This week... From the editor I’m sure a lot of readers will have seen some interesting sights over the past few weeks. From casual brawls in supermarkets over the humble toilet paper, to selfish individuals hoarding enough food and essentials to last until 2021, these are strange and stressful times. There have been a few memes and comments on social media about how the community managed to come together during the bushfires but now it’s seemingly everyone for themselves. It’s hard to argue with this sentiment. However, there are a few positives already coming out – one being the uptake in sales for some small businesses. Hot on the heels of the Great Toilet Paper Debacle, the meat and mince section in supermarkets now looks like a swarm of locusts tore through it, resulting in more business for some local butchers. I also had a nice chat with a random stranger in front of the empty hand sanitiser shelf about COVID-19, the state of the economy, and Donald Trump. I feel sorry for event organisers and volunteers, many of whom spent countless hours working behind the scenes, only to be forced to cancel at the last minute. However, it is, of course, the sensible decision in order to prevent the spread of the virus. Our ‘What’s On’ section – on page 26 – has been transformed to include ‘What’s Not On’ in order to keep you up to date with rapidly-changing decisions. Stay safe out there. - Ben Murphy

news Donation drive helps bridge the period poverty gap Leanne Pitt-Barile had never thought about how a woman living below the poverty line managed her period. That was until she started volunteering with Share the Dignity four years ago. “I had never really considered how a homeless woman dealt with their period,” she said. “Until someone brings it up you don’t think about it and it’s something a lot of women face. “Some women have to make a choice each month as to whether they can afford to buy this basic sanitary item.” In 2017, after volunteering for a year, Ms Pitt-Barile became the NSW State Leader at Share the Dignity and has been working tirelessly with volunteers ever since.

In its fifth year, this month marks the biannual Dignity Drive, a campaign that aims to collect donations of period products to assist the fight to end period poverty across the country. Ms Pitt-Barile said what they managed to collect proved vital for many women. “We have charities asking for 37,000 packets of sanitary items this month alone to give to the women they help,” she said. “The heart of what we do is provide sanitary items to women and girls in need who cannot access them.” Since its inception, the charity has donated more than two million period products to women in need and, last year, it collected over one million through its Dignity Drive.

Ms Pitt-Barile encouraged everyone to help, whether it’s through a donation or becoming a volunteer. “If you can afford to help out, even if it’s one packet of pads, why wouldn’t you do it?” she said. “Buy one for yourself and one for her – a woman in need.” If you would like to donate to the Dignity Drive, there are several collection points across the Hunter. news Compensation for victims of PFAS contamination A compensation package of $86 million is set to be paid to members of a Williamtown class action into the Department of Defence’s use of toxic firefighting foam. The previously confidential figure has been revealed as part of a proposed total payout of $212.5 million, which will settle three class actions launched by the victims of land pollution caused by the presence of per-and-polyfluoroalkyl substances (PFAS). Katherine, in the Northern Territory, will receive $92.5 million, while Oakey, in Queensland, will be handed $34 million. Minister for Defence Linda Reynolds announced the Federal Government had reached an in-principle agreement in a joint statement with the Minister for

Veteran Affairs, Darren Chester. “Defence sees itself as part of the fabric of these communities and the government remains committed to engaging with those impacted by PFAS contamination,” the statement read. “Reaching a settlement is not the end of Defence’s engagement in these communities, however, it does represent an important milestone on what has been a difficult journey for many people over the past few years. “The government remains committed to concluding the environmental investigations into PFAS contamination on and near Defence facilities across Australia, and to the ongoing monitoring and engagement with communities once investigations are complete.”

A spokesperson for the Williamtown residents’ legal team said the next step for the Federal Court was to consider the adequacy of the proposed amounts and, if satisfied that they were fair and reasonable, approve a distribution process to class members. This approval is expected to be sought at the next scheduled meeting on Monday 6 April. “From there, we intend to communicate directly with class members to inform them of the proposed settlement distribution

and next steps as quickly as we can... these contaminated communities have waited long enough,” the spokesperson said. Williamtown residents were first alerted to the contamination in September 2015, despite Defence detecting the harmful chemicals at the RAAF base three years earlier. The settlement may open further legal action from communities who have been exposed to PFAS contamination at other Department of Defence sites across the country. - Ben Murphy

