Michael Ford, Minister of Citizenship and Multicultur-
alism, was a very engaged student Thursday during a tour of Grimsby’s heritage jewel with Niagara West MPP Sam Oosterhoff. “When it comes to supporting heritage, it’s a priority for our ministry,” Ford
said, adding grant opportunities are available to assist with preservation and maintenance of the 1798 heritage home and ensuring that the museum is made aware of funding options. “I see heritage and the
foundation that has created on our province, and the importance of protecting it for generations to come.” The tour was one of four stops across Niagara including the British Methodist Episcopal Church Salem

Lincoln approved 2.9% tax increase for 2024 Lincoln council approved a 2.9 per cent tax increase for 2024. The budget balances solid and sustainable financial management with continued investment in the community, said Lincoln CAO Mike Kirkopoulos. The Town of Lincoln’s Committee of the Whole approved the 2024 Capital Budget on Nov. 29 and the Operating Budget on Dec. 11. The budget includes a motion to investigate multiyear budgeting and another to investi-
gate the viability and impacts of offering a property tax rebate or discount for lowincome Seniors and households. Town staff have been directed to report back on both motions within the first quarter of 2024. Lincoln’s 2024 Budget will see 2 per cent dedicated towards capital projects and 5.9 per cent to the operating budget. Overall, this translates approximately to a 2.9 per cent property tax increase related to the Lincoln
portion of the tax bill. Lincoln’s tax bill accounts for three agencies. In addition to the Town of Lincoln’s portion of the tax bill, property taxes pay for the delivery of services by the Niagara Region and the school boards. The Town of Lincoln accounts for 37 per cent, Niagara Region for 52 per cent and School Boards for 11 per cent. The Region and School Board impacts on the tax bill have not yet been finalized.

One driver in 350 fails in RIDE A RIDE program stop on Saturday resulted in one failed test after about 350 vehicles were stopped. Niagara Regional Police conducted the spot checks in the St. Catharines and Niagara-on-the-Lake. Throughout the night, officers stopped approximately vehicles
and inquired if any of the drivers had consumed any alcohol or drugs earlier in the evening. In total, 10 drivers had to provide a sample of their breath for analysis. One driver provided a sample which resulted in a “Fail” and was subsequently arrested.

What is an Official Plan The Official Plan is an overarching land use planning document for the entire Town. It implements the community’s overall vision for growth and development. The Official Plan addresses such issues as housing, the natural environment, heritage preservation, employment needs, agriculture, commercial services, tourism, parkland/recreation, servicing and transportation.
About the Official Plan Review Project The Town’s current Official Plan was approved in November 2016 and since then, the Province has made significant updates to the Planning Act, amendments to the Clean Water Act, and released a new Growth Plan, Provincial Policy Statement, Greenbelt Plan, and Niagara Escarpment Plan. In addition, the Niagara Official Plan was recently approved in November 2022 and provides direction for the growth and development of all of Niagara Region with a planning horizon to 2051. The Town of Lincoln is undertaking a review our Official Plan to bring it in conformity with the latest provincial policies and recently approved Niagara Official Plan, as required by Sections 26 and 27 of the Planning Act. The Official Plan Review is also being undertaken to ensure that the new Official Plan addresses significant locallyidentified issues, reflective of community goals and objectives. Wineries more competitive with tax elimination While the Ontario government announced measures for wider beer and wine sales last week, a long-lobbied elimination of a 6.1 per cent tax on wines is a popular decision for those connected to the industry. The announcement was made last Thursday, Dec. 14. Since 2017, Town of Lincoln council has advocated for taxation reform to support Ontario Craft Wineries, including the 6.1 per cent mark-up. “If the new legislation is passed, it would be a huge win for the 50-plus winWHITE

