History
In the midst of the Civil War in 1863, the U.S. Congress enacted legislation creating the Arizona Territory.
The War was costly to the government and federal leaders were most likely influenced by the prospect of mineral wealth in the area that became the Arizona Territory. A few months later, in May 1863, that promise came to fruition as an exploration party led by Captain Joseph R. Walker discovered gold in the Bradshaw Mountains, just south and east of present-day Prescott.
A subsequent discovery of gold in the Antelope Mountains set in motion a chain of events which led to the establishment of Fort Whipple on the banks of Granite Creek, the founding of the town
of Prescott on May 30, 1864, and its designation as the first capital of Arizona Territory, as well as the seat of government for newly-created Yavapai County. Adventurers – miners in search of gold – and farmers and ranchers seeking a new beginning on land made available through the federal Homestead Act, merchants, lawyers, and others simply seeking a new opportunity came to Prescott.
Together they created a community with schools, churches, business establishments, other social organizations and, of course, saloons and brothels. Eventually came the railroads and other indicia of 19th century modernization, such as electricity
and public water service.
To be sure, Prescott in its territorial years was a frontier town and had its share of crime, rowdyism and an occasional gunfight on Whiskey Row. Over time it matured and developed into a commercial center for the central highlands. The settlement and development of Prescott and its surrounding region came at the expense of the Yavapai, the native people who had occupied the region for centuries before the influx of those drawn there by the promise of riches and other opportunities. The inevitable conflict between the two cultures forced the Yavapai onto a reservation at San Carlos in southeastern Arizona. In the early 1900s, the Yavapai returned to
Prescott where – as the YavapaiPrescott Indian Tribe – they now play a vital role in the region’s economy as the owner/operator of a modern shopping center and two gaming casinos.
Prescott lost its standing as the territorial capital in 1867 when the capital was moved to Tucson by an act of the Legislature. Prescott regained it in 1877. As the population and political influence shifted, the capital was permanently relocated to Phoenix in 1889. Prescott continues to serve as the county seat of Yavapai County. Prescott continued to prosper and develop, and by 1920 could boast a population of approximately 5,000.
One Woman’s Legacy Remains Strong A Brief History

At the age of 12, a young Miss Sharlot Hall arrived in Prescott by covered wagon with her family. The year was 1882 and, after three months of hard travel along the ol’ Santa Fe Trail, the family established roots in the Prescott area. It was on the family homestead this home-schooled young woman developed an intense interest in the local history.
She began writing... about the stories she heard from old-timers of the frontier about Prescott’s early days as the Territorial Capital of Arizona, about her experiences on the trail and of ranch life, as well
as the hardships experienced in ranching, mining, and surviving on the frontier of the Arizona Territory.
Sharlot Hall was a forward-thinking woman of vision and daring, living at a time when most women didn’t dare have a visibility nor a vision at all.
With her fascination and love for Arizona, Southwestern frontier life and history, Sharlot sought to conserve and preserve what she understood to be its vanishing heritage and traditions. Her writings became popular and she became an associate editor of Out West magazine.
By 1909 she was appointed the Territorial Historian, the first woman in Arizona to hold public office. Her first volume of verse, “Cactus and Pine,” was published two years later.
A political activist for her time, Sharlot Hall lobbied in Washington to defeat a bill in the U.S. Congress that would have brought Arizona and New Mexico territories into the Union as a single state. This was punctuated with her publishing the famous “Arizona” poem and having copies of it placed on the desk of every senator and representative.
In 1925, Sharlot represented the state of Arizona at the Electoral College during the election of Calvin Coolidge as President. While there, she toured many private and public museums in the East and returned to Prescott determined to preserve Arizona’s pioneer and Native American history for subsequent generations and in perpetuity.
She secured a lease on the grounds where the first Territorial Governor’s Mansion stood, restored the building, and continued gathering, preserving and presenting artifacts.
She opened the old log-style building as a museum in June, 1928. For almost a century, the Museum that now bears her name has grown from an historic site to become a cultural and heritage center.
The 11 exhibit buildings (six of which are historic) stand today as a testament to this remarkable pioneer’s foresight, tenacity and determination. It stands as the “Crown Jewel” of Arizona’s Central Highlands and the “Mother of Arizona’s Museums.”

