Grimsby gets tough on truck traffic By Mike Williscraft NewsNow After the issue of dumping in Grimsby’s rural areas went largely ignored by Grimsby town council, that inaction was reversed Monday night when a comprehensive bylaw was approved. A lengthy series of measures to reduce impacts of truck traffic and site alterations was part of the package of changes introduced by Coun. Dorothy Bothwell, chair of the Planning Committee. “This represents a good grasp of some new tools to reduce truck traffic and the nuisance to neighbours.This is not the end,” said Bothwell, who added a public liaison committee may be created. “We will continue to look for improvements. This is a really good step going forward.” Included in the list of measures implemented: • Increased fill placement setbacks from three metres to 10 metres from side and rear lot lines; • Maximum side slopes of fill to 5 to 1; • Create a “Large-scale Site Alteration” classification with its own speSee DUMP, Page 5

Municipal reform might be gaining on you By Mike Williscraft For NewsNow With about 50 in Beamsville and 35 in Fonthill, the only two public meetings scheduled of any kind regarding regional government reform drew lack lustre attention last week. Niagara West MPP Sam Oosterhoff hosted the two sessions - Friday afternoon
and early Saturday morning. In January, Municipal Affair Minister Steven Clark announced the appointment of Ken Seiling and Michael Fenn to oversee a review of 82 municipalities in Ontario. No open houses or public meetings have been planned as part of the input gathering process. Instead, the only manner in which the public
can have input is by going to a government website. Seiling and Fenn are making rounds to the municipalities under the microscope to speak with elected officials and key stakeholders, but not the public in general. “I wanted to hear what ideas people had,” said Oosterhoff of his reasoning to host the meetings.
“I heard everything from having 12 municipalities and no Region to scrap all and go to one Niagara. What I can say is nothing has been predetermined.” Former long-time Lincoln mayor Ray Konkle, who attended Friday’s meeting, does not share that optimism. “Sam denied that Ford has See REFORM, Page 2

