WLMH OBS sees further delay to restart By Mike Williscraft NewsNow At a time when imminent word of a groundbreaking for West Lincoln Memorial Hospital’s rebuild, not all the news at the venerable facility is good. Last Friday, Hamilton Health Sciences informed staff via an

internal memo that a further delay in resuming obstetrical (OBS) services has been implemented. OBS was temporarily shut down and redirected to St. Catharines last December as “a last resort, and is not ideal from a service continuity perspective. How-

ever, it was necessary at the time to preserve enough bed capacity to keep the Emergency Department open during consecutive COVID outbreaks at the site,” cited an HHS release. WLMH has had extensive staffing issues with nurses and, more recently obstetricians,

with complements getting worse as efforts on the rebuild front have progressed. “Due to circumstances that have recently developed, obstetrician coverage at WLMH will not be sufficient to resume obstetrical services on April 19, as initially planned,” Friday’s

memo to stated. “Medical and administrative leadership at the site and HHS - in consultation with medical staff - have considered options and are in agreement that it would not be safe to proceed without additional physician coverage.” See OBS, Page 6

The Town of Lincoln will once again be fast-tracking seasonal tent requests and temporary patio approvals for restaurants, bars, and wineries to help strengthen economic recovery and support an “Open for Business” message throughout the municipality. Staff will provide a quick turnaround for tent permits and temporary patio extensions, with an expected approval within 24-48 hours. Application fees for the 2022 temporary patio program will be waived to

support the tourism and hospitality sector further. “As provincial restrictions lift, we want to ensure that our restaurants, bars, and wineries can serve larger capacities to help with pandemic recovery,” said Lincoln Mayor Sandra Easton, who announced on Twitter she had contracted COVID-19. WLMH Foundation lottery takes off West Lincoln Memorial Hospital Foundation launched its Investing in Life 50/50 Lottery last week in a “bigger and better” format. “The lottery is a great way for people to get involved in supporting the capital needs of our hospital,” said Kevin Antonides, WLMH Foundation governing board chair. The 50/50 lottery runs for six weeks with lots of great early bird prizes thanks to Teddy’s. “We are excited for the $250 Tuesdays! Each Tuesday a name will be drawn for $250,” said Antonides. In addition, every Friday, the early bird prize gets “bigger and better”, beginning at $500. On May 13 the Grand Prize is drawn and the winner takes home 50 per cent of the jackpot. All ticket purchasers are eligible for all early bird and grand prizes and winners are electronically drawn. “Being the early bird sponsor is a great way to give back to the com-

munity, I am grateful for the opportunity,” said Simon Duong, owner of Teddy’s. In February, Patricia Jeremy won the grand prize of $15,965. A total of $31,930 was raised towards the 50/50 draw. “I was incredibly surprised to win! I have been a volunteer with the Foundation, assisting with preparations for direct mail campaigns. Buying tickets is a way for me to support the hospital; which has been a very important part of taking care of me when I had heart difficulties, as well as when all three of my children were born at WLMH,” said Jeremy. Antonidea noted the more participation, the larger the pot at the end. “The Foundation invites everyone to join in and spread the word so that many more people can participate in the lottery and increase our jackpot for the winner and the hospital. “Breadbasket” farmers sidetracked by war When we came to Grimsby in 1960, there was a large Ukrainian population here, people who came to tend farms in peace and freedom. Josef Stalin, their neighbourhood bully, had set out a new policy to get rid of the small farmers and replace them with large collectivized farms. This was to create greater prosperity. Instead, it created starvation. In 1932 and 1933 between 3 million and 12 million people died during the Great Famine. Stalin enacted a brutal law that said that any gleanings (leftovers after the harvest) could not be taken away from the collective farms. The small farmers who were now slaves on the collective farms could not even pick up bits of grain left behind on

Soldiers searched homes from attic to basement to make sure that some small amount of grain was not being hoarded to keep the family alive. When a bit of grain was found, the farmer faced imprisonment or execution on the spot. Even children who were found picking up bits of grain could be shot or deported. A young journalist named Gareth Jones visited the Ukraine and told what he saw there. The story broke on March 31, 1933 in the London Evening Standard. The world was horrified. In 1935, Gareth Jones was

kidnapped and murdered, it is believed by the NKVD, the Russian police. Ukraine is known as “the Breadbasket of Europe”. Its black, fertile soil produces grain to feed itself and its neighbouring countries. This spring, when Ukrainian farmers should be busy planting their grains they are instead fighting a war against Russia, a war of genocide. The day may soon come when we will regret allowing our good agricultural land to be built over. In 1854, Suquamish Chief Sealth, in turning over his band’s lands for what was to become Seattle said “One thing we know; our God is also your God. The earth is precious to him and to harm the earth is to heap contempt on its creator.”

