COVID concerns, chaos reign at Bled Hall By Mike Williscraft NewsNow Investigations are ongoing into a shooting and an unapproved gathering of thousands at Beamsville’s Bled Hall Saturday night. Just after 10:30 p.m. police were called back a second time to Bled Hall, located at 4650 South Service. Initial investigation showed a 22-year-old man had been shot multiple times. He was transported to an out-of-region hospital where he was treated for non-life-threatening injuries. Niagara Regional Police noted at the time there was no further threat to the public. While the NRP is continuing its investigation into the shooting contact Det. Jason Vormittag at 905-688-4111, ext. 1009224 with any information - Town of Lincoln officials are conducting their own

investigation into the event itself. “The incident remains under investigation by 8 District (Grimsby) detectives. At this time, charges have not been laid,” said Stephanie Sabourin, NRP’s manager corporate communications. As often happens, misinformation was rampant on social media regarding everything from crowd size, to the style of event to how police and Town of Lincoln dealt with the occurance. “In regards to police response that evening, multiple units were in attendance at the location twice previously that evening. Our officers are continuing to work with municipal bylaw partners in regards to enforcement of COVID-19 restrictions,” noted Sabourin. The Town did not issue a permit for this event.

“We do have a special event application process for larger events. This process is typically intended to make sure that things like parking, emergency access and other site considerations are taken into account. But we were not aware of an event of this magnitude being planned and we would have not approved such an event,” said Matt Bruder, Lincoln’s director of planning. CAO Mike Kirkopoulos said the Town’s bylaw department did excellent work throughout the evening, always with a safety first view for the public and the staff themselves. “Town of Lincoln bylaw were at Bled Hall and the surrounding area along with NRP dealing with a large non-Town-sanctioned event. The fire department was also contacted

by NRP for assistance due to the large number of participants,” said Kirkopoulos. “At no time did the event organizers go through the proper channels to obtain a special event permit from the Town. In fact, the correspondence we did see late last week was about a “Family Fun Day” which clearly this wasn’t.” To keep things under control, Kirkopoulos noted a considerable amount of teamwork was needed. “Our bylaw department worked closely with NRPS and the Alcohol and Gaming Commission of Ontario, acting where appropriate. At no time did we not “act”. We were very proactive and ensured there were ample staff on site,” said Kirkopoulos. “With that large a crowd, there was a safe and appropriate approach See CHARGES, Page 2

Kirkopoulos added that any actions which can be taken will be taken. “Our staff and NRPS are reviewing the situation and will act accordingly and will ensure there are ramifications, if applicable, for both the organizer and the property owner,” he said. “I also commend Town of Lincoln staff for working diligently and responding quickly once we were notified.”

‘Bea’msville affordable housing gains permanence By Tristan Marks NewsNow Bruce Wallace and his wife, Bonnie, have sold the affordable housing apartment they provided to Beamsville seniors for the past 13 years. However, the Wallaces have ensured that the building at 4933 Maple Ave. will continue to be a beacon of affordable housing in Lincoln by arranging a sale to YWCA Niagara Region. The transfer was marked last Friday with a celebration at the building that drew the apartment tenants, YWCA administrators, dignitaries from Town Council and, of course, Bruce and Bonnie. The building was also rechristened as ‘Bea’s Place’, named after Bruce’s mother, Beatrice, whom he credits for instilling a dedication in him for advocacy from a young age. “My wife and I modelled this apartment as affordable housing for seniors,

Bruce and Bonnie Wallace unveiled a bronze plaque which officially designates 4933 Maple Ave. as “Bea’s Place” - in honour of Bruce’s mother, Beatrice Wallace. and we’ve operated it this way for 13 years,” said Wallace. “Our search was to find someone to carry on that approach.” Wallace was a longtime board member of the Grimsby Affordable Housing Partnership (GAHP), an initiative that was eventually absorbed by the Niagara Region YWCA and repur-

posed as West Niagara Affordable Housing (WNAH). WNAH offers a three-year transitional housing program that helps homeless and precariously housed individuals get onto more secure ground by working with local landlords, taking out leases on behalf of clients, and subletting to those clients at a livable rate.