From Page 1 already made up his mind but others in the room said that he had appeared on TV and spoke out against the number of politicians already,” said Konkle, noting the three minutes allotted at the meeting were not sufficient time to cover such a far-reaching topic. “The feeling was do not combine or change the communities. One big city i.e. take over the region would not work because the haves would take from the have-nots. The number of politicians can certainly be reduced but some people said –and I know this – the cost of those extra politicians is infinitesimal.” The limited saving of reducing politicians is a generally accepted fact. This leaves many wondering about the motivation behind Premier Doug Ford’s preponderance toward municipal reform. For long-time Progressive Conservative Party insider and former Grimsby resident Ken Zeise, he, too, does not see the rationale.
“It’s a shame every couple of decades that, sadly, the party I’m a member of takes an axe, or threatens to take an axe to small town governance. If people wanted the efficiencies in Toronto they’d move there,” said Zeise, who also attended Friday’s session in Beamsville. “Sam was clear that neither he nor Minister Clark have a position on the Niagara file. The comments were overwhelmingly against merging municipalities. No one spoke to keep the region in tact. Three, including myself, cited the failure of Hamilton ‘s amalgamation during the Harris years.” With little upside, Zeise said local municipal governments should be left alone. “Life is full of compromises and when you live in a small town you’re probably OK with spending a buck or two extra (per month) for local accountability on local issues that a town or two away could careless about,” said Zeise. “Why is this such a challenge for provincial PCs? When did we start this hate for small rural governments? Hamilton’s amal-
gamation was a disaster and we lost a good MPP and Riding over it.” “I am hoping for the best, but not holding my breath.” Grimsby Reg. Coun. Wayne Fertich was also in attendance Friday. From his discussions at Region, with residents and hearing the discussion Friday, his conclusion, “I have come away suggesting to the region there doesn’t seem to be any one thing to hang your hat on.” He said many of the comments were about government simply not working, citing recent issues with garbage pickup as an example. At Monday night’s Grimsby council meeting, Fertich strongly suggested the Town’s opinion be submitted to Niagara Region of inclusion in the report going forward to Seiling and Fenn. “It is really important that Grimsby’s thoughts and ideas are sent to the Region,” said Fertich. Provincial budget hits mark: Oosterhoff By Mike Williscraft NewsNow With an end goal of a balanced budget in five years, Niagara West MPP Sam Oosterhoff says his Progressive Conservative government is on its way with last week’s budget announcement. Locally, many were waiting to see if funding for West Lincoln Memorial Hospital’s rebuild was specifically part of the package. While it was not, the portion which was, is a crucial step in the process, Oosterhoff said. “It’s fantastic news that the West Lincoln Memorial Hospital was included twice in the budget. That is a huge step forward,” said Oosterhoff from Queen’s Park, right after the speech was concluded. The budget reads: “Ontario’s Government for the People is supporting infrastructure investments that will ensure patients and their families have access to health care they need. This is why the Province is supporting early planning for the
redevelopment of the West Lincoln Memorial Hospital in West Niagara,” reads the budget. It also states that support will be “planning funding for construction of a replacement hospital on the same site”. The government has previously committed $500,000 to Hamilton Health Sciences to facilitate the reworking of design documents which had already been submitted to the Ministry of Health. This work has already started. This rework was necessitated when a scaled-back version of the initial $280 million projected model was requested. In early February, the HHS received a document from the Ministry of Health outlining a $150 million build. For now, though, Oosterhoff is ecstatic. “This is a very good thing. We need to get estimates, cost estimates and scope of the project back to move further in the process. This is standard at this point,” said Oosterhoff, adding
Premier Doug Ford is still fully behind the project. “I spoke with him today and told him I appreciated it being mentioned twice. He said ‘we’re going to get that hospital built for you, buddy’. That was exactly what he said.” The budget included many new features such as expanded liquor and beer sales into corner and grocery stores, permitting of alcohol in some parks, and “tallgating” before events in approved locations. As well, a new “central procurement process” will be implemented to make use of the province’s buying power. This will save about $1 billion annually, said Oosterhoff. On education, he noted class sizes would rise by one student to 28, but noted that was still under the limit of 30 in Quebec. “We’re getting the deficit under control but there are tough decisions. We are very much a leader in education,” he said, adding the increase is in intermediate grades only, not junior.

WOOLVERTON CLOSED While town council and most Grimsby residents knew Mountain Road would be closed for construction starting this past Monday, nobody foresaw Mother Nature creating an issue with Woolverton Road on Sunday night. Woolverton had to be closed overnight due to damage from heavy rains, said Coun. Dave Kadwell, chair of Grimsby’s public works committee. “It was a real hazard and it had to be closed right away,” said Kadwell of the short notice. “We are hoping it can be reopened by Wednesday afternoon (April 17). We had to hire an independent contractor to get the work done where some rock came loose.” It will not open until late Wednesday, however. The Woolverton closure - combined with the start of a monthlong closure of Mountain Street for work between Elm Street and Ridge Road West – made for long line ups on Park Road which became the only functioning escarpment crossing in town.

While Coun. Dave Kadwell said a definition for a “large scale” dumping operation needs to be rolled out so it would be easier for council to “dig in our heels”, Coun. Lianne Vardy went a step further. “It (the bylaw) says we can limit or disallow depending on the definition of ‘large scale’. We should eliminate large scale dumping,” said Vardy, adding this would not impact anyone who had legitimate needs needs to alter land on their property.
“We want farmers or landowners who are building to be able to raise up their land as needed, but I think we should be strengthening the bylaw further.”