Health takes top priority The safety of communities is the top priority for councils across the Hunter Region as the coronavirus pandemic takes hold. City of Newcastle Lord Mayor Nuatali Nelmes said that public health was the number one priority for its response to COVID-19. “We’re actively working within the Local Emergency Management Committee – with NSW Police, NSW fire brigades, SES, NSW Health, and Transport for NSW to ensure that our city is adequately equipped and prepared,” she said. “The City is also liaising with partners, including the Office of Local Government, neighbouring councils, the University of Newcastle, Port of Newcastle and Newcastle Airport to ensure consistent information is shared with our community.” Meanwhile, events across

the region are taking a hit after Prime Minister Scott Morrison announced that gatherings of 500 people or more (excluding schools, universities and public transport) would be cancelled from Monday. Mr Morrison also introduced tougher travel restrictions, with all international arrivals required to participate in a mandatory 14-day quarantine period. All cruise ship bookings at the Port of Newcastle have also been cancelled following the ban on foreign cruise ships. NSW Health has advised that anyone who shows symptoms of the virus should seek medical advice. Common symptoms include fever, coughing, shortness of breath and breathing difficulties. news Community garden sprouts to spread simple message It has been 18 months of dreaming, planning, building and sowing seeds. Holy Family Anglican Church will now launch a community garden at Harrison Street, Jewells, to teach people how to live simply and sustainably. Garden Coordinator Marilyn Deas and Reverend Greg Colby were the visionaries who brought the project to fruition through the principles and ethics of Permaculture – a method designed to work with, rather than against, nature. Mrs Deas says the garden will be a great asset for the community. “It’s on land that hasn’t been used for a long time,” she says. “We want to help people learn how to grow their food and be more resilient to the ups and downs of living. “Times get tough for people so, if

you can access fresh food cheaply or for nothing, then it’s obviously a good thing. “We also have a lot of people in our community who are lonely and it’s just a nice place to come and sit.” Mrs Deas adds she has been busy propagating seedlings, as well as working with volunteers and community service participants to get the garden beds built and ready for planting. Seed saving will play a big part in keeping the garden sustainable. To prepare the garden for its launch, volunteers have used a variety of materials scrounged from kerbside collections, including free recycled timber from a business in Redhead. Lake Macquarie City Council awarded the project a Community Sustainability Grant, enabling volunteers to buy a shade house to protect a growing collection of seedlings and cuttings, and Rutherford-based business Aussie Shade & Hot Houses contributed $800 towards the initiative. A community food cupboard has

also been attached to the garden’s shipping container under an awning to provide non-perishable food and toiletries to those in need in the local community. The garden’s official opening is marked down for Sunday 29 March from 11am. news Steamfest cancelled Maitland City Council stated the health and safety of the local community was behind its decision to cancel next month’s 2020 Hunter Valley Steamfest. The event had gathered significant attention, with one of the most loved locomotives in Australia, the 3801, set to make a return for the first time since 2007. The 3801 first attended the Steamfest in 1987 and took out the Great Train Race that year, before going on to win a further eight races over the following two decades. The council said it supported the Federal Government’s advice on the coronavirus threat and, due to the “fluid nature of the required response to COVID-19”, opted not to postpone the event until a later date. “Council and the Steamfest

Chamber praises stimulus package, urges local spend Hunter Business Chamber Chief Executive Bob Hawes has urged recipients of an economic stimulus package to invest locally wherever possible. The Federal Government announced the $17.6 billion package last week in response to the coronavirus-hit economy. It includes household stimulus payments, wage subsidies for apprentices and trainees, cash flow support of up to $25,000 for businesses through tax concessions, and incentives to invest in business equipment via an increase in the instant asset write-off threshold. Mr Hawes said the chamber was pleased to see measures that would encourage businesses to continue spending and supporting

employees. However, he stressed the importance of consumers shopping at regional retailers. “To ensure the benefits of these payments and incentives flow to our local economies, I urge people to look to regional retailers and suppliers first when spending on household goods or investing in new business equipment,” he said. “It is really important in these challenging times that we all do what we can to sustain local businesses. “Many of our local economies are already reeling from the impact of drought and bushfire and need our support to trade through the coronavirus threat. “Even if you are home and shopping on the internet, try to look for a local retailer before

you go to one of the big online platforms.” Prime Minister Scott Morrison said up to 6.5 million individuals and 3.5 million businesses would be directly supported by the stimulus package. Eligible welfare recipients, including pensioners, carers, veterans, families, young people and jobseekers, will get a oneoff cash payment of $750 on a progressive basis from Tuesday 31 March. The State Government also announced a $2.3 billion health boost and economic stimulus package on Tuesday.

