Dave Sharpe breached the Town’s code of con-
duct on many fronts. Several incidents stem from his attendance, comments and actions in support of the occupation of Ottawa during anti-COVID restriction protests. Additionally, as In-
tegrity Commissioner Michael Maynard conducted his investigation into Sharpe’s conduct, an additional component arose after an email from one of the four claimants in the case to council was circulated to a Facebook
group, which resulted in considerable “negative consequences” for the complainant. This generated a claim that forwarding a constituent’s email to council to the Facebook group was an act of reprisal.
Maynard gave Sharpe an opportunity to clear things up as Sharpe contended he was only sharing information with a group being discussed in the correspondence, but when Maynard asked See BREACH, Page 3

At the June 29 Committee of the Whole meeting, all but one council member in attendance voted in favour of the staff-recommended bylaw package, including zoning
updates to the Prudhomme’s development area, agreeing it meets the standards set in the provincial Planning Act, Growth Plan, Official Plan and the Niagara Region Official Plan. The new zoning by-law is tentatively set to be ratified at the Lincoln Town Council meeting on July 11. The vote came in at 6-1 in favour

of the new bylaw and Prudhomme’s development zoning updates, with Coun. Paul MacPherson the only one opposed. MacPherson said his main concern with the Prudhomme’s zoning update is with the added zoning for 18 waterfront homes on the West side of the development. Previous iterations of the plan included a larger park area where those dwellings are planned to be built. MacPherson said this new residential zoning takes away from park area and goes against his desire to see an uninterrupted waterfront park for everyone in town to enjoy. “To me, it’s a showstopper,” said MacPherson. “The loss of that piece of that of this destination is so significant that I’m not going to be able to support this proposal tonight.” Andrew Ligotti, civil engineer and land development consultant for Stantec pointed out that the waterfront itself remains uninterrupted with a continuous multi-purpose trail and park between the lake and the development. Other councillors wanted to be assured by developers on population density numbers for the project. Coun. Adam Russell wanted to ensure that there will be no future requests for alterations in zoning to increase population densities. “If you would have asked back in 2019 when this was approved, if the plan created back then was sufficient, I’m sure you would have gotten the same answer that there’s no
expectation for it to go higher,” said Russell. Matt Bruder, Town of Lincoln’s director of planning and development, said there are not unbridled densities or building heights that can be assumed for this project. “There are a variety of limiting factors,” said Bruder. “When we look at areas for redevelopment, we look at what that particular property can handle.” Bruder said these considerations can include infrastructure, traffic, shadows and wind studies. If the standards for these elements cannot be met, density cannot be increased. Russell also had concerns about the new zoning plans lacking an area for a sizeable grocery store in the area. “If we are trying to establish this as a whole community, it has to be considered. By leaving that out, it’s going to create an issue in other areas down the road.” To that, Bruder pointed to the high-rise towers as having flexibility for different types of commercial developments, including smaller grocery stores. “You have this vision of the large grocery store but it’s not the big monster that it was before. They are getting smaller in general,” said Bruder. “Even Walmarts that have traditionally been 200,000 square feet are being brought into the first floor of a high-rise tower and fitting into a 50,000 square-foot space.”

Proposed Changes The Town of Lincoln has initiated amendments to the Official Plan under Section 22 of the Planning Act, R.S.O. 1990, to implement recent changes made by Bill 13, Supporting People and Businesses Act, 2021 which permits municipalities to delegate authority to municipal staff to pass minor by-laws, as specified by an Official Plan Amendment. The Draft Official Plan Amendment proposes that the passing of the following by-laws be delegated to a committee of Council or an individual who is an officer or employee of the municipality: • the removal of Holding (‘H) provisions; • authorizing or extending the temporary use of land, buildings, or structures, including the approval of an agreement to implement the temporary use; • implementing a decision of the Committee of Adjustment; and • amending zoning to facilitate creating market rental and affordable rental housing. These changes are being proposed to shorten approval timelines by streamlining existing processes, remove administrative burden from Council, and facilitate the creation of market rental and affordable rental housing. Presently the Town has delegated authority to staff to approve several development approval processes. If the proposed Official Plan Amendments are approved, an update to the Town’s Delegation of Powers and Duties Policy No. CS-2007-02 will be required.

