From the editor In this week's edition, we shine a light on the National Disability Insurance Scheme, the full rollout of which commences from July 1 this year. While it certainly has been a long time coming, there's no doubt that this scheme will affect the lives of thousands of people throughout Australia, not least here in the HunterÂ region. We caught up with 28-year-old Belinda Kelly who was one of the first to transition to NDIS in 2013 as part of the Hunter trial and the way it has benefited her life is tangible. Read Belinda's story on page 4. We have a seemingly endless list of top-notch creatives in our fair region and our cover star this week, Tim Neve, is certainly no exception. The Newcastle-based interiror designer is starting work on his next book Nest - Inspired Interior Styling and he showed us some of the fruits of his labours at the Beach Hotel, Merewether where he is about to finish a three-year project. NDIS nears nationwide roll-out

n 1 July, three years after the National Disability Insurance Scheme (NDIS) was first piloted in the Hunter, the scheme will commence its nationwide roll-out. Cessnock, Singleton, Port Stephens, and other parts of the Hunter where the scheme was not previously accessible as part of the trial, will be the next to gain access, along with the Central Coast and parts of Sydney. It is anticipated the NDIS will be fully operational in New South Wales by July 2018. At the same time, other states will go through a similar, staggered roll-out, except in Western Australia, where the Perth trial is being extended to 30 June 2017 while a full-scheme approach is finalised. By 2019, the whole of Australia will have access to the NDIS, providing support to some 460,000 people under the age of 65 with disabilities. The NDIS is Australia’s flagship disability care scheme, introduced by the Gillard government in 2013. It replaced an ad-hoc system of disability funding and support services, administered by state and federal government agencies, including Ageing, Disability and Home Care. The scheme launched in July 2013 across four trial sites in Australia – the Hunter (Newcastle), Tasmania, South Australia, and the Barwon region of Victoria.

Progressively it was introduced at trial sites in all states, and expanded in the Hunter to include Lake Macquarie and Maitland. The scheme, administered by the National Disability Insurance Agency, is designed to provide people with a permanent and significant disability with the necessary supports they need to live the life they want. Care is tailored, and, because each client is individually funded, they have choice and control over what they want to spend their funding on. The NDIS pays for “reasonable and necessary” supports – that is, things that are related to a person’s disability and required for them to achieve their goals. This includes everything from equipment to therapy to travel arrangements and social activities. To gain access to the scheme, a person needs to meet the disability, age and residence requirements. However, once they gain access, assistance is not means tested, and has no impact on disability income support payments. Existing clients of a state or federal disability service automatically transition to the scheme, while those who are not currently receiving any support, and want to, can apply. Shopping, swimming and lunching are an integral part of 28-year-old Belinda Kelly’s life. And, thanks to the NDIS, she doesn’t have to miss out on any of these things. Belinda has cerebral palsy and lives in a group home in Argenton run by disability care provider Life Without Barriers. She was among the first to transition to the NDIS in 2013 as part of the Hunter trial. Belinda’s sister, Aleisha Larsen, said there was an abundance of support available for Belinda to do all the things she wanted to do, including social activities and travel to her regular swimming sessions in Raymond Terrace. “There’s so many opportunities for her now,” she said. “At first, some people might be overwhelmed because they’ve never had these supports and they don’t know what to do with them. [The scheme] has been so beneficial to Bel and our family.” Life Without Barriers Hunter Operations Manager Leanne Millard said 90% of the organisation’s clients in the area had transitioned to the scheme, with more to follow. “What’s been marvelous for me is watching people whose lives have changed dramatically, particularly around [access to] therapy and equipment,” she said. “Overall, the benefits [of the scheme] are amazing.” - Georgia Osland

