication of the building’s unique stylistic quality and early date. Stylistically the house is similar to those found in Pennsylvania and New York State and has seen little change over the years. Distinctive features include the internal chimneys; the original window openings; the pitched side gable roof, the building extension to the east to accommodate a growing family; the two (2) entrance doors on the façade; and the shed attached to the west wall of the house which is of early construction. Interior features include the hand hewn pine beams, wide pine floors, original doors and wrought iron latches, chair rails, peg rail and trim. Any person may within thirty (30) days of the publication of this notice, send by registered mail or deliver to the Clerk of The Corporation of the Town of Lincoln his or her objection to the proposed designation, together with a statement of the reasons for the objection and all relevant facts. If a Notice of Objection is received, the Council of The Corporation of the Town of Lincoln will refer the matter to the Conservation Review Board for a hearing and report. Open-Air Burning Suspension All open air fires and use of fireworks are prohibited within the Town of Lincoln until further notice due to the extremely dry conditions and lack of precipitation. All issued Open Air Fire Permits are hereby suspended until the open air fire ban is lifted. Campgrounds are allowed to have small open air fires strictly for the purposes of cooking only. Open air burning and use of fireworks during these dry conditions increases the risk of the spread of fire and poses as serious threat to the safety of persons and property. Open air fires can spread through dry vegetation with frightening speed. Therefore, if an open air fire is discovered it is very important to immediately dial 9-1-1 to report it. Media landscape will shift again soon It would be too easy to go on about the reality challenged Town of Grimsby and its latest hire - the minimally anticipated economic development advisor position - so that gets a pass this week. I really do hope the new fellow has some success in whatever task is put on his plate. It sure will be interesting to see what the Town gets for its investment on this and we have two years to the next election to see how things measure up. With that, on with the show.... So let’s talk a little newspaper industry today. I had a boat load of questions from near and far when the recent sale of the Toronto Star, including the kitchen sink (aka Metroland) was announced. Rumours had swirled for months about things being considered around the boardroom table to chart a course which could lead to ultimate survival for the organization - something every print organization is attempting to do on varying scales. In the end, the big hitters decided just to opt out and sell the whole shooting match instead of wading into a whole other round of “best guess” strategies to stop the bleeding of advertising revenue. For anyone with a remote interest in media this whole affair has so many story lines to it a binge-worthy Netflix series should almost assuredly result. Of course, my focus will be on the weeklies since that is what I know best. Weekly papers are in a very different boat from the dailies. As a reader, you see every week the content you receive in your home is rarely in any other publica-
MIKE WILLISCRAFT tion, including council news. The dailies in any market simply do not drill down to the local level. They never have. It is not their nature. There is an occasional local story which perks the ears of daily editors and they may get picked up, but not often. In Niagara, this was true until the recent consolidation of print titles all under Torstar. Since that time, it has been quite common for “weekly stream” copy to pop up in the dailies and vice versa. This is also something common across other print media companies as the commitment to local copy gets watered down in an effort to float the bottom line. Normally, weeklies would be considered more healthy than dailies, so it is a bit surprising to hear the new owners - when the deal finalizes in August - are considering selling off all the weeklies. That certainly is a strategy as it could generate some cash in the new company which can then be turned into a drive to push The Star brand online and, if they choose, in print. That is a whole other debate on its own, right there. Taking a look at many of their weeklies, they are a fraction of what they were even two years ago - and
set aside the COVID impacts, but they cannot be ignored. The real asset in the weeklies is the flyer circulation revenue, so that is what the new company would look to capitalize on. For us, we’ve been steady going into our ninth year of operation, still growing year over year. Of course, that won’t happen this year. The jury is still out on whether we survive 2020. That all depends on what level of “bounce back” we see in the market. The local business community has been stellar in supporting us, as it has from the outset, but when businesses simply aren’t there, who can advertise? There are serious realities for everyone, in every business these days, not just print. Not a week has gone by when I don’t hear from 3-4 of my former colleagues asking what I am hearing. These people are spread out from London to Ottawa and North Bay to Niagara, to say nothing of my publisher friends from coast to coast. No easy answers, no magic bullets are in anyone’s arsenal these day. With Torstar, which is the dominant publisher in Ontario, the consensus seems to be everything but The Star will be whittled away - sold off or folded if financially marginal. What that means for who remains to be seen, even in this little fish bowl of Niagara West. My competitor here really isn’t here anymore. They parachute in a product to cover their territory but readers saw the writing on the wall there years ago. Eventually, those pencil scribbles will turn to pen and we will see what ultimate direction things take at that time.