He appreciated the opportunities that Canada provided him and was never afraid of hard work. His working life was varied and included owning both a restaurant and a corner variety store, and later settling into the fur industry. From there right up until his death he owned and managed commercial property in downtown Grimsby. Nicolas was a keen gardener who loved his family, work, and the sport of football (soccer). It was a bit muggy but... Having covered dozens of major community events over decades gives one perspective. With that, it can be noted there was some level of surprise Canada Day crowds were not considerably larger this year. Yes, it was and sunny with rain a little threatening but it seemed from other years numbers were down by half, or more. Now, I was only at the events for 1-2 hours, and not late at night when fireworks or main attractions rolled out. Things were steady and well attended. Other events have packed ‘em in, so I thought Canada Day would be bonkers. All went great, just surprised things were a bit quiet. M.W.
Keep your eye on the ball As is typically the case 90 per cent of the time, there is a lot to unpack after Monday’s Grimsby council meeting. Of main concern to anyone in the community were the two reports filed by Grimsby Integrity Commissioner Michael Maynard. The first, which was passed by quickly - and should have been given it was a complete waste of time and money from the outset - was filed by your friendly neighbourhood Grimsby 5 in an attempt to claim Mayor Jeff Jordan and Coun. Reg Freake had a conflict of interest in hiring lawyer Gary Graham to deal with the biodigester fiasco. Now, there are actually new people to the community who will see that word and really don’t even know what a biodigester is, or what it is about. Good! Maintain that biodigester naïveté at all costs. You’ll sleep better. That noted, you should know, the project blew nearly $20 million of Town of Grimsby money via its biggest asset, Niagara Power. All but Coun. John Dunstall - who was a part of the problem, not any solution ever - were elected in 2018 in an attempt to clean house, get people in there who could move the Town forward and make those accountable for urinating away so much in taxpayer dollars. The move by The 5 to see and create things which simply were not there has
MIKE WILLISCRAFT proven to be nothing more than a stall tactic wasting even more tax dollars as - from all anyone can see absolutely zero has transpired with the Town’s civil suit which was filed to help the municipality recoup some, if not all, of the millions of dollars blown. Simply, Maynard noted the complaint is too old to even bother investigating. So full stop right there. Now that it is done, let’s see The 5 step on the civil suit accelerator now instead of the brake. One the second matter, let’s just say Coun. Dave Sharpe stepped in “it”... over and over again to the tune of a host of code of conduct breaches, according to Maynard. The IC complaint was jointly filed by four residents and centred around comments Sharpe had made on a Facebook page which identifed him as a Grimsby councillor. As well, there were issues with comments made during live stream posts made during three successive trips to the Ottawa oc-
cupation by anit-COVID restriction protesters. For now, you can read the report itelf on: wn3.ca There is a special meeting set before a public meeting on Monday, July 18 at 5 p.m. for council to deal with the matter - including Mayard’s rare recommendation to suspend Sharpe’s pay for 15 days as a result of his actions. Part of those actions admitting to forwarding an email sent from a resident to town council dealing with Sharpe’s conduct to an anti-COVID restriction Facebook group - was interpreted by Maynard as an act of reprisal against the resident causing signficant “negative consequences” for that resident. Maynard did not offer any recommendation there, as it was just a sideshow to the original issues, but he outlined the guidelines for council to review and deal with when digesting the report. Now, that rolls us into the July 18 meeting. Get your popcorn ready for that one, ladies and germs. Aside from the major issues to be considered - and there are many - it will be interesting to see how his fellow Grimsby 5 mates will try to blow off Maynard’s findings. As well, it will be interesting to see if they cut bait pre-election and get on side with “normal” conduct of a councillor who is supposed to represent the interests of their taxpayers. Mark your calendar...and just 109 days until Oct. 24th’s election.

O’Farrell helped build Grimsby foundation with stone A couple of weeks ago, I felt sure that I had told the whole story of the O’Farrells, but I was wrong. This week, I had a phone call from Beverley Lipsitt reminding me that I left out an important part of the story. “I thought everyone was aware of that and it didn’t need repeating,” I assured Bev. “But there are so many new people in Grimsby,” Bev reminded me, “They won’t know the story, so you should tell it.” So here it is: In the latter half of the 19th century, many

By Dorothy Turcotte skilled stone workers came to Canada from Ireland and Scotland. They came to take part in construction of stone buildings – churches, banks, bridges, legislative buildings. One of the notable masons in Grimsby was Patrick O’Farrell who had brought his family from County Donegal, Ireland. As head of one of the first Catholic families in Grimsby, Patrick O’Farrell offered to supervise the construction of
the little church on Patton Street. In fact, he also provided the stone for the building. Projects such as these often involve disagreements, and not everyone was pleased with the building. O’Farrell learned later that the stone had not been paid for, and it is said that he never set foot in the little Catholic church again. Patrick and a large part of his family became parishioners of St. Andrew’s Anglican Church. Some deny Patrick’s change of faith, but there is the proof in the

transcription of St. Andrew’s cemetery. Because there were many O’Farrell/ Farrells in Grimsby there are different versions of this story, so you can choose whichever one appeals to you. Patrick O’Farrell was a well-known stone mason, and often went to work dressed in his black coat and stove-pipe hat. Every profession had its identifying costume. Bev Lipsitt’s daughter Pat Lipsitt has the chest in which Patrick brought his tools to Canada! What a wonderful genealogical treasure.
