Sinkhole swallows Queen St. backyard
Queen Street Beamsville resident Gerda Lee spent the night bailing her flooded basement during last Sunday Aug. 9th’s record-breaking downpour. By Joanne McDonald For NewsNow Ever-resourceful Beamsville resident Gerda Lee managed two consecutive basement floods while the Town was under a state of emergency last week. But she was no match for the gaping sinkhole that swallowed her back yard during last Sunday’s record-breaking downpour. July 27 brought high winds with a 150 mm deluge that flooded Gerda’s basement and knocked out the furnace. “The water just came from everywhere and flooded the basement. The road was a river.” “The insurance company was amazing. The furnace was replaced the next day. I was so pleased and so grateful.” The rain started again Aug. 2 – 170 mm would fall that day - and the recently dried out basement started to flood. Gerda called her adjacent neighbours Martina and John to bring her some rain boots. “All three of us worked to bail the water.” Then Debi and Wayne came from across the street to help, and Len, who lives three houses down had a generator, but first had to go find gas. The moon was out, but so was the power and they worked with flashlights in the dark, pooling their extension cords to get from the generator at Len’s house to the sump pump in Gerda’s basement. Emergency assessments engage as Ford tours Lincoln By Mike Williscraft For NewsNow This time next year, Premier Doug Ford could hop on a GO Train to come visit Niagara West, but such was not the case for last Wednesday’s (Aug. 5) visit to flood-soaked LIncoln. Following an extraordinary rainfall event - the third such occurrence in recent weeks - which overwhelmed local roads, wastewater and stormwater infrastructure in Niagara, the provincial government has moved quickly to help remedy issues faced by residents and businesses with its Emergency Management Program. The Town of Lincoln declared a State of Emergency Aug. 2 after more than 170 mm of rain that day, which followed two storms
which each brought more than 100 mm of rain less than a week before. Ford visited area flooded locations to see the damage himself. Niagara West MPP Sam Oosterhoff is coordinating a provincial response, working closely with Ford; Jill Dunlop, Minister of Emergency Preparedness and Response, and; Rob Flack, Minister of Municipal Affairs and Housing, as well as local mayors and municipal leaders. “When emergencies happen, getting boots on the ground quickly can make all the difference in supporting affected families and businesses and reducing property losses,” said Oosterhoff. “I would like to recognize the incredible efforts

of our frontline first responders, municipal emergency response teams, hydro workers who answered the call to support their community in a time of need. Thanks to these efforts, we are on the road to recovery.” Oosterhoff joined Ford, on the tour in Lincoln and St. Catharines, which also declared a State of Emergency. The province has taken action by instructing the Provincial Emergency Operations Centre to work with local emergency centres in Niagara to provide support as needed. St. Catharines reported more than 140 mm of rain, following similar totals in previous rainfall events. ‘Buster Finds Clucky’ book launch at Timberlane Ranch By Joanne McDonald For NewsNow Clucky the alpaca was rocking the pink hair, but she wasn’t having the pink boots during her photo shoot with Momma Big Hair last week at St. Ann’s Timberlane Ranch. It was only a matter of time before Momma, aka author Susan O’Malley, would meet Clucky at the St. Anns animal rescue ranch, a woolly muse that sparked the creative inspiration for her fourth book, ‘Buster Finds Clucky’ in the Books with a Heart series. When O’Malley is not writing books, she is rocking the stage as a member of the popular D Wild band and she was out to Timberlane to work on a music video in the barn that has been transformed into a television and film production studio by ranch owners Dave and Shelley Nottrodt. “Dave took me on a tour and I started talking about my book series,” O’Malley said. raised garden bed into the drink, washing away tonnes of dirt and exposing a large concrete storm sewer that Gerda had no idea ran under her property. “I called the fire department first and spoke to two guys who were totally backed up with emergencies. They were very friendly,” Gerda said. Then she called the Town’s public works department. “Frank Bufalino (Manager of Operations) and Kiana Tobia (Town staff) had a fence up around the sinkhole within 20 minutes. And Town councillors Tony Brunet and JD Pachereva also came by.” “I was flabbergasted and so pleasantly surprised. It all worked together,” Gerda said, adding, “everybody was shocked when they saw the sinkhole.” Gerda is now waiting for the Town to coordinate next steps. She fears the surrounding area is unstable, “and it’s dangerous
even with the fence around.” “I just know I’m so grateful for my neighbours and the Town. They have been a blessing.” Meanwhile Gerda is not wasting time waiting for the next storm. Using hoses stored in the garage, she has fabricated a system using a running length of eavestroughing as a conduit and duct taping all the connections to direct water out to the street and away from the foundation of her home. She also purchased a second sump pump. Gerda is not new to the skilled trades. Together with her husband Oscar, who passed away September 25, 2025, they built their first home in Austria, a project that took seven years to complete. During the past 16 years they lived on Queen Street, Oscar tended and transformed the backyard into a vibrant floral garden oasis. “Peonies were his favourite,” Gerda said.