Join Eco-Defenders for Butt Blitz April 27 The Eco-Defenders will be kicking butt Saturday, April 27 and they’re inviting Lincoln leaders and all environmentally-conscious residents to join them in the annual clean up of cigarette butts that litter the landscape. “It isn’t glamorous work but it has an incredible positive impact on the environment,” says the eco-friendly group’s intrepid coordinator Jane Gadsby. Trillions of cigarette butts are thrown away each year and last spring the Eco-Defenders did their part
locally to help clean up, collecting 9,576 butts from local hotspots. Cigarette filters take decades to biodegrade and are full of toxic substances. “The first step to reversing this problem is picking up the butts that are already on the ground,” Gadsby said. They are sent to be ‘Terracycled’ (www. terracycle.ca) through a process to turn the butts into plastic for products including shipping pallets. New this year, the Eco-Defenders have challenged all the mayors in Niagara to
compete in the “Mayors’ Biggest Butts Challenge” and will be awarding a trophy to the municipality that collects the most butts. The Eco-Defenders are looking for help to identify the areas of Lincoln that need cleaning up. They need volunteers to help with the clean up and hope to send teams to various locations across Lincoln. There will be prizes for all ages of volunteers. The Eco-Defenders are a dedicated group of volunteers that go to events in the Niagara Region and handle
the garbage in the most environmentally effective way. “We get right in there and sort the trash,” Gadsby said. In the past three years they have diverted 49 metric tonnes of organics to compost and more than 13 metric tonnes of recyclables that would have gone to the landfill. Enough is enough for Beamsville truck traffic By MIke Williscraft NewsNow Another close call with trucks popping up on downtown Beamsville curbs has pushed Lincoln Council to immediately move to take on the worsening truck traffic issue. Council passed an extensive motion Monday night which cites all the ongoing issues and puts several new measures in motion, said Mayor Sandra Easton. “We can no longer sit back,” said Easton, noting a youngster had to grabbed by the scruff of his collar last week to be “pulled out of harm’s way” when a transport truck popped up on the sidewalk when rounding the corner at Mountain and King Street. Coun. Lynn Timmers agreed. “Waiting for years for a north/south truck route with no development in sight is not enough. Trucks that are perhaps avoiding the weigh stations by taking short cuts have got to be monitored and managed better,” said Timmers.

Grimsby Firefighters will be out in force at many locations throughout the community as part of their annual Boot Drive. Grimsby Firefighters Association will host its annual Easter event in support of local community groups and resident Sydney Gill. Gill suffers from Neurogenic Thoracic Outlet Syndrome – a disease whereby the nerves in the upper brachial plexus (neck) are compressed, resulting in

A science teacher, Antonides and his students at Smithville Christian High School have made a clean sweep of Rock Park for the past five years and they will continue to do their part. But this year, Antonides has come up with a plan to mobilize town-wide clean up crews using social media and the hashtag #TrashTag that has gone viral among environmentally responsible citizens. Known as the #TrashTag challenge, the movement has inspired people to clean up litter-soaked places, taking before and after photos and sharing
them on social media. Antonides invites West Lincoln residents to do the same and contact him with their cleanup photos using #trashtagwestlincoln2019. He will search the results April 26, make a list of participants and have a local service club make a draw for three $50 cash prizes. He also invites residents not using the hashtag to send their photos to santonides@ smithvillechristian. ca to be eligible for the draws. “The goal is to see if we can clean up all of West Lincoln for $150,” Antonides said. “Everybody loves the idea of a clean neighbourhood but you have to purposefully set aside time to go and clean it up.” “The students see how quickly 20 people can make an impact.

It is with great sadness that Alsie Beyak (Wasaga Beach), Cindy Watkins and Martyn (Australia) and Debbie Heard and Sarah (Waterdown) share the loss of their son, brother and uncle. Larry was found April 11 in his home. He was 56. Heart disease took his life. Years earlier, his family and many friends lost him to mental illness. Larry will be remembered for his personal drive. He was a leader during his time as President of GDSS High School Counsel. He loved golf and hockey and his favourite team – GO LEAFS GO! His compassion to help others was seen in his professional life. In memory of Larry and his love for life, a donation to Sunrise Therapeutic Riding & Learning Centre in Puslinch, Ontario will be gratefully accepted. A random act of kindness to a stranger would be appreciated.

