As dark as it was for Grimsby resident Margaret Roper, who lost her mother Iris Roper to COVID-19 last week, she said she was blessed by “a bright star” through it all. A three-year long campaign to fund a new, custom vessel for GAMRU South Shore Search And Rescue has finally come to port. GAMRU announced last Friday that they had ordered a new Stanley 26 CR S&R boat from Stanley Aluminium Boats of Parry Sound, Ontario which will be customized to the needs of the volunteers. The new vessel is expected to enter service for the 2021 boating season. GAMRU unit leader Bob Gordon said it “is a great moment” for

the organization. “This is the culmination of several years of fund raising and the end of a long, arduous selection process,” said Gordon. “We believe the design offers the speed, range and seaworthy characteristics we demand in a rescue boat combined with the deck space, equipment storage and crew safety we need.” He added that the boat could have a working life of 20 years. Final price for the vessel and its equipment is expected to be within the $240,000

Gordon expressed the volunteers’ heartfelt thanks to the donors who brought the project to life. “It was important to share this news with the many generous donors who supported this effort from the earliest days and through the long periods when it appeared we weren’t making much progress,” Gordon told the donors. “Your encouragement and financial support during this time was invaluable. To you, our sincere thanks.” The selection process looked at nearly two dozen boats from Canada, the U.S. and New Zealand before settling on the Stanley. The new boat will replace the aging Zodiac Hurricane 630, which will see another year of service in 2020. GAMRU responds to rescue calls in western Lake Ontario, with more than 30 active volunteers serving the communities along the south shore from bases in Fifty Point and Grimsby.

Consumer survey to help businesses plan future A comprehensive consumer survey is being conducted by NewsNow to help detail how Niagara West residents believe COVID-19 could alter their shopping and information seeking needs. “Last week I sat in on a fascinating Newspapers of America webinar led by a guy who has 15 years of experience as a publisher, 30 years as a communications consultant, so he understood the boat newspapers and communities are in,” said Mike Williscraft, NewsNow publisher. “He had done a survey for a newspaper in Seattle, reportedly the launching

pad for COVID-19 in North America, to assess how shoppers in the market may react as things return to what becomes the new normal. Just hearing about the feedback from his business community told me this was a must for Niagara West.” In the U.S survey, triple the normal responses were received so Williscraft is optimistic about the interest it may get locally. “It’s different here. The people who own shops downtown are neighbours. Our kids go or went to school together. We see each other at the arena on

a Friday night. There is a great mutual support system and people care,” said Williscraft. The survey is lengthy at 39 questions, so a little “carrot” was sought as a potential sweetener for those who take the time to complete it. “I have worked with chef Jan-Willem Stulp at Grand Oak Culinary for many years. Some may recall his days as chef at Vineland Estates,” said Williscraft. “He has offered to do a complete, in-home dinner-for-eight for one lucky person who completes the survey. It will be special, and amazing.”

Those who fill out the survey do not necessarily have to leave their name, but to be eligible for the prize they will need to leave a phone number and/ or email. All information will be completely confidential with only stats used to help local businesses plan future marketing strategies. Being a leader in a time of COVID Organizations need leaders, not heroes. That is the advice Sean Reid, president and head coach of Arrowhead Coaching and Facilitation Services, has for companies, charities and more weathering the COVID-19 storm. “Your people don’t need you to be a hero or have all the answers, they need you to be authentic and empathetic,” said Reid. alike with their needsespecially during a pandemic- Reid said there are strategies that all can employ. “Mental health professionals are unanimous about what every worker needs to be doing right now, whether they’re a CEO or on the front lines,” he said. “They all need connection, clarity and consistency.” Connection, Reid said, requires leaders to regularly check in and support their people, especially where face-to-face communication is hampered by social distancing. “That starts with employees, but also includes customers, partners, suppliers- anybody who is in the ecosystem that supports their business,” said Reid. He added that this can be a two-way street, and leaders with superiors should maintain connec-

tion with them as well. Clarity is equally important, said Reid. He suggested that leaders develop 30, 60 and 90 day action plans to orient personal and organizational actions in the present. “Having longterm plans creates psychological peace of mind for a leader, which they pass down to employees, suppliers and others,” he said. Lastly, Reid said all leaders need consistency. This requires establishing routines, habits and rhythms in the work life on regular basis. “Establishing these for yourself and for your team will bring a lot more organizational peace, stability and focus,” he said. By Joanne McDonald For NewsNow While renaming a street or road in West Lincoln now triggers a procedure to notify agencies and organizations of residents’ change in address, it wasn’t the case for Stuart Lord when his street name was changed in 1999. A WL resident since 1977, Lord said he had no end of grief when a change in address was not followed by notification to the numerous entities that needed to know where he lived. It became a frustrating exercise whether he was applying for a passport, a pension, or trying to get information from the Municipal Property Assessment Corporation (MPAC). “I couldn’t identify where I lived because it was a different address on my licence and my