West Lincoln looks to network flood relief The Twp. of West Lincoln - with support from West Lincoln Chamber of Commerce - is seeking to connect with anyone impacted by recent heavy rain and resulting flooding. The Township has been actively monitoring conditions and preparing to deploy crews to mitigate any flooding. Local impacts have been generally minimal with some rural roads experiencing minor flooding but not substantial enough to warrant closure. To date, it has not been deemed necessary to activate additional resources or emergency response. “While we were fortunate to avoid the widespread impacts experienced by some neighbouring communities, we recognize that even localized flooding can have a profound affect on those impacted,” said West Lincoln Mayor Cheryl Ganann. “Our homes are where we build our lives and preserve our memories, and it is
heartbreaking to know that some residents may have experienced damage to their properties or belongings.” “We remain committed to supporting our residents, responding appropriately and continuing to invest in resilient infrastructure that helps protect our community in the face of weather events.” The Township is asking residents who may have experienced flooding on their private properties or in
their basements to please contact staff at: stormevent@westlincoln.ca Information provided will allow staff to track impacts, monitor changes and work with the Region and partner agencies to set up additional support when needed. West LIncoln Chamber of Commerce is looking to connect anyone who needs help, too. “We are asking our Chamber members who offer flood-related services, repairs,

BDSS to become multi-use community hub Affordable housing to be included in Master Plan By Joanne McDonald For NewsNow A unanimous commitment to include affordable housing in a multiuse development plan for the Lincoln Community Hub will be a lasting legacy for members of Lincoln Council. Council, in its final meeting of the 2022-2026 term, held on July 27, voted 9-0 to direct staff to reserve and evaluate a suitable portion of the former Beamsville District Secondary School (BDSS) property for a potential non-profit affordable housing development. “We believe affordable housing is one of the most important issues facing our community today,” Coun. JD Pachereva told Council in his motion, seconded by Coun. Lynn Timmers. “We have an opportunity to be part of the solution.” The Town bought the downtown 16-acre site from the District School Board of Niagara (DSBN) at a cost of $2.85 million and got the keys in January 2025. “This is once in a lifetime, a transformational change for our entire town,” said Timmers. “This is about community benefit. We need to take our time. And we’re only going to get one chance to get it right.” The former high school site will support a mixed-use community hub including recreation, community services and affordable housing. The motion called for strong partnerships with non-profit housing providers, senior levels of government and the community, securing funding opportunities and a development model for long-term financial sustainability. TIMELINE An Expression of Interest (EOI) process - to test the market, identify potential partners, funding and qualified applicants- will be done this year into mid 2027. A Master Plan will be developed from mid to late 2027 with Council to approve the preferred direction. Phased implementation will run
late 2027 to 2028 plus, including partnerships and funding, land strategy sales and loan repayment with Council to approve major capital and land decisions. Mayor Sandra Easton asked for clarity around Council’s role in reference to oversight, operations, what the community wants and how it all fits together. “We have to be very clear about those strategic directions.” “My comments are to reinforce with Council the scope of what they’re dealing with, not to create fear,” Easton said. “It will be one of the most important gifts you can give this community.” “The potential is there for wonderful things to happen in this community. Purchasing this property was only the beginning.” MULTI-USE SITE Current user groups include youth and recreational programming, mental health programming, movie filming, childcare, EarlyON programs, Theatre Bacchus, Cadets, Lions and the Lincoln Concert