GBF donation a long time coming Countless nights going back more than 20 years, Bill and Doreen Wychopen were regulars at Grimsby Council meetings. Their interest, navigating a piece of land in rural Grimsby through the planning process to allow for residential development. Eventually that happened, the land was subdi-
vided and parcels sold off. In memory of her late husband Bill, Doreen has donated $10,000 to Grimsby Benevolent Fund to aid in their work for the community. “We are very fortunate and I wanted to do something for those in the community who need it,” said Doreen.

STATION From Page 1 Mayor Bob Bentley was quick to note early and often in the discussion that the map council was seeing for the first time was a draft, a proposal, and that there would be an opportunity for input from the Town and residents. Metrolinx officials agreed wholeheartedly this was a starting point. The first opportunity for comment will be Tuesday, Nov. 21 when Metrolinx hosts an open house in the hall at Southward Park, 84 Mud Street. That session starts at 6 p.m. with a presentation at 6:30 p.m. Several aspects of the site plan and service were under the microscope Monday. Ald. Nick DiFlavio noted that frequency of service would be key to success of any program. He noted riders would not just need to access Toronto, but Hamilton as well for studies at McMaster University and Mohawk College. “I’ve had questions from people in Lincoln and West Lincoln as well who would come here to take it, but if it is not getting them where they need to go at the right time, people won’t use it,” said DiFlavio.
“Metrolinx will continue to work with Niagara Region to monitor growth and usage of Grimsby station to review the need and timing of any future phases of station expansion”- report Gallaugher noted that the level of service questions will need to be ironed out. “If it is not busy, it is up to us to adjust the service,” said Gallaugher. Parking was also a key issue. Gallaugher told council their estimates show the level of projected use for the Grimsby station at the outset will be accommodated by proposed parking on the north side of the tracks. He said there is a possibility of expanding parking capacity, but that would be dealt with in the future. Expansion of the site in the first go round came up as Ald. Joanne Johnston noted part of the proposed site uses a portion of the parcel of land where Starbucks and A&W currently sit. While Gallaugher noted ex-
propriation is possible for any piece of land deemed essential to the projects success, he stressed that was last resort. “We would do everything in our power to entice a property owner to sell it (needed land) to us. Metrolinx can be very generous,” said Gallaugher. While Johnston asked if the land owners were aware part of their land is expected to be used for the station site, Grimsby CAO Derik Brandt said they are up to speed. “They won’t be surprised. They are hoping you will call,” Brandt told Gallaugher. Ald. Dave Kadwell also asked about circumstances in which the traffic arms would cut off Casablanca Boulevard, particularly when a train sits, loading/unloading at the station. “That could cut off traffic for along time. I hope you look at that,” said Kadwell. Gallaugher was not sure of the detail, but said, “The train won’t hang out onto Casablanca (when stopped),” noting there is a mechanism used that detects when a train is not moving.” “There must be a technical way to do it (elevate arms when train is stopped) because I’ve seen it.”

As promised, I advised I would provide Council with an update regarding the dividend payments to the Town from Niagara Power Inc. (NPI). The excel spreadsheet (sent under separate cover) provides the detail of payments made from 2011 to 2015. In 2011 NPI received from Grimsby Power Inc. (GPI) dividends in the amount of $135,730. 90% of that amount totals $122,157 the number that continues to create questions from Council members regarding the status of that payment. In June of 2010 NPI paid to the Town $734,850 as a dividend towards the turbine project. A exert from the NPI Board minutes of June 14, 2010 reads as follows: “The Board relayed their recommendation to provide financial assistance in order to support the Town in the turbine project and asked NPI to consider a special dividend to the Town. The Town in turn will make payments to Grimsby Energy Inc. (GEI) who will disburse payment for the invoices. The following resolution was proposed and carried: RESOLVED that the Board of Directors authorizes the approval of a special dividend up to a maximum of ! ayS $750,000 be made toDthe Town in M iR ofSGrimsby oLD F in support of the Town Hall turbine project”. was $122,157, the dividend paid was $734,850 an over payment of $612,693. For the following years, 2012, 2013, 2014 and 2015 the 90% of the dividends owing to the Town amounted to $832,940. ($73,503 in 2012, $384,021 in 2013, $253,604 in 2014 and $121,812 in 2015). The Town received the $832,940 in the following payments $73,503 in 2012, $300,000 in 2013 and the balance $459,437 in 2015. In summary, for the period 2011 to 2015 the Town was owed dividends totaling $955,097. The Town was paid $1,567,790 ($832,940 plus $734,850) an overpayment of $612,693. The overpayment was used towards the purchase of the turbines. The recent comments suggesting the $122,157 was written off or forgiven are incorrect. Please note, dividends are not logged as receivables and thus cannot be written off. The dividend was paid, as part of a larger payment. Hindsight, two payments should have been made to the Town and all would be in order. It is also important to note that since the Town took ownership of GPI, for the period 2001 to 2015 the Town received $5,309,820 in interest payments. Taking into account the interest payments and the dividend payments the Town has in fact received $6,877,610, almost $7,000,000 from the hydro connection. The interest payments have been a much-needed influx of cash into the ongoing operation of the Town and the dividends have been used to replenish reserves.