A cafe, artist in residence and intimate function space are among the proposed future uses for a revitalised Awaba House on the Lake Macquarie waterfront at Booragul. Lake Macquarie City Council is seeking community feedback to help guide the future of the historic building, which was severely damaged by fire last August. The council’s Manager of Property and Business Development, David Antcliff, said it had been working alongside the Awaba House Revitalisation Community Reference Group (CRG) to develop several options for the site. “Awaba House has an intrinsic connection with the Lake Macquarie community so it’s important we get this right,” Mr Antcliff said. “The CRG has agreed on a number of proposed uses and options for Awaba House that warrant further investigation, and we are ready to hear from the wider community what they think. “This will help shed light on whether we’re on the right track.” Go to shape.lakemac.com.au/revitalisingawaba-house to complete the survey.

The embattled Port Stephens tourism and business sectors can breathe a little easier. Port Stephens Council announced that up to $500,000 funding was available for initiatives to support these industries, which have taken an economic hit in the wake of the coronavirus pandemic, during its latest meeting. The council acknowledged that local tourism and business communities were being greatly affected by the worldwide spread of coronavirus and the significant impact it would have on the economy. “The tourism industry is worth $621 million to Port Stephens every year and it is estimated that up to 20% of the workforce could be lost over the next 12 months,” Mayor Ryan Palmer said. “The impact the coronavirus will have on the Port Stephens economy and our whole community is significant.” The council will work with Destination Port Stephens to support and fund destination marketing. The resolution also committed to an increase in attracting and supporting events.

Hunter Water customers are set to benefit from an increased investment in the region’s water and wastewater infrastructure. From Wednesday 1 July, customers will gain more control over their water bills following the release of a draft determination of prices from the Independent Pricing and Regulatory Tribunal (IPART). It proposes that Hunter Water invest $663 million on new and upgraded infrastructure, technology and services over the next four years to further improve services. Hunter Water’s Executive Manger Customer Strategy and Retail, Victor Prasad, said it showed the typical residential bill would decrease by 8% in the first year. “In real-terms (before inflation), this means the typical bill is expected to go from $1,318 in 2019-20 to $1,200 in 2023-24, a decrease of $118, which is a great result for our residential customers,” he said. RSPCA NSW future care program gives peace of mind to worried pet parents For Susan Koleda and her husband, their West Highland Terriers are more than dogs. They consider the two of them, Bonnie and Chloe, their “fur children”. But they’re reaching a time in life where they need to think about the future, about all those uncertainties that tend to accompany getting older. What will happen to their home? Their belongings? Their dogs? “My biggest fear is that if something happens to us, they won’t be looked after in the way that they are used to,” Susan told RSPCA NSW. news Children’s play key to an easy school transition The secret to learning really could be as simple as child’s play. Students across the MaitlandNewcastle Catholic Diocese have been taking part in a new project that transforms the way they transition to school. The Successful Foundations program is a positive, play-based action research project that helps establish collaborative relationships between children, families, teachers and the community. The program aims to ease the transition from pre-school to school while supporting the Catholic Schools Office’s learning policy. “Successful Foundations is about developing a healthy, respectful relationship with the children and us as teachers,” St Francis Xavier’s Primary School’s Sarah Dormand said.

The Belmont school began implementing the program for the first time this year. “It’s a two-way process and the most important takeaway is that we are agents of change,” she said. “We’re at a precipice where we are really getting to shift the way we are approaching education because we’re right at that foundation level, and the significant thing for all of us, the community, parents, educators, to keep in mind is that play is research.” Over the past few weeks of school, kindergarten students have been given a learning block at the beginning of each day to engage with a variety of open-ended play challenges, such as doctors surgeries, airports, florists or building environments. The activities allow the children to showcase their talents and teachers

can learn the child’s interest and help them move into the school environment, making the change easier for the child, their family, and the teachers. The project was launched last year at 11 schools and, after great success, an additional eight schools opted to implement the program this year. Education Officer for the Catholic Schools Office, Kim Moroney, said that, when children immersed themselves in play, it provided a

power for learning and wellbeing. She added the program created a great environment for teachers to observe students. “We step back and watch students so we can see all their capability,” Ms Moroney said. “We’re seeing their interests and all the things they can do, not just through literacy and numeracy, but socially, interaction, problem-solving, collaboration and creativity.” - Elizabeth Symington

