Konkle Creek rehab still trickling along By Tristan Marks NewsNow The extensive work done on Beamsville’s Konkle Creek reconstruction is right on target with the only thing needed to ensure completion is funding approval. An open house was hosted last week at the Fleming Centre to give
the public an update on where the project is at and what remains to be done in Phase 2 of the project. The Thursday, June 27 meeting included story boards of work already completed in 2018 for Phase 1. This reconstruction effort was initiated due to growing erosion along the creek which was threatening
nearby property. Konkle Creek was a straight channel but – as the adjacent land became developed – more and more water flow was diverted into it increasing the flow and capacity. Some residents in attendance noted concerns over the current state of the creek. Many specifi-
cally touched on the dangers posed by creek’s increasingly rapid flow. They asked how the new design could solve this problem. Jeff Doucette, a coastal & river consultant working on the project said the increased water flow made the creek’s natural tendency See CREEK, Page 3

A plethora of kids’ activities, tons of great eats. Whether attendees were basking in the sun taking in some live music, or relaxing in the shade with an ice cream cone, all enjoyed a perfect day at the park.

From Page 1 to curve and meander more pronounced, which lead to the erosion problem. “There’s more flow now than when the channel was first straightened,” Doucette said, acknowledging the flow issue. “The creek wants to go back to how it was originally. We’re trying to work with the natural process than try to contain it.” Working to alleviate that, phase 1 consisted of expanding the creek and digging out a new channel with a natural curved pattern. The creek’s
floodplain was also widened. Pools and ponds will be added in Phase 2 meant to contain any overflow. Doucette explained that by adding a space for overflow, the creek will flow less rapidly. “This slows down the flows and therefore the erosion,” he said. Phase 2 will also add in a new, multi-use trail that will run next to Konkle Creek. It is slated to be completed in 2020, subject to budget approval by Lincoln council. Engineering services will spend 2019 planning for the final phase and meeting with residents to determine private property impact.

Here is what you need to know about the FTHBI; The FTHBI is designed to help qualified first-time home buyers with affordability, as the incentive acts a downpayment boost. A larger downpayment means a lower monthly mortgage payment. This FTHBI is a “shared equity” concept, whereby the Federal Government will have an ownership stake in the property, in the form of a second-position mortgage registered against the property, with a 25-year term. The incentive is not interest-bearing, and it does not require any ongoing repayment. However, one must repay the incentive after 25 years of occupying the home, or when the property is sold (whichever comes first). The amount owing at time of repayment is based on the home’s fair market value. The incentive can be repaid at any time without penalty. To be eligible for this program, a first-time home buyer must already have the minimum 5% downpayment. With a 5% downpayment already saved or gifted from family, one then can apply for this 5% or 10% shared equity mortgage. The minimum 5% downpayment cannot come from borrowed funds, such as an unsecured line of credit, or a personal loan. Qualified first-time home buyers are those with annual household incomes of up to $120,000. If you and your spouse or co-purchaser earn more than $120,000, then you are not eligible. The total borrowing amount is limited to 4 times the household income. The mortgage must be eligible for mortgage default insurance, and it must be for greater than 80% of the property value. April 26 1941- June 24 2019 Ken passed away at Kensington Hospice in Toronto on Monday June 24. Born in Grimsby to Richard Gordon and Annie (Middaugh) Dawe. Survived by his brother Donald and wife Gloria, their children Sheri (David) and Jason. Nieces Natasha and Katelyn and many loving cousins and friends. He grew up on a fruit farm in Beamsville and moved to Toronto and he travelled through Europe and South America. He settled in Toronto and was a freelance copy writer. At Ken’s request, there will be no funeral service.

