Nelson City councillor Ruth Copeland is hoping to be elected twice in as many years. The two-term councillor is running to regain her seat on council, as well as putting her name forward to be the Labour Party’s Nelson representative for next year’s general election. Copeland will front a selection day for Labour Party members exactly a week before the local body elections close on October 8. If she is selected over Rachel Boyack and Frank Hippolite as the Labour Party nominee she will contest the general election against incumbent Nick Smith in 2017. If she was to win the Nelson seat it would mean she would resign as a councillor, forcing a byelection. When approached for comment, Copeland says being a councillor gives her a stronger position from which to campaign. “If I am fortunate enough to be selected as Labour’s candidate as well as be re-elected to the council, I will continue to serve as a councillor until the outcome of the 2017 general election is known.”

Shocking photographs taken by construction workers at Nelson’s largest civic building show massive cracks in columns that are attached to the arches that hold up the roof of the Trafalgar Centre. In December 2013, Nelson City Council voted to close the centre after it was deemed to be a risk to life in the event of a major earthquake. The decision upset many in the community, with its closure causing major problems to event organisers. Last year a plan was agreed to upgrade the centre with strengthening work and a new northern end. Work started late last year and the centre has been open sporadically since April. But what wasn’t known at the time the centre was closed was just how bad the hidden structural

columns were. Photos passed to Nelson Weekly show the reinforcing of one column exposed and another with a huge crack through it. The columns are on the western side of the main hall. A source familiar with the project told the Weekly that the damage was likely to have occurred in an earthquake but they couldn’t be sure. “The columns are connected directly to the main arches of the main building. The indication from the cracked columns is that the building has moved in an earthquake and it has ripped the top of those columns off.” Work was stopped in the area when the damage to the columns were discovered and engineers had to weld on steel plates to the existing structure. Mayor Rachel Reese says the photos show that the

Kate Russell An expectant Nelson mother is speaking out against a decision by the district health board to disestablish the jobs of three of its senior midwives. Kim Meyer is due with her first child this weekend and is under the care of one of these midwives, who she regards as “amazing”. She received a letter from the Nelson Marlborough District Health Board last week, which states that as part of a recent midwifery service review, the case loading midwives team will be disestablished from 30 September, 2016. Kim says that although these midwives will continue to be employed by the hospital as part of the core midwifery team, it will be a huge blow to many Nelson mothers, as well for the midwives themselves. Kim, who as a family lawyer has seen various at-risk clients use and benefit from the service, says the effect it will have on expectant mums is “huge”. “A lot of the women who go through the hospital team are high risk in some way, whether it be due to pregnancy complications or social factors, such as mental health, addiction,

Nelson shares Liam with the world Jacob Page

Liam Malone - the boy from Stoke - has become the story of this year’s Paralympics in Rio. The 22-year-old has become a media darling over the past seven days and led the New Zealand team into the closing ceremony as flag bearer on Monday. He won two gold medals in the T44 200m and 400m sprint, and endeared himself to the world’s media with his down-to-earth, relatable Kiwi charm. He’s been interviewed by BBC and featured in the sports pages in some of the world’s top newspapers. Whether it was winning medals, breaking world records set by Oscar Pistorious or eating 100 chicken nuggets in a post-competition meal, it seems people cannot get enough of the sprinting sensation. Back in Nelson, his former high school, Nayland College, has revelled in his success, while Nelson mayoral candidate Pete Rainey has suggested Liam deserves a civic reception for his two gold and one silver medal effort. It is quite a long way from the

teenager who “wore out seven or eight pairs of artificial legs just from running around at lunch times playing touch rugby”, his former P.E teacher Dennis Kale says. Liam’s old secondary school is in the early stages of trying to get him back for an assembly in celebration of his achievements, but a time and date is yet to be worked out with Liam’s schedule. Dennis, who is also a high performance athletics coach and has tracked Liam’s three-year progress in sprinting, says the outgoing, charismatic boy from Stoke was always one to give things a go. “Liam was always willing to give anything a go and in some ways he was quite difficult to teach because he didn’t see his limitations as something that had to be considered... it was admirable. “He’d come over to you after lunch and be stumbling around because he’d damaged his legs playing like anyone else would.

“I’m sure he wore out seven or eight pairs of artificial legs just from running around at lunch times playing touch rugby.” Dennis says his exploits have been the talk of the school. “I think the overriding sentiment from staff who knew Liam when he was at Nayland is a sense of pride and satisfaction in seeing what a wonderfully humble, compassionate and well-balanced young man he has matured into. “Many young people faced with the adversities Liam has faced would’ve gone through life looking for excuses, whereas Liam has accepted challenges. “He has never asked for, or expected, leniency or favour.” Liam perhaps sums himself up best. “I’m just the goofy dude from Nelson who just runs in circles and reads books - there’s nothing really special to me at all,” he says. “I saw someone say I was talented, I’m certainly not talented. I train twice a day, every day, since I decided to come here, so I feel like I’m skilled and not talented.”