Most Patriotic City:
We are the winner of the Insurify’s Most Patriotic Cities Award. Insurify analyzed over 900,000 auto insurance applications that indicated whether any individual named on the policy was a current or former service member. The resulting data set was analyzed to determine the percentage of residents in each community who identify as current or former military, and the top-ranking city in each state
was identified. Prescott Mayor Greg Mengarelli, who recently launched a Veterans Affairs Committee, and has several veteran-based initiatives underway in the City, was pleased with this designation, “We know that Prescott has a higher than average concentration of military veterans,” he said. “We want to make sure they receive the respect they have earned, and the services that they need, throughout Prescott,” he said.
Our Small Town Charm:
Prescott is “Everybody’s Hometown” because most people find something here that reminds them of where they grew up. To many, it is the Yavapai County Courthouse’s tree-lined plaza and surrounding shops in the downtown area. To others, it is the overall small-town charm and hospitality. People are friendly here, and you’ll notice it no matter where you are in our community.
Territorial Capital:
President Lincoln chose Prescott as the Territorial Capital after separating New Mexico from Arizona in 1863. Named for historian William Hickling Prescott, the town was a strategic choice: Away from Confederate sympathizers in Tucson and also the site of a recent gold discovery. During the fall of 1864, construction was being completed on many buildings of Fort Whipple, and on the Territorial Governor’s Mansion, still in its same location at the center of the Sharlot Hall Museum campus. In late May or early June of 1864, Prescott became the formal name of the territorial capital.
Whiskey Row:
Across from the Yavapai County Courthouse Plaza, this block on Montezuma Street is named for the large number of saloons in the area. At one point, there were 40 saloons on the block. Walk down the street and picture the cowboys, prospectors, gamblers and outlaws strolling through the swinging doors. Today, the block boasts eateries, unique shops, candy stores and … don’t worry … there are still saloons!

TRAVELING
It’s easy to reach Prescott from any other part of the state. After all, Prescott is located near the geographic center of Arizona. Approaching Prescott from Phoenix, you will travel on I-17 to Route 69 – about a two-hour, 100-mile trip, in total. From the north, you’d take I-17 south from Flagstaff to Route 169, and then Route 69 – once again, about a two-hour, 100-mile trip. A little further to the west, take Route 89 south from I-40 at Ash Fork and you’ll be in Prescott about an hour later.
YAVAPAI REGIONAL TRANSIT
Public transit system serving the tri-city area five days a week. Local routes operate in Chino Valley with daily connections to and around Prescott. On Wednesday, riders can travel to Prescott Valley as well. Stops include shopping, medical facilities, the Yavapai County Courthouse Plaza, schools, and recreation centers. Deviations for a pick-up or drop-off can be arranged by calling the day prior for persons who have difficulty reaching a regularly scheduled route or stop. Fares are $2.00,

As a tactical base for the U.S. Army during the Indian Wars of 1864-1886, Fort Whipple became one of the key centers for military presence in the Arizona Territory.
A few decades later, Whipple became one of the military’s largest hospitals for the treatment of respiratory ailments, and continues today serving veterans as a VA medical facility.
On the grounds of the Bob Stump Veterans Affairs Medical Center, Fort Whipple Museum serves as reminder of the wild, wild West and as a chronicler of days past to modern medical facility.