Band. Current uses will not carry the bills to run the site, or repay the purchase loan so those decisions will become critical factors ahead as the Town weighs how to balance financial sustainability with public benefit. And technical advisors will be brought in to provide guidance for what is a very complicated piece of real estate. Large scale redevelopment has been ruled out as something neither the Town nor community wants. The plan is to “not rush it” and look for a financially sustainable way forward. Exploring partnerships and development opportunities through the EOI will identify opportunities for affordable housing, community needs, public open spaces and potentially mixed-use development. “We are going through a current EOI with the federal government on one of the infrastructure programs in terms of the Build Community Strong fund to secure some
funding for the site,” said Lincoln CAO Michael Kirkopoulos. There have been conversations with the Canada Mortgage and Housing Corporation (CMHC) re funding for seniors housing and affordable housing. Healthcare partnerships include discussions with Hamilton Health Sciences. “The West Lincoln Memorial Hospital recently opened. That’s become a popular site that has already outgrown its current footprint and so they are looking at some outpatient opportunities,” Kirkopoulos said. The Town will be “leveraging where possible, external partnerships and grants.” Council and staff met to plan next steps during two marathon meetings in June and July. JUNE 15 “This site represents a significant and maybe one of the most significant opportunities we have here in the Town in probably the last 20 years,” Kirkopoulos told Council at a June 15 meeting. He said criticism that the process was moving too slow was well taken, however, “given the importance of this particular asset it’s more important to make informed decisions than quick decisions.” He said staff had logged more than 1000 hours of preparation and 100 individual tours with stakeholders and tenants. Deloitte consultants called it a great deal - $2.85 million for 16 acres in an urban downtown – valuating the site, at the time, at $18 to $20 million. More conservatively it has been valued closer to $14 million. A survey and discussions with stakeholders have shown a strong public interest in developing a community-oriented site with recreation and youth programming, early childhood education and drop-in support programming, options for primary care and economic development initiatives, and partnership with both not-for-profit and for-profit housing. During consultations, a number of neighbours living around the site
said they are not happy with affordable housing being located on the site. “However, a lot of the feedback we did receive said we have to look at more affordable housing and this site potentially serves as a great opportunity to do so,” Kirkopoulos said. Results of a Building Condition Assessment (BCA) showed the former school building, constructed in phases between 1917 and 1969, is in good condition. “It’s a building that’s got good bones,” Kirkopoulos said. No leaks, dry wood, “it’s in great shape.” JULY 13 “The redevelopment of the former BDSS property is a once-in-ageneration opportunity to shape the future of our community,” Noel Walker, chair of the Lincoln Housing Select Committee said at a July 13 meeting, asking Council “to make their intentions more clear.” “Our community needs to hear that a portion of the BDSS redevelopment lands will be designated for affordable housing delivered in partnership with experienced non-profit housing organizations and other funding partners,” Walker said. A delegate at the same meeting, John Armstrong, Community Land Trust of Niagara (CLTN) outlined the work of the non-for-profit agency, a non-market developer, to acquire land and partner with organizations to provide affordable and sustainable housing. “Affordable Housing Lincoln supports Community Land Trust of Niagara in the development of affordable housing on the BDSS lands,” Irene Romagnoli, Affordable Housing Lincoln said at the same meeting. “We cannot continue to put this off. There are people in our community that cannot wait even one more year for affordable housing to be built in Lincoln,” Romagnoli said. “And to do that, there needs to be action.”