An idea to close off traffic to Nelson’s upper Trafalgar St has resurfaced, but this time the proposal is for just one month in the height of summer. Councillor Matt Lawrey raised the issue at a ‘meet the candidate’ event hosted by the Tahunanui Community Centre last Tuesday. He says he’d like to see upper Trafalgar St, from Selwyn Pl to Hardy St, closed to vehicles to create a town square for a month over summer. He says bands and other entertainment could set up there to encourage people to relax in the square. The idea isn’t new but has been opposed by businesses in the past. But Matt says by just doing it for a month may be the comprise that gets it over the line. “I suspect that having vehicles travelling through the area does benefit businesses, particularly in the middle of winter, but it may actually be a hindrance at the height of the tourist season when the smarter move may be allowing people to take over the

space instead.” Nelson Weekly spoke with most of the business owners on upper Trafalgar St and the response was mixed. The Vic Brew Bar general manager Phil Williams was extremely keen. “Definitely support it, especially for that time of year. I think it would be fantastic.” New Zealand Sotheby’s International Realty sales and talent manager Debbie Cooper was also supportive. “I think it is quite a nice idea, it depends on what else goes out there, but certainly we’ve got enough restaurants around to give it a nice buzz.” Others were mixed, including Cob & Lobster Brasserie director Kymberly Widley, and Harrys owner Harry Morris. “We’d love to be part of a trial period,” says Kymberly. “We can’t really say whether it’s going to be a positive or a negative thing until we’ve seen it in action. Everyone is quite polarised down here, but without actually seeing it in action we can’t really have an opinion, but we’d support a trial.”

against the plan. “Every time the road closes it’s detrimental to our business and we have to send staff home early, it’s a really quiet day when people can’t drive past and see the buzz outside.” Matt says the mixed reaction from businesses is a step in the right direction. “I’m encouraged by what you’re telling me because I think ten years ago you’d have the majority of businesses saying it wasn’t a good idea. So I think it’s great that people are open to the idea. If this was something that the council was going to pursue then it would be incumbent on the council to really explain to those businesses what we would be doing in that area to ensure people would be attracted to it.” He says he’d like to see attractions like a ferris wheel, some outdoor furniture and other entertainment. “If we were to do it, it would be very important for everyone to understand that it would be a trial and afterwards we would see what worked and what didn’t and see if it was worth trying it again.”

nelson L ve Local hit by logging truck dies: Police have confirmed that the Upper Moutere man hit by a logging truck yesterday passed away in hospital on Thursday night.The 83-year-old, Robert James Murray, was hit by an unladen logging truck at the entrance way to Brightwater Motors on Ellis Street at 3pm on Thursday. Robert’s family has been contacted and Victim Support has been following up with those at the garage, the driver and Robert’s family. “It’s a tragic crash that is being investigated by the serious crash investigators,” says Senior Sergeant Grant Andrews. “There will be an ongoing investigation to determine if there is any culpability.

HOSPITAL CHAPLAINCY WEEK: It’s Hospital Chaplaincy Week this week and the Nelson Hospital Chaplaincy is holding a fundraising stall to help maintain the invaluable services provided by its dedicated volunteers. Locals walk to raise awareness Jessie Johnston

Locals gathered at Tahunanui Sportsground on Sunday morning for the start of Nelson's first Hope Walk. The event, which was established last year, aims to raise awareness of suicide and mental illness and break down the stigma attached to them. Local women Lou Illes and Diane Hall organised Nelson's Hope Walk, both having had experience with losing a loved one to suicide. Lou lost her father in May while Diane lost her husband in October 2014, "so this is something that we want to do to help make a difference," says Lou. When Lou initiated Hope Walk in Nelson a few months ago, Diane contacted her through the Facebook page, asking to be part of the event. "It's been fantastic, Diane's obviously a little bit further down the journey so she's been able to offer advice on what's ahead," says Lou. "We

Even in the grief of suicide, there's a lot of stigma and shame around that as well," says Diane. "Our loved ones matter, they're not something to be hidden away and

not talked about." Lou, Diane and fellow Hope Walk participants made their way from the sportsground to Trafalgar Park via Rocks Rd. Once there, they listened to various speakers and, through the sale of yellow ribbons on the day, will be donating any proceeds to Victim Support, who they say are a huge help to families in the aftermath.

"It's not just about being sad, it's also about giving people a bit of hope that you can go forward from here," says Diane. With other Hope Walk's taking place around the country, next year it is hoped that all events will be held on the same day, while Lou and Diane aim to get even more people involved in Nelson's walk.

Snapafest 'will be back'

There were plenty of "learnings" from the inaugural Snapafest over the weekend, but organiser Aldo Miccio says it was a success and it will be back. The two day festival started in the Trafalgar Centre on Friday night with the Snaparock concert, featuring bands from Australia. The venue was half-full, but the music was a hit with a busy dance floor throughout the night. On Saturday, the seafood festival Snapafeast event was held,

also at the Trafalgar Centre, after wet weather forced it to be moved from Founders. There were some complaints of long lines and crammed areas causing some frustration and Aldo says that was disappointing. "There's definitely a few learnings. Moving to the Trafalgar Centre, we were short of space for serving the food and that was a bit of a shame, because everyone loved the entertainment and the quality of the food and they had a good time."

The competition amongst local chefs to be "SnapaMaster" was won by 623 in the City chef Adrian Broadmore. Master Chef winner and Snapafest judge Bret McGregor says there were some really high quality dishes plated up. “There’s no shortage of good chefs in Nelson, I think they all did justice to the quality of ingredients, but some just outshone the others with a little bit of balance and that’s what made the difference in the end.”

Festival blooms without blossoms

There may have been a lack of blossoms on the trees, but that didn't stop the annual Cherry Blossom Festival from drawing a crowd. The annual event is a favourite on the community calendar and not only observes Nelson's 40 year relationship with Japanese sister city Miyazu, but celebrates the culture of many of Nelson's