PENTON, Peter Douglas
It is with heavy hearts the family wishes to share the news of Peter’s passing at West Lincoln Memorial Hospital, on Wednesday, December 13, 2023, at the age of 82. Loving and devoted husband to Gail (nee Cushnie) for 60 years. Cherished father to Carolynn Penton (Bill Roberton), Kelly Penton (Karl Herdman) and Kimberly Penton (Mike Cioffi). Adored Papa of Kyle Roberton (Natasha Bush), Kevin Roberton, Liam Roberton, Lucas Herdman, Nicholas Herdman and Kelsey Herdman. Dear brother of Paul Penton (Barbara); brother-in-law to Kit (Bill) Mol, Kenneth (Kathy) Cushnie, and the late Bruce Cushnie. Peter was a long-time member of Twenty Valley Golf and Country Club and Grimsby Curling Club. Peter had a great zest for life. A consummate people person, his sense of humour, kindness and generosity made a lasting impression on all who knew him. A proud member of Local 67, Peter enjoyed his long career in the construction industry with Adam Clark and ES Fox. A huge thank you to all the staff at West Lincoln Memorial Hospital for their kindness and support. Cremation has taken place, and a Celebration of Life will be held at a later date. If desired, memorial contributions to the Canadian Cancer Society or Heart and Stroke Foundation of Canada would be sincerely appreciated by the family. Peacefully, after a brief hospital stay the Lord called home our beloved husband, father and grandfather, Arie (Eric) Stieva aged 84 years He will be dearly missed by Grace his beloved wife of 60 years, his children, Bryan & Catherine, Bernice, James & Lisa, and his grandchildren, Madeline, Zachary, Eleanor, Jacob, and Jack “... the Lord will watch over your coming and going both now and forevermore” Psalm 121
Born in Aalsmeer, The Netherlands, Eric immigrated to Canada with his parents and brothers, in April 1953. Making his home in Beamsville and Grimsby, Eric was known by many in the community through his business Stieva Painting and Decorating and his work at the Beamsville Relay Station.
Eric loved spending time with his family, working in his garden, woodworking, and going on road trips. A quiet, kind man, Eric enjoyed reading and discovering how things worked. He was always willing to lend a hand with fixing or building things; he was the one you called to help you figure it out and to borrow the tool you needed. He also enjoyed the beauty of creation and could often be found sitting on his front step, listening to the birds, admiring his garden and watching the world. Loved ones were always welcome to sit alongside him. He was deeply loved and will be dearly missed. The family wishes to send special thanks to the ICU medical staff at West Lincoln Memorial Hospital, for their excellent care. In lieu of flowers, donations to West Lincoln Memorial Hospital Foundation or the Canadian Cancer Society are appreciated.

Visitation took place on Friday, December 15, 2023 from 2-4pm & 6-8pm at Vineyard Canadian Reformed Church, 4628 John Street, Beamsville. The funds were donated on behalf of long-time coach and friend Mike Haurilak, who died at McNally earlier this year.
Great to see West Lincoln on board West Lincoln, like our other Niagara West member communities, is growing. Over years, it will be trickier and trickier to build and maintain the warm friendly community on which its history has been built. Nobody can force new residents to become active and connected to the community, but presenting opportunities such as the inaugural New Years Levee on Satuday, Jan. 6 is a great first step. Hopefully new and long-term residents will turn out for a simple chance to meet and chat. M.W.
Apologies to Clement C. Moore Twas the night before Christmas and all through the plant, Not a pressman was stirring, their work was now scant. The stockings were hung in the lunchroom with care, In hopes Christmas paycheques soon would be there. Metroland families were all snuggled hoping for gifts, While company execs planned their huge grift! Back home in Grimsby we were ready to nap, Catou in her ‘kerchief, and I in my cap. When out in the livingroom, there arose such a ruckus, I sprang from my bed to assess this new fracas. Away down the hall, I flew in a big hurry, But as soon as I saw the TV I knew there was no worry. The moon on the breast of the new fallen snow, Just meant I left the TV on and council full of woe. They’d gone late again, and the wheels were off, Finger pointing, heckling, many did scoff. Then out on the lawn to my wondering eyes did appear, But a sleigh, reindeer and little ol’ driver, I could see him quite clear. More rapid than eagles, his demeanor changed, Through the window, he’d heard harsh words exchanged. Now stop! Now quit it! Now you’re out of line! Point of Clarification! Point of Order!

I heard him exclaim as he fled the scene, Merry Christmas to all and rest easy to Elizabeth, you were a tremendous Queen! ******* We are about to close the books on another Christmas season, marking the 28th time I have caused Clement C.