She has her big brother Xander who is excited to watch her grow and her angel sister Ella who will be watching over her. Quiet Friday music to ears The silence on the regional review front was music to the ears of many in Niagara West last week. Friday was the initial launch point for findings from the months-long regional governance review. It seems the final report will not make its way to the provincial government until later in July now. Whether that delay is “real” or planned give the blow up of the Dean French - now the departed chief of staff for Premier Doug Ford - issues last week is unknown. One thing is for sure, the business folk in St. Catharines who hired a buddy of French’s to work an inside track to the premier in an attempt to get a one-tier Niagara won’t be happy. Anything with a hint of French attached will be scuttled now. So, still we wait. M.W.
Now, that’s a loss West Lincoln Memorial Hospital will be losing 50 per cent of its voice at the Hamilton Health Sciences board table effectively immediately. Kurt Whitnell has resigned his position on the board effective immediately. Whitnell, along with Mary Volk, have been stalwart supporters of WLMH since the two institutions amalgamated in 2013. Given how the board and HHS management have conducted themselves of late it is a miracle of miracles these two have hung in this long. Whether it has been the fudging of need - more specifically timing of work which all recognize would “need” to be done if a rebuild were not imminent - or the non-existence of basic hiring procedures, HHS has provided an endless stream of causes for consternation. Whitnell resigned his post Tuesday morning. He called to let me know citing the evolution of professional commitments which are coming down the pipe necessitate his departure. Aside from being excellent defenders of the faith in the face of comedic management - if it were not dealing with such serious matters - Whitnell and Volk are Grimsby residents. They link back to the last WLMH board, pre-amalgamation. They know the community. They understand the deep connection to the hospital and the appreciation residents have for it and its staff. It is clear most on the HHS board do not, or we would not have the quagmire we have now. Going all the way back to last October, if what they had purported all along really needed to be done as immediately as
MIKE WILLISCRAFT was explained to us peons, the board could have just taken the very initial outline given in the engineering study, planned the work, tendered for it, awarded it and completed it all with a few weekend closures and a couple of very short-term extended closures. But no. We’ve seen the direction and spin fully rebooted at least three times until a formula could be arrived at which necessitated a longterm closure of the operating rooms (minimum six weeks when implemented) and managed to stretch out a process which could have been very simple and public friendly. Nope. In most respects, HHS has succeeded in one thing. It outlasted the community which just doesn’t want to hear any more. It has gotten to the point where most believe HHS will just do what it wants and whatever gets plowed under in the process is just collateral damage. Residents are simply looking to the future, hoping the rebuild will come and, with that, hoping there is some staffing infrastructure left with which to staff the place. Too bad Whitnell won’t have an opportunity to be part of that day given all he had to put up just to nurse things this far.
******* These weeks with a holiday Monday are always tough for us. Same amount of work and one less work day in which to do it. Regardless, I made a point this week of surveying virtually everyone I talked to about last week’s column. Do the Town of Grimsby, if legal advice says it should proceed with a civil claim against former Grimsby Energy et al board members/managers regarding the biodigester debacle OR, simply, turn the other cheek and move on? This week, my information survey was about 75-80 people, but it included the exponential factor of those spoken to by these folks. Most said last week’s column had been discussed at the dinner table, in backyards with friends and at Canada Day parties. I have no way of knowing what the total number of those canvassed may be, but I do know, again, not single one wanted to give them a free pass. I know a lot about the goings on with the Sobie Road mess going back over three years of research, too much. A ton of it does not pass anyone’s smell test. Little of it has any common sense to it whatsoever. But what I do not know, is does it constitute a legal infraction, civil or otherwise? Stupidity is not a crime. Lack of judgment is not a crime. But we are not talking about crime. We are talking about liability. You get into terms like breach of fiduciary duty, breach of statutory duty, negligence and unjust enrichment pretty quick and all that is above my pay grade. As noted last week, if legal experts say “go”, I’d be going.

Chamber golf proceeds disbursed The Lincoln Chamber of Commerce donated the proceeds from its 2019 Mayor Easton’s Golf Classic to several charities last week. Niagara Community Foundation (NCF) and several organizations selected by Lincoln Mayor Sandra Easton were on hand for a cheque presentation at Fleming Centre Li-