Locals rally to help ex-school mate, Tuesday, August 23: Organisers of the quiz night for Katy Cobb, who is battling cancer, said the response was beyond belief. Over 200 people turned out to take part in the quiz at Hope Hall. The night also included a thank you message from Katy, who spoke on video to the crowd. Overall the night managed to raise over $18,000 for Katy, who is already in Germany receiving treatment. Katy has also raised $18,000AUD from her Go Fund Me page, and family and friends are grateful to everyone who has contributed. Assistance dog to help boy, Tuesday, September 13: Within the last three days Blake and his family have received well over $500 in donations through their Give a Little site, helping them raise the necessary funds to get Blake an assistance dog. With their contribution to the dog being $20,000, the Costello family appreciates any donations the community can make to help them achieve this goal. They also hope to exceed the amount they require, so they can donate the rest to another family in need of an assistance dog. Gondola response: I agree with your correspondent Dan McGuire’s letter, 13 Sept, that “Nelson ratepayers will be heavily impacted if the gondola continues to be funded from our money”. The funding is for a business case to develop a world-class tourist attraction on council-owned land, and if Nelson is successful in attracting investors the positive impact will be in the

order of $50m per annum to Nelson businesses, the airport, accommodation and retail sector, meaning more employment, higher business values, and increased income to council. So if that’s heavy impact, great!! However, I disagree with Dan’s statement that “it cost Queenstown over $60m to get its gondola underway”. That gondola facility, including luge and restaurant, was funded over 40 years by private enterprise (Skyline Enterprises Ltd) who also own the Rotorua gondola. The Queenstown gondola is so successful (they had over 700,000 visitors last year) that they have announced a $60m upgrade, and are proposing a new one at Franz Josef. Man dies after being discharged from hospital: Same thing happened to our Mum at Nelson hospital this February, not mental health stuff but she had been in hospital for two weeks, was given a heart echo and given the all clear. Four hours after results were cleared by the cardiologist she was sent home and died less than 10 hours later from a enlarged heart, that hospital is a awful place. Sarah Mitchell. My son was sent home with a ruptured spleen and severe internal bleeding after a 30 second check stating it was "just bruised ribs". He was admitted to hospital two days later thanks to a great persistent GP. I feel they just don't have/ take the time for their patients. Martine Kessler. Fire brigade in Kate Russell

Early on the morning of August 7, 1866, a devastating fire swept through what was then McGee’s Hotel on the corner of Collingwood and Bridge Streets and spread to more than a dozen residences. But, at the time, Nelson had no fire brigade to fight the blaze. As a result, the Nelson Volunteer Fire Brigade was established, and this weekend the Brigade is celebrating an impressive 150 years - which has seen four different stations, 22 chiefs, and countless hours of service from dedicated fire fighters. From small beginnings, the Brigade was first housed in a tiny station in Harley Street, with equipment consisting of just hook and ladders and hose reels that had to be manually drawn. This has progressed over the years to horse-drawn reels, to a vast range of motordriven vehicles. In 1868 there was a move to a bigger station in Harley St, next to the police station,

In 1933 the Nelson Fire Board was formed – meaning the word “volunteer” was dropped, and it was shortly after this, in 1935, that the Brigade moved to a significantly larger station on Halifax Street. This station served the Brigade for 58 years, until it shifted to its current St Vincent Street location in 1993 – which at the time, was the most mod-

ern and up-to-date station in the country. Local retired fire-fighter, Bob Finlayson, spent 22 years in the Nelson Fire Brigade, starting out in 1965. His son Rick is now a senior fire-fighter at the St Vincent St station, and Bob says they are just one of many families who have served in the Brigade. Bob, who still proudly fits into his old jacket, says the Halifax St station holds many memories for him, which housed around 12 staff when he first started out there. “There are a lot of good memories and a lot

I remember going up Queens Drive in one of the old engines to attend a fire and being passed by a kid on a push bike – then the engine would backfire, so we didn’t even need to put the sirens on,” he jokes. Other ‘famous fires’ during Bob’s time in the service include the Russell Manufacturing Co fire in May 1975, the Hira fire in February 1981, which destroyed 850 hectares or bush and raged for three days, and the Redwood College fire in May 1983. As part of the 150 year celebrations this weekend, there will be a reunion dinner, as well as an open day for the public on Saturday 24 September from 10am – 1pm, at the St Vincent Street station, which will include displays of old fire engines and the duty crew in action. Entry is by gold coin donation with proceeds going to the Rescue Helicopter Trust.

Cousins have won again, this time Josh and Louisa Denton taking home the Vodafone smart phone. Nelson Weekly has been running a competition looking for the region's best friends, after Nelson woman Meg Parfitt spent a week on a raft in Waitemata Habour so her friends could go on holiday to Fiji. Last week's winners were cousins born a day apart. This week it was cousins who recreated a cute photo from 17 years ago. Louisa and Josh Denton were photographed holding hands in front of the Nelson McDonald’s counter in 1999 and just over a month ago they went back to recreate the photo. Louisa, 19, says the photo has always been very special to her. “I don’t remember it being taken but I’ve always had it in my room.” However, the pair say the photo was a funny one to recreate in such a public place.

In all the photos she’s got her arm around his shoulders and she was always looking out for him." Louisa says she was "so excited" when they found out they’d won the Vodafone smart phone.

Home and Garden Show used to launch retail store Capturing the attention of home landscape gardeners was a challenge for Wholesale Landscapes’ new retail centre this spring, but the Nelson Home and Garden Show will provide the perfect “springboard” with the local business giving away $20,000 worth of gift cards during the show. Nelson’s Wholesale Landscapes, the largest manufacturer of landscaping supplies in the South Island, have opened a new retail centre, down the drive at 55 Saxton Rd. While tradies and resellers have been buying their bark and soils for years, team member Simone Dacombe said that “mum and dad” garden enthusiasts weren’t aware they could now go di-

rectly to the manufacturer. “The top landscapers come to us to buy supplies in bulk and drop off their greenwaste at the same time,” says Simone. “But I guess the home gardener, the mum and dad landscapers, don’t know they can now buy from the manufacturer in smaller loads, like a bag, a trailer or delivery.” Like 180 other exhibitors, Simone and her team found the perfect platform at the Nelson Home and Garden Show. More than 8000 patrons are expected to attend to find inspiration for their home landscapes, kitchens, bathrooms, gardens and more, with daily seminars, show-only specials and prize packages worth up to $6000.

