The Office of the Superintendent of Bankruptcy Canada reported that there was an increased number of insolvency filings in October 2019. (Insolvencies include bankruptcy and proposal to creditors.) October 2019 insolvency filings increased by 13% compared to October 2018, and the increase in insolvency filings year-over-year was almost 9%. This news does not shock nor surprise me - I anticipated it. When the Federal Government introduced the mortgage qualifying stress test for mortgage renewal and refinance applications, many existing homeowners discovered that they no longer qualified with their bank to consolidate their non-mortgage debt. Lincoln poised to extend cannabis control bylaw Lincoln’s Planning & Economic Development committee has put its support behind extending the Town’s interim control bylaw regarding cannabis at its Monday meeting. If passed by council at the upcoming Dec. 16 meeting, the interim bylaw would be extended for an additional six months past its original expiry date in January 2020. The motion carried without much debate. Coun. JD Pachereva asked if the length of the extension would give the town enough time for its cannabis bylaw regime to be ready. “Will six months give us enough leeway?” asked Pacherava, adding that the Town would only have one more opportunity to extend the bylaw after the six months are up. Associate director of planning and development Matt Bruder said that the Town
had to seek a balance between enforcement and push back. He warned that the interim bylaw becomes open to court appeal after extensions. “We don’t want to go too far,” said Bruder. The ongoing struggle to control cannabis production in Lincoln and the rest of West Niagara made its way to the House of Commons as well. Niagara West MP Dean Allison spoke about the “common challenges” affecting his Riding in the House on Monday. “First, the odour and light pollution produced by cannabis greenhouses and second, issues presented by cannabis co-ops,” said Allison. “I heard my constituents loud and clear prior to and during the campaign. They asked me to take further action on these two issues, and I will continue to do exactly that.”

Lincoln proactive on Prudhomme’s The Town of Lincoln has added community improvement grants to its Prudhommes Landing wishlist. The Town’s Planning & Economic Development committee heard a staff pitch for a community improvement plan (CIP) for the Prudhomme’s Landing development at its Monday meeting. The CIP proposes creating a system of Tax Increment Grants (TIG) to be awarded to developers who plan for and meet exacting standards set by the Town. This was pitched as a way to “meet specific objectives” for new high-density, commercial and mixed-use buildings. Being a TIG, the money awarded to the developer would come from the portion of the taxes gained from having the higher standards met. However, not all of council was on-board with the pitch. Coun. Adam Russell said the proposal “raised a number of red flags” for him. He said that CIPs tend to be for improving existing areas, not new, “blank slate” developments. Coun. Dianne Rintjema also said she was “uncomfortable” with the idea, pointing out there are no existing case studies of a CIP being applied to a new development on which to base the program. Both Mayor Sandra Easton and Coun. JD Pachereva spoke in favour of the proposal. Pachereva said he would like to see the CIP go even further. “I want more,” he said.

Santa brings smiles to thousands at Grimsby Santa Claus parade Spirits were high for Grimsby’s Santa Claus parade on Sat. Dec. 7 despite late a start. Grimsby director of parks, recreation and culture Sarah Sweeney said the parade was a “great success again this year.”
“We had a bit of a delay at the start,” she said. “But once it got rolling there were lots of smiles and holiday cheer.” Check out the Town facebook page or the Town’s website to watch the replay.

Community Care thanks Christmas Hamper donors With donations in, Community Care of West Niagara (CCWN) has turned its attention to preparing Christmas Hampers to go out to those in need next week. “We want to thank everyone who participated in this year’s Christmas hamper program in Lincoln,” said CCWN administrative & fundraising coordinator, Lynda O’Donnell. Final donations were due to be on Dec. 6. They will be sorted for pick up by registered
families on Dec. 18 and 19. CCWN will deliver hampers to those unable to make the trip to pick up their hamper on Dec. 20. O’Donnell noted she continues to be impressed with the generosity of folks across Lincoln and beyond. “We’ve had a wonderful outreach from tons of people,” said O’Donnell. Hamper families will receive items to prepare Christmas dinner such as a turkey, chicken or ham.

