Main St. E. in Grimsby. A crowd at the public meeting which filled town hall to capacity - doors were locked at 5:55 p.m. - heard a consultant for the Homes By DeSantis proposal
for the property at Main Street East and Nelles Road outline several concessions from its initial proposal. • Instead of five storeys, design has been reduced to four;
• 148 units have been reduced to 137; • There would be 305 sq m of commercial space, and; • The number of parking spaces would be reset to 210 with
the vast majority underground, 32 above. “We have proposed several modifications,” said consultant John Ariens, adding a key one for many. “At our own pub-
lic meeting, there was skepticism that a house that old (as the Grout Nelles House at the site) could be relocated....We will retain it where it is.” See CONDO, Page 2

One point which generated a murmur through the packed house was Ariens noting the square footage of the studio units would start at 500 sq ft. While some said that seemed too small, Ariens noted DeSantis’s market research showed they expected the building to sell out in 48 hours once sales opened. Several spoke against the proposal, some who simply wanted to see no more than town homes on the site. Ron Schroder, who spoke on behalf of 190plus citizens who have signed onto a group called Save Main Street, said, “We are not averse to development but we want it to be consistent with the Official Plan and be consistent with heritage on Main Street.” Stacy McNeil noted, “It’s just not going to work”, for several reasons, chief among them for him was the parking limitations. The proposal outlines 1.09 parking spots per unit, but McNeil said 1.5 should be the target. The key, recurring concerns revolved

around density and potential resulting impacts on infrastructure and traffic patterns. While Ariens showed a traffic study which outlined minimal changes to traffic patterns, residents would have nothing of it. Karl Gonnsen outlined the proposal is nearly double what is allowed under current Town bylaws. “Yes, they have reduced the project by 11 units but I don’t think that is going to be enough,” said Gonnsen. “It is four times the allowable number under medium density and twice the units in high density. This is major, major intensification.” Homes By DeSantis owner Gabe DeSantis clarified an issue relating to his donating of space to Gillian’s Place, which supports abused women and their children. The ground floor he is donating to them is for administrative uses and boosting their profile, not as a shelter itself. Further, he said he will open a process for request for proposals for space on the second floor to be used by a successful community group applicant. “We are willing to work with everyone. We will continue to move forward with our vision, but anything can be changed,” said DeSantis.

Flat $3 fares, door-to-door service where needed, professionally trained drivers, one flat fee for the municipality...sounds like the perfect start to a transit system, yes? Generally speaking, Grimsby council thought so as it listened to a pitch from Matt Robinson, director of GO implementation for Niagara Region and Robert Salewytsch, program manager, transit services, Niagara Region. “In my experience, if something sounds too good to be true, it is. So what’s the catch?” asked Coun. Reg Freake. The $250,000 ask from the Region is not small change, but as Coun. Lianne Vardy noted, that amount is essentially what Grimsby was discussing as a potential cost for a trans-
portation pilot project. It was noted Pelham and Lincoln have already signed onto the project. For Lincoln that will mean the end of its ULinc transit program. At a cost of subsidizing each ride to the tune of nearly $132 each, many may be happy to see it go. Salewytsch said the positives are many: • flat hourly rate, which means flat cost fares, which can help boost ridership • guaranteed annual service hours • professional drivers • regulated insurance, and • Monitored maintenance and cleanliness. The supplier of the proposed service - Via - has a service contract with Mercedes Benz. Seven-passenger Mercedes vans will be used for the service, which will include in-town rides and inter-
municipal rides as well (at a different fare structure). Riders will be able to go from any point in Niagara West to any destination in Niagara West, said Salewytsch. The suggested fares are $3 for intra-municipal rides and $6 for inter-municipal. There will be points for pick-ups, but riders will have a profile created in which they can register for pick-up at their door if they are in an area with no sidewalks, there is poor weather, or they are physically unable to walk to the pick-up point. Salewytsch said the Region is looking for Grimsby - a presentation is imminent at West Lincoln council, too - to sign on for a year, with another one-year option. Grimsby council referred the proposal to its budget process.

