Fiscal restraint rejected, EDO to be hired asap By Mike Williscraft NewsNow Grimsby town council turned a rare triple play Monday night, three instances where the town’s taxpayers were snubbed, says Coun. Reg Freake. While some members of council hoped to have some recently approved budget items reconsidered and a hiring freeze implemented, a vote to get that on the table was lost. In fact, in a 5-4 vote, council opted to bump up the hiring of an economic development officer (EDO) from September to immediately. The third item which set social
media ablaze Tuesday morning was council’s insistance in maintaining a two per cent wage hike which was activated Jan. 1, 2020 as part of a long-ago negotiated pay package which included Town staff as well. Not only was a motion to rescind the pay increase defeated by a 5-4 vote but the bylaw approval portion of the council session - which basically includes the ratification of all the business conducted at a given meeting - was also approved by the same 5-4 vote on first, second and third readings. Councillors John Dunstall, Kevin Ritchie, Randy Vaine, Dave Sharpe
and Dave Kadwell comprised the the five votes each time, while Mayor Jeff Jordan and Councillors Dorothy Bothwell, Lianne Vardy and Reg Freake were in the minority. Regarding the pay increase, while Bothwell and Vardy both spoke to the need for council to set an example for the community and consider anything to improve the Town’s financial position no matter how small, Vaine wrote off the discussion. “We need to keep the town moving forward and stop this grandstanding,” said Vaine. While Sharpe called the increase
a cost of living adjustment, Town finance director Steve Gruninger said it was not, noting it was a negotiated pay increase put in place with the last round of discussions with Town staff. The economic development officer matter got off to a shaky start when Vardy asked if a two-thirds majority would be needed to accelerate the EDO hire since it was already approved for September as part of the budget process. by business owners pleading for the immediate hire of an EDO. No names were provided. While proponents of the hire, including CAO Harry Schlange, cited the impact of COVID-19 as the reason to get someone in place asap, Bothwell noted there is a great deal of resources in place to help municipalities already. “We can do that (support the business community) with the resources we already have available,” said Bothwell. When asked what kind of strategy would be in place, Schlange
said he would have the EDO “establish business relationships.” Freake said if staff found, $40,000 in efficiencies, great, hold onto those funds to improve the Town’s cash flow. “Let’s go with the resources we have. It does not require a highfalluting EDO,” said Freake, adding he agreed with Bothwell that there is a plethora of information in the public realm already. Jordan said the issue is much larger than the hiring of an EDO. “We need to spend as little as possible to improve our liquidity right now,” said Jordan.

GBF Feed Hope campaign started As COVID-19 escalates needs in the health care sector, the demand on local food banks is also growing on a daily basis, says Grimsby Benevolent Fund executive director Stacy Elia. Because of that, Elia is hoping Grimsby residents will get behind a new campaign. “We worked with NewsNow to get the message out to the community that we need help. We invite everyone to clip out our ad (on Page 13) and put it in their windows as a reminder to all,” said Elia. GBF is currently serving 125 households weekly. This equates to several hundred individuals. “We are seeing an increase in need daily. These are hard-working individuals who have experienced job loss due to COVID-19 crisis. We have
provided 100 long sleeve shirts to Albright Manor to be used by staff for isolation. We have provided sheets and scrubs to be made into masks. We have provided taxi service to several seniors for chemo appointments as well as financial support for housing, $17,000 in March,” said Elia. “There is a significant need for food purchases due to the increased demands. Craig said this decision was more than just a matter of Easter generosity. Due to the COVID-19 pandemic, many of his clients, especially those located in the USA, cancelled their orders. As a result, Craig now has 48,000 white lilies waiting for a home. “They are beautiful, best I’ve ever grown, and I just couldn’t bring myself to compost them,” said Craig. “So I put some down at the end of the driveway thinking we would give away a few hundred. So far we have given away 14,000.”