Group discusses coal-ash Residents and members of the CoalAsh Community Alliance (CCA) are set to discuss the future of coal-ash waste dumps on the shores of Lake Macquarie this month. The event will take place one year after the controversial closure of the Myuna Bay Sport and Recreation Centre. CCA’s Bruce Derkenne said the impact these waste dumps were having on the community was unacceptable and changes needed to be made. “In addition to the structural issues, ash dumps in our region are causing heavy metals, including arsenic, chromium, copper, zinc, selenium, cadmium and nickel to pollute our lake and groundwater,” he said. “It’s unacceptable and we want these toxic sites decontaminated and rehabilitated.”

Mr Derkenne is organising a community awareness event to keep Lake Macquarie residents informed. “The awareness about the impacts of the ash waste dams in our region has been steadily growing since Myuna Bay [Sport and Recreation Centre] closed, and we are looking forward to sharing ideas and potential solutions to the environmental and community impacts of coal-ash so we can avoid any more big losses to the community,” he said. The recreation centre was forced to close last year when the State Government deemed the coal-ash dam could pose a risk in the event of an earthquake. This was despite Geoscience Australia – the federal agency which measures that risk – rating the chance of a 5.9 magnitude earthquake occurring within 100

The CCA was formed following this closure and members want to see the heavy metal pollution caused by leachate from both facilities addressed before and during the transition of the coal plants. on the pollution of groundwater in Lake Macquarie stemming from the coal-ash dumps of Eraring, as well as the Vales Point power stations. sport All Stars postponed Newcastle Rugby League has made the decision to postpone the 2020 All Stars event due to health concerns relating to COVID-19. The decision comes after the Federal Government advised that non-essential mass gatherings of 500 or more people should be cancelled. The All Stars event was due to take place on Saturday 21 March and organisers were expecting a large crowd at St John Oval in Charlestown. Newcastle Rugby League Chief Executive, Matt Harris, said the decision stemmed from a concern for those who planned to attend the event. “The health and safety of our community and our league is a top priority and the NSW Rugby League has supported our decision to postpone the All Stars,” Harris said. A final decision on whether the event can be rescheduled for an alternative date during the 2020 season will be made as soon as possible. Dancer set to deliver on world stage Lake Macquarie’s Xavier Towers will represent the Hunter on the world stage. Xavier will compete at the Dance World Cup in Italy and, after bringing home two silver medals last year, he has his sights set on a 2020 World Title. The Warners Bay youngster says he is looking forward to representing his country. “The competition is at an Italian theme park, which will be exciting,” Xavier says. “And I love that I get to dance for Australia.” Growing up in a dance studio owned by mum, Simone, and grandmother, Julie, Xavier was learning to dance before he could walk. “I love dancing because you can express your feelings through movement,” Xavier says. At age four, he competed at the Showcase Dance Australian Championships, winning his first

national title. “He picks things up really quickly and loves to have fun with his routines,” Simone says. “He loves lyrical, which is a type of dancing where you listen to the words in order to shape your dancing. “These routines are where Xavier can showcase his flexibility and balance.” It’s this flexibility that helped get Xavier to Portugal last year, where he danced with Team Australia at the Dance World Cup. Competing against both girls and boys in his age category, Xavier performed two solos where he won two silver medals. Sweet potato laksa Serves: 4 Prep time: 15 mins Cook: 25 mins 1 tbs vegetable oil 1/2 cup laksa paste 3 cups chicken stock 3 cups coconut milk 800g sweet potato, peeled, cut into 2cm pieces 250g dried rice vermicelli or flat rice stick noodles 1tbs grated palm sugar or brown sugar 1/2 lime, juiced 3 tsp fish sauce 150g snow peas, shredded Sliced green shallots, Thai basil, coriander and fried shallots, to serve

