Long Island Cares is one of the region’s most comprehensive hunger assistance organizations, which serves thousands of individuals and families in need. They provide food when and where it is needed, sponsor programs that promote self- sufficiency and they educate the public about the causes and consequences of hunger on Long Island.

So who faces hunger on Long Island? More often than not, it is people who are just like you. Fewer than 5% of the individuals served by Long Island Cares and other organizations fighting poverty and hunger in our community are actually homeless.

There are approximately 283,700 people on Long Island that receive emergency food every single year. That equates to 64,900 people every week. 39% of Long Islanders who receive emergency food are children under the age of 18. While children are among the largest single population of hungry, they have virtually no voice; their needs are easily dismissed and overlooked and they must rely on others to access the feeding programs and services they need. Additionally, children who are hungry are more likely than their peers to experience behavioral issues, reduced ability to learn social skills and impaired cognitive learning, even

So how can you get involved with this organization to help those in need? There are many ways! You can volunteer with the organization, even if it is just for a few hours, to help make a difference in the lives of others. Volunteers can participate in the following areas: Warehouse Sorting & Repacking (lifting is required), Clerical Tasks, Mobile Pantry, Food Pantries, Special Events, Food Drives or their Student Volunteer Corps. Pursuant to 24 CFR Section 58.43, this combined Final Notice and Public Review of a Proposed Activity in a 100year Floodplain and Wetland, Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds (FONSI/NOIRROF) satisfies three separate procedural requirements for project activities proposed to be undertaken by HCR. Project Description: The Governor’s Office of Storm Recovery (GOSR), an office of HCR’s HTFC, is responsible for the direct administration of the United States Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) program

Shore Road Park is a 10.2acre site located at the southern edge of the Village of Lindenhurst on the shore of the Great South Bay. This area is one of the few remaining natural public sections of bayfront within the Village. The park is owned, operated, and maintained by the Village of Lindenhurst and is utilized for seasonal recreational activities and community events. The entire park is within the 100year floodplain. The park as well as nearby residential neighborhoods were subject to major flooding from the Great South Bay as well as nearby canals. This flooding resulted in catastrophic damage to hundreds of homes, many of which remain in various states of repair or abandonment. The proposed project would involve the southern 1.1 acres of the 10.2-acre Park. The project includes: • Construction of two rock sills along the shore placed at the low and high tide lines with the high-tide sill including a stabilized rock sitting wall; • Construction of a gravel road with a gated entry at the southern end of South Bay Street for emergency access; • Sand and living shoreline vegetation will be placed between the two rock sills and upland landscaping will be placed above the high tide wall; • Extension of existing drainage outlets and the addition of tide check valves and riprap at the outfall; • Removal of the top of the existing bulkheads along the former private residential parcels; • Regrading and revegetation of the former private residential parcels; and • Implementation of a NYSDEC approved Phragmites Eradication Plan. Approximately 1.1 acres will be disturbed. The estimated project cost is $2,278,806. PUBLIC EXPLANATION OF A PROPOSED ACTIVITY IN A 100-YEAR FLOODPLAIN AND WETLAND

The disturbance of this area would occur during project construction and would cease once construction is completed. The Proposed Activity will result in permanent impacts to approximately 1.1 acres of 100-Year Floodplain. The project activities that could affect the floodplain include removal of existing concrete and asphalt debris along the shoreline, construction of the high- and low-tide rock sills, the sitting wall, and new drainage outlets, and the potential removal of the asphalt road surface at the east end of the site. The construction of the construction of the high- and low-tide rock sills, the sitting wall, and new drainage outlets, and the potential removal of the asphalt road surface would result in long-term changes to the floodplain. Anticipated benefits of the improvements include improved water quality, habitat creation, erosion control, aesthetic improvements, and improved passive recreation accessibility. The improved drainage system with tide check valves will reduce upland flooding during tidal storms. The project location is in wetlands that are designated as within estuarine/ marine deep-water (USFWS) and within the 300-foot buffer zone of tidal wetlands (NYSDEC). The removal of the top of the existing bulkheads along the shore of the eastern portion of the site will occur in the area designated as NWI Intertidal Marsh (IM). While some of the work will take place in the wetland area, the disturbance will be temporary, and the long-term effects will include returning the overall area to a more natural state. The Proposed Activity will mechanically remove existing invasive plants, Phragmites, and plant Spartina alterniflora in the intertidal marsh seaward of mean high water and plant Spartina patens in the high marsh environment landward of mean high water in accordance with a NYSDEC approved planting plan. This will improve the natural habitat within the floodplain and wetlands providing improved functionality of these valuable assets. The disturbance of this area would occur during project construction and would cease once construction is completed. An NYSDEC permit will be obtained for disturbance of tidal wetlands, excavation and fill in navigable waters, and discharge into the navigable waters. No long -term disturbance of tidal wetlands would occur, and the benefits and functional