Simple tasks such as making a bed or polishing boots has given me a sense of independent personal conduct that I will carry into future endeavours,” said Joyner, Warrant Officer 1st Class and the Cadet Squadron Commander. “That is what I believe is the foundation of the program is; to instill a realization into young citizens that the little details in life count and something as simple as opening a door for another
can impact the lives of our neighbour in a positive way.” Joyner, who has been part of the squadron for five years, recognizes the organization has afforded him opportunities he may never had received. “Being part of the air cadet program has provided me with the opportunity to travel both abroad and within Canada I have visited multiple cities in multiple countries, including Houston Texas, Washington DC, our nation’s capital of Ottawa. This past summer I was given the honour of visiting Europe and touring the memorial grounds of Vimy Ridge,” noted Joyner.
“Perhaps my favourite part about being part of the cadet program is the fact that I am given the chance to attend summer training on Canadian forces bases such as Trenton, Borden, and Connaught for training and life experiences that I will remember for the rest of my life.” While the travel is an attractive feature for cadets they put in a great deal of work on a regular basis to open those doors. “This past summer I was a staff cadet at Canadian forces base Connaught on the Drill and Ceremonial Instructor Course. During those seven weeks I sharpened

Baby steps for Grimsby GO That presentation by the Metrolinx representatives at Monday’s Grimsby council meeting had more meat in it – although some of that meat was “draft” – than any GO meeting to date. The open houses Niagara Region had in Grimsby earlier and Beamsville last week were good fundamental bases to cover, but finally getting to see a possible design is something to grab hold of. It was also interesting to hear that Metrolinx will be amenable to adjusting the one-train-in and one-trainout plan to launch service. Some don’t realize that, but, right now, that is the plan. It would be a hard sell to convince possible commuters that that level of service is adequate, even recognizing it is only a starting point. That noted, it is a detail for down the road. Metrolinx does need to learn about our area. An example noted at council was the choice of Southward Park for a public meeting. Not exactly convenient for some seniors and those without cars. Baby steps, though, we’ll get there. M.W.
“Magic” dividend continues to amaze Ya know, there are a few hearty souls – see suffered oxygen deprivation at some point in their lives – who are still paying attention to all the goings on regarding Grimsby Energy, Grimsby Power, Niagara Power, Holdco2 (whatever their flavour of the day is). There is so much I wish I could unsee about this sordid process, but, here we are. Monday night, Ald. Carolyn Mullins attempted to clear the waters on a long-debated 2010 dividend that was not a dividend or a receivable, apparently. I printed Mullins’ report, which she read aloud at Monday’s council meeting, in its entirety with no editing. Anything I do related to hydro I have been recording or written via emails for years so every bit of information can be tracked. It has provided considerable entertainment, – yes, I realize I am a warped individual – to look back at some of the emails to see what was projected compared to what has transpired. So with Mullins report, every bit of what she purported is there for all to see. Again, as so often happens with this council and just about every single thing relating to Grimsby Energy, it is what is NOT there where the true story lies. Fundamental to Mullins’ theory of the magic dividend is her claim that the $122,000 which has been bandied about as still owing to the Town – as was the belief of Grimsby top two bureaucrats of the day, town manager Keith Vogl and director of finance Steve Gruninger – was incorporated into a $734,000 payment in June 2010, according to NPI meeting minutes of June 2010.