Heat the oil in a wok or large saucepan over high heat. Add the laksa paste, cook stirring for one- minute. Add the stock, coconut milk and sweet potato. Bring to the boil. Reduce heat to medium and boil gently 15 minutes or until sweet potato is tender. Meanwhile, place the noodles in a heatproof bowl. Cover with boiling water. Stand for three minutes or until the noodles have softened slightly. Drain and keep warm. Combine the palm sugar, lime juice and fish sauce and stir into the laksa. Remove from the heat and stir in the snow peas. Divide the noodles between bowls and spoon over the soup. Top with, green shallots, herbs and fried shallots. Serve. Tip: Laksa paste can vary in flavour from mild to very hot. Vegetarian Option: Want to turn this into a vegetarian meal, replace the stock with vegetable stock and fish sauce with vegetarian soy.

Slow-cooked massaman beef Serves: 6 Prep: 30 mins Cook: 3 hrs 45 mins 1 1/2 kg beef chuck steak, trimmed, cut into 4cm pieces 2 Tbsp olive oil 1 large brown onion, finely chopped 1/4 tsp ground cinnamon 1/4 cup desiccated coconut 1/3 cup (114g can) massaman curry paste 400ml can coconut milk 1/2 cup beef stock 1kg sweet potato, peeled, chopped into 5cm chunks 1 Tbsp fish sauce 1 Tbsp lime juice 1 Tbsp finely grated palm sugar or brown sugar 3 Tbsp roasted salted peanuts, chopped Steamed jasmine rice, to serve Preheat oven to 130°C fan forced. Season beef with salt and pepper. Heat 2 teaspoons of oil in an 22

ovenproof casserole dish over a high heat. Add one-third of the beef. Cook, stirring occasionally, for about 3 minutes, or until browned. Remove to a plate. Repeat twice with oil and remaining beef. Reduce heat to medium. Add remaining 2 tsp oil and the onion. Cook, stirring occasionally, for 3 minutes until soft. Add cinnamon, coconut and curry paste. Cook, stirring, for 1 minute. Add the coconut milk and stock. Return the beef and any juices, bring to simmer. Press a piece of baking paper onto the surface and cover with lid. Transfer to the oven. Cook for 2 hours. Stir in the sweet potato. Cover with paper and lid and cook, in oven, a further 1 1/2 hours until sweet potato is tender. Combine ﬁsh sauce, lime juice and sugar and stir into the curry. Scatter over the peanuts. Serve with rice.

Libraries’ new digital direction A collection of books, CDs and other items are now at the fingertips of thousands of smartphone users thanks to a new digital direction at Lake Mac Libraries. Lake Macquarie City Council launched a new Lake Mac Libraries app for Apple and Android devices this week, with users able to track loans, access e-books and search the entire 600,000-plus catalogue to view and reserve items at any branch. The app’s launch coincides with the unveiling of an upgraded Lake Mac Libraries website, and new self-checkout kiosks at Belmont, Charlestown, Cardiff, Speers Point, Swansea, Toronto and Morisset branches. Manager Arts, Culture and Tourism, Jacqui Hemsley, said the new kiosks were much simpler to

use and operated via an intuitive touchscreen to make borrowing easier and quicker. “They’ve specifically been designed for people of all ages and literacy levels,” Ms Hemsley said. “Across the board, our aim is to bring our libraries into the modern era and make them more accessible to everyone in the community.” With the new app, library users can use their smartphone as a library card, managing multiple accounts using one device. The app will also provide access to thousands of e-audiobooks and, using GPS-powered information, it will advise users of their closest library branch and how to get there. Brighter Lake Mac Lake Macquarie’s future is looking brighter thanks to the rollout of more than 1,400 LED streetlights across the city. The project is set to save hundreds of tonnes of carbon emission each year. The joint project of Lake Macquarie City Council and Ausgrid uses LED lights that require five times less electricity than the traditional version they replace. Lake Macquarie Mayor Kay Fraser said 4,800 streetlights in Lake Macquarie would eventually be replaced. “The new LED lights have a much slimmer profile, they’re designed to last up to 20 years, and they require less maintenance than traditional streetlights,” she said. “Innovative projects like this help reduce our city’s greenhouse gas emissions and move us towards

achieving our environmental targets.” The rollout is part of a wider Ausgrid program, in partnership with more than 30 local councils, to replace 100,000 streetlights across the company’s network. Ausgrid Chief Operating Officer Trevor Armstrong said the program was an important part of the network’s commitment to delivering more sustainable energy. “As a business we’re proud to be collaborating with council to deliver a better outcome for our customers and ratepayers,” he said. Once all of the 4,800 streetlights are replaced, the council’s carbon emissions are expected to drop by more than 1,100 tonnes annually. That will save 1,260 megawatt hours (MWh) of electricity – enough to power about 200 homes for a year.