The finding comes in the Hunter Research Foundation’s Hunter Economic Indicators report for the March quarter, released last week. The upward trend in the Hunter labour market has resulted in the lowest unemployment rates the region has seen since January 2014, the report reveals. The unemployment rate sat at 5.4% in the March quarter (an average over the three months). Youth unemployment also dropped from 19.4% in November 2014 to 13% in the March quarter. Part-time employment has risen faster than full-time, with one male currently employed part-time for every three employed full-time. The ratio for females has roughly stayed the same – at 1:1. The report identifies that, like

the rest of Australia, the Hunter economy is increasingly looking to the services sector for jobs and economic growth. While the Upper Hunter is still bolstered by agriculture and mining; manufacturing is booming in the middle of the Hunter, in Kooragang and northern parts of Lake Macquarie. Two-thirds of Hunter businesses are operating in the services sector, a majority of them small, with fewer than four employees and revenues below $500,000 a year. The Hunter’s economy is also on the up and up, with Gross Domestic Product (GDP) growth pegged at 3.1% in the year to March, reaching pre-Global Financial Crisis average. This has mainly been supported by service consumption and housing investment, although exports supported by a low Australian dollar - have also contributed. - Georgia Osland

Not-for-profit Newcastle arts and culture organisation Octopod has launched its annual appeal and is asking people throughout the Hunter to donate to the Octopod Cultural Activities Fund. With a long history of successful projects including This Is Not Art, TiN Radio and the Octopod Zine Library, as well as professional development workshops, creative sector forums, and assisting artists and

arts organisations, Octopod needs you to keep all of this going. “Like many small to medium arts organisations across the country, Octopod has felt the effects of a shrinking grant funding environment,” Octopod director Christina Robberds said. news If these walls could talk s soon as Nicole Neave set eyes on her house in 8 William Street, Hamilton, she just fell in love. “In 1986 my ex-husband and I were looking to buy a house and as soon as we walked into this one, we both just fell in love with it,” she said. “It’s a pretty basic terrace house – it’s grass roots, it’s rustic and there’s certainly a lot of history in these walls.” Built in 1876 by the cousin of David Lloyd, of David Lloyd Funerals, the house was once home to noted Australian landscape artist Norman Lloyd who studied at the Ashton Art School alongside William Dobel. “It’s a really funny coincidence because when one of my daughters was in Year 6 at Hamilton Public School, they were given an assignment where they had to research someone local who had fought in WWI and she was given Norman Lloyd,” Nicole explained. “But it definitely gave me a sense that I was meant to be here, as part of the rich tapestry of this house.” With the house turning 140 this year, coincidentally the same year Nicole celebrates 30 years since falling in love with its pre-Edwardian charm, she is calling on amateur history buffs

Hunter Water’s residential customers are set to fork out an extra $25 for the year from July 1 this year following the release of the Independent Pricing and Regulatory Tribunal’s (IPART) final decision on customer charges between 2016 and 2020. Following the July 1 increase, typical bills will then increase between $54 and $58 per year from 2017 to 2020, while average bills for apartments will initially increase by $36 for the first year and then by $63 and $69. The pricing determination has seen a reduction of up to $100 per year in water bills in Sydney, the Illawarra and Blue Mountains, and said Hunter customers have been “left out in the cold”. “Hunter Water customers are the big losers when it comes to water bills over the next five years,” Shadow Water Minister Chris Minns said. “The government needs to explain why when most other water users in the state are seeing major reductions in their water bills Hunter Water customers will pay far more. “Many Hunter residents made submissions to IPART objecting to the increases in their water bills but it seems they were completely ignored.

Innovation puts HMRI on map

A new way to report crime

n a first for the region, the Hunter Medical Research Institute is putting world-class research at residents’ fingertips. The HMRI has launched its online ‘A-Z of medical research’ search tool as part of an overhaul of its existing website. It enables people to look up medical conditions and match them with cutting-edge research being conducted by academic, clinical and public health researchers in the Hunter, Australia, and around the world. The search tool is designed to help both patients and researchers support, participate in, or learn more about the HMRI’s work. Global IT firm Tata Consultancy Services donated its time and know-how to the institute to put the HMRI on the map in terms of information resources.