MPAC notification.” His comments to NewsNow followed WL committee and public meeting discussions regarding street names. “It’s not as simple as changing a street sign.” Lord said his concerns predate the present government and Township Council. “We are going back several years. This has been a longstanding issue.” Brian Treble, WL Director of Planning and Building said the Township has a procedure in place to notify dozens of agencies and organizations. “For the last five or so years, West Lincoln staff have been working closely with the Region to resolve a host of identified address discrepancies that exist,” Treble said. “This is all being corrected in an effort to be 911 PERS

compliant and better able to ensure the response times are kept to a minimum for emergency responders.” “As we correct address challenges/inconsistencies, we have a notification procedure that we follow in terms of notifying dozens of agencies and organizations,” Treble said. “This all happens in close consultation with the Region and our local Fire Chief.” Lord gives full credit to the local postmaster. Smithville Postmaster Linda Robinson said the post office receives notification of address changes. “But we also know the people so that is helpful as well.” Residents can contact the Township or call 1-800-267-1177. “We won’t let you down. We’re going to do our best,” Robinson said.

Relationship management key for new EDO hire By Mike Williscraft NewsNow At a time when virtually all levels of government are freezing costs in anticipation of unknown impacts of COVID-19, Grimsby council opted to create several new positions as part of its 2020 budget process. While many were contentious, none were more so debated than a new economic development officer position. While two new hires will come in the recreation department - and a new procurement officer has already been hired - neither has a price tag near that of the EDO. At initial budget deliberations, council, as told by chief administrative officer Harry Schlange, the new position would come with a $95,000 salary. In a subsequent meeting, Schlange adjusted his salary estimate to $112,000$115,000 with a budget for travel/conferences of about $35,000. While there were not a lot of specifics where job description was concerned, Schlange noted tourism and any support for Grimsby Gateway’s tourism kiosk would not be part of any future EDO’s responsibilities. In a lengthy interview April 15, Schlange expanded on how he sees the roll of the new EDO developing. Following through on comments at town council, Schlange said creating relationships with Grimsby business operators and business organizations will be part of the immediate process. ‘Tips for Fundraising’ seminar May 6 COVID-19 has brought the world to a virtual stand-still, and Niagara is no exception. While much attention has been given to the many businesses that need urgent support to stay alive, charities and non-profits in Niagara find themselves in a similar predicament. Many have had to cancel fundraising events and public outreach. The Niagara Community Foundation (NCF), in partnership with the Armstrong Strategy Group (ASG), aims to help these organizations with a special ‘Fundraising Tips During COVID-19’ seminar, scheduled for May 6. This event will take place from 10 to 11 a.m. on the Zoom videoconferencing software. Niagara Community Foundation executive director Bryan Rose will

be joined by Bill Hallett and Carrie Zeffiro from ASG to offer their thoughts on how charities and non-profit organizations can adapt to the current state of things. “There are nuances to raising money during times such as these,” said Rose. “Organizations want to balance being able to raise money to deliver their programs, but also need to be aware that a lot of people who might normally support their organization are just not in the financial circumstance to donate to local causes.” He admits that fundraising can be a daunting task for charity organizations, even in normal economic conditions. However, charities and non-profits still have options. “There is so much for

these organizations to consider right now, so our group thought we could help by sharing some of our insights and open the floor for some positive discussion to share ideas and help each other during these times,” said Rose. Since 2000, the NCF has supported Niagarafocused charity and nonprofit organizations by providing guidance, networking, collaboration and financial support. Recently, they provided $300,000 in emergency funding to organizations across Niagara. They regularly partner with Niagara Health and United Way Niagara to help support their work on the ground. ASG is a strategic development and communications group located in St. Catharines and a long time partner of NCF.

available during COVID-19 closures The FORT (Foundation of Resources for Teens) is still open, just in a “modified” way to comply with COVID-19 restrictions, said executive director Beth Shaw. FORT has moved many of its services online and its physical programming has been paused, but the organization’s funding has taken a major hit as a result. “We’ve had to cancel our fundraisers and have seen fewer donations during the pandemic,” said Shaw. “This could really crush us.” She emphasized that FORT is still reaching out to teens however it can at a time when they especially need support. “Our teens are really struggling with isolation,” said Shaw. “We’re

here to help still.” Every day, FORT continues to provide resources to teens in the form of Zoom meetings as a way of battling isolation, mental health counselling to those in crisis, and help with applications, resumes, and job search assistance. FORT is also running special workshops on Zoom geared towards helping teens deal with the boredom and anxiety during the COVID-19 pandemic. Shaw explained that the organization will be especially hard hit during the summer months since most of their fundraiser events occur at that time. “We’d like the public to know that we are still here to help with any youth needs, and