Artist inspired by landscape Artist Rebecca Rath will release a series of paintings and works on paper inspired by the beautiful Hunter Valley. Each artwork reflects on the changing Hunter landscape, with a focus on Pokolbin, Lambs Valley, Broke, Fordwich, Elderslie and Vacy. She brings together a body of work which was created during the last warm months of summer. They reflect the harsh yet beautifully serene and tranquil aspects of the valley – soft light, evening shadows, warm evenings and smoky days of recent bushfires. “I delight in the challenge of capturing her wildness and beauty,” Rath said. “Putting brush to canvas to explain her emotional side.

Ideal time to grow winter vegetables I am getting the feeling during the last week that many gardeners are planting out their own winter vegetables. Whether it has been the welcome rain or a lack of supplies in stores, it is the ideal time to grow brassicas, which are the major group of vegetables produced as winter crops. This includes cabbage, cauliflower and Brussels sprouts, which are ideal for stews and soups. Winter vegetables like an alkaline soil which means adding lime to the garden or digging in poultry manure. The very popular broccoli can still be planted up until April, which depends on quick growth – this can be achieved by applying a side dressing of a complete fertiliser every five or six weeks or a weekly application of Flourish’s tomato and vegetable fertiliser. Once the broccoli’s centre head is tightly packed, cut it to allow side shoot to produce – don’t leave the centre head until dots of yellow appear as

this indicates that flowering is beginning. Although cauliflower is related to broccoli, they take longer to grow – from 14 to 24 weeks. Once the centre has formed it should be protected from direct sunlight. This is easily done by tying some of the larger leaves together to form a cover over the curd (centre). Cabbage is somewhat easier to grow than cauliflower and broccoli, but its quick growth needs to be encouraged by nitrogen. This can be achieved by applying poultry manure or small applications of sulphate of ammonia. The most annoying pest to vegetables being grown through autumn to winter are the white butterfly moths, which lay countless eggs, resulting in grubs. I combat this by applying a derris dust. Many other vegetables can be grown at this time. It’s easy to grow silver beet, carrots, broad beans, leeks and parsnips, as well as winter variety lettuce.

HUNTER ACADEMY OF PERFORMING ARTS This started with a friend but, after leaving to do fostering, I returned to make the studio accessible for all the community as a not-for-profit studio. HAPA started with 15 students who couldnâ€™t access dance due to personal or financial reasons. Today, we have two studios with 120 students, eight staff and a fantastic family team running the business.

HUNTER ACADEMY OF PERFORMING ARTS OWNER

Karen Stackman was born in Maitland and grew up in Greta with her mum, stepdads, and two sisters. Her biological father was killed in the Vietnam War when she was just 18 months old. In 2012, she formed Hunter Academy of Performing Arts, based in East Maitland, and was involved in the Metford Neighbourhood Watch when it first started. Karen and her husband, Craig, looked into foster care options in 2013 and, two years later, became full-time foster parents. The couple also has three grown up children. Apart from her work with the Hunter Academy of Performing Arts, Karen has supported the Australian Red Cross Blood Bank, the Special Olympics Hunter Valley, and various autism groups. She recently received the 2020 Local Woman of the Year for Maitland at the NSW Women of the Year Awards. 46

My family means the world to me, and I have grown up knowing that not everything is easy after my dad was killed in Vietnam. My husband, Craig, is very supportive of what I do and so are my own children.

FRIENDS I love being with friends and you always know that, even though you might be having trouble or issues, there is always someone worse off than you. Friends remind me of this as I notice what they are going through.

ORGANISATIONS I was a member of the Metford Neighbourhood Watch when it started and I support the Australian Red Cross Blood Bank by talking about our daughter, who needs a blood product weekly. The Immune Deficiencies Foundation Australia is a main support group for my daughter and we both speak on their behalf. I also support Special Olympics Hunter Valley plus autism groups.