Passed away peacefully at her home in Grimsby on Saturday, April 9, 2022, at the age of 78. Loved mother of Steve (Anna) Bazinski. Cherished grandmother of Andrew (Madeleine) and Nathan (Katie). Daughter of the late Donald and Mary Parrott and sister of Susan Ward (Gordon) and the late John Parrott. Diane is also lovingly remembered by Ross Currie and family, dear friends, Elaine, Grace, Elaine, Carol, Roy and Dennis. Diane was a retired teacher with the Hamilton Wentworth Board of Education, a long time volunteer at the WLMH Gift Shop. She loved gardening and was an avid reader. She kept active by walking 5km everyday around her neighbourhood and the trails where she lived. She was much loved by her neighbours and friends and had a keen interest in theatre and enjoyed her trips to the Shaw Festival where she was a Member of the Governor’s Council. If desired, memorial contributions to West Lincoln Memorial Hospital Foundation would be sincerely appreciated by the family. A private memorial gathering will be held at a later date. The Escarpment Project is holding it’s annual escarpment clean up on Saturday, April 23. This year marks the event’s 10th anniversary. The clean up is on Saturday April 23rd at 10AM until noon. “While the pandemic held us back, last year we did encourage people who were hiking in their COVID bubbles to clean up while they

When is a deadline not a deadline? With apologies to Shrek, Grimsby Town Hall is like an onion. Town Hall has layers. Ogres have layers. For anyone who took in the April 4 festivities this would be apparent after hearing the circuitous debate revolving around “late” tax payments. Mix in a little $4 million surplus and you have a meeting with major economic implications. On the late taxes, this matter blew up when calls, emails, texts and visitors started flooding my office after the March 25 payment deadline at Town Hall. Grimsby taxpayers were outraged they got late penalties/fines not because they paid their tax instalment late, but because the back-end processing of payments did not put the actual cash in the Town’s hands by the payment deadline. Now, I may just be your run-of-the-mill dolt, but the answer was screaming out the whole time. Between Coun. Dave Sharpe and Coun. Reg Freake - who seemed to show the most stick-to-it-ness - they were consistently on point. Simply, it is not the taxpayer’s concern how the inner workings of payment processes work. If a taxpayer pays through online banking and if their banking institution time stamps that payment by the due date for the taxes that means the payment was on time. If someone brings in a hard copy cheque to town hall and leaves with a receipt showing taxes paid with the deadline date, those taxes are on time. With any other configuration, permutation or calculation which shows payment

MIKE WILLISCRAFT with a time stamp on the appropriate due date, that payment is on time. The administrative backend of payments is the Town’s concern, not the taxpayer. There was great angst when this notion of a grace period was brought up with then acting director of finance Melanie Steele noting over and over that the process had to be the same for all. It does, and it would be if the line was drawn at the due date of taxes. Full stop. To be fair to all, as Sharpe said many times, taxes are due on the date they are due. When Steele later said, if a three-day grace period was implemented a taxpayer could come into town hall with a cheque three days after the due date, pay, and still not get a penalty....that is a pretty good indication of the layers of nonsense which permeate the walls in Grimsby. The grace period, as I tried to ask Steele - and later new director of finance Beth Brens - via email was to apply to the processing of payments, NOT making a payment itself.

No matter how many times different councillors came at that, there was no moving staff on that one. it was like a staring contest where nobody wins. After several days and multiple emails, I get this answer: “The grace period means that penalties and interest will not be applied for tax instalment payments received after the due date (March 4th) as long as payment was received by the Town by the 3rd business day after due date (March 9th).” Here, Brens is saying what Steele said in council chambers. Taxpayers can now show up, use the three extra days if they choose and pay cash or whatever they want to get the money in the Town’s hands THREE DAYS later than everyone else who met the deadline. Another layer of administration that simply did not need to happen, but there you have it. To this I responded: “Right, but to my point, the payment must be made - in one form or another - on the due date, yes? Taxpayers cannot actually pay three days late and because they pay in a particular form avoid a penalty/fine. Correct?” No response by deadline, but I wanted to confirm what I was seeing. Only in Grimsby, the due date of taxes is now not the due date of taxes. It is actually three business days later if you get the amount due right into the Town’s hands. And you’ll have to wait until next week for the $4 million surplus story, too much else going on. By the way, 193 days to the municipal election.