“The Home and Garden Show really is the perfect springboard for our new retail business,” says Simone. “Home owners can come and see our products up close, chat to us about their landscaping plans and get some ideas. “We’ve got a stack of $10 gift cards to give away, so that’s like a free bag of compost for the first 2000 people who chat to us. We’ll also be running a competition where visitors can guess the number of PREMO Nuggets in a bowl to win a further $500 credit.” The Nelson Home and Garden Show runs for three days, from Friday September 30 to Sunday October 2, at Saxton Stadium. Doors open from 10am to 5pm each day.

This year, locals will get the chance to cast their vote on who makes up the Nelson Marlborough District Health Board. The board is responsible for a number of things, including the provision and funding of health services in the Nelson, Tasman and Marlborough regions. The board consists of 11 members, seven being those voted in by the public while the remaining four are appointed by the Minister of Health. This year 15 candidates have put themselves forward for consideration, so use this feature to learn more about them and make an informed decision this election. St Jo's win football trophy St Joseph's footballers will get up close to their heros this Saturday when they act as ball boys and girls for the Wellington Phoenix. St Joseph's won the Trafalgar Schools Cup earlier this month when they beat Hampden St School 1-0 in the final. The team will now get to be ball boys/girls for the Wellington Phoenix v Central Coast Mariners pre-season clash this weekend. Organiser Aldo Miccio says the tournament was a great way to get kids involved. I have chaired Hospital Advisory Committee, Community and Public Health, former chair of Hospice Marlborough, member of Cawthron Institute Trust, past Mayor of Marlborough and currently Chief Executive Marlborough Research Centre. JENNY BLACK - I came to Nelson as a clinical Dietitian in 1982. Passionate about the health of our

community, I would appreciate your vote to continue this important role. In future we aim to provide more healthcare in the community so that hospitals are kept for people who really need expert care. Speech contest finds best in Nelson Kira Carrington’s speech stood out from the rest at the Interschools' Speech Contest last week, winning the Year 8 competition. The Nelson Intermediate School student won the Year 8 section of the contest with her speech on “My Secret Life As”. Adam Teece from Richmond School won the Year 6 prize and Theo Parker from Nelson Christian Academy won the Year 7 competition. School speech contest coordi-

nator Linda Bergman says the standard was extremely high. “They all spoke with maturity, confidence and subtle humour, and they all show pride in representing their schools. "The focus is on the overall platform presence using the 4 Ps of public speaking, pitch, pace, pause, and projection, and how well the students are able to use pronunciation and enunciation along with the capturing of the audience attention.”

The speakers have all undergone an elimination process at their individual schools, first winning the class, syndicate, and school contest, before being able to represent their school at the Interschools’ finals. Judges spokesman Adrian Humphries said he was highly impressed by the standard of speeches. The competition is organised by POWERtalk Waimea and Lions of Richmond and has been running for 30 years.

Isel Park is set to host a brandnew event this summer, the Isel Twilight Market. It’s an idea that Jo McCrostie has been sitting on for the last five years until, finally, she decided it was time to act on it. “I was born here but I’ve lived in Christchurch for a number of years,” says Jo. “When we moved back to Nelson we came for a walk through the park, and I said to my husband “why isn’t there a market here?” It’s just ripe for it and I just kind of sat on the idea for five years and thought someone else will do it, that’s not me.” When she visited Isel’s café one day, The Garden Window, she asked operators Tracey Baglow and Lynley GilchristLunn what they thought about the idea. “They were keen so it kind of went from there, but I still believed someone else would do it. Then I thought, actually, it’s going to be me, I’m going to do this,” says Jo. Having created a list of regular community stall holders, Jo sent off emails asking if they’d like to be involved and says “the response has been incredible, it’s been overwhelming.”

We want to do lot’s of things here, it’s a fantastic resource but it’s under utilised,” says Lynley. The Isel Twilight Market is set to start on Thursday, October 6, and will continue to run every week through summer. Around 50 stall holders are signed up for opening night, although, with another 20 on the waiting list, Jo is confident the market could grow to feature around 100 stalls in the future. With a range of fresh produce, hot food and craft stalls dotted around the front of Isel homestead, The Gar-

den Window will be serving up meals, coffee, beer, wine and cider, plus, each week will feature a different school and local musician. Isel Twilight Market will also be showcasing a handful of stalls that people probably haven’t come across before. Starting at 4:30pm each Thursday, the market will come to an end when it gets dark, Jo is happy for people to bring their dogs on a lesh. Stoke Centre to bring community together Council has progressed the Stoke Community and Sports Facility to the next project phase, with additional budget approved to meet the preferred tender price. In its last full meeting, Council heard from a number of public forum speakers, which included strong support for the facility from major stakeholders including the Stoke Tennis Club, Rugby Club and Stoke Seniors. Stoke Rugby Club Operations Manager, Kim Biggs, says the Centre is a great opportunity to create a more inclusive community in Stoke. “As a club we work to bring the community together, and this facility is important to our club to continue to do this. The location is perfect, it will become the hub of Stoke. This is an opportunity for Council to create a facility that will be utilised by all Nelsonians,” she says. There was also strong support around the Council table for this project to proceed, with the additional funding of $350,000*

being approved 12 votes to one. Mayor Rachel Reese says the new facility is an important step in revitalising Stoke. “This is something that the Stoke community have told us they want. We have listened,” she says. “It is an important opportunity to create a heart in Stoke with a community and sports facility that will be able to connect many different parts of the Stoke community. It is an exciting project that is the start of reinvigorating our fastest growing suburb.” The approved funding includes sustainability measures, in line with Nelson 2060’s sustainability goals, such as the addition of a ‘smart’ centralised heating/cooling system, additional insulation and LED lighting. Council has also approved a call

for expressions of interest to fitout and lease a café in the facility. On top of this, they identified a future opportunity to expand the public tennis courts if demand warranted it. With Council approval, the project will now move to the next stage, including stormwater improvement work, prior to construction beginning. *Note: this amount equates to a 6% increase in project construction cost. This increase was identified through a detailed estimation of project costs prior to any funds being spent on the construction of the project. The total project cost is $6.49million. This figure differs from an initial estimate of $5.7million in the Long Term Plan as this LTP figure was an indicative price and not quantity surveyed.