The HMRI is the first Australian recipient of Tata’s Pro Bono Fund, through which the firm offers its services free of charge to eligible not-for-profit organisations. HMRI Director Professor Michael Nilsson said the institute was extremely grateful for the opportunity. “The new-look website will enable us to builds links to the broader research community

and help us foster international collaboration, but, crucially, it can also serve the needs of people in our local region,” he said. Professor Nilsson said the new website was a tangible manifestation of the HMRI’s contribution to the medical technologies landscape. Hunter residents are being urged to make use of a new website that offers a quick and secure way of reporting crime. The NSW Police Force Community Portal, which went live last week, gives members of the public the option to report lost property, theft and intentional damage including graffiti. The use of the portal, which is linked to a Service NSW account, also allows people who report nonurgent crime to make and receive updates on their cases. To use the portal, people must create a MyServiceNSW account on the Service NSW website. The NSW Police Force Community Portal can be accessed via police.nsw.gov.au/community_ portal/home.

Hunter kids gain access to whiz-bang invention

t’s the ingenious piece of equipment that gave threeyear-old Isaac Charlesworth a new lease of life. The Wizzybug is a batterypowered, joystick-operated motorised mobility chair for children aged 18 months to five years with conditions such as cerebral palsy, spina bifida and muscular dystrophy. With sturdy, puncture-proof tyres, it can traverse parks and playgrounds. It gave Isaac, who suffered brain damage at birth, the chance to play on the same level as his peers at preschool and the ability to develop spatial awareness and learn wheelchair control, since he will move to a powered wheelchair when he is older. Now, other children like Isaac at Croudace Bay’s Cerebral Palsy Alliance will have the chance to use a Wizzybug, thanks to a $9,500 grant from ClubsNSW and a $4,540 donation from Valentine Lions Club. 10

The money was used to buy a Wizzybug, identical to Isaac’s, from the UK, which is currently on its way to Australia. Once it arrives, the speciallymade mobility chair will be available on loan to families in the Hunter whose children use the Cerebral Palsy Alliance’s services. Manager Sue Cook said it was a great tool for younger children with mobility restrictions to learn how to use a powered wheelchair. “We’re so excited to be able to have one at the centre,” she said. “Many families are excited to use it.” Sue said the CPA was grateful to both ClubsNSW and Valentine Lions Club for the generous donations to ensure children like Isaac get access to the vital equipment they need. f ever one of their own is in need, you can guarantee the local football community will be among the first to rally support. Such is the case for 13-year-old Harlem Dyer and his family, who have the entire Cardiff Junior Rugby League club backing them. Harlem has Duchene Muscular Dystrophy (DMD) and has been wheelchair-bound for the past three years. He was diagnosed with the incurable condition, which causes the muscles to gradually deteriorate due to a lack of protein called dystrophin, when he was just four years old. Harlem is unable to walk, and by the time he is 20 he will have very minimal movement, even in his wheelchair. But the one place Harlem is able to regain some of his movement, at least for now, is in a swimming pool. The football club is holding a fundraising day at Cardiff No 1 Oval on Saturday 2 July to raise money to install an in-ground pool at the Dyers’ home in Argenton so Harlem

can swim regularly. They are hoping to raise $14,000. The Dyer family is an integral part of the club, with Harlem’s younger brothers, Thomas, 11, and Darcy, 9, playing for the Cardiff Cougars. Each weekend Harlem cheers them on from the sidelines with his mum Naomi, dad Simon and one-year-old sister Gwen. Simon said Harlem was as much a part of the club as he could be without physically playing. “When we first came to the club, they kitted Harlem out in almost a full registration’s worth of gear,” he said. “They don’t let him miss out on anything. That’s all we can hope for; to make him feel equal.” On the fundraising day, normal football games will be held from 8.20am to 3.30pm, with raffles, a spit roast, face painting and other kids’ activities in between. LEGENDARY DUO REMEMBERED I n the world of popular music duos, if ever there was one that deserved its story told it would have to be Simon and Garfunkel. From starting their careers as the 50s rock and roll duo Tom and Jerry, these two humble boys from Queens, New York took the world by storm with their beautifully lilting songwriting and some of the lushest harmonies ever committed to tape. With songs like The Boxer, Bridge Over Troubled Water, Scarborough Affair, Cecilia and Hazy Shade of Winter, Simon and Garfunkel have become, quite rightly, one of the best-loved duos of all time. With reunions becoming a rarer occurrence, these days, thankfully fans and newcomers alike can relive that classic catalogue with the Simon and Garfunkel Story, which will be coming to Newcastle next month. The show is hitting our shores hot on the heels of a sold-out season on London’s West End and a hugely successful European tour and Joe Sterling, who takes on the role of Art Garfunkel, told Newcastle Weekly he couldn’t wait to give Australian audiences a taste of the show. “Both Greg [Clarke, Paul Simon] and I are

