NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS GREAT BAY SHORE GENERATOR RESILIENCY PROJECT TOWN OF ISLIP, SUFFOLK COUNTY, NEW YORK March 8, 2017 Name of Responsible Entity and Recipient: New York State Homes and Community Renewal (HCR), 38-40 State Street, Hampton Plaza, Albany, NY 12207, in cooperation with the New York State Housing Trust Fund Corporation (HTFC), of the same address. The Governor’s Office of Storm Recovery (GOSR), an office of HCR’s HTFC, is responsible for the direct administration of the United States Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) program in New York State. On or about March 17, 2017, the HCR certifying officer will submit a request and certification to HUD for the release of CDBG-DR funds appropriated under Public Law 113-2, as amended and as authorized by related laws and policies for the purpose of implementing the New York CDBG-DR Action Plan. Project Description: GOSR proposes to provide $1,492,189.12 in CDBG-DR funding to the Greater Bay Shore Generator Resiliency Project (“Proposed Project”). GOSR proposed to provide CDBG-DR funding to install five new permanent generators for critical community facilities of the Greater Bay Shore community in the Town of Islip. The proposed project also includes the installation of external components necessary for generator functionality. The proposed project would ensure that critical facilities, including emergency public facilities, have backup power during and after major storms. All generators would be located outdoors within weather-proofing and sound-attenuating enclosures, and specification of each generator would comply with all local building codes and the Suffolk County Fire Marshall requirements. The Proposed Project is categorically excluded from the National Environmental Policy Act of 1969 (NEPA) by HUD regulations at 24 C.F.R. Part 58. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file and available for review and copying in person Monday – Friday, 9:00 AM – 5:00 PM at the following address: HCR, Governor’s Office of Storm Recovery, 38-40 State Street, Hampton Plaza, Albany, New York 12207. Shirley, in her capacity as Certifying Officer, consents to accept the jurisdiction of the U.S. federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows GOSR to use CDBG-DR program funds. Objection to Release of Funds: HUD will accept objections to its release of funds and GOSR’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later). Potential objectors may contact HUD or the GOSR Certifying Officer to verify the actual last day of the objection period. The only permissible grounds for objections claiming a responsible entity’s non-compliance with 24 CFR Part 58 are: (a) Certification was not executed by HCR’s Certifying Officer; (b) the responsible entity has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the responsible entity or has committed funds or incurred costs not authorized by 24 CFR Part 58 before release of funds and approval of environmental certification; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. I’m fairly good with directions. For someone who, as a passenger, is rather oblivious to her surroundings, once in the driver’s seat, I can generally navigate with little trouble. Of course, in this day and age, there is always the added benefit of GPS to fall back on. And by benefit, I mean often maddening source of frustration and bewilderment. Case in point: my friend and I have, over the last several years, attended several of the laser light shows at the Vanderbilt Planetarium. Of course, there are several possible routes to take, but all roads ultimately lead to one winding, somewhat meandering path through the

hilly terrain of Centerport. As these shows are generally in the evening, I always plug the address into the phone’s map so as to be sure I don’t miss a turn en route. Of the approximately half a dozen times we have headed this way, I can honestly say we have never managed to travel the same way twice. Never. Not once. Just last week, as if to prove the point, my phone’s darling virtual assistant proceeded to take us on a grand tour of the residential area surrounding the planetarium, complete with dozens of unnecessary turns (followed by U-turn’s and “rerouting”), forks in the road (continue heading straight, she said) and even a pass over a small body of water (do you remember there

being a bridge here before?). And on the return trip, there was more of the same – except, not quite the same, as we detoured through an entirely different neighborhood. How is this possible?? At a certain point, it became more a source of amusement, a fun guessing game as to which way she might send us next. Amazingly, our time of arrival only ﬂuctuated by a minute or so, in spite of the fact that our route never came close to matching the virtually straight line that had appeared on the map. It was a bizarre journey, to be sure – and will continue to be, should we venture that way again. That, at least, seems to be a guarantee.

Forty-eight staff members at Eastern Suffolk BOCES Masera Learning Center wore purple to bring awareness to P.S. I Love You Day. Principal Michelle Carpenter said, “We wanted to spread a message of love, antibullying, and to promote mental health awareness in the school. The staff united as a force of togetherness against tragedy.” P.S. I Love You Day, held on the second Friday of

February, began in 2010 when a West Islip middle school student experienced a terrible tragedy. Her father committed suicide. One month later a student in her school district committed suicide. The suicides brought West Islip together and made each person realize just how truly precious life is. Founder, daughter, and student Brooke DiPalma created P.S. I Love You Day because, as stated on the

website, “The more love we spread, the less bullying will occur, and the more lives we can save.” The goal of P.S. I Love You Day is not to collect donations, though the non-profit organization does accept donations which provide scholarships to students, but to have hundreds or thousands of people wear purple on P.S. I Love You Day to bring awareness and a positive message of love.