Firefighters, town staff to help GBF Feed Hope May 2 By Tristan Marks NewsNow Help feed hope this Saturday by leaving front porch donation for the Grimsby Benevolent Fund’s (GBF) food bank. As part of a community effort, volunteers from the Grimsby Firefighter Association and the Town of Grimsby will be going house to house picking up donations of food left for the ‘Feed Hope’ drive from 8 a.m. to 4 p.m. During this event, firefighters and town staff will be maintaining proper social distancing protocol. This means that there will be no knocking on doors or interactions of any kind with community mem-

bers. Instead, those wishing to contribute must leave their donation by their front door by 8 a.m. to be collected. Members of the community are asked to donate non-perishable food, pet food and hygiene products. Event organizer Steve Allingham from the Grimsby Firefighter Association said this drive is a way of providing a unified front and bringing the community together during the COVID-19 pandemic. “We were looking for a way to provide a service and out reach while maintaining physical distancing,” said Allingham. “GBF is a perfect fit.

They’re a pillar of the community and we’re happy to work with them.” The firefighter association has a longstanding relation with GBF, traditionally helping collect donations for the charity’s Christmas Hamper Program at Grimsby’s annual Santa Claus Parade. For Saturday’s ‘Feed Hope’ drive, they will be joined by staff from the Town of Grimsby, to help cover donations throughout the town. GBF executive director Stacy Elia said she’s “just thrilled” to have such support for her organization’s mission. “It’s heartening to see the generosity in this time of trou-

ble,” she said. “It just shows how quickly the community comes together to help support a good cause.” Elia said this does not come a moment too soon either, as the town has seen a lot of residents put on the edge due to job closures caused by pandemic restrictions. “The food bank has been busier than it’s ever been,” said Elia. “We’re enrolling clients almost daily.” Community members can also choose to donate money to GBF online. Elia said any such contributions made on Saturday will be counted as part of the ‘Feed Hope’ event’s proceeds.

The palliative care centre has had to adapt quickly to ensure that its patients, volunteers and employees remain healthy. “Our goal is to keep COVID-19 out of McNally House,” said executive director Pamela Blackwood. “We have a very small staff and if anyone is exposed, we’ll have difficulty taking care of our residents.” As a precaution, the hospice’s administrative staff, art therapist, and bereavement and psycho spiritual

clinicians have been told to work from home when not helping the house directly. Residents have been limited to one in-door visitor a day. To help prevent residents from falling into isolation, McNally House staff have had to think outside of the box, said community engagement coordinator Amanda Black. “We want to make sure that people are getting an opportunity to spend time together so we have gotten creative,” said Black. “Each of our resident rooms has a patio door, this makes it

This includes helping set up video calls between residents and their loved ones. Blackwood said among the greatest challenges facing McNally House right now is the lack of Personal Protective Equipment (PPE): gloves, face masks and so on. Blackwood said that while many community groups have stepped up to the plate the donations, the hospice still needs what the generosity of the community can provide. “We’re still short on things, but we also have volunteers busy at home sewing masks and gowns,” said Blackwood. “West Niagara is once again showing how communityminded they are and we are truly grateful for that support.” However, McNally House needs more than just PPE donations, said Blackwood. “We only receive 60 per cent of our funding from the government,” said Blackwood. “To continue to serve our residents we still need funding from the community.” Those who wish to support the hospice can donate money online at mcnallyhousehospice.com.

Lianne Vardy to simply freeze hiring and discretionary spending for two months until council could assess just what the Town’s fiscal situation is. Nope. That flew with all the success of Les Nessman’s U.S. Thanksgiving Day extravaganza. It is odd that a couple of timely - yet unrequested reports popped up just at the right meeting to position the wishes of the Grimsby 5. Earlier CAO Harry Schlange presented a report noting his economic development officer hire be moved up. That even came with about $40,000 in budget savings - which could not previously have been rooted out - to justify the move. Last week, it was a lengthy COVID-19 report which included immense back patting and several “burning the midnight oil” references. Working hard does not translate into working smart. Vaine stated he has opted to hand over his duties as an elected official to a bureaucrat and, again, it does not matter who that person is so personalities do not play into it. It is just wrong on all levels. So during the budget, the 5 stuffed through everything they wanted. There was no fiscal responsibility. None.