For the first time in 13 years, new homes or those homes without an existing approved burner (in some areas of Nelson) will be able to install a new Ultra Low Emission Woodburner (ULEB), following Council’s approval to make the Woodburner Plan Change (PC A3) operative. The decision was made at a Council meeting on 8 September, and the Plan Change will become operative on 19 September 2016. This approval marks the close of the Woodburner Plan Change process, which Council started in December 2015, as an interim step ahead of the wider review of the Whakamahere Whakatu- Nelson Plan. The plan change means that residents are now able to lodge building consent applications to install ULEBs in Airsheds B2 and C: • In Airshed B2 (Stoke) an additional 999 ULEBs are permitted in new homes and homes without burners. • In Airshed C (Nelson North) an additional 599 ULEBs are permitted in new homes and homes without burners. • In Airshed A (Nelson Central) no ULEBs are permitted unless replacing an existing authorised woodburner. • In Airshed B1 (Tahunanui) no ULEBs are permitted unless replacing an existing authorised woodburner. Mayor Rachel Reese says that the Plan Change recognises both Nelsonians' desire to have heating choice and the improvements in Nelson’s Air Quality

since air quality controls were introduced in 2003. “The review process must recognise the National Environment Standards for Air Quality and take into account the high value put on Nelson’s air quality for community health and wellbeing, as well as amenity value," she said. “It allows more people to heat their homes using woodburners, which is part of our long term goal to make Nelson a better place to live while ensuring we recognise the importance of air quality.” "The review process has been demanding for Council and for staff, but the final decision is an important one; the information and understanding gained will inform our future decision making in regards to air quality management."

Council grant approved to progress Gondola investigation Nelson City Council is to grant $50,000 to the Nelson Cycle Lift Society Incorporated for further development of the business case for the proposed Gondola project.

Extension granted for Modellers Pond fundraising Council has agreed to extend the fundraising deadline for the Nelson Society of Modellers until February 2017. The Society had originally been tasked with raising $590,000 by September. However, major funding applications to both the Rata Foundation and Lotteries Commission will not be determined until late December 2016. In the interim, the Pond will be maintained over the summer from existing budgets, as has been the case in previous years. The history of the pond and its use and enjoyment by the community prompted Council to grant the extension.

The grant, confirmed in the Annual Plan 2016/17, and approved at a full Council meeting earlier this month, will enable advice to be sought on the economic contribution of the gondola to mountain biking and the city. The Society Chair, Jo Rainey, says the grant is to determine return on investment. “This $50,000 is to make sure that there is a good return on investment for investors, as well as ensuring there is nothing major that could prohibit the development of the Gondola.” Chief Executive of the NRDA, Mark Rawson, says the economic assessment is an important step in the process. “This provides the tool to start

the conversation with a level of credibility and capability. It allows you to see whether investors are interested or not and what their key investment parameters would be and their barriers to investment.” Mayor Rachel Reese reiterated Council’s involvement in the project is about operating as an enabler of economic development and business. “As a responsible Council we must look at the assets we own and think about the potential we have to enable others to do great things for our city. This is an opportunity to grow our visitor reach and to see this region really excel in that space. I’m very hopeful.”

Youth Council update With the local body elections on 8 October, Nelson Youth Council has been raising awareness with young people on how to enrol to vote, and why it is important to use your vote, even if you may not be able to vote in this year’s local election.

Waimea Road stormwater upgrade progress

With a large proportion of younger generations not taking an interest in local and national politics, we feel that it is important that they know why their vote is valued and how they can enrol to cast their vote. Youth votes are important in elections, not merely because each vote counts, but because youth have a different perspective to older generations. As we reach the age of 18, we are also contributing ever more to society and government decisions affect us more directly, for example where the tax we are paying goes. We have been spreading the word throughout our schools in an effort to increase future youth turnout, as this is an important part of adulthood. And remember, use your vote wisely!

This vital stormwater upgrade continues to make good progress. The next section of work will be happening in the intersections at Van Diemen Street and Hampden Street. While every effort will be made to minimise disruption, this work is expected to slow traffic through these areas so please be patient and take extra care. From Saturday 24 September Hampden Street, from Waimea Road to Ngatiawa Street will be closed from Monday to Saturday inclusive, from 7am – 5pm. This closure is happening during the school holidays to reduce the impact on the adjacent schools. At night Hampden Street will re-open to Waimea Road-bound traffic only.

Textile and mixed media artist Ronnie Martin, who is also on the arts council, says the group has also been encouraging for those who are just starting out, or need encouragement to step up. “It’s nice to find kindred spirits,” she says. There are no membership fees, just a gold coin donation to cover publicity and a drink from the bar for the guest speaker.