MIKE WILLISCRAFT The financial statement for the Year End Dec. 31, 2010 shows that payment of $734,850 and it is noted at the bottom of the page titled “Investment in Niagara Power Incorporated (continued)”. My question is, if a dividend is declared from fiscal 2010 how could it be paid within another umbrella payment within that same fiscal year - before a Year End. Anything is possible, I suppose. According to a spreadsheet supplied by Mullins, it notes in comments with the document, “2011 NPI owed $122,157 as a dividend for 2010”, but her comment Monday was that the magic dividend was actually paid as part of that larger “dividend” in June 2010. Both cannot be true. Either it was paid in June 2010 or it was still owing in 2011? Which is it? It is that kind of confusion which must have confused the then town manager Keith Vogl who still had the 2010 magic “dividend” as owing $122,157 to the Town in Aug. 2015 when he filed a detailed memorandum with the Finance And Administration Committee. This document was received by the committee and, ultimately council, unchanged. Again, both cannot be
true! Either, as Mullins purports it is all a misunderstanding and the magic dividend was neatly rolled into a payment long ago – but it would seem NOBODY was told of this at the Town end – or the former town manager and director of finance are right, it was never paid and is still owing. Is there an agenda item and/or minutes some place which would show discussion of this option and an approved motion to do so? This is the Town’s money after all, so one might think taxpayers should be given some clue, some sense of knowledge as to what is happening with their money. The problem for me is, as with so many other Grimsby hydro-related issues, I simply don’t believe a shred of what is being portrayed here. Clearly, going by Vogl’s 2015 memorandum the $122,000 “dividend payable’ came after the $734,000 was paid, or it would not have shown up in a report accepted and approved by council more than five years after Mullins claimed it was paid in June 2010. Anyone, and I mean anyone, who looks at these documents will see it does not pass the smell test and when all of council sits there like bumps on a log saying, “ok, Carolyn, sounds good!” and the crowing about how much hydro has pumped into Town coffers (and at first glance I see a 1.5 per cent rate of return there, but more on that later), it is downright sad! Again, if the $122K is never paid, I don’t care. It won’t ruin the Town, but when everything is so fast and loose, big dollars get shifted to match a preferred history instead of portraying fact, that is with what I take issue.

Rediscovering Lincoln!: Easton Dear Editor, This year has been a highlight year for our community. When this year began, the general intent of our Canada 150 Celebrations was to encourage participation and integration of programming across the Town and to deliver a diverse programme for all ages, that spanned the mid 1800’s to present day. A question that was approached through the work of the Canada 150 Committee was, “what is required to bring the Town of Lincoln together as one Town at the same time as we acknowledge our historic roots as Villages and Hamlets”. There was a “150 -theme” of events developed that generated a common calendar of community driven activities in multiples of 150. A year in the making, some highlights have included: • 150 events throughout the year planned by service clubs, individuals from diverse interest groups in arts,
museum, literacy, culture, sport and environmental sustainability; • 150,000 red, white and gold tulips • 150 citizens participating in the Canada 150 Mural Mosaic; • Close to 150 people at and involved with the Mayors Gala celebrating the face of new and historical Agriculture • Approximately 100-150 people attending the Interfaith Celebration, and; • A special composition played by the Lincoln Concert Band, “NIAGARA”. There were also many groups of 150 contributing to express a Vision statement of Lincoln and the very important, Homecoming festival which strived to reinforce the best of how we see our home and our collective perspective of a sustainable Lincoln for the future. As in all things the best of intentions and goals can only be achieved through the participation of people
who experience the greatest enjoyment out of working together, sharing the give and take of the way forward and promoting a sense of camaraderie and fun in the process. On behalf of Council, thank you to the Canada 150 Committee for promoting a focus throughout the year, to all groups and individuals who promoted their ideas for the greatest enjoyment of their friends and neighbours and to the support provided by Town of Lincoln staff to smooth the way for the greatest achievement by everyone involved.