Visitation was held at the Vineland Chapel of Tallman Funeral Homes, 3277 King St., Vineland on Wednesday April 17 from 2-4 and 6-8pm. Let’s keep Mountain closed permanently While keeping Mountain Street in Grimsby closed to traffic will never happen, it has been more than pleasant this week to only have one errant dump trunk pass by our office since the construction-induced closure started on Monday. It is downright peaceful. This is how it should be every day, not just for Grimsby, but for Beamsville’s core too. Grimsby council finally - I say finally because the previous council ignored the ongoing and developing dumping issues to the extent that a couple of Kemp Road properties are pretty much destroyed now. The bylaw passed in Grimsby on Monday night is a great and welcome step forward to erradicating a major issue. In Lincoln, it took yet another close call, this time involving a little boy on the sidewalk to push council there to move sooner than later and good for them. An ounce of prevention and all that... The game’s afoot, unfortunately Two things need to be hashed over this week: the provincial budget and West Lincoln Memorial’s place in it, and the lack of movement from the day-lateand-dollar-short Hamilton Health Sciences. The two really are not connected, which seems odd since funding will come from the province for any and all things HHS does with and for WLMH. The core of the separation goes right back to the visit of Premier Doug Ford and Minister of Health Christine Elliott in November. They both stressed HHS had been told in no uncertain terms to maintain all existing services while waiting patiently in line for rebuild funding. The only proviso was the inclusion of the term “patient safety” - which is completely valid, in their phraseology. I don’t want to rehash how WLMH has been shuffled on down the road, but there has not been one chronicled issue regarding safety, contamination, infection of anything of the sort related to the facility’s operating rooms. Yet, everything was blown FAR out of proportion with a consultant’s report back in October. A 27-month shutdown was hung out. Now, that has evolved into a weekend closure due to an OR nursing shortage, fuelled by no jobs being posted for most of 2018 and various other issues which complicated some people from even applying in the first place. I have offered HHS space whenever they need to communicate to those in the hospital catchment area. They have taken me up on that several times in varying forms. This week I got a copy of an op-ed piece which has
MIKE WILLISCRAFT a byline from former St. Catharines Standard publisher Julia Kamula, who is now chair of the HHS board of directors. No, it was not sent to me to print, clearly as the top line of the document reads, “Op Ed Article for St. Catharines Standard and Niagara This Week (Thursday, April 18 publication), online publication at The Niagara Independent (Friday, April 19)”. I guess I’m not on the HHS Christmas list anymore. Poor me. That really hurts... not. What really burns me is all the games these people play. It is very high stakes poker they are playing and I am not sure what is really in the pot. For Niagara West residents, the “pot” is the hospital itself and the services it provides. Those are incredibly high stakes. So when the management board of those high stakes ignores a deterioriating personnel situation for nearly a full year, only to step back and say, “Geez, I guess we have to close the ORs on weekends because our staff is so depleted we cannot schedule properly.” that is straight up mismanagement from the top down. If it is not mismanage-
ment, it means the people who are running the show are simply ill-suited for the jobs they currently hold. Time to move on, Premier? Among the pablum in the op-ed is the final graph: We all look forward to the day when we can cut the ribbon on a new WLMH. No matter what obstacles we face today, it’s the long game that is most important. We know there’s going to be a wonderful new hospital to serve the West Niagara community. We look forward to the continued planning that will get us to that bright day when we can welcome everyone to the new WLMH.” Yes, I do believe Premier Ford and his team will get this done for Niagara West and that will be a glorious, if not bitter sweet in some ways, day. But as I have said all along, what shape will HHS have the heart of that machine – the beloved staff – in when that day arrives. A staff driven interim accreditation visit was mysteriously shutdown when the service provider declined the request to conduct a review. Then HHS officials got a contact to provide a similar service, ushered around by an HHS staffer, and completed a confidential report for which staff was forced to sign nondisclosure agreements. HHS officials told staff the Ministry of Health required the NDA. It would be appreciated if HHS could forward the contact name for the person who gave that edict as the two I have communicated with are not aware of such an order. And so it goes, game after game and it is the people of Niagara West who lose.