Niagara Region, municipalities declare State of Emergency over COVID-19 In anticipation of a surge of COVID-19 activity in Niagara in the coming weeks, Niagara Region and Niagara’s 12 local area municipalities have jointly declared a State of Emergency as of Friday, April 3. Declaring an emergency under s 7.0.1 (1) of the Emergency Management and Civil Protection Act provides Niagara with all options available to protect the health and safety of Niagara residents. GG Bob was a Great Grandpa to six great grandchildren and one on the way. Bob graduated from York University and U of T and taught for 35 years until retiring from the Peel Board of Education after 23 years at Queen Elizabeth Senior Private School. Bob and Gail enjoyed retirement, moving from Mississauga to Grimsby. they bought a camper van and traveled through most of Canada and the U.S. They sold the van and wintered in Florida for 10 years. They then started cruising and sailed for over 200 days at sea and visited almost 100 countries. they traveled to every province in Canada and every state in the U.S. as well as every continent with the exception of Antarctica. He also served with the Educational Credit Union in Mississauga for 28 years and was active in St. Paul’s Anglican Church, Lorne Park. Many thanks to his doctor, Glen Mullen of Grimsby, to his nurse, Vanessa and to his Oncologist, Dr. Fraser at the Juravinski Cancer Center in Hamilton. Anne passed away peacefully at Albright Manor March 30, 2020, a day after her 94th birthday. Predeceased by her loving husband Tony (2005). Dear mother of Norm Raffaele (Deb). Much loved Nana to Cam and Christie (Rob). Great Nana to Jessica, Nicholas, Melissa and Morgan. Sister of Mike Palgut (Phyllis). Anne was a devoted wife, mother, Nana and Great Nana who was active in bowling, sewing, quilting, crocheting and knitting. She will be remembered for her beautiful smile, her chicken soup when we were sick, her turkey dinners and her cute sense of humour. Status quo on pay questioned Dear Editor, While the new mayor and council are an improvement over the last bunch, I cannot believe the decisions re hiring a development officer and their decision to maintain a salary increase were based on anything but stupidity in the former and blatant greed in the latter! With small to medium businesses shut down, possibly for months, few will be looking to relocate, expand, or open up in the present situation. The time to seek a business development officer will be when the present Covid-19 pandemic is over. With regard to voting to hold their increase, I really wonder how they view the current situation where so many have become unemployed, many of whom are in desperate financial need and
LETTER essential workers, especially those in the healthcare industry, are risking their lives for fairly low salaries (example PSWs <$23/hr) then justify their selfishness. How dare you? In my opinion, local government council member positions should be hourly paid. They are not full-time positions so why a salary that is not only guaranteed for four years but which they themselves can increase independent of any public input? All of you, give your heads a shake and wise up to the severity of the times. Remember you are there to serve the citizens of Grimsby, not help yourselves to our money when you see fit! Brian Merritt
Disconnected council rejects wage roll back It had been a while since the carnival was in town for a regular council meeting, a month in fact, since several special meetings were set up since their last regular meeting March 2, but Monday night’s festivities did not disappoint...or did they? Simply, council (and when I say council I mean the five councillors who stick together even when logic and world forces would indicate otherwise) again showed an incredible disconnect with reality and their taxpayers. There were many chances to do something, anything, almost as a show of good faith but not only did the Grimsby 5 decline that opportunity, Coun. Randy Vaine declared that councillors whose views opposed his were simply “grandstanding”. In a 5-4 vote, council voted to ignore pleas to not only freeze hiring and reduce spending by approving the immediate hiring of an economic development officer which, at budget time, CAO Harry Schlange said came with a $150,000 price tag all in. The hire was approved in the budget for a September hire, so moving it up four months will be about a $35,000 hit. Now, clerk Sarah Kim declared the move did not constitute a financial impact on the Town because staff found efficiencies in the budget to offset the cost of the immediate hire. Of course, this was not broken out and it was not explained - when the budget debate was hot - why the minority four members of council who implored restraint and fiscal responsibility were told on all fronts every possible savings option had been considered. I guess that was not true. Then they had an opportunity to get reconsideration of new hires - not including the EDO position - and potential cost savings on the table Monday night, but this required a two-thirds majority to waive
MIKE WILLISCRAFT council protocol. Of course The Five would have none of that, so no discussion of tightening the Town’s belt to improve its cash flow and overall financial position ensued. Finally, the spectre of council voting to maintain a raise in the face of worldwide economic devastation popped up. Remember when Vaine asked for a report on council’s remuneration package and council was informed their pay was on the high side of average already. That didn’t stop the Grimsby 5, heck no. It takes a ton more than logic to stop those boys. Council had an opportunity to take one for the team and show the community they “get it”. They don’t. In a 5-4 vote, council voted to maintain a two per cent pay hike which was installed as part of a long-ago agreed to wage negotiation with Town employees which came into effect Jan. 2, 2020. While many are losing their jobs, businesses teeter on the edge of bankruptcy and everyone is looking for any level of financial relief on any front council had an opportunity to extend a small token of understanding. So, I had this column written already, after council. Then, after midnight, I got the following note from Coun. Dave Sharpe, who I am guessing was attempting to shame the four members of council who dared oppose handing themselves an unneeded and unwarranted raise.
