NPCA closes Beamer, other sites
After several hundred residents flocked to Beamer Memorial Conservation Area over the preceding two weekends, Niagara Peninsula Conservation Authority closed all its conservation areas March 26.
By Mike Williscraft For NewsNow On the heels of inquiries by concerned citizens and a subsequent story in the March 26 edition of NewsNow, the Niagara Peninsula Conservation Authority took quick action closing Beamer Memorial Conservation Area last week. Among those who commented early last week was Grimsby resident Jim Cowan, who also contacted NPCA vice-chair and Grimsby representative Bruce Mackenzie. “There is no question in my mind that immediate closure of the facility is required to help prevent further spread of COVID-19. It is imperative that we react immediately,” wrote Cowan after reading NewsNow’s coverage
last week. And the NPCA did exactly that, taking additional steps to support social distancing. “Yes, these times are very concerning, fast changing and challenging. The NPCA has been closely observing the situation and on March 16 it was one of the first agencies to close its conservation areas and facilities and office to the public,” noted Mackenzie. “The areas were open for passive use and now that situations are found where people may not be following proper physical distancing the NPCA has announced that its conservation areas are closed to passive use as well, effective tomorrow (Thursday).” In the last editon, it See NPCA, Page 4
Dillon’s Distillers: the heart of Ontario spirit By Joanne McDonald For NewsNow Response to a local distiller’s production of lifesaving hand sanitizer has been 100 percent proof of community spirit in the fight against COVID-19. Dillon’s Small Batch Distillers in Beamsville rolled 11,500 bottles of the antiseptic through the line Monday – 90 per cent of the production had already been allocated to first responders. It’s going to more than 40 hospitals across the province,
doctors, police, fire, long term care homes, all on the front line of the pandemic. Tankers full of alcohol/wine donated from neighbouring wineries have been pouring into the Tufford Road distillery and local businesses from label makers to trucking firms have joined the effort to distribute the bottles to where they are most needed. It’s been a wild ride and an emotional two weeks. “We’ve had some amazing sup-
port to keep us going,” said Geoff Dillon, owner and distiller. “My adult life I don’t know if I really cried until the last two weeks with everybody coming together,” Dillon said. “We’ve had some emotional times in the office. We’ve had thousands of stories from doctors and others that are in such need.” By early this week, Dillon’s had marked the production of about 25,000, 750 ml bottles. “We have all three stills running
and can produce about 10,000 bottles a week,” Dillon said. What started only two weeks ago, giving small sample bottles to guests visiting the distillery’s sipping room has shifted to lightning in a bottle gear to supply thousands of first responders. This is mandatory under the federal Quarantine Act. • And please, stay home unless you are an essential service We know that many of you have already been following this advice and we thank you. If you have not been, it is not too late to do the right thing to protect our community from COVID-19. None of us are invincible. Now is the time to do your part: this is not a time to go to parks, take your kids to playdates or host parties. We know these are challenging times for all of us. The firefighters have teamed up with Foodland Smithville and Stanpac to deliver grocery orders to folks in self-isolation across West Lincoln during the COVID-19 outbreak. The delivery service is completely free, all customers

Prepare for unpredictable residential mortgage rate swings over the next few weeks.
