Mementos

The stories that unfold in the space of a writer’s study, the objects chosen to watch over a desk, the books selected to sit on the shelves, all weave a web of echoes and reflections of meanings and affections, that lend a visitor the illusion that something of the owner of this space lives on between these walls, even if the owner is no more. {Alberto Manguel} From the day I began working at South Bay’s Neighbor Newspapers some 13-plus years ago, my desk and the meticulousness with which I chose to decorate, maintain and arrange it has been a topic of some fascination among my coworkers, the joke being that if someone dared to move a pencil or paper clip even a fraction of an inch, I would notice immediately. While this may be a bit extreme, the characterization is pretty darn close. I have always subscribed to the mantra of “a place for everything, and everything in its place,” mostly because I felt the sense of

organization allowed me to better focus on the {many} tasks at hand in the fast-paced, deadlinedriven environment of a weekly publication. Folders and filing systems aside, though, the true character is represented by the many knick-knacks and personal touches which accent my area. Only now, as I prepare to pack up my belongings at the close of the month {a task I intend to put off until the very last moment, as we can’t have things looking “empty” for even a day}, have I really taken the time to appreciate all the memories associated with these special tokens accumulated through the years. There is the mug given to me by my mentor and very special friend Peter, who saw fit to take me under his wing from day one and gently nudge me into the spotlight with what would become the makings of this very column. There is the silk ﬂoral arrangement from my Mom, with the hand-written note, “A little touch of springtime for your desk, along with wishes for many happy days at your new

job,” a fixture from the very beginning. There is the photo of my friend Rose on our very first trip to Adventureland, her face a mixture of exhilaration and horror, as we careened down the famous log ﬂume, holding on for dear life. And of course, there is the framed plate of my 500th column, published on March 11th, 2015, a testament to the longevity I never imagined I or the column - would achieve when I set foot in our old office on May 2nd, 2005. One move and another small renovation later, the layout of my desk and office space may have changed, but the memories have traveled with me, giving rise to many new ones made along the way. In just a few short weeks, the desk will be empty, the personal touches gone for good, relegated to a storage box in the back seat of my car for a time - until a better, more permanent home can be found. Things, as we know, are replaceable. It is the stories behind them which live on forever.

Plaque Presentation The Town of Huntington Fire Chiefs Council recently presented a plaque to the Commack Fire Department in honor of the remembrance of Honorary Chief Christopher Joseph Raguso. Chief Raguso, who was also serving proudly

as Lieutenant with the FDNY, made the supreme sacrifice in March 2018 while serving his country as Master Sergeant with the New York Air National Guard, 106th Rescue Wing. Raguso leaves behind a legacy of service to this county and community.

The Executive Board of the Fire Chiefs’ Council also recognized the Town of Huntington Second Division Fire Departments for their untiring effort in support of the logistics needed to honor the memory of Chief Raguso.

Call for Open Budget

Huntington Town Councilmembers Joan Cergol and Mark Cuthbertson are today calling for early stage budget meetings to be opened to the public. “Citizens face challenging household budget decisions every day,” Cergol said. “Watching government discuss and navigate similar dilemmas would promote budget transparency and public understanding of a complex process.” As the Chief Fiscal Officer of the Town, it is the Supervisor’s responsibility to prepare the annual budget. That work begins with department heads presenting their needs at initial meetings. As has been the custom for prior years, last week, the administration invited Town Board members to take part in these meetings but then withdrew the invitation. The administration expressed concerns that attendance by three or more Town board members would constitute a violation of New York’s Open Meetings Law. The only way to avoid that would be to provide public notice of the meetings. Cergol then suggested

that notice be provided and the public be given the opportunity to attend to address any concerns regarding New York’s Open Meetings Law. The administration was not responsive to the idea. “Citizen questions about the Town’s budget and spending are commonplace throughout the year and I believe their ability to observe the annual process at its earliest stages will aid in their understanding of how a budget is put together,” Councilwoman Cergol said. “Additionally, as someone going through the budget process for the first time, and who also carries a fiduciary responsibility to the taxpayer, I was looking forward to the opportunity to participate in budget discussions at this level,” she said. C o u n c i l m a n Cuthbertson added, “Supervisor Lupinacci seems to have forgotten his campaign pledge to open up the operations of government to public review and participation. Instead, as witnessed at our last town board meeting, we have seen jobs for insiders filled by resolutions prepared in secret and budget meeting

invitations to board members cancelled based on a legal technicality. Given the secretive way that jobs have been created and filled by this administration and their significant impact on budget, now more than ever it is critical that we invite more scrutiny to our budget process.” Cuthbertson said. “Our Open Meetings Law is designed to grant the public access to sessions at which information shared will result in key public policy decisions- the essence of a participatory democracy,” Councilwoman Cergol said. “We should embrace this law rather than use it as a reason to suppress early participation by board members and interested members of the public. If sensitive matters on subjects such as personnel are to be discussed, the law clearly provides for adjournment into executive session. In this way, the Town can comply with the law while affording its residents a look at how the most important government decisions – those involving spending taxpayer money – are made.”