Whether it is the new EDO position, the new procurement officer (Grimsby managed for nearly 100 years without a procurement officer but for some reason the 5 and CAO determined an immediate hire was needed), the two recreation department positions or any other hire, any or all of those positions could easily have been deferred to next year. One little gem which also was never mentioned in budget deliberations is the projected severance payments for the series of terminations implemented by Schlange last fall. This little package has been estimated in the $1 million range, so when you combine new hires with payments for departed staff taxpayers are looking at a swing of about $1.5 million in this fiscal year. So when a member of council seeks, no, begs for some level of fiscal restraint, the Grimsby 5 should at least acknowledge the need. It would at least allow them to feign actually representing their constituents. Now, the Vaine’s comment also came after another circle around the carousel in the form of discussion dealing with buying a new $72,000 lawnmower to cut the Town’s sports fields this after other grass cutting was contracted out earlier this year. On this, no timing is not ideal, but money was in reserves so it is not operational funds, so it’s not as compromising as council’s other decisions but here’s the twist. The go with low tender and forego a bid from a John Deere dealer in West Lincoln to take the low bid. Not a travesty, but when you have a corporate of John Deere as one of its highest profile corporate entities would it not have been nice to buy local.


Lincoln Council goes digital at first electronic meeting By Tristan Marks NewsNow With COVID-19 still spreading, businesses and organizations have had to adopt social distancing strategies to keep that spread to a minimum. Lincoln Town Council is no different. To ensure safety and set a good example, Lincoln councillors met online for a special meeting April 14 through the Zoom video conferencing platform. This first ever electronic meeting was attended by all councillors, except for Coun. Greg Reimer who sent his regrets and a notice of absence for the meeting, and was joined by several staff members as well. Town clerk Julie Kirkelos moderated the meeting, keeping track of the order of comments and recording votes for motions from each individual councillor. A simple show of hands would make votes hard to determine in the relatively small webcam frames. In a comment after the meeting, Lincoln CAO Mike Kirkopoulos said council and staff were expecting some of these hiccups that come with transitioning council meetings from the real world into cyberspace. However, he judged the new meeting format to be an overall success. “I think I would say that overall, our first meeting, from an operations standpoint went well,” said Kirkopoulos. Lincoln Mayor Sandra Easton concurred. She afterwards said she was pleased with how the meeting proceeded. “Councillors all spoke, and the dialogue and decorum was respectful and collaborative,”

said Easton, although she admitted that the move to online required some adjustment. “It does take more time to prepare, to know what you want to ask, and it is important to read everything a few times. Preparation is key.” Council discussed a number of topics from the current state of the town to strategies for economic recovery down the road. Several councillors gave updates on key items for Lincoln residents, such as business and mental health. Councillors Paul MacPherson and JD Pachereva informed council about their talks with some of Lincoln’s key industries, and the impact COVID-19 has had. MacPherson said he and Pachereva learned from Lincoln’s Greenhouse Alliance that growers have been “hit particularly hard during this crisis.” Pachereva added that Lincoln’s beverage producers have also seen major losses. He quoted a drop of “50 to 75 per cent in retail sales,” for various producers. Councillors Dianne Rintjema and Lynne Timmers discussed the importance of supports for mental health during this crisis. Rintjema, who chairs Lincoln’s Joint Accessibility Advisory Committee, said the pandemic has affected the mental health of many residents, adding that “it’s been especially hard for those of all ages with accessibility issues.” Timmers provided a list of phone resources residents of various age group can access, including: Niagara Gatekeepers for seniors, 905-684-0968;

Kirkopoulos said staff and council will look into ways to improve upcoming electronic meetings, to keep them smooth, open and transparent. One such issue was the lack of public participation. Members of the public were not able to view the meeting as it was occurring, and can only see the recording after the fact. Kirkopoulos said, “Delegations and public meetings are somethings we are working on to ensure that we are meeting the needs of the community and ensure participation.” Additionally, during the meeting, Mayor Easton said that the town clerk would accept written submission from residents to be added to future meeting agendas. Another issue Kirkopoulos noted was the length of time. “Virtual meetings need to be managed differently than inperson ones, and so the playbook is a bit different,” said the CAO. “This meeting definitely took longer than if we had an in person one, but it was our first, and so we will get a bit more efficient in managing the technology and the dynamics of this new approach.” Lincoln’s next meeting is scheduled for May 4, and will also be conducted electronically.