Shortly after the Prime Minister’s announcement on March 18th that the big banks would be offering financial relief to Canadians impacted by the economic consequences of COVID-19, which could include for some homeowners up to 6 months of mortgage payment deferral, all the big banks and other non-bank lenders introduced rate increases, that ultimately saw interest rates jump within a 10-day period by as much as 1%. As an example, the 5-year fixed rate for “refinance”-type applications increased from 2.54% to rates as high as 3.40%. We were excited to see that many financial institutions adopted the 1% total decrease that the Bank of Canada announced for the target overnight rate, bringing their Prime rate from 3.95% to 2.95% - but then, these same lenders changed the discounts they had been offering off Prime, so that the net effect of a 1% drop in Prime actually caused variable rates to rise at some banks! Variable-rate mortgage pricing went from “Prime minus .90%” to “Prime plus .20%”. If housing prices drop in the next while, then the impact of these interest rate increases is not as damaging for purchasers of new and resale homes, as the savings of the decreasedpurchase price will offset the recent rate spike. This recent rate spike is going to affect those homeowners who have lost employment income from this COVID crisis, and who need to refinance their mortgage to improve their cash-flow. Not only are these borrowers dealing with higher rates, they are also going to be approved for a lower mortgage amount if their house value drops. “On Monday, March 23 the Niagara Peninsula Hawkwatch ceased monitoring the spring hawk migration at the Beamer Memorial Conservation Area. This programme has been on going to 45 years,” noted Mackenzie. “Yes, changes are happening very quickly and the NPCA has been in contact with
various agencies and the public. We certainly appreciate you (Mr.Cowan) reaching out and bringing your concerns to us. Please do not hesitate to contact me if you require any further information.” The NPCA also released details in a formal communique. “Effective March 26, all NPCA Conser-
vation Areas will be closed to the public indefinitely, this includes passive use like walking, hiking, and birdwatching,” reads the statement. “On March 16, the NPCA closed all conservation area programs, services and facilities for active public use. During the past two weeks, NPCA parks remained
accessible for passive use such as walking and hiking in keeping with our commitment to community wellbeing.” “NPCA has closely monitored the evolving COVID-19 risks to public health and safety and we regret to inform our community that due to the seriousness of COVID-19, and in an
effort to support social distancing, all NPCA parks including parking areas will be closed as of March 26, 2020.” Cowan said the NPCA’s actions were needed and will be effective. “Your quick response and decisiveness may very well save some lives,” said Cowan.

Hotels feeling COVID-19 pinch Virtually every person and business is feeling the pinch from COVID-19’s impact and the hotel sector is no different. Both the Casablanca Inn and Super 8 Grimsby are among those who have seen reservations plummet. Not that it would ever be a good time, but Casablanca general manager Murray Latham said the pandemic could not have been worse timed. “The hotel was making great strides back into the marketplace and was on pace for their best quarter in years,” said Latham. With their food and beverage service being closed March 10, it also came with a $65,000 loss in bookings. “We are not closing. We are going to muscle through like a lot

Starting Thursday, April 2, a new website - grimsbyrocksbox.com will be launched to allow Grimsby merchants an opportunity to generate revenue even if their doors are closed. “To give credit where credit is due, a woman named Meika Matthews in Port Dover came up with the idea and created a template which took immediate roots - while Grimsby resident Deb Reid gave us a heads up on Grimsby DIA’s Friendly By Nature facebook page,” said DIA president Mike Williscraft. The concept will combine offerings from Grimsby retailers combined in a “box” that can be ordered on the website and will be delivered free of charge within Grimsby. The boxes will have different values, such as $100 or $50 and the contents of each will be fully broken down. “Everything has been evolving hourly on this thing, right from Lisa Overland of Stock Media working on the website to retailers like Canadian
Tire and Giant Tiger getting on board. As well, smaller retailers such as Simply Moto and Main West Men’s Wear will take part alongside service providers such as Village Studio,” said Williscraft. “We think this thing has some legs and can do some real good in the long haul so, while we are setting up a simplified model to get it up and running this week, we will also be fashioning some “themed boxes” for gifts and special occasions, such as Mother’s Day. In the meantime, coordinator Simon Duong said his toyourdoorstep.ca project, which provides free delivery for participating restaurants has met with very positive response. “We have 40 Public House and Station One up and running with Judge & Jester and Casa Toscana for this week,” said Duong. “I’m working with some other restaurants that have applied to join like Opa Express, Grimsby Legion and You Had Me At Pizza. West Niagara municipalities close all park equipment and amenities By Tristan Marks NewsNow In a bid to help encourage social distancing during the COVID-19 pandemic, West Niagara’s municipalities have closed their parks. The Towns of Lincoln and Grimsby, as well as the Township of West Lincoln, have closed down all their respective park equipment and amenities to the public. Signs have been posted on park equipment across all three municipalities to show that the following are closed: • Playground structures; • Benches & tables; • Gazebos;
• Basketball courts; • Sports fields, and • Any other item that is high touch or encourages the gathering of people. Additionally, Lincoln has closed its leash-free dog park due to it’s confined and closed off space. Likewise, Grimsby has closed its dog parks and skate parks. The Town of Grimsby has warned that parks equipment including playgrounds, swing sets, picnic tables, benches and other amenities are not cleaned or sanitized. Open, green spaces in parks remain accessible to residents of each municipality.