The 2016 local body elections are open from September 16 to October 8, with the winners to be declared on Saturday, October 8. I’m standing for Mayor because I love Nelson. I know I have the skills to bring people together around the council table to get some decisions made, and some vital projects on the move to make Nelson a better place for everyone. Many Nelsonians see me as being an ‘arty guy’ – what they don’t see is that I am a businessman. My business employs up to 40 people at peak times and has offices in Nelson and in Auckland. I bring real business ability and experience to the mayoralty, along with the skill and understanding to lead a team of people with great complementary skills. As mayor, I will take action with a committed and responsible attitude to reviewing social policy - especially for the rapidly-growing percentage of over 65s in our city. I intend to set up a working party that can look at ways to implement social housing areas, not special housing areas. There is also plenty of scope to increase housing density by working with older people to build smaller units on sections that have become too big for them to manage. At the other end of the demograph, I will take action on initiatives that introduce measures to make Nelson a better place for youth; and a place where innovative business is encouraged so there are jobs here for our young people. Council must ensure universal access to recreational facilities and events and must free up the barriers to expanding our MTB facilities. If we supported MTB events in the same way we have supported Cricket and Rugby World Cup games in this city, the impact for our region would be profound. Whatever your views on the Southern Link, the reality is that the NZTA solution to congestion is years away. We just can’t wait. The responsible approach is to recognize we need to get the traffic moving right now, and there are some simple, cost-effective measures that council can pursue on its own roads immediately. A vote for me is a vote for action on the Rocks Road Cycle Walkway – nothing has happened for three years because of the Southern Link consideration – council needs to stop dithering and make some real progress now. Council, the business sector and the whole city, need to have confidence in a mayor who can really communicate and relate to all sectors to bring some heart to our community. Let’s make it happen - tick Rainey for Mayor!

I’ve delivered on my promise to hold Council to account. There’s a role for me at the table. I offer particular skills and I make a positive difference. I’m mindful of Nelson’s growing and aging population. We need to encourage young people to remain, and move here, to help cover expected costs down the track. That means having incentives like higher than average incomes and more affordable living than elsewhere. Council must support existing employers and provide fertile ground for new and emerging businesses to provide more employment opportunities. I’m looking to our new Nelson Regional Development Agency to deliver this. As I see it, NRDA can identify productivity opportunities, encourage innovation, facilitating collaborative governance and keep track of goodliving standards. Our economy will benefit from real progress in tourism initiatives (the gondola, destination mountain-biking, domestic weekend travellers and events strategies) and rationalisation of NCC and TDC processes in relation to local businesses. The NRDA’s approach must build on the former Nelson Tasman Tourism’s and Economic Development Agency’s work. I want to see real bang for our invested $1.2m bucks.

Cost effectiveness of recycling and green waste needs questioning; more landfill gas should be sold to the hospital, and the failure of heavily subsidized public transport to attract new passengers is concerning. I intend to further strengthen the governance role of elected members, and to focus on the here and now. Tēnā koutou. This is my second time standing for Council. I’ve worked in local government, blue collar positions, been an educator for 20 years. The last ten years I’ve been representing my Iwi in governance and sit on a number of boards. I stand for a unified community where all communities are acknowledged and represented in decision making. We have rich cultural diversity, innovation in research and leadership in the primary industry sector. Strength in governance can be measured by how well it manages implementation. Nelson has forward thinking policies and visions. Look no further than the empty shops in the CBD to question if our current strategies and policies are working. I appreciate the diversity that migrant cultures bring to Nelson, but question whether they are being given the opportunity to become participants in the wider community and should we continue the growth of our migrant community without this happening? I support more culturally diverse input recognising the existing partnerships. I am not convinced the Southern link is necessary or the current proposal is the best option. I also think Council has a role to play in affordable housing. I believe Nelson deserves the best governance and management and believe I have the skill set to make visions a reality.

I want to see it grow to the point where council has spare capacity to help community organisations and to empower people locally.To do this we need to be big enough to admit we are overspending, smart enough to learn from it, and strong enough to begin change.First step is to correctly prioritise projects. Second step, use intelligent and creative solutions to deliver more value.Let’s get a healthy balance and Nelson will prosper. I’ve lived in Nelson for 29 years and I love it. With the abilities I have, you can be confident we’ll achieve the outcomes needed. Projects started and completed through the committee I chair include: - Re-sealing programme. Downer received a national award for this project. - Ngawhatu sewer upgrade to stop raw sewerage flowing through residential properties. - Waimea Road/Motueka traffic lights. Elm St/Main Rd Stoke safety improvements. - Todds Bush footpath and stormwater construction. 40kph school speed limits approved. The Southern Link is now an essential third road. It will facilitate Nelson’s traffic, get the region’s products to the port and permit us to develop Rocks Rd with a shared footpath/cycleway. That’s why I argued for a fair and impartial investigation into the NZTA Southern link project. Some didn’t agree with my stance, but maintaining it upheld my commitment to Nelson’s future and that of the whole region. I believe that for our city to thrive everyone needs an affordable home, a living wage, properly resourced health & social services, flexible options for getting around, easy access to arts and recreation, and smart strategies for responding to our changing world. I also believe thriving businesses are vital. Council must focus on what attracts business to Nelson, and keeps it here to succeed. When we get all of this right, Nelson flourishes. I’ve got a recognised track record, the experience and skills to work with council and the community to get things done. I helped establish the award-winning Nelson Tasman Housing Trust 2004 now owns 38 homes valued at $11m. NELSON CITY COUNCIL CANdIdATES I feel I’ve made a real difference over the last term representing Nelsonians of all ages and from all walks of life. I've also enjoyed progressing the policies I campaigned on in 2013. These included looking after the environment, increasing opportunities for inner city living, protecting our cultural events and progressing Stoke. In an effort to stimulate regional development, I also drafted a policy adopted by Local Government New Zealand to investigate using technology to relocate Government services from Wellington to the regions. I also successfully campaigned against the Victory Liquor Centre and organised murals for the children's library. Some of the ideas I would love to pursue next term include: creating greater housing choice through smarter use of land, reducing congestion by making the NBus free for children and students, turning Upper Trafalgar St into Nelson’s Summer Square and honouring Thomas Cawthron with a bronze sculpture on the Church Steps. I will continue to give you the leadership and commitment Nelson deserves. My background in business, community and environment will bring a comprehensive range of skills to the council table. Along with those skills, I am able to commit to the 3-5 days a week that is needed to read, consult and attend council workshops and council meetings. I support the Southern Link. I have been active in the East Nelson community for most of the thirty years I have lived here, speaking up when the need arose. In the current council term, I have been influential in the creation of three new strategy documents - the Out and About policy, the draft Tracks and Trails Strategy and a new strategy for freedom campers. I have a long environmental history going back to Native Forest Action Council, the Ornithological Society of NZ and Forest and Bird. Currently, I am a volunteer for Friends of Maitai and a supporter of the Nelson Nature programme. A keen walker, swimmer and cyclist, I am passionate about community. I am business friendly and I am an advocate for the environment. Brian's vision for Nelson is a safe, vibrant and sustainable city. Brian’s broad experience demonstrates his strong commitment to serving the public, proven consistent and responsible leadership, and the ability to work in partnership. Priorities for Brian include smart planning and getting the Nelson Plan right. A city is about the people and creating inclusive, connected communities is key. Protecting the environment is another priority, especially Nelson Nature and Project Maitai, both which Brian championed, and increasing the protection of the waterways and coastal areas. Another priority is the wise investment in infrastructure, community facilities and services. This term of council was Brian’s first and he has been an active and committed councillor, participating in numerous committees. He chairs the Planning & Regulatory Committee and Nelson Biodiversity Forum. He is a member of the Governance Committee, Audit, Risk & Finance Sub-committee, Regional Transport Committee, as well as several committees related to environmental and planning matters. Brian was the Nelson Bays Police Area Commander before leading an international team of officers in Afghanistan in 2011-12. In 2013 he retired from the Police after 35 years' service, just prior to the last local elections.