From protecting frontier settlers to serving veterans, the mission of Fort Whipple has been to protect and serve. The Museum provides a fascinating time-capsule of its transition spanning 150-plus years and its positioning in the community where the formation of the Territorial government began.
For decades, Fort Whipple and its company of infantrymen and cavalrymen were protecting the Territorial Capital of Prescott, the nearby gold fields, and the early settlers of the frontier.
At one time, it was the headquarters for the Military Department of Arizona, numbering more than 20 Army posts, and was the tactical headquarters for one-fifth of the entire U.S. Army.
After the cessation of hostilities with the indigenous populations, the military considered its closure, but the United States entered a war with Spain (1898).
Whipple became a mobilization point for a famous company of cavalry – the Rough Riders. Shortly thereafter, the War Department expanded the site and Fort Whipple was re-activated as a U.S. Army Hospital for the treatment of tuberculosis and respiratory ailments.
By the mid-1920s, Whipple was the fourth largest disabled Veteran’s Hospital in the United States. From taking lives in wartime to saving lives in peacetime, Fort Whipple and its resident Museum remains a fascinating “Frontier Adventure” site.

Established in 1928, the Sharlot Hall Museum is the “Crown Jewel” of Arizona’s Central Highlands according to the Arizona Automobile Association, and a frequented destination for visitors and area residents.
The past comes to life at this “center of historical and literary interest... (for those) inspired by its ideals and purposes” as
envisioned by Sharlot M. Hall, the Museum founder.
Built around the Governor’s Mansion, the first government office and governor’s residence of the Territory of Arizona, this logcabin style building anchors 11 exhibit buildings (six of which are historic) on the four-acre campus in downtown Prescott, two blocks west of the Courthouse plaza.
Discover and explore the panorama of Arizona history through an extensive and colorful collection of pioneer displays and Native American artifacts that date from pre-historic times through Arizona’s territorial days to the present.
Pre-history is explored from the post-Ice Age savannah of millions of years past when the region was
occupied by “Beasts” (now extinct) through the early inhabitants and native peoples to the development of the Prescott Culture, which predates the incursion of Anglo-European settlers and frontiersmen.
The journey continues through the early territorial times with the discovery of gold and other precious metals that encouraged settlement of the region, to the inevitable conflict with indigenous peoples – namely, the Indian Wars in the Southwest, which spanned four decades.
The new “Exploring Arizona” exhibit chronicles this period from early explorations and territorial settlement to statehood. The exhibit features the region’s topography and geologic diversity, and highlights the earliest explorations, including the Spanish conquistadors, fur trappers, goldseekers and Army surveyors.
In each of the Museum’s historic buildings, expansive exhibits reflect the heritage and culture of the Central Highlands, from mining and railroading to ranching and settling of the wilderness capital in the Arizona Territory.
Many programs are offered throughout the year and feature the signature “Living History” presentations on the second
Saturday of each month, plus monthly guest lecture presentations covering a wide range of cultural and historical topics.
Heritage festivals and specialty events highlight a calendar of annual opportunities, which include the Folk Arts Fair in early June, the Prescott Indian Art Market in mid-June, the Western History Symposium in early August, Sharlot’s WineFest in mid-August, the Prescott Folk Music Festival in October, and the Frontier Christmas Open House in December.

The Prescott Fire Department has held in trust all items the community left at Station 7 and sent from around the world mourning the loss of the Granite Mountain Hotshots on June 30, 2013. Community members called for action on the items, and recognize the need for a place to commemorate the nineteen fallen hotshots. Over the ensuing months, a nonprofit group was born: The Granite Mountain Interagency Hotshot Crew Learning and Tribute Center. OUR MISSION is to establish and operate a wildland fire learning center that honors the Granite Mountain Interagency Hotshot Crew (GMIHC) by telling their story, displaying and housing artifacts/ memorabilia, and educating visitors about wildland fire, firefighting, and prevention. Cory, “Artist of Arizona,” was instrumental in their design, and we have the largest collection of her paintings on display.