“Did you catch the end of the meeting tonight when Coun Bothwell, Freake, Vardy, and Mayor Jordan proceeded to vote against approval of ALL bylaws including: (In the interest of space, I will note there was a list of 10 items from the meeting, including the pay raise). I had to ask the clerk what would happen if we defeated the confirming bylaw. She told me we would essentially close the meeting, tear up the minutes, and it would be like the meeting never happened. She went on to say that she has never heard of it actually happening. But the vote tonight was 5:4, 4 in favour of scrapping the whole meeting. It’s not right in my opinion, to vote down the whole meeting because you disagree with one vote. And it’s actually the second time it’s happened. At the Mar. 25 special council meeting, some of the same councillors voted against the confirming bylaw at the end of the meeting. A vote that would effectively scrap the whole meeting. Dave Sharpe My response sent to all of council at 12:35 p.m. “I did. I thought it was a brilliant strategy to build the council pay hike directly into a bylaw to force any opposition to the increase into voting against the whole set of bylaws. That Harry, he he (sic) sure knows what he’s doing! What would we do without him? I mean besides saving the $150K on an unneeded (at this point in time) EDO. As for that meeting, it goes on the pile of other meetings which should have been scrapped. If you don’t mind, please ask Coun. Ritchie and Coun. Vaine for the name of one Grimsby business (just one) owner of the many they claimed emailed/contacted them in favour of hiring an EDO right away. I would love to speak with them about how this expenditure will benefit the Town.”

Writer’s plea for fiscal restraint before council held wage increase Dear Editor, Covid-19 has posed a challenge like none other to Canada and Canadians have risen in kind to meet it. We have met it with strength, determination and compassion. But most of all, we have met it with deep sacrifices across the board to ensure our friends, family and community remain safe. What does that sacrifice entail? It means that up to four million Canadians could be without jobs to stop this disease in its tracks. Difficult times will be upon us all. Livelihoods will be lost. Families will be strapped for money. People will worry about whether they can make ends meet, or if they will even have a roof over their heads. Make no mistake, this will play out in all communities across Canada and Niagara. It is only a matter of time before

LETTER the economic impact will make itself felt in Niagara. So, if Canadians are making sacrifices in defence of our communities, what is it that Council can do to support its constituents? I humbly ask that council (for that matter any municipal government considering property tax increases) reconsider the Grimsby component of the 13% property tax and defer it for a year. This would mean deferring: • Planned studies • Hiring for roles like the Economic Development Officer • The proposed transit system (which may not get much use under current circumstances). I do not make these suggestions lightly. I am not asking that the budget items be permanently removed. Nor do I
think cuts are necessary. I do believe the proposed expenditure will eventually be needed because of years of underfunding by previous administrations. But in the days and weeks coming up, Canadians will be forced to make hard choices about what they have to give up. Surely Council can do the same, to ensure that even seemingly minor incremental costs are not an additional burden for us. For those on Employment Insurance, that small amount could be the difference between keeping our homes or not. My one caveat to this is West Lincoln Memorial Hospital. Covid-19 is the wakeup call that we need a hospital now. Any funding from the municipalities should proceed as fast as possible to ensure our communities are serviced in times of crisis like this with a state of the art health facility.
Let me finish with this thought… Covid-19 will be written about in the history books and will be read about a 100 years from now. What is it that you wish would be said about you, if asked, how did you help your community in this time of crisis? Help us, while we sacrifice to protect all Canadians. Nameer Rahman