I have lived in Nelson most of my life and was a first day pupil at Nayland College. I’m married with three children and own a local publishing business, Nikau Press. I have made submissions and spoken at council forums, represented people at Resource Consent Hearings, and submitted to the council hearings over the proposed new Stoke Community and Sports Centre. I am familiar with land subdivision and the onerous Building Consent process. However, most importantly, I will bring my many years of experience of successful self-employment and a practical and realistic attitude to the Council Table. I have no pet agendas, but my aims are to progressively reduce city debt in a planned way over time - it really concerns me that NCC will be borrowing another fifty million dollars this next year. The city’s infrastructure urgently needs upgrading more rapidly. Frequent sewage spills into the haven and areas flooding are plainly not acceptable. We need greater consultation and more open discussion with affected parties at an earlier stage - there has been too much decided behind closed doors. The city needs re-vitalising to make it more welcoming, we must stop the drift to Richmond. Clearly, more parking is needed and the traffic congestion must be overcome. I support the concept of the Southern Link. I relish the challenge of being a full time councillor now that I face retirement, and will happily work alongside whoever my fellow councillors and mayor might be. Prices Pharmacy goal shoot Rayna Olsen was convinced her team was nervous, but you would never have known watching their 65-53 Nelson premier grade netball triumph over Stoke at Saxton Stadium on Saturday. Prices were more clinical and accurate early and raced out to a five goal advantage in as many minutes. That margin extended to 18-8 by the end of the first quarter. That margin ballooned to a game-defining 15 goals by halftime. "I think we were nervous to start, but once we got out there we all felt really good," Rayna says. The win went according to the form guide. Prices had beaten Stoke in their two previous meetings and were named best defensive and attacking team in the premier grade. So stacked with talent were Prices that Rebecca Watene, who was named as the joint best player in the competition, with Jess Drummond, started on the bench. Rayna, who shot 35 from 43, and final MVP Mahi Law, 27 from 30, feasted on some slick passing into the attacking circle from centre Dana Wilson and wing attack Miranda Hart. "The service we got from the mid court was excellent," Rayna says. "When we let the ball go, the speed of the passes gave us a real advantage.

Nelson mountain bike rider Henry Jaine’s European exploits did not go to plan, much like the start of the Nelson Mountain Bike Club’s Tim Miller Plumbing Spring Series event at Rabbit Island on Sunday. Henry won the event, but had to start at the back of the field after having issues clipping into his pedals. He spent the first lap weaving his way through the field before finding the lead and never looking back. It was a bright spot in what had been a tough trip to Switzerland, which promised so much and delivered little due to injury. “I’ve only been back riding a month after I injured my hand, so I was happy with today. “The racing today on the flat surface made the racing closer. The rain made it more fun.” Henry says the aim of the Switzerland trip was to race in some European crosscountry races. The 19-year-old former

Neale Park 'neglected' Locally Owned and Operated

Neale Park has been neglected as a sports field, says two of the region’s biggest sporting clubs, and they want to see urgent investment to get the playing surface level. President of Nelson Rugby Club Shane Graham and president of FC Nelson George Molner both say the playing surface is not good enough and they’d like to see Nelson City Council fix the problem at the city’s largest sporting field. George says, while Saxton Field has come on leaps and bounds since the council started investing in it, the facilities closer to the city has suffered. “I think we do feel left out. Without a doubt Neale Park has been neglected, without a doubt.” His club has more than 700 kids who play for it as well as five senior teams. He says that makes it the biggest sporting club in the region but it doesn’t have a clubrooms or fields fit to play on. “There are two issues here, the pitch condition and facilities. As

At the moment we have a 40 foot container that we’ll put at Guppy Park to store all our gear. “And the pitch has pot-holes, and as a result we’ve lost an intermediate ground and a senior ground this season.” George says developing the park properly will mean more games will be able to be played there, creating a real “home ground”.