However, Bea’s Place represents the first opportunity for the YWCA to act as a landlord itself. YWCA community and public relations coordinator Grace Howes said her organization will maintain the standing leases in the building and preserve their affordable rates, a strategy that will continue into the future in later leases. “As the building ages, we’re going to look at the space to house families in need of affordable housing,” said Howes. LINCOLN HOUSING COMMITTEE Also present at Friday’s event were Lincoln Mayor Sandra Easton and DeputyMayor Dianne Rintjema who both spoke to recent developments to the Town’s response to homelessness and housing in their municipality. “It’s a very exciting day for a number of reasons,” said Easton. “To have protection of livability is so important here.” She added that the Town

is also doing its part with its recently-formed Housing and Homelessness Community Partnership Advisory Committee, whose membership includes members of the public who face precarious housing directly. Coun. Dianne Rintjema, who chairs this new committee, said it’s all about the concept of home. “Many tend to think home is just a roof over our heads, but ideally it should bean comfort,” said Rintjema. She said the Town first formed a housing taskforce in 2019, with a mission to assess and tackle the housing crisis in Lincoln, a mission that the Housing Advisory Committee carries on. “Housing issues don’t hit you in the face in some municipalities,” Rintjema continued. “Our taskforce met with experts to keep that issue front and centre.” The Housing Advisory Committee expects to hold its first meeting in September.

This year, I’ve noticed that more clients are paying attention to their Credit Score, relying on free offers from their financial institution or companies like Credit Karma, and Borrowell. And, although it is great to see that more people are taking an active interest in their financial fitness, the Credit Score itself can also cause some confusion amongst clients - especially when the Score that I obtain is a grossly different number than what the client has obtained on their own. A credit score is based on many factors, such as each account’s repayment history, the balance owing, how long each account has been active, and the type of credit (credit card, loan, etc.) Each factor has a different weighting, depending on the credit bureau agency, which can result in different scores. The score that most Canadian mortgage lenders use is called a FICO score. Canadian consumers often cannot access their FICO score on their own. My advice to first-time homebuyers and existing homeowners is to pay less attention to your Score, and pay more attention on paying down your debt so that your overall Credit Report narrative is improved. In addition to Credit, mortgage lenders also look at your savings record - which, in my opinion, is very important. Look at your take-home earnings and determine how much of your earnings goes to spending versus saving. If you are interested in improving your credit fitness so that you can qualify for a mortgage, I welcome the opportunity to offer you a complimentary assessment. Baker Road Wastewater Treatment Plant Pollution Prevention Control Plan & Master Servicing Plan Update Niagara Region has started an environmental assessment for the Baker Road Wastewater Treatment Plant Pollution Prevention Control Plan and Wastewater Master Servicing Plan Update. This Wastewater Treatment Plant services the Town of Grimsby, the Town of Lincoln and the Township of West Lincoln (Smithville area). The recommendations from the study will ensure we can accommodate further growth expected by 2041 and beyond and meet the regulatory requirements established by the Ministry of Environment, Conservation and Parks. This study will satisfy Phases 1 and 2 of the Municipal Engineers Association Class Environmental Assessment process (October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act. The Monday meeting, a non-mandatory session, focused on a proposed development to be located at the northeast corner of Greenlane Road and Ontario Street in Beamsville. The application includes: • Construction of a 10-storey mixed-use building; • The building would have an eight-storey portion at the north end and east end of the building; • 370 residential units,; • Three commercial units comprised of 224 sq m of space; • 104 surface parking spaces and 300 underground parking spaces are proposed, and; • An open space area is proposed at the east end of the site. Zoning by-law amendments are required. Parking and traffic concerns were initial key concerns discussed. Lincoln officially opens new Prokich Park Town of Lincoln had a park ‘first’, last week with the opening of Angelina Macri Prokich Park in Beamsville. This is the Town’s first developerbuilt neighbourhood park and was built by Losani Homes as part of the larger Vista Ridge development. Community consultation guided the site plan and park elements that were installed. The Prokich family generously donated a portion of this parkland to the Town and the park is being dedicated in remembrance of Angelina Macri Prokich for her commitment to and love of Lincoln. “On behalf of council, I am thrilled to officially open Angelina Macri Prokich Park in honour of this important individual who was truly ahead of her time by bringing unique cultural experiences to youth in Lincoln and thus enriching the fabric of the community,” said Mayor Sandra Easton. “As a council, we continue to look for opportunities to expand our parks system and enhance green spaces for people to enjoy the outdoors, especially as the pandemic has endured and access to these amenities is critical for mental and

At this month’s Sessanta Miglia car touring event, Grimsby philanthropist Blair McKiel donated $100,000 to the West Lincoln Memorial Hospital building fund and issued a challenge to the Niagara West business community to match. NRT OnDemand celebrates one year RT OnDemand is celN ebrating one year of launching transit service in the communities of Grimsby, Lincoln, Pelham, Wainfleet and West Lincoln. The two-year pilot of the on-demand rideshare service was launched on Aug. 17, 2020. There have been nearly 30,000 rides on NRT OnDemand since the launch with the majority originating in Grimsby/ Lincoln. The service gets people to destinations throughout the Region and connects to the rest of the public transit network in Niagara at hubs in Port Colborne, St. Catharines and Welland. Niagara Region was one of the first communities in Canada to collaborate with Via, the leader in TransitTech, which has more than 500 partners around the world, and counting. NRT OnDemand added service to a select area in Niagara-on-theLake on Nov. 23, 2020 and is working with that community to expand service later this year. To date, riders in