Lincoln approves 5.99% increase for 2020 budget The Town of Lincoln settled on a 5.99% tax levy increase for its 2020 budget. This was approved with a unanimous recorded vote at the town’s council meeting on Monday. This with the Region’s 2020 tax levy brings the blended tax rate increase to 5.3% for Lincoln residents. This comes to a total tax increase of $63.89 on properties assessed at $100,000. Mayor Sandra Easton said that this tax reflects the town’s current positive economic status. “This budget supports a period of growth in Lincoln,” said Easton, adding that such growth requires infrastructure and “calculated, careful risk”. Items in the budget include:
• “living wage” increases for municipal employees such as crossing guards; • adoption and implementation of a new tourism strategy, including the hiring of a full-time tourism coordinator position; • and major construction projects supporting infrastructure upgrades such as Prudhomme’s Landing, among other items. “The 2020 budget is a continued effort of sound investment in Lincoln,” said Coun. JD Pachereva, chair of the budget committee. “It has minimal impact to our taxpayers as the majority of projects are funded through development charges, reserves, and long-term borrowing.”

Festive RIDE program continues in Niagara Niagara Regional Police continued its RIDE sobriety spot checks as part of its Festive R.I.D.E. campaign last Friday. Throughout the night, officers stopped approximately 300 vehicles and questioned the drivers whether they consumed any alcohol or drugs. In total, 14 drivers were required to provide samples of their breath for analysis. As a result, one driver provided a sample in the warning
range and subsequently had their licence suspended for three days. Officers were happy to see the number of people who chose to find alternative means of transportation after they consumed alcohol and/or cannabis throughout the night and hope that this continues throughout the holiday season and beyond. The NRPS remain committed to reducing impaired driving
offences through education and the apprehension of offenders through enforcement programs like R.I.D.E. Impaired driving is still the leading criminal offence causing deaths in Canada. This initiative has been made possible, in part, as a result of grant funding from the Ministry of the Solicitor General as part of the Reduce Impaired Driving Everywhere (R.I.D.E) program.

Region passes 5.92% budget increase Niagara Regional Council approved a 5.92 budget increase for 2020 last week. Regional officials said the new budget balances the need to maintain core services, deliver critical infrastructure and protect the community. Challenged with costs downloaded from the province, required capital investments, as well as facing a need to support growth in population and employment, the budget plan is sustainable, transparent and service-focused. Three components make up Niagara Region’s budget: the levy operating budget, the rate operating budgets and the capital budget. The 2020 Niagara Region levy operating budget contains an overall property tax increase of 5.92 per cent to the taxpayer. For the average property assessed at $277,044, the Regional portion of the tax bill will increase by $86, totalling $1,602 in 2020. This budget increase allows the regional municipality to make strategic investments that support economic and residential growth and ensures Niagara’s most vulnerable citizens are cared for. The 2020 budget includes a separate 1.54 per cent levy for the redevelopment of two long-term care facilities. Regional council also approved a combined rate operating budget increase of 5.15 per cent for water and wastewater services.

Our co-op Brianna was helping run it and she said everyone had an amazing time and she heard nothing but positive comments the whole evening. Polar bear dippers ready for New Year’s Day plunge On New Year’s Day, Grimsby’s Bal Harbour Beach will play host to a bizarre, yet exhilarating sight. At exactly 2 p.m., a herd of strange creatures will rush together into the freezing waters of Lake Ontario. No, the town is not facing a sudden migration of cold water lemmings or arctic penguins. These are human beings participating in the 12th annual Grimsby Polar Bear Dip in support of McNally House. “It’s all about getting into freezing water,” said event organizer David Munford. Participants must show up to the beach starting at 1:30 p.m. to register. Registration is $25 and requires a form that can be completed on location or ahead of time by downloading it from grimsbypolarbear.ca. As with previous years, the dip’s proceeds will be donated to McNally House. Munford also has some advice for any first-time polar bears. “Make sure there are some warm
clothes nearby,” he said. “It’s also a good idea to wear a pair of footwear into the water. The rocks might be smooth but, in the cold, they hurt.” This year also marks an important milestone for the long-running event. Munford is stepping down after this year and seeking out a successor to keep the Polar Bear Dip going into 2021. “Honestly, it doesn’t take a lot of work,” he said. Munford explained that anyone looking to take over would mostly have to prepare the site for the event by clearing any ice and make sure that the registration money is sorted out to be presented to the recipient charity. “It’s a bit of work getting things setup but it’s all worth it to see a mass of crazed people charging into the freezing cold water,” he said. Every Friday, the store is open to knitters, crocheters and other stitchers from 1:30-4:30 p.m. and 6:30-10 p.m., each for a fee of $2. All of the proceeds from these events go to support Gillian’s Place.

