People rely on the internet every day. It shall be unlawful and a violation of this article and an offense within the meaning of the Penal Law of the State of New York for any person or entity who owns a dwelling unit in the Village to establish, maintain, use, let, lease, rent or suffer or permit the occupancy and use thereof as a rental occupancy without having a valid permit for such rental occupancy as herein provided. Moreover, no rental occupancy permit shall be granted to a transient rental property. “In no event may any residential property be rented or used in whole or part for any third party, transient recreational use such as pool or hot tub rentals, party or yard rentals, or sport court rentals.” Validity. If any section, sentence, clause or phrase of this law is held to be invalid or unconstitutional by any court of competent jurisdiction, then said holding shall in no way affect the validity of the remaining portions of this law. LOCAL LAW #2-2020 A Moratorium on 24 Hour Business Uses

The purpose of this local law is to promote and protect the public health, safety and welfare of the Village of Lindenhurst, by enacting a local law which establishes a moratorium on certain