If you want water activities, you’ll enjoy the three local lakes — Willow and Watson, both on the northwest edge of the City. The third is Goldwater, maintained by the City of Prescott, the 15-acre lake is located in cool pine forests surrounded by rugged mountain areas. Arizona Philharmonic, or AZ Phil, started in 2018 as a professional regional orchestra based in Prescott. A collaborative effort between Chaparral Arts, Yavapai College and Prescott Chorale, AZ Phil draws from outstanding musicians across the state to serve Central Arizona in stand-alone and cooperative concerts with Yavapai College’s chorale and the Prescott Chorale. The upcoming 2020 season will include two orchestral concerts, including one featuring American composers Aaron Copland and Leonard Bernstein, and four chamber concerts with dinner at the Top of the Elks Theatre. AZ Phil is also committed to contributing to the community by conducting children’s
music workshops with groups such as Yavapai Big Brothers Big Sisters, Boys to Men and the Central Arizona Boys and Girls Clubs. The Elks Theatre and Performing Arts Center, was built by the Benevolent and Protective Order of the Elks, Lodge #330 in 1905; listed on the National Register of Historic Places in 1978. The 487 seat Theatre has been fully remodeled and restored to its original turn of the century style and beauty. With stadium style seating and opera boxes there is not a bad seat in the house.
The Theatre is the perfect place in the Quad Cities to see a musical show, a theatrical presentation or hold a graduation. It is also available to lease for weddings, musical presentations or business meetings. The Performing Arts
Center occupying the top two floors of the Theatre complex completed remodeling in 2016. The second floor has two dance studios, each over seven hundred square feet with state of the art music systems and lighting. Dance Hall 1 has Prescott’s only professional Sprung Marley floor with Ballet Barre while Dance Hall 2 sports a floating Hickory surface. Complementing the dance halls on the second floor are five Wenger “SoundLok” Music isolation booths for voice and instrumental practice. On the third floor of the Performing Arts Center there are two event halls with a total floor capacity of up to 200 people. Event Hall 1 also has a full kitchen available. Soon after, it took on the name of the Yavapai County Chamber of Commerce, but eventually regained its former identity of the Prescott Chamber and has stayed that way ever since. PRESCOTT NATIONAL FOREST –BRADSHAW RANGER DISTRICT
Prescott National Forest embraces over 1.25 million acres of rugged, scenic landscapes ranging from cactus-studded desert to pine-clad mountains. This variety, coupled with a wide range in elevation (from 3,000 to 8,000 feet), offers outstanding recreational opportunities all year long. Summer visitors seeking relief from the desert heat come to camp, picnic, fish, hike, and ride. Winter visitors enjoy Prescott’s mile-high climate and the warm weather of the Verde Valley.
Most developed recreation sites are barrier-free and accessible to everyone.
Picnicking, Camping and Rental Cabins:
With its mild climate, the Prescott National Forest is a lovely place for a picnic! There are 20 day-use sites with picnic
facilities — most near water or in the mountains. Two picnic sites accommodate large groups and are available by reservation. During the summer the mountain air beckons desert dwellers to cool off among the tall pines. The Prescott has 11 family campgrounds including one for equestrians and another for offroad enthusiasts, and four group campgrounds. Dispersed camping (camping outside of developed campgrounds, with no amenities such as toilets or trash receptacles) is allowed on many parts of the forest, but is restricted to designated sites in the more popular areas including the Prescott Basin. Two historic ranger stations are part of the Forest Service’s Rooms with a View cabin rental program. Each provides solitude with modern amenities for cooking and comfortably enjoying a get-away off the beaten track.
Trails & Wilderness Areas:
An extensive system of trails is valued by community members and visitors alike. Trail user groups have been instrumental in developing and maintaining excellent trails for hikers, equestrians, mountain bikers, and off-road enthusiasts. Mild climate allows the trails to be enjoyed year-round.
Motorized Trails:
The Prescott National Forest has nearly 400 miles of trails designed for motorized travel. Two day-use sites offer open
areas to ride, challenging trails for beginners to expert riders, and one campground is specifically for use of off-road enthusiasts. Of the 1300 miles of road on the forest, over 1200 miles are open to off-highway vehicles. Nonmotorized Trails: The Prescott offers outstanding opportunities for hikers, mountain bikers, and equestrians with nearly 850 miles of scenic trails — 450 of which are open to cyclists—and contains portions of the Prescott Circle Trail, a 50-mile loop around the City of Prescott. If a backcountry experience is your pleasure, there are eight Wilderness Areas totaling more than 100,000 acres located entirely or partially within
Prescott National Forest. Travel is limited to foot or horseback within designated Wilderness; no mechanized equipment or vehicles are allowed. Relax, learn, or simply enjoy nature. The Verde Valley is renowned for birding, and the forest is rich with wildlife, and archaeological and historical sites. Photographers and artists find inspiration in vibrant flora, fauna, and panoramic vistas.
There is an accessible nature trail at historic Groom Creek Schoolhouse; Gold-panners frequent Lynx Creek; and motorists enjoy scenic drives throughout the forest. Old mining towns, such as Jerome and Crown King, provide a glimpse into Arizona’s mining heritage, and also offer hotels, restaurants, shops, tours, and art galleries. The Highlands Center for Natural History, near Lynx Lake, provides educational programs for all ages. Looking For Water? Visitors enjoy fishing, boating, and picnicking at Lynx, Granite Basin, Mingus, and Horsethief Lakes. Visit Lynx Lake Café for fishing/camping supplies and boat rentals. Verde River access points are part of a “string of pearls” throughout the valley where people picnic, fish, raft, kayak, canoe, tube, wade, and swim.
Adventure! Mingus Mountain boasts Arizona’s premier hang glider launch (for experienced fliers only); kayakers brave the rapids of the wild and scenic stretch of the Verde River; and rock climbers frequent Thumb Butte and Granite Mountain. Abundant granite in the area gives rise to optimal conditions for bouldering and rock hounding in many locations in the forest.