Peach Kings host Riverhawks, Hawks next two Fridays Coming off a tough 1-0 loss, the Grimsby Peach Kings will also be on the back end of back-to-back games Friday, Dec. 20 when they host the Niagara RiverHawks at the Peach King Centre.

By Cindy MacDonald For NewsNow Generally speaking, there is no such thing as “business as usual” when you work in a hospital. Every day brings new experiences, opportunities and challenges. Patients come to us with varying needs, each requiring different amounts and kinds of care. Just as no two patients are the same, working in an aging facility undergoing infrastructure changes means no two days are the same either. We’re grateful for the government’s commitment to build a new WLMH,
OPINION highlighted by Premier Ford’s visit a little more than a year ago, and for local leaders and community members who continue to contribute toward the hospital’s future. We’re also grateful for investments being made in our current facility, which has enabled significant safety renovations during the past year. The government has provided support for urgent upgrades to the operating rooms and endoscopy reprocessing area, so they meet the safety standards required to provide

patient care until we get a new hospital. Long overdue updates are also being made to mechanical systems at the hospital, like upgrading elevators, adding new boilers and back-up generators, and updating electrical systems, to ensure it can function without unplanned closures. These renovations are disruptive. The work is messy and will take many months. This impacts our patients, it’s also had a negative impact on the staff, nurses and doctors at WLMH. Unfortunately, the renovations are necessary to keep the hospital open, and we’re trying to do the best we can to stay focused on the future. Despite all of the commotion and change, I’m proud to say that everyone’s first commitment is always to the patients we serve. This has remained steadfast. Each day, I’m thankful for the
knowledgeable and compassionate staff, nurses, physicians and auxiliary who continue to take care of patients and their families, while working around construction interruptions and enduring the personal impact of the hospital’s renewal. During the past year, I’ve seen many examples of individual and collective flexibility and professionalism as we work through these temporary obstacles. Everyone, regardless of their role or where they work at the site, has stayed focused on doing their job so that we can provide patients with the best care possible. I’m grateful to be working with a team who are so dedicated to the community they serve, now and as we plan for the future together. That’s our business as usual. Christmas message not appreciated Dear Editor, I write this note, for the general public that may share my views, and to all politicians holding any position in this locale. I have heartily, in recent years, expressed my political perspective towards the unfortunate climate we find ourselves in. As a generally non-political resident of this lovely wine country however, I’ve found it my duty, as a mature and caring woman, to attend Sam Oosterhoff’s ‘coffee date’s and anti-abortion rallies. Attending as an antiprotestor, so that I may help to combat religious views seeping into the fabric of a democracy that I have come to appreciate, and raise my daughter in, that was brought upon the hardships of so many strong women, and liberalminded men, for this last century. I do not participate in organized religion of any kind; however my beliefs and way of life are that of faith, generosity and love. Divinity resides within
LETTER one’s self, in my opinion, and I do not require an organized, archaic conditioning to teach me, or my family, right from wrong. Therefore, I was extremely appalled when sifting through my mail, I should discover a card from the youngster (Sam) and his new bride, wishing me a Merry Christmas along with a quote from the Holy Bible! I happily receive, and in turn, wish people Merry Christmas, even though I observe non-Christian joy during the Yule season, without issue. Also, I wholeheartedly wish others their appropriate celebratory greetings, if I happen to be aware of their particular background or beliefs. A politician however, sending me a hard copy of a quote from the Bible, I find enormous issue with. How are we tolerant of this religious propaganda being forced upon us within our homes, whilst being