Sun Harbor Supports

A group of residents at Sun Harbor Nursing Home in Roslyn chose to dedicate their time and money to support the Warriors for a Cause organization, a local non-profit that consists of men and women from all walks of life, who band together to support causes that are close to their hearts. This organization proudly supports the Stephen Siller Tunnel to Towers Foundation, which helps the community in many ways. A significant program this foundation runs is their Smart Home Program. With this, they

build mortgage-free smart homes for the most catastrophically injured service members. Each home is custom-designed to address the needs of each person. Smart homes have various features such as automated doors and lighting, wider halls and doorways, special showers to accommodate wheelchairs, automatic door openers, stove tops that can be raised and lowered, backup generators and central heating and air conditioning systems that can be controlled by tablets. These homes allow

the most severely injured heroes to live better and more independent lives. Together, these two organizations successfully built Long Island’s first smart home, which was given to Long Island’s Army veteran, Chris Levi. Levi, a true hero, lost both of his legs while serving in Iraq. On Sunday, August 5th, these residents of Sun Harbor gathered around and received a visit from members of Warriors for a Cause, as well as Mr. Levi himself. It was truly an inspirational day.

School Safety Plan Suffolk County Executive Steve Bellone and Suffolk County Police Commissioner Geraldine Hart today announced a multipronged plan designed to increase school safety and reduce response times for emergency personnel ahead of the start of the 2018-2019 School Year. The latest initiatives are in addition to several public safety measures recently undertaken by Suffolk County to ensure students, teachers, administrators and staff remain safe while in schools. “With the start of school just around the corner, school safety is on the top of everyone’s mind,” said Suffolk County Executive Bellone. “These new initiatives are part of our continued efforts to enhance public safety and we are committed to providing not only our teachers, faculty and staff with tools to protect our students, but also providing our first responders and police officers with the tools needed to help them efficiently and effectively do their job. We will continue to engage with all stakeholders and work in tandem with our school superintendents, our first responders, police officers, and community members to ensure safety” “The Suffolk County Police Department is committed to ensuring that our children will

continue to be safe in their schools and we are always looking to improve upon our strategies and make the necessary adjustments as to how we can best utilize our officers and enhance our presence in schools without disrupting the learning process,” said Suffolk County Police Commissioner Geraldine Hart. “Through these new initiatives, the Suffolk County Police Department will be able to respond more quickly and effectively in the event that an emergency takes place.” Suffolk County Legislator Monica Martinez said: “As Chairwoman of the Public Safety Committee and former educator, the safety of our children and all of Suffolk County residents is a serious matter to address. I applaud our Police Department for their efforts in safeguarding our schools. The new initiatives issued by the County will provide greater protection for our students, teachers, administrators, and provide parents with an additional level of comfort knowing there are mechanisms in place in the event of an emergency.” Dr. Yiendhy Farrelly, Secretary of the Suffolk County School Superintendents Association and Superintendent of the West Babylon School

District said: “As a school district superintendent, my top priority is to address and support the academic, social and emotional needs of our students. In order to do so, they need to be in a safe environment. I’d like to thank the SCPD and County Executive Steve Bellone for their continued collaboration with school district leadership. We look forward to continuing this partnership to make certain our schools are a safe place for all students, faculty and staff.” The new initiatives include enhanced patrols to school buildings across Suffolk County to further develop relationships and emergency response plans, assigning additional officers to the SCPD’s Homeland Security Section to assess and evaluate school security, establishing a new mobile phone line that allows residents to confidentially “text a tip” to report activity pertaining to threats at school facilities, and a School Resource Officer Training Course. The Suffolk County Police Department (SCPD) is in the process of preforming outreach to school districts and private schools throughout the County to provide schools with their precinct information as well as the SCPD’s plan to make an increased amount of visits to schools throughout the year.