Notice of Special Meeting of Council Review of the West Lincoln Official Plan Cultivating West Lincoln: New Official Plan | Have your say in West Lincoln’s Future! What is an Official Plan? An Official Plan is a long-range land use planning document that includes a vision, goals, and policies to guide growth and change. West Lincoln’s new Official Plan will provide direction for land use and development in the Township through to 2051. It must be consistent with Provincial policy and conform to applicable Provincial plans. The purpose of preparing a new Official Plan is to reflect the current Provincial planning framework and support the strategic goals and priorities of the community and Council. Creating a New Official Plan West Lincoln’s current Official Plan was adopted by Council in 2014 to guide growth and development in the Township until 2031. Since then, the Plan has been amended several times, and significant changes have been made to Provincial legislation and policy. On March 31, 2025, the Province removed planning responsibilities from Niagara Region. As a result, the Niagara Region Official Plan now applies as a local plan in West Lincoln and will remain in effect until the Township adopts its new Official Plan. These changes have created the need for a new Official Plan that reflects the current planning framework, is easier to use and provides clear direction for future development applications. The New Official Plan The new Official Plan will address where and how West Lincoln will grow, including housing and affordability, employment, transportation, environmental protection, agriculture, cultural heritage and climate change. It will also reflect the Township’s strategic priorities and be designed for easy online use. Public Meeting The public meeting to initiate the New Official Plan is being held under provision of Section 26 of the Planning Act. Have Your Say! Public input into the development of the new Official Plan is welcomed and encouraged. You can provide input by speaking at the Special Meeting of Council, participating in future engagement events, completing the online survey or submitting comments through the project webpage. It is with profound sadness that we mourn the passing of Susanne Jane Hutchings (née Latchford) on August 1, 2026, at the age of 61. Susanne was the beloved wife and best friend of Brian Hutchings for more than 35 years. She was the cherished mother of Blair (Cody) Tapsell and Paige (Matt Timms) Hutchings, and the greatly adored Nana of grandchildren James and Quinn Tapsell. Her family was her greatest joy and the epicentre of her life.

Susanne was the loving daughter of Shirley and the late Keith Latchford, and a much-loved sister to David (Donna) Latchford, Kathy (Tennessee) Propedo, and Janet (Mitch) Fraser.
289-235-9500 Anna was born in Luh, Ukraine on May 28, 1933, grew up in Belgium and, with her husband William, came to Canada in 1950. They bought a farm in Lincoln, where they planted fruit and established a successful turkey business. This business was sold before she was widowed in 1998, but Anna continued to live on the property with her many pets. She loved to walk and socialize with neighbours, was known to pick up litter on her long rambles. Sadly, these ended when Anna had to move out of her farmhouse because of declining health. Anna passed away shortly after being taken to Niagara Falls General Hospital on August 2, 2026. Interment beside her husband took place at Mount Osborne Cemetery in Beamsville, Ontario, on August 7, 2026. Special thanks go to Bill and Sharon Blundell, Lil Dunn, who visited Anna several times a week, and to all of the staff members at Pioneer Elder Care who looked after Anna very well in her final years. She was a graduate of the Dental Hygiene program at Erie Community College and the Restorative Dental Hygiene program at George Brown College. She spent 30 years providing care as a Registered Restorative Dental Hygienist at practices in Grimsby. One of her proudest accomplishments was the establishment of the Dental Hygiene Team, a mobile service providing patient-focused, gentle, and respectful care directly to residents in 26 long-term care settings from Niagara to the GTA. For this, she was the recipient of the Fran Richardson Leadership Development Award from the College of Dental Hygienists of Ontario. Susanne also created the not-for-profit service, Brushed Aside, which provides access to dental care and dentures for low-income individuals in need of treatment, with Community Care as the lead agency, working with five partners across Niagara. Susanne had a deep love for her community and a generous spirit that inspired her lifelong commitment to volunteering and helping others. She was also an advocate for spreading awareness of radon as the leading risk factor for lung cancer in people who don’t smoke. She found joy in the simple things and was always looking for ways to bring people together—whether she was riding her bike through the neighbourhood, fostering kittens