Grimsby and Lincoln have used NRT OnDemand the most with more than 12,000 rides originating in Grimsby and more than 6,000 rides in Lincoln. As NRT OnDemand enters the second year of the pilot, staff are gathering feedback from riders and local partners for potential service improvements. It has become clear that riders want to be able to book their trips in advance to help plan their trips on transit, and prebooking will be coming to NRT OnDemand starting in September. NRT OnDemand does not operate on a fixed route like conventional transit services. It lets riders request trips in real-time through the app or over the phone by selecting a pickup point and destination. Riders can use the NRT OnDemand mobile app to select a pickup and drop-off location within the service zone and confirm their ride. Those without access to a smartphone can call 289-302-2172 to book a ride. Once a ride is

booked, Via’s advanced technology matches multiple passengers headed in the same direction into one of its high-capacity vehicles, and directs passengers to a nearby corner, or “virtual bus stop”. Via’s technology routes vehicles in real-time, minimizing detours by using virtual bus stops to reduce congestion and emissions, while providing a highly-efficient rider experience. NRT OnDemand operates from Monday to Saturday from 7 a.m. to 10 p.m. in West Niagara and from 7 a.m. to 7 p.m. in the Niagara-on-theLake service area. The fleet vehicles are minivans, which offer comfortable seating for up to five passengers. All COVID-19 protocols are in place. Two levels of service are available: In Grimsby, Lincoln, Niagara-on-the-Lake, and Pelham, riders are able to travel within their communities for $3. Riders are able to travel to other communities in Niagara for $6.

Chief soda officer Sean Polden began the business a couple of years ago, making sodas in his basement. He tried selling the drinks at farmers’ markets and was pleased with the response. However, like so much else, the project was put on hold by Covid-19. This year Sean found a better location for producing his

sodas. The business really took off at the Thirty Road location. Apparently, people like the casual atmosphere, and the fun! Friday nights are Movie Night with a big screen and audience choice movies. On Saturday nights there is live music. Sundays there is a farmers’ market. In addition, there are games that you can ask for to play on the spacious lawn at the back – bocce, horseshoes and something called moki. It’s a great place for the whole family. The shack is open Wednesdays and Thursdays 12 noon-6 p.m.; Fridays and Saturdays Noon-9 p.m., and Sundays 11 a.m.-6 p.m. Tell them Dorothy sent you!

New crew/vessel for South Shore rescue volunteers Six new recruits to GAMRU South Shore Search And Rescue have joined the active crews aboard a new rescue boat in time for the final months of boating season. The new recruits were welcomed Saturday after their final training session in a dedicated process that started in January. The new graduates will join the four active crews on duty around the clock this boating season and help staff a new rescue boat that itself has only been in service since the beginning of the month. “It’s been a difficult year for everyone,” acknowledges South Shore Search And Rescue leader Matt Tulk, “but our new recruits showed great determination to complete training despite the challenges of COVID protocols, the limited time available on the boat and a host of other challenges. We’re very proud of this group.” Recruiting new members begins in the fall with training starting in January — in a normal year. “For the past two years, we’ve had to reorganize nearly every aspect of our recruiting and train2021

ing,” Tulk explains. “We’ll be doing training this fall that would normally be done in the spring. We have a lot of work still to do.” The new boat, nearly four years in the planning, was delivered in the spring and went into active service following a comprehensive training period for the volunteers. Service was also delayed as the team worked out the new boat ‘bugs’ inherent in any new, purpose-built rescue vessel. The boat, a Stanley 26 CR S&R from Stanley Aluminum Boats of Parry Sound, is one of the most sophisticated rescue craft on Lake Ontario and includes: • a full suite of modern navigation and communications equipment; • specialized night vision technology; • comprehensive medical supplies package, and; • another gear necessary to deal with emergencies on the water. Money for the new boat and its equipment came from a multiyear fundraising campaign that reached generous donors in the community.