The Prescott area is a very popular destination for mountain and road bikers enjoying hundreds of miles of diverse terrain, with trails for all levels of riders from beginners to pro! Prescott offers events such as Duathalons, 12hour and endurance mountain biking events. Road bikers will also enjoy the Skull Valley Loop challenge event in the fall. In 2017, the 14th Annual Whiskey Row Off-Road mountain bike competition attracted 2,000 bikers with a $30,000 cash purse for the pro rider winners. For 2018, it will be a $100,000 split for pro riders across the entire OffRoad Series (Whiskey Off-Road, Grand Junction Off-Road, Carson City Off-Road and Oz Trails OffRoad). Ride the Prescott Circle Trail:
This network of Prescott’s best non-motorized trails combine to make a 54 mile loop around Prescott . The PCT is jointly managed by the City of Prescott (25 miles) and Prescott National Forest (29 miles). The trail is easily accessible with 15 trailheads. Learn more at prescott-az.gov.

GOVERNING PRESCOTT
Prescott is governed by a seven-member city council, including the mayor. Council members serve four-year terms, while the mayor stands for election every two years. The seven positions are non-partisan and all seven serve “at large,” rather than smaller districts. The city manager runs the day-to-day operations of the city and is appointed by the council.
Regular council meetings are held twice a month, with additional study sessions and special meetings as needed. All meetings, except executive sessions, are open to the public. All meetings are broadcast on cable channel 64, Prescott Media Center, a Public, Education, Government (PEG) channel with local government and public programming or online at prescottmedia.com.
The City also produces a television show called Prescott Today, which also airs on Channel 64 through the Prescott Media Center. Prescott Today airs monthly on the first Thursday, and features interesting information about City programs and services. Both Prescott Today and Council meetings can be viewed via streaming at PrescottMediaCenter.org.
Prescott city services include police and fire protection, sewer and garbage collection, water, and library services. The city also owns two municipal golf courses and the regional airport. Prescott is the county seat for Yavapai County and, as a result, many county offices are located in Prescott. The five-member board of supervisors holds regular meetings in Prescott and Cottonwood. When the board meets in Cottonwood, Prescott residents can view the meeting on monitors in the Prescott meeting room (and vice versa).