SCPD sergeants and police officers will coordinate unannounced, highvisibility visits to schools, baring no objections from the school districts, during school hours and non-disruptive times. The purpose of the enhanced patrol visits is to further develop relationships with security staff, greeters and administrative staff present at each school. SCPD officers will also use these visits to familiarize themselves with the layout of each school building, such as using mobile tablets to review ﬂoor plans, and address any questions from school staff. The visits will continue throughout the school year, and schools will be visited on a recurring basis. As part of the school safety plan, the SCPD’s Homeland Security Section will add two additional officers that will be assigned to school safety related matters. The additional staffing will enhance the Department’s ability to proactively visit schools throughout the County to assess and evaluate school security systems and afterwards review them with school district personnel, allowing officers to further hone in on school safety. Starting in September, the Suffolk County Police Department will also be conducting a fullweek course for current officers to enroll in School

Resource Officer School. The course, which will be taught at the Police Academy, will provide officers with the necessary information in order for them to become familiar with the wide variety of duties performed by School Resource Officers (SROs). This strategy will enable current officers to be further educated and allow the additional officers to augment the SRO Program when possible. The goals of wellfounded SRO programs include providing safe learning environments in schools, providing valuable resources to school staff members, fostering positive relationships with youth, developing strategies to resolve problems affecting youth and protecting all students so that they are able to reach their full potential. Additionally, the SCPD plans to have a “text a tip” line in place prior to the start of the school year that will allow residents to confidentially share any information pertaining to a crime or illegal activity in schools. The latest initiatives are in addition to several public safety measures recently undertaken by Suffolk County to ensure school safety. Recent initiatives include the RAVE Panic Mobile application which provides a stratum of features, all designed to dramatically

enhance the County’s police and first responders’ ability to effectively react and respond to active shooter events and other emergency situations and the S.H.A.R.E initiative which allows school districts the ability to connect their existing CCTV camera systems directly to the Suffolk County Police Department, fostering greater collaboration and information sharing so that police officers will be directed towards specific entry points and locations in a school building to neutralize or prevent an incident from occurring in a much more rapid manner.

facilities. “The jail was definitely the best fieldtrip. It was so cool seeing everything from that perspective.” Other trips included the Medical Examiner’s Office, Suffolk County Police Headquarters, the Riverhead Correctional Facility and the Vanderbilt Museum and Planetarium. Each tour was specifically designed to expose Pages to different facets and responsibilities of the county. Pages also participated in a “Mock Interview Day” during which they met with county employees and legislators who prepared them for future job interviews

by offering constructive criticism and helpful advice to broaden their experiences and promote self-confidence. Additionally, students were assigned homework that was graded weekly, challenging them even while they were not attending legislative activities. “This year’s program proved to be the most successful and exciting program we’ve had,” said Clerk of the Legislature Jason Richberg, whose office coordinates the program. “It was a pleasure to work with these students every week and help them understand how our county works. The program’s motto is ‘Leadership for the Future,’ and I believe these students will be the next generation of leaders in Suffolk County. As the fourth year of the Suffolk County Legislature’s Page Program concluded on August 10th, legislators and staff celebrated the graduation of 26 participants, the largest class to date. After spending the summer immersed in the inner workings of local government, Pages will return to college with a comprehensive understanding of the legislature and possible career paths. “We are so proud of all that the Pages have accomplished this summer,” said the legislature’s presiding officer, DuWayne Gregory, who started the program in 2015. “Not only did they learn about the intricacies of local government, lawmaking, and public service, but they also gained valuable experience in working together to find common ground. Although the Pages are together for only a short time, they have developed leadership skills that they will carry with them for a lifetime.” “It’s been a pleasure watching these young men and women immerse themselves in the policy-making process,” said Legislator Tom Cilmi, the minority leader. “They’ve learned how our government works, developed their interpersonal skills, and gained an understanding of the complexities often inherent in the issues we confront on a daily basis. I am confident that, whether or not they go on to pursue public service, they leave the Page Program with real life experience and skills which will serve them well in the future.” The Page Program is an intensive 12-week program that provides college-aged students with a behind-thescenes look into local government. Pages remain actively involved in all aspects of the county, listening and communicating with Suffolk’s Legislators, other elected officials, policymakers and special guests who offer valuable information about their job responsibilities. Students also participate in weekly mock legislative meetings during which they play the roles of county legislators, form their own caucuses, debate mock legislation and observe the legislative process in real time during county meetings. “I learned a lot,” said Page Zachary Dyer, a Stony Brook University student from Rocky Point. “I really appreciated the hands-on experience.” “I really liked the experience of sitting at the horseshoe,” added Page Michael Casey from Commack, who said he also enjoyed when the Pages visited county