Surface disturbance associated with the Project includes the entire 1.1 acres of the shoreline. The area of disturbance would not adversely affect the beneficial values of the floodplain, wetland or lives and property. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment have an opportunity to express their concerns and provide information about these areas. Second, adequate public notice is an important public education tool. The dissemination of information and request for public comment about floodplains/ wetlands can facilitate and enhance federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the federal government determines it will participate in actions taking place in floodplains/ wetlands, it must inform those who may be put at greater or continued risk. FINDING OF NO SIGNIFICANT IMPACT An Environmental Assessment (EA) for the Proposed Project has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) and HUD environmental review regulations at 24 CFR Part 58. The EA is incorporated by reference into this FONSI. Subject to public comments, no further review of the Proposed Project is anticipated. HCR has determined that the EA for the project identified herein complies with the requirements of HUD environmental review regulations at 24 CFR Part 58. real fire, appeared from the house. Students were shown how to make a safe escape by dropping to their knees, getting to the nearest door and exiting promptly. Following the smoke house tour, students explored the fire truck as the volunteers explained the purpose of each tool.

Thanksgiving Alumni Meeting Picture this... old friends laughing and sharing stories, the smell of delicious food cooking in the kitchen, a reunion of smiling faces, aged across the generations, and a portion of conversation dedication to simply sharing thanks. These are the sounds of our Annual Thanksgiving Breakfast. The unlikely settingMcDonald’s on Sunrise Highway, Lindenhurst. This year, we will be celebrating our 20th Annual McDonald’s Thanksgiving Breakfast. In 2000, myself and some fellow high school seniors at LHS, aghast at the thought of spending three precious teenage days alone, plotted to meet for breakfast at McDonald’s.

We invited the infamous Mr. Smith, well known (and early career) physics teacher, to join us. As we sat at those sticky table benches, we joked, saying “we should do this every thanksgiving.”.... but then we did. Over and over and over. Each year, Mr. Smith joins, inviting his AP Physics class along for the ride. Alum from Graduating class of 2001 through the present join us. Even those who have moved out of NY, make the trek to McDonald’s for breakfast, and then back home for dinner. Once you’ve been there, you’ll understand why people keep coming back. We have done this for twenty years. Now our spouses and children join

us. McDonald’s employees remain confused as a swarm of nearly 60 people take-over the facility. One year we stood outside and ate, picnic style, in the parking lot when the inside dining area was closed for renovations. Nothing stops this group. This happens, and keeps happening, and it is a joy. It became something beyond special and we are beyond grateful for the old faces, greasy hash browns, and... tradition. 2020 Commuter Parking Permit Information

Lindenhurst Village Mayor Michael Lavorata announces that 2020 Resident Commuter Parking Permits are now available at the Village Hall, 430 South Wellwood Avenue. The Village Hall is open weekdays (except holidays) from 9:00 a.m. to 4:30 p.m. Weekend hours have also been scheduled for the convenience of commuters as follows: Saturday, December 14, 2019 from 10:00 a.m. to noon Saturday, January 4, 2020 from 10:00 a.m. to noon Persons wishing to obtain Resident Permits must bring their vehicle registration(s) and proof of residence (a recent tax

or utility bill). The fee for 2020 Resident Commuter Parking Permits will be $65.00. Permits may also be obtained by mail. Applicants should mail their vehicle registration receipt, proof of residence, and the fee of $65.00 to the Village Hall. The permit and other papers will be promptly returned. 2020 Non-Resident Commuter Parking Permits will be allocated by a lottery-type random drawing. LOCAL ORGANIZATION HELPS CHILDREN IN NEED - Help Mrs. Claus is a 501(c)(3) non profit organization, which answers Christmas wishes that are gathered from children in need. These children are living in NYC through the Harlem Dowling agency, a charity helping children succeed since the 1880’s. The Christmas wishes are first written out in the children’s Letters to Santa. Then Help Mrs. Claus steps in and helps to fulfill these wishes. Since inception 9 years ago, Help Mrs. Claus has granted over 2,000 wishes, but they will not stop there! They are currently in the process of gathering gift donations for the upcoming Holiday Season. With plenty of children in need, they are still looking for volunteers and donations.