told that we must be intolerant of a female’s right to do what’s best for her mental and physical health? Or a same sex couple that loves each other, thought to view themselves as sinners? It’s quite plainly, wholly unacceptable. My vote was indeed, never for Sam, or any conservative in this recent non-progressive societal perspective they seem to be leaning towards. In fact, when receiving a text to my cell phone asking if the conservatives had my vote, I believe my electronic response was exactly ‘HELL NO’. I’m quite sure Sam and his office has the data and technological ability to know their followers and supporters. I strongly suggest they focus on that group of sheep when vastly mailing opinions of patriarchal religious brainwashing, hidden under the guise of Christian well-wishing. Peacefully at Albright Manor, on December 10, 2019, at the age of 92. Born in Guelph in 1927, he was the 11th of 14 children, and the last surviving member of his siblings. Jim was predeceased by his wife Meryl (Topp) in 2009. He will be forever missed by his daughter Debbie (Larry) Hipple and son Dale (Valerie) Hatch. No, not council, the community, silly. Grimsby, Lincoln and West Lincoln are like my kids. I love them all equally, but the hell raiser gets the attention. Lincoln has been the golden child of late, but this tourism direction they are taking is a head-scratcher to me. I understand it, to some degree, but when municipalities are going to great lengths to divest themselves of costly overhead, Lincoln is taking on a major file in tourism development which had always been done at the regional level - at least since I arrived in 1995. Now, the Region has been in disarray in this area since NETCorp was dissolved, but for Lincoln to dissolve the Twenty Valley Tourism Association - a private, member-driven organization - and absorb it into a new tourism marketing organization paid for by the taxpayers is akin to a salmon swimming upstream. Sure, that salmon may get where it’s going, but that would be the last route - and a route that encompasses St. Catharines in Niagara West no less - which was recommended. We’ll watch how that initiative develops. Grimsby council, less twiddling please Dear Editor, Two takeaways from Monday night’s Grimsby Town Council meeting: First, the director and the program manager of GO implementation for the Niagara Region made a presentation in favour of “On Demand Transit.” Fortunately, we can give the proposed seven passenger van service a try, using our own cars, before spending the $250, 000 requested by the Region. Here’s how: Do a shop at the Real Canadian SuperStore. When finished pretend to make a phone call. Twiddle your thumbs while you wait an hour. Then load your bags into your car. Instead of heading directly home, drive randomly throughout Grimsby making four unnecessary stops. Head home, but stop at the nearest street corner. Park your car. Unload your bags and carry them as you walk home. Pay yourself approximately $3. Repeat as necessary, but if you do it too often, extend your thumb twiddling time, after your phone call, to “maybe an hour and a half” to ensure the Town’s contribution is no more than $250 thousand. The second brilliant idea is found under the innocuous report headed “FIN 19-26 Revenue Generation Options.” Council has now decided to ask the Town CAO and the Finance Director to evaluate “Every” Town Property Asset for possible sale. Apparently, after the biodigester sale, as a community, we do not need to hold a fire sale. But, evidently, we do have urgent needs and wants, including our contribution to the hospital rebuild, and a new gymnasium with a walking track. One Councillor, with a Rec and Parks connection, even suggested selling the Livingston Activity Centre so developers could
LETTER build “more stores.” Not every piece of property owned by the Town is a legacy asset; but let’s consider we could not easily replace any of them in a market value competition with Developers. Once sold, each will never be replaced, and once spent, the money will truly be gone. While reasonably priced public transit op-
tions are needed in our community, this “On Demand Transit” proposal is clearly not the answer. Not for cost in personal data to be collected by the Region and by a Private Contractor; and certainly, not for an investment of $250,000. Our Council, like Nero, seems to prefer fiddling while citizens are left twiddling. In each case, someone gets burned. Stacy McNeill, Grimsby