Powered by two BF225 Honda outboards, the new boat has a top speed of 40 knots and a cruising range of 220 nautical miles. Four shock-mitigating seats help protect crews in rough weather. A thank-you event for donors to the new boat campaign is planned for September. Conditions permitting, the boat will also be shown to the communities along the south shore before the end of the season. South Shore Search And Rescue is a community-based volunteer emergency service that responds to rescue calls in western Lake Ontario, serving the communities along the south shore from a base in Fifty Point. More than 30 active volunteers maintain a fully-equipped rescue vessel and train year-round to hone the skills and readiness to be effective on the water. Unofficial, but appreciated first step It’s been a while since Homes By DeSantis hosted a non-statutory open house for one of its development proposals. The last one recalled was a super hot, rainy night when a farmore-than-capacity crowd packed the main floor of Grimsby Carnegie building for a Century Condo discussion. By all accounts, Monday’s open house of a Beamsville project at the northeast corner of Greenlane Road and Ontario street went considerably better. Many well informed questions were offered up by researched and respectful residents. As expected, parking, parking, parking was key - and it should always be. The height and density of any development directly ties to parking, so it is a very good barometer to let residents know when a proposal is simply biting off more than it should chew. Last week it was noted on this page, it is Queen’s Park which needs to wake up and see how out of whack planning guidelines are - and that is universal to all political stripes. Ratios were reviewed Monday, leaving residents asking more questions while noting what is being suggested simply won’t serve the area. If there is to be no more spots added, pressure to scale back the plan is the only other option. This was just the start of the process. A public meeting will be the next step in late September, early October. M.W.

Blue sky and open road ahead I don’t think anyone will confuse me with Aaron Judge but, now, I do have something in common with the New York Yankee slugger. We have both hit home runs into corn fields. Now mine was 1976, 13 years before Field of Dreams hit movie screens on its way to be coming a classic sports film. Mr. Judge’s round-tripper came in what was a spectacular ballgame last week - the first major league game played at the movie site in Iowa. Mine was my first homerun over a fence, meaning I didn’t have to haul butt back when I could do that. It was in Dashwood, a neat little ball park. Most ball parks we played in didn’t actually have fences. It was just open green space. That is why I remember that one vividly. I had not thought about that homer or playing minor ball until watching the Field of Dreams game last Thursday between the Yankees and Chicago White Sox. There is precious little on TV anymore of interest to me. I watch a fraction of the sports I used take in. Overpriced players, the silly antics of many, and (with ball) the altering of the game to fit a broadcast package - seveninning games, for example. However, there was no way I was missing that offering. The movie is a favourite of mine for many reasons, and my intention is not to provide a review. By now, you either know of it, good or bad, or just don’t care for it. For me, it covered a lot of bases: the connection of whimsy, eras, imagination and toss in a little existential spin with James Earl Jones’s Terrance Mann character’s walk into the corn field beyond. Two small things would

I would have loved to see - after a pitcher was removed from the game and had walked to the dugout - another person depart the dugout sporting a trench coat, a tween flat cap and medical bag in hand as he walks slowly and deliberately out to centrefield, pausing around the pitcher’s mound, taking a slow look around, waving to all, as he departs for the corn. Too much movie, not enough baseball there, but would have been pretty cool. That game was a onetime chance for that kind of theatre and I, for one, would have pulled the trigger for sure. The second wouldn’t be considered small by Major League Baseball standards, but I would have had Ray Liotta come out of the corn during the seventh inning stretch and announce that Shoeless Joe Jackson - who was handed a lifetime ban from baseball and is still not permitted in the Hall of Fame - has been reinstated and will receive a solo induction ceremony in his honour. By all accounts, Shoeless Joe was not one of the Black Sox who threw the 1919 World Series. Although evidence cleared him, he

was still one of eight players banned for life. It would seem a 100-yearplus ban for a man who died 70 years ago just might be enough - particularly since he was innocent. With the broadcast, they did a great job of comingling scene snippits throughout the game just to ensure the ongoing connection to why the whole thing was taking place at all. There is movie magic, well, that was baseball magic at its absolute peak. The fact the game was a rockem’ sockem’ slugfest with all kinds of drama to close it was was stellar. It could not have been a better game on a bigger stage. As far as the how the movie wrapped by comparison, that one hits hard for me with Kevin Costner’s character getting that moment in time to say goodbye to his father in a most appropriate manner. Since the day I lost my Dad in May 1977 I have thought about what I would trade - which is anything I ever owned or could do - to have that kind of emotional luxury. My father went to work early on a Monday morning as he always did and simply did not return. If anything, I am intensely jealous of the Costner’s Ray Kinsella. It’s strange too my grandfather, my Dad’s Dad, looked a lot like Doc Graham. He always wore a beige trench coat, sported a green felt flat cap and a moustache as well for much of my memory of him. So, needless to say, that whole night was an emotional rollercoaster sending me right back to playing pee wee ball and looking ahead to all life will have to offer, nothing but blue sky and open road.

“Slow Down” signs available at Grimsby CAA Niagara Regional Police Service is supporting CAA Niagara’s new ‘Slow Down’ lawn sign program. The program offers free signs to residents of Niagara with the intent of confronting speeding on residential streets, as well as promoting safe and responsible driving practices.