really excited about coming to Australia – it’s going to be a bit like a working holiday for us,” he laughed. “We’ve taken the show all over the world and had a very good run so far, so I’m hoping that Australia will be just as nice to us.” Rather than just two guys on stage belting out the Simon and Garfunkel catalogue, Joe said the show attempts to tell the story of the duo – from their humble rock and roll beginnings, the songs that defined their career, the dramatic breakup, the individual solo careers and of course a stunning recreation of the iconic 1981 Central Park reunion concert. “I like to call the show a musical documentary,” Joe said. “We go behind the songs a bit and try to get into what makes them tick as well. Aside from

the songs we have a big projection screen with photographs and footage of them while Greg and I, backed by a full band, tell the story musically.” Even if you’ve heard a few bars of Simon and Garfunkel, you’d know that, together, they possessed one of the most formidable harmony combinations in the history of popular music. While Joe said he and Greg definitely have big shoes to fill, it’s a task that both revel in. “We’ve certainly got our work cut out for us, that’s for sure,” he laughed. “Their harmonies were just magical but Greg and I really do click onstage so I think we’re somewhere in the same ballpark. e already might have a couple on his mantle, but for Wallsend-based entertainer Wayne Rogers, two nominations in the 2016 Mo Awards is certainly nothing to sneeze at. “It’s just great – I would have been happy with just one, but two is just fantastic,” Wayne told Newcastle Weekly. Wayne has snagged nominations for best versatile variety and harmony act as well as best variety production for his show Lashes, Legs and Lyrics which he added was a great feather in the cap of the Newcastle entertainment scene. “It’s great because the awards are largely Sydney-based to I’m happy to be putting Newcastle on the map in some way.” Wayne, who grabbed is first theatrical break in a local production of the hilarious French comedy La Aux Cages Folles, leapt into the hearts and minds of Australia when he made it to the grand final of the 2011 season of Australia’s Got Talent. Although he said a career in musical theatre wasn’t something that was mapped out. “I guess I started my career as a dancer and I eventually got involved in a musical theatre production as a dancer and I was really drawn to

CAPTURING THE ESSENCE OF BEAUTY desire to help people feel better about themselves was what set Warners Bay makeup artist Steff Matheson on her career path. Steff originally started her studies in makeup purely out of self-interest, but before long she realised she could turn her hobby into a business, and help others in the process. In late 2014, Steff Matheson Makeup Artist was born. Being so close to the Hunter Valley, weddings are Steff’s primary source of work, however, she does travel around the Newcastle and Port Stephens area and as far as Wollongong and the Mid North Coast for editorials and events. She also loves to take part in events and expos like Love On The Lawn; and has plans in the

pipeline to host workshops. Steff describes her makeup style as natural with vintage influences. “I decided that my focus would be fresh, day makeup focusing on skin and highlighting my clients’ features in a natural, ‘you-with-justa-little-extra-sparkle’ way,” she said. Asked what she loved most about makeup artistry, Steff said the fact that it was multifaceted. “I believe that being a makeup artist isn’t only about your makeup skills and what you stock in your kit, it’s about converting your clients’ ideas, tastes and inspirations; collaborating and getting to know them personally. “I always want to leave my clients feeling beautiful, empowered and excited for the day ahead.” - Georgia Osland