and lovingly finding them forever homes, or creating the neighbourhood “Bone Barn” for local dogs. Her kindness and sense of fun were felt by all, especially the children who eagerly looked forward to the freezies she handed out on warm days. Susanne never needed a reason to celebrate and delighted in making every occasion, big or small, feel special. She also loved being part of her Ti-Cat family and cherished the excitement, camaraderie, and memories made while attending games. Susanne cherished spa days and watching romantic comedies with her girls, and treasured quiet moments birdwatching with her grandchildren. Her warmth, generosity, and ability to create joy will be remembered by all who were fortunate enough to know her. The family extends their heartfelt gratitude to the many healthcare professionals who supported Susanne throughout her journey, including Dr. Leighl, Dr. Juergens, and Dr. Greenspoon. We are especially thankful to Dr. Denise Marshall, Kathy Propedo, Dr. Mat Noble Wohlgemut, Dr. Natalie Ramsay, and Nurses Amanda and Susan from the West Niagara Palliative Care Team for the exceptional care and kindness shown to Susanne in her final days. Susanne touched many lives. She loved deeply and was deeply loved. Her motto in life was this: “Love makes everything right.” A Celebration of Life will be held on Sunday, August 16, 2026, from 2:00 to 4:00 p.m., followed by remarks at 4:00 p.m. at Sue-Ann Staff Estate Winery (3210 Staff Ave., Jordan, ON L0R 1S0). It is with deep love and fond remembrance that the family of Wendy Roy announce her peaceful passing on June 27, 2026 at the place she most wanted to be – the island cottage in Haliburton Lake. Born on April 18, 1948, in Vancouver, Wendy was the eldest of seven children born to Pearle and Murray Roy. The family moved to the Niagara Region of Ontario in 1961, where other members of the Roy family resided. Wendy was predeceased by her father, brother Bradley and nephew Matthew Zimmerman. She leaves behind her spouse (Dean Jeffries), siblings (Regan, Debbie Zimmerman, Robert, Patricia, and Fraser), nieces and nephews (Amy and Ben Zimmerman, Cecely and Annan, Callum and Molly Roy Barron, and Kathryn, Adam and Nathan) and her long time, best friend (Mary Antoniolli). Wendy graduated from Grimsby and District Secondary School in 1967 and earned a Bachelor of Arts (Sociology) from McMaster University in 1970. Short careers followed in the Medical Education group at McMaster Medical School, and in consumer education with the Ontario Government. However, following an inner call to service, she sought to join the early ranks of Anglican women clergy by completing a Master of Divinity from Trinity College (University of Toronto), and was ordained first a Deacon of the Diocese of Niagara in1982, and then a priest in 1983. She served in parish ministry as Rector of the Church of St Thomas, Hamilton, and Honorary Assistant at Christ’s Church Cathedral, Hamilton and Christ Church Flamborough. For nineteen years she was Executive Director of St Matthew’s House in north Hamilton, an outreach program of the Diocese of Niagara. Throughout her tenure, she worked tirelessly to develop programs, initiatives, and outreach services that supported and aided low-income individuals and families. With curiosity, generosity, compassion, kindness and a sense of humour, Wendy could be at ease with anyone, anywhere, and was able to make others feel the same. The pastoral care she exercised in her ministry came easily. She had unshakable beliefs in what was right, integrity rooted in her family heritage. As a feminist, she was a strong advocate for social justice, diversity, and particularly, women’s rights – qualities that were recognized several times during her leadership at St Matthew’s House. Wendy loved to experience the world. Camping across Canada, backpacking across Europe, canoeing into Algonquin Park, expedition kayaking with the whales in Baja, Mexico and deep into Desolation Sound, British Columbia were particularly memorable. Being among the tall maples and firs at the Haliburton Lake island property was a constant pleasure and release for almost fifty years. It was her favourite place. Wendy believed in nature conservancy and environmental protection, feeling strongly that we should all be kind stewards of the earth. Wendy loved fine art and craft, especially works by Canadian aboriginal artists, and generously shared such art pieces with her family. She had diverse tastes in music. During her latter years, she bore declining health with equanimity and a resolve to make the best of it at all times. In the end, she always lived life on her own terms. A celebration of Wendy’s life will be held at 2 pm on Monday, August 24 at Christ Church Flamborough, 92 Highway 8, Dundas, Ontario (reception to follow). There will be a short opportunity for visitation between 1 and 2 pm. As an expression of sympathy, donations in Wendy’s name can be made to Christ Church Flamborough or to the Women’s Legal Education and Action Fund.