The Hummingbird Connection
In May, 2019, Sandy and Rick Orr celebrated their thirtieth wedding anniversary in an unusual way. Rick is brought to tears when telling the story of how he and his beloved wife, Sandy, shared a specially catered dinner with their favourite music, and candlelight. It was an incredibly beautiful time for them both. This lovely celebration however, did not take place in a restaurant, or on a cruise, or even in their own dining room; they celebrated their anniversary in Sandy’s room at McNally House Hospice in Grimsby. Sandy was admitted to McNally House in April 2019 after consultation with her oncologist, and Sue Shipley, the Resident Care Co-ordinator. No stranger to cancer, Sandy had watched several members of her family receive treatment for the disease and ironically, Sandy worked at the Walker Family Cancer Centre in St. Catharines as a clerical supervisor. Through her work she supported people diagnosed with the illness on a constant basis. McNally House Hospice was familiar to Sandy, not only due to her work, but also as
they lived in Grimsby and she had heard countless stories from friends, read about the services offered at the hospice in local newspapers and on the McNally web-site. One of the fundraisers for McNally House is Hike for Hospice which takes place every year and Sandy and Rick were all set to walk with “Team Sandy” in the May, 2019 hike. “Team Sandy”, composed of family, friends and colleagues, had previously participated in Hike for Hospice, as well as in other fundraisers for cancer research. Sandy had been community-minded all her life, volunteering at breakfast and food truck programmes which provide nourishment for homeless people, and helping in prison ministry. “She was a server,” Rick says with pride. Sandy had “chased the dream of conquering cancer” for years and as she neared the end of her quest, she wanted to support the work of McNally House in caring for those needing end-of-life care, especially since she was now a resident. Unfortunately, she became too ill to take part in the Hike and
SANDY ORR “Team Sandy” walked without her, while she cheered them on in her heart. Rick is engulfed in emotion when he talks about McNally House. He describes the two months that Sandy was a resident there, as “the hummingbird connection.” The hummingbird is considered to represent love and hope, and is used as the symbol of McNally House Hospice. “The caring and compassion shown by the staff and volunteers was incredible,”
says Rick. “It wasn’t just care, it was love.” Being at McNally felt like “being at home.” He remembers with fondness the bonds made with the families of other residents while sharing a coffee, or doing a jigsaw puzzle. He remembers delicious homemade soup, and, the “best date squares in the world.” “McNally House gave us everything we needed. They nailed it.” Rick chokes back the emotion as he recalls one afternoon
when a bird flew into the window pane of Sandy’s room. It flew away, seemingly unharmed, yet it had left an imprint on the glass. “The imprint looked like an angel with its wings spread out”, Rick whispers. He also remembers sharing the beauty of spring with Sandy as they watched the flowers and trees in the gardens outside her room come to life from their winter sleep. Sandy loved to lie in her bed on the patio, breathe in the spring air, hear the birds sing and enjoy the sunshine. The day that Sandy died, it had rained and the sky was cloudy and grey. In the early evening, Rick went outside on to the patio where he had often sat with Sandy. As if on cue, the clouds parted and radiant light beams poured into Sandy’s room. Rick calls this special light “love beams; love beams for Sandy.” Shortly after this treasured moment, Sandy died. Rick and his family readily share the story of their experience at McNally House Hospice. They wish everyone to know that McNally House brought them “a light in the darkness of their journey” and made the last
days of Sandy’s life on earth one of peace and comfort. In his tribute to Sandy, Rick wrote, “Sandy found that the meaning of life was to give life meaning.” McNally House Hospice strives to do just this. At McNally House Hospice we feel privileged to provide compassionate, person-centred care not only for our residents, but for their family and friends in the community who journey with them. For every one resident for whom we care at the hospice, there are at least five family members or friends that will require our support. But we can’t do it without you. In addition to provincial funding to cover nursing costs, almost $800,000 is needed annually to ensure the hospice residence and all other community programs remain available. The Miracle arrives on King St. Dec. 14 The 15th annual Miracle on King Street arrives this year on Sat. Dec. 14. Once again the event, hosted by Scott Holmes of Extreme Technology, will be located in the parking lot of Providence Christian Reformed Church on King Street from 10 a.m.-3 p.m. There will be all sorts of outside activities and vendors. These include horse & carriage rides, Christmas train rides, food
trucks and much more. The Lincoln Fire Department will even stop by with a fire truck for kids to see up close from 11 a.m.2 p.m. Some activities will also take place inside of the church, including a drawing contest, face painting and meetings with Santa himself. There will also be a line up of entertainment acts including chainsaw woodcarving demonstration by