Steff shared with Newcastle Weekly a few of her top beauty tips: • Take your makeup off at the end of the day. I always leave a packet of makeup remover wipes and my night cream on my bedside drawer. • Wash your makeup brushes regularly. Bacteria will build up on any brushes that have cream or liquid products left on them. • Facial oil is your friend. There’s a common misconception that we need to strip our faces of the all the natural oils they produce, which in turn can lead to overactive sebaceous glands as the skin tries to protect itself from becoming dehydrated (which leads to premature aging). • Avoid indulging in dairy products if you’re sensitive to acne. Any traces of growth hormones can be difficult for the human body to process and will lead to breakouts.

COASTING TO NEW HEIGHTS

rom an early age, Tim Neve had an inkling he would find his calling and life’s passion in interior design. “I remember, as a teenager, changing my room around every month,” Tim laughed. “And I mean not just like the furniture – the colours, too. Luckily I had parents who were very supportive and let me do that sort of thing. “I find it kind of amazing, though, that one day you make a career out of what you’re interested in.” The Newcastle born and bred, NIDA-qualified interior designer is celebrating seven years in the industry with a bold departure from his well-established, coastal-themed work, for which many would know him - particularly for his work at The Beach Hotel in Merewether over the past three years. Others may have flicked through his luxurious coffee-table book, Sandcastles, which Murdoch Books published in March last year in Australia and the UK. Now, Tim is moving away from that, and

is beginning to explore more broadly the four elements in his new book, Nest – Inspired Interior Styling, he told Newcastle Weekly exclusively. “I’ve been riding the coastal wave for about seven years now,” he said. “After my first project – a little flat in Merewether – I felt like I really touched a nerve with the coastal theme, but it’s exciting to be working on something new.” The new book, which Tim is pushing to self-publish through crowdfunding, will have four chapters. These will explore earthy, base palettes; rich, emerald colours inspired by nature; the blue and white hues of the sea; and the rich, inky colours of the cosmos. The last chapter will feature Tim’s new Celeste range of fabrics, wallpapers and cushions, which he is about to launch. Celeste features dark, moody celestial tones, which Tim says are hot this winter. Some of the prints in the collection Tim

created by marbling paint and photographing it while it was wet to capture that inky look. For this collection he will collaborate with Sydney manufacturer Sparkk, with which he released his first range, Mermania, mid last year. As the name suggests, the Mermania range was inspired by mermaid scales and can be printed on anything in any colour. Adamstown’s Habitat and Inside Out in Newcastle West already stock some of Tim’s designs, and Willows Home Traders on Darby Street will be coming on board for Celeste. With The Beach Hotel project drawing to a close, Tim said he was looking for his next big local project to sink his teeth into. “So many cool things are happening in Newcastle; we’re seeing a huge café culture revival, which is cool,” he said. “You never know where I might end up.” To help Tim publish his new book go to bit.do/nestbytimneve. - Georgia Osland

As gardens shrink in size, I’m often asked for small tree suggestions. The most ideal compact trees for small gardens and courtyards are deciduous, which immediately sends gardener into panic. Lake house prices surge

ew Hunter Research Foundation statistics reveal the median house price in Lake Macquarie has surpassed that in Newcastle. The foundation’s quarterly Hunter Economic Indicators report for the March quarter touches on housing price, building approval rates and investment. The average home buyer is forking out $500,000 in Lake Macquarie, compared to $490,000 in Newcastle. Hunter Research Foundation chief executive Brent Jenkins said we could expect to see more people buy in Lake Macquarie as they were squeezed out of an overheated Sydney market.

The report also indicates dwelling approvals across the entire Hunter region are growing at a faster rate than New South Wales. During the year to March, 4309 Hunter dwellings were approved to be built – a 26% rise year-on-year, compared to 18% across the state. This solid lift continues the positive trend of the previous six months. A sustained positive trend in housing approvals is a leading indicator of residential investment, the report highlights, with residential investment a strong contributor to overall Gross Domestic Product (GDP) growth. - Georgia Osland