Rain’s silver lining, it’s not snow It is too bad more people in the area cannot get the kind of tour Premier Doug Ford got last week as he inspected areas impacted by flooding last week. Most think “ya, that was a lot of rain” but it is hard to comprehend someone seeing their property under four or six feet of water. But think about this - roughly - ONE INCH of rain equates to 10 inches of snow. M.W.
Small business owners a special breed What you are skimming through is history, good reader. This is - by a significant margin - the largest community newspaper published by an independent publisher in Niagara...with one notable exception. Just when I arrived on the scene in 1995, the crew at Lincoln Post Express put out a 100-page edition for the community newspaper’s 100 anniversary. The editor then was Judy McEwen. Her team put out an incredible edition. I spent a lot of time reading it cover to cover to learn a great deal about the area’s history. Our edition this week is 64 pages - driven by scores of the best businesses, service clubs and organizations - with our annual Best In The West reader survey results in the mix, When you think about shopping local, or utilizing a local service or getting involved in one of your town’s community groups, some of the best ones - the ones readers are loyal to and support - are highlighted in this edition. These people are your neighbours, friends and even family. The many folks who put in their work day and then head home often think how great it is for their company’s owner to rake in the dough, vacation when they please and ride off into retirement when they’re good and ready - a picnic
MIKE WILLISCRAFT of a life, if you will. For those who are dependent on the weather as part of their work, vacation seems unfathomable right now. Even in the best of times, being a small business owner is no picnic. There is no need to go down the COVID rabbit hole. Hopefully, that will prove to be a one-in-aforever occurrence, but the impacts will be felt permanently. Small business owners are remarkable people. There is nothing easy about the gig and for many, it is a head-scratcher why they chose that path. For me, I fell into it. I never thought about it or considered it, really. From notion to published with my first paper happened in 29 days. I went from eating chili and playing euchre to having a paper on the street in Grimsby in 29 days. I think we were done the third edition before I sat back and said, “hmm, maybe I should think about
this.” Cash flow problems? The issue is not, “better tighten up”, it’s “well, I’m not getting paid.” You start putting $5 or $10 of gas in your car because your credit card is maxed and filling up is not an option. Now, if you’re not an entrepreneurial type that kind of situation may seem far fetched, but I am here to tell you, it is a weekly if not daily occurrence for many...and they don’t bat an eye. They just put their respective heads down and push on, no matter what. I’ve got a lot of time for people like that. I’ve been in their boat - many times over 30 years. You sure find out who your friends are when the going gets tough and - for many - those friends, family and loyal customers put in an effort to vote for many in the Best of The West survey. There are many who are regularly at the top of the heap, but this year we found quite a few new businesses and groups cracking the Top 3 - and good on them. I think our readership has never been stronger in West Lincoln as several of that municipality’s businesses won or made it to Top 3 for the first time. Please take the time to check page 32-33 for the master list of winners. It is a bit of good news at a time when lots of negative energy is in the air.