However this comes with a warning: residents who choose to use the green spaces do so at their own risk. Additionally, each municipality said park users must six feet (two metres) away from others and maintain other COVID-19 precautions. Those who are sick are asked to stay home. WL by-law waives fees, late penalties The Township of West Lincoln has given its residents some breathing room for tax and fee payments during the COVID-19 pandemic. West Lincoln’s councillors passed this by-law along with a second at a special meeting last Tuesday. The first by-law temporarily waives late fees, penalties, and fees and charges. It also implemented a business continuity plan to assist staff to continue to provide essential services to the community. The following apply until May 31: • A waiver of penalty for non-payment or late payment of taxes levied and charged in 2020; • A waiver of penalty and any other associated fees for non-payment or late payment of water bills issued in 2020; • A waiver of penalty on Accounts Receivable amounts past due; • A waiver of NSF (non-sufficient funds) charges; and, • Water services will not be disconnected for nonpayment of the first quarterly water bills, which will be due on May 1st, 2020 The second bylaw allows for social distancing in the government by permiting councillors to participate in council and standing committee meetings electronically.

Did You Know? Did you know that businesses pay Property Taxes 2-3 times the rate of residential properties? Did you know the local portion of the Town of Grimsby’s budget has just gone up 13% this year? Now, some your local merchants and service providers have been mandated to be closed during the COVID-19 pandemic – and rightfully so in the mandate of a greater good. The closure is reasonable in our collective effort to get ahead of COVID-19. The federal government is giving employees enhanced support, but little support for businesses directly. The Town has offered to delay the Business Property Taxes, interest and penalties, yet a business’s opportunity to earn a living has been curtailed. Does this sound reasonable? Would you pay for something that you have not received? We propose that the Town, and Niagara Region do not collect Business Property taxes during the period while businesses are mandated to be closed, plus two month to allow for restoration of cash flow. This will allow our business community to withstand not having any – or reduced - income while the community bands together to solve COVID-19. Any shortfall could be made directly from the federal government to the Town or the Town should review its budget. If not, the merchants are at risk in weathering this period, but mostly it’s fairness in the face of business taxes being collected but not being permitted to operate. We will also be planning some special Mother’s Day boxes - all with local flare (I say flare ‘cause I won’t be conjuring them up....I am NO shopper, but we have enlisted some masters of the craft!!!) If any retailers in Grimsby want to offer up an item to be included in a box offering, please get in touch. We will be growing slowly and will adapt as needed. We’ll see how it goes and hopefully it helps. ••••••• First I got a note from a couple of Hunter Road residents, then I got this email from another very happy west end resident. “Just wanted to share something amazing that happened to us today.
There was a knock on our door and when I opened the door there was a beautiful large hydrangea plant and a smaller daisy plant sitting on our porch. Two gentlemen were delivering plants to every house on our street! Each plant had a card attached with a lovely message and had been sent via P. Ravensbergen & Sons from Smithville and the Covenant Canadian Reformed Church at Grassie. Another message offered a name and phone number if someone needed a phone call, groceries or supplies, a prayer or posting of mail to those in self isolation. I am so impressed by the kindness and generosity of this gesture especially during such challenging times. I would also add a huge ‘thank you’ for the generosity and kindness!” On behalf of the beneficiaries of this massive act of kindness, I offer the same thank you on behalf of those who did not have the opportunity.