George says he’d also like to see planning begin for a joint clubroom facility with it and other sporting codes on Neale Park. FC Nelson and Nelson Rugby Club are the major users of the park, but FC Nelson also plays junior games at the Botanics, the Maitai and Victory Square, while Nelson plays some of its senior rugby games at Trafalgar Park. Also, the current facilities there are way below the standard needed for the number of people who use the ground, it’s totally inadequate.” Shane says the north-west part of Nelson has been left behind, but a multi-use recreation facility could a massive benefit for that part of town. FC Nelson and Nelson Rugby Club have had a meeting with mayor Rachel Reese and chairman of community services committee, and mayoral candidate, Pete Rainey. Both told Nelson Weekly that the playing surface is of poor standard and would like to see something done. “The playing surface really concerns me,” says Rachel. “We have to have grounds that are suitable for kids to play on, so I think we need to have a really good look at what we're providing down there.” Pete says there's “no question” that the playing surface needs work.

The pair have just returned from their maiden trip with the New Zealand Under-22, where they travelled to take on their Australian counterparts at Port Macquarie. While the Kiwi side lost all five games, Felix, a Nelson College pupil who is part of the New Zealand Under-19 team, says the quick nature

The talented left arm orthodox spinner says you have to be a good player with bat, ball and in the field. “You have to contribute in all areas,” Felix says. “The pace of the game is a huge step up on outdoor and the fielding has to be a lot sharper. “That’s where the Australians had the edge on us. “We were competitive with the bat, but just weren’t as consistent. He says his role is to be more of a power hitter who looks to increase the scoring and target the back net where more runs can be scored. “It’s important that everyone knows their roles. “For me, I know I have to be aggressive at times and

Josh Nell set to take on speedway’s big boys Jody Scott Moving into adult class racing will be an eye opener for 16-year-old Josh Nell this Nelson Speedway season. Josh has made the decision to move into the street stock class at the start of the racing season rather than seeing out his remaining time in the ministock, He was still eligible to carry on competing until his 17th birthday, but having achieved most of his goals it was easier to concentrate on one car rather than make the switch mid-season. Josh had many successes last season, picking up the Nelson Club Championship, winning Youth King of the Coast and finishing third at the New Zealand Youth Ministock title at Oxford Speedway. The move into street stocks was a logical pathway into open class racing with many of the top drivers making their entry this way, going on to win national titles in the top classes like super stocks, super saloons and sprint cars.

Josh plans on running the street stock for the next two seasons; he will jointly race with car owner Graeme Kitto before deciding on his next step. He will be going through the mentor programme at Nelson practices and getting three meetings in so he can qualify for the South Island title in Blenheim on November 26. The car has a lot more horsepower but is heavier, plus he will have to factor that there is contact allowed, something he has been taught to avoid in the youth class. Josh aims to eventually get into the heavy hitter class, stock cars, if necessary, but ultimately it’s super stocks that he wants to end up in. It’s a wee way off, knowing he will have to fund it himself, but he has been working at Donaldson Civil since he was 12. Now in his penultimate year at high school, his ambition is to get an apprenticeship in mechanical engineering and eventually looking at working on high tech race engines like super stocks or V8 Supercars.

Saxton Velodrome - more than meets the eye Jacob Page Saxton Velodrome trustees, Paul Jennings and Rob Ford, admit they looked for so long at the plans for the new complex that they rarely come to check up on progress of its construction. Both men were happy with what they saw on Friday with the $1.6 million project still on track for a scheduled December finish. The project is a joint venture between Nelson City Council, Tasman District Council and the Trust, with the Trust expected to contribute $300,000. "I'm not up here often checking in progress, as you look at the plans for so long trying to get the project off the

ground that you have an idea in your head already of what it must look like, but to see it coming along well is exciting," Paul says. Rob believes the key to the facility would be that the whole community will be able to use it for many things. "There's going to be a rehabilitation area where people can rehab injuries, I'm sure speed skaters will use it

the Velodrome Trust is still looking for financial contributions but the response had been "hugely positive". "It is still on schedule but there are plenty of variables with a construction project like this," Paul says. "The real icing on the

cake will be when the surface actually goes down, which is one of the last things that will happen. "From there, it will be transformed from something that looks like dirt into something that'll look great and something we hope the whole community will enjoy." Paul says the Trafalgar Park track lasted 100 years and there is no reason the Saxton Velodrome couldn't last the next century. The Trust wished to thank the Tasman District Council, Nelson City Council, Rata Foundation, Lion Foundation and Mainland Foundation for their support during the entire process over the years.

Nelson’s Sallie McArdle is about to use her world champion kick boxing and martial art skills to improve her community. The 10-time former World and European champion is starting martial art classes at the Victory Community Centre early next month. Sallie, who has a passion for working with young children as well as troubled youth, says there is not enough for young people to get involved in, and she hopes her classes will change that, while also offering potential for a Kiwi team to compete on the world stage in the future. “I’d like to get a team from Nelson to represent New Zealand at the World Association for Kick Boxing Organisations (WAKO). “Everyone is on their own journey and martial arts is a sport, but it’s also a way of life.” Classes will start on the first Monday in October and run weekly. “I want to have five-to-sixyear-olds, seven to 11-yearolds, and then teenagers and

Sallie was one of the few

female kick boxers in Ireland when she competed in the 1990s. While she retired in the early 2000s, she returned for one year 13 years later on a promise to her husband before he died, and won a world title. “It was a different journey; it wasn’t for me that last one.

“My body was older, but I knew I was strong mentally and I believed I could do it.” Sallie believes combat sports can get young people to focus on something positive. “Initially it’s about street cred and then the discipline and respect comes into it. “Sometimes young people just need a reason to go down the right path and mixed martial arts allows that in a way. “I have seen kids turn around and their life changes. “This is not about pushing kids into competitive sport, this is about children learning balance and coordination and respect. “If we could get a senior team in a world competition with older people, then that’d be great.” Sallie would also like other people with MMA background to get involved. “I want this to be a community thing so the more people involved the better.” Sallie says anyone with an MMA background would be welcome and she was keen to make sure people of all ages felt that they would be encouraged to give the sport a go.
