Grimsby looks ahead with rec Master Plan Formalizing 8.97% budget increase keeps council grounded in reality By Mike Williscraft NewsNow While some creative and unique ideas - all part of the first recreation Master Plan in more than 30 years - were presented to Grimsby Council Monday night, the reality of righting a wayward financial
ship dampened the mood. Council formally approved the 8.97 budget increase which was hammered out previously at a committee of the whole session last month. The increase on the Town portion of the tax bill will translate into $74.44 on an
average assessed home of $380,000. The recreation Master Plan is a forward-thinking document which takes into account all current inventories the Town has and anticipates how to maximize those with an eye to developing new fa-

Dundurn Castle’s Little Garden Paradise The Grimsby Garden Club invited Victoria Bick, the historic garden coordinator for the Dundurn National Historic Site to present on the history and practices of Dundurn’s Victorian kitchen garden at their March 25 meeting. Planning for re-invented Happening underway With a new name and revamped programming, Happening in Grimsby planning is well underway for the June 20-22 event. With a host of activities planned for Main Street, children’s programming in Coronation Park, a kick-off with the summer solstice Grimsby Farmers’ Market and the Peach Pit on the grounds at Peach King Centre, the threeday event will have a lot
to offer. What’s the Peach Pit you may ask? That component will be hosted by Grimsby Peach Kings. It will be a licensed area with concerts both on Friday and Saturday nights. “Vendors, artisans, kids’ activities, music, entertainment, we’ll have it all covered,” said Simon Duong, the Happening committee chair. “We have been meeting weekly for more
than a month. Lots is still on the go and we will have pieces coming together steadily over the next two months. We’re very excited about how it is going.” A new major development will be a shuttle bus connection running from Mountainview Christian Reformed Church and Lakemount Worship Centre in the northwest corner of town. “We plan to have the

Study Parameters Hearing problems typically result from damage to the ear and researchers have spent decades trying to understand the biology behind hearing loss. Of particular interest to Professor Fenske and his researchers is identifying how we listen. There is a current theory that divides people into two “listening groups”. People in the first group need to put more effort into their listening, while members in the second group “lock on” and aren’t easily distracted. Paradoxically, it’s the people in the first group who will look for a solution to their hearing loss sooner than the second group, even though the level of hearing loss could be very similar. The researchers will particularly examine listening in a range of situations, from one-on-one, to
group conversations, watching TV and wider social contexts like supermarkets and other noisy environments, and how it effects connection and socialization. Why Participate? It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss, but most do not seek a solution right away. In fact, the average person with hearing loss will wait ten years before seeking help. This is because at the beginning stages of hearing loss people often find they can “get by” without help; however, as the problem worsens this becomes increasingly harder to do. You’ll be playing an important part in a study will further identify the key factors impacting hearing difficulties and better understand their influence on the treatment process.

Hold the phone on Casablanca EA It seems Town of Grimsby’s invitation to have Niagara Region director of planning services Carolyn Ryall attend a council session in April to give an overview of the Casablanca EA has been rebuffed. A note from Planning Committee Chair, Coun. Dorothy Bothwell, notes Ryall has declined invitations to attend with April council meeting as well as April 9th’s Planning meeting. Ryall also suggested the study was too complex to send anyone else from Region to make a presentation and answer any questions council may have. Now, it may very well be that Ryall is just that busy, but it surely does not service constituents well that only one person holds all the keys to a project which will shape the future of Grimsby’s west end for the next century. One baby step at a time, please It has been noted in this space before and may be again in some form in the future, but Grimsby Council has got to work through some baby steps before it stretches too far and falls on its face. To be fair, one has to give them some rope as they are working through a myriad of problems left by the previous regime. Their biggest foe will be themselves if they get too deep in the weeds and things get counterproductive. Case in point, and it was relatively small, but still important, was a flash debate about one of the budget components which came up Monday night. Yes, council juggled things to get some positive things included in this year’s budget - as opposed to a purely defensive posture of paying for items bounced from 2018 into 2019 and other landmines like the $1 million floor at Peach King Arena. However, when they are looking at hiring staff of any kind, especially into previously non-existent positions, Coun. Kevin Ritchie was bang on when he said there should have been a staff report detailing the need, a job description for the new position and how filling that position will alleviate workload pressures. One suggestion I have seen in many other municipalities where a new position was suggested was to introduce the new spot on a one-year contract basis. This gives the contractor’s direct report an opportunity to assess need and success of the experiment. If the need is justified, the position can be made a full-time employee if deemed appropriate, or let go when the contract expires if a work crunch has passed or if the
MIKE WILLISCRAFT job was not justifiable in the end. And key to all of this is, the process needs to be driven by a CAO and his/her team. Grimsby council is in a unique - if not unfortunate position of having to be far too involved in the day-today affairs at town hall. Council has made some major changes and some changes took care of themselves - to the long-term benefit of the municipality but they have a LONG way to go. Getting a budget under their collective belts, going through the process, working through the minutia of each department’s finances is integral to understanding how things work and the costs associated with keeping the wheels moving forward at town hall. Now is the time to get their soldiers in place and step back and let the operations end of things take care of themselves. Yes, the hiring process for a CAO and director of planning needs to be worked through carefully, but every week that passes is just another measure of time when their eye is off the ball. Yes, there are some restless natives who would like to see council moving more quickly on the Mountain Street trucking issue, but I
would rather see them get the budget right, get key hires done with solid people who can help build the Town into the next century and simply calm waters which have been all-tooturbulent for several years. You may find it crazy for a newspaper guy to tell you no news is good news, but I would love to not see an ounce of news come out of the Town of Grimsby for a year. If that every happened, it would be a good thing for residents as you would know things are running absolutely perfectly. Now, that won’t happen, but a guy can wish.... And just a friendly warning, and believe me, of all people I totally get it, but council also has to be very careful of poking fun at other’s screw ups. During the rec Master Plan discussion, it was noted that a MURF is a possibility (MultiUse Recreation Facility). There was a not-so-veiled shot at the last West Lincoln council and their laborious venture with their MURS and a “we don’t want to be like West Lincoln”. First, true, but also past tense. While that is some lowhanging fruit and tempting, Grimsby council needs to rack up a few miles on its collective odometer and earn some gold stars for chart on the back of their office door before calling out anyone. Mistakes are going to get made, both by staff and elected officials. But that is why you want to execute your hiring process to a “T” and nail down a great fit. Council will get there and the community will get there, but let’s take some small, baby steps as we start down a very long path to recovery and growth.