Division apparent It is unfortunate such a major rift has materialized in Grimsby town council. Initially there were some arbitrary comments and friction on even on simple matters which were little more than housekeeping issues. Not having a CAO who could work with them didn’t help and immediate issues with the new CAO won’t improve matters. Many members of the public noted seeing half of council choose to walk the Santa Claus parade route Saturday, while half road in a fire truck - ironically, the right side of the council table vs the left. This bunch was put in place for the right reasons but they had better learn to play in the same sandbox soon. Three more years is a long time! M.W.
From the sublime to the ridiculous Trolls unite! Funny how just last week I was noting in this space what a waste of time and energy social media can be. Then, along comes our DIA Festive Fridays main event and - Poof! We have our own digital drama play out. Just like with the Jay Leno thing, it is amazing to me that people can comment and have absolutely no clue what they are talking about but be so sure of their beliefs. If they researched, even a smidge, they would realize that 99 per cent of what they purport is hogwash. All cards on the table, some may know I am president of the Grimsby DIA. It was also my idea to bring in the horse and wagon rides which proved the most popular aspect of Friday night’s festivities but still managed to draw ire from as far away as New Zealand. If anyone has any concerns at all, feel free to email me at mike@wn3.ca or drop by my office at 1 Mountain St. I will say this next couple of weeks is bananas, so I may not have time to talk right off the bat, but will make time at some point for anyone who has questions. The whole facebook “debate” - and I use that term very loosely broke out on the DIA’s Friendly By Nature page after a short video depicting an idyllic scene of a rider on the festively lit horse and wagon going down Main Street was posted. There were a couple of positive comments, then one borderline negative comment which clearly connected the video to troll central and the game was afoot from there. Some of the DIA members wanted the “debate” taken down saying it was not productive. I will follow up with the board as soon as I have time after my deadline. I get the Friendly site is for communication of downtown
MIKE WILLISCRAFT business highlights and certainly NOT a forum for social justice banter, but it is also a needed example of how a handful of people attempt to hijack the digital landscape. Some of the comments on there were stupendously ignorant of reality. Some were well reasoned. As someone who has been closely involved with horses since I was 12 years old, I have extensive background in this area. I also know hundreds of horsemen and horsewomen across North America. I was also managing editor of The Standardbred Magazine, a publication dedicated to the harness racing and breeding industry. There were dozens and dozens of comments over about a 24-hour period. Then people moved on. Typical. Here are a few, NOT connected, just random excerpts: • Tonya Foreman Whatever happened to the days when people didn’t get offended? You guys need to get over this or dont look out your window when the horses walk by. Too many people are sticking their almighty offended noses and opinions in. It’s ridiculous to complain about everything. • Jim Ansell Continuing a tradition of oppression and exploitation is regressive and thoughtless. “We’ve always done it this way” is the weakest excuse ever. Cultures and
traditions change. Animals are here with us, not for us and certainly not for pulling entitled people around town. And my personal fave: • Jason King Angie Giampapa of course nonhumans don’t care about what language humans use with regard to them. What does matter though is how the language we use with regards to them influences our actions and behaviours toward them. Nonhuman sentient animals are persons. You no longer have the exclusive entitlement to reserve personhood for only humans. Same as it used to exclude black humans and even female humans. The concept of who is a person has evolved to include nonhuman animals wether you like it or not. • Angie Giampapa Nonhuman people! Wow! Pretty sure my animals aren’t people. I have a great deal of time for opposing views. It was so hard to read some of that refuse rolling in and not be able to comment. I could not and would not comment there: A) Because I simply won’t engage anyone hiding behind a shadow fb page. Come see me and we’ll talk, don’t issue threats from afar, and; B) My views may not be the same as the DIA board and Friendly is the DIA’s page, not my own. There was a ton I wanted to say on this but hard to top Mr. King’s comment comparing horses to “black humans and even female humans.” For what it’s worth, the horses on hand were beautiful animals. Sound as a dollar, thick coats, shiny, friendly as heck and loved the attention. It was part of a postcard night and I would bring them back in a heartbeat. In fact, I checked and they are available, so maybe they’ll return sooner than expected. Thanks to all who took a ride and help raise nearly $400 for FORT!!

place Thursday, Dec. 12. Hamper packing will be on Friday, Dec. 13 - both from 6:30-9 p.m. Delivering hampers to recipients on 8-11 a.m. on Saturday, Dec. 14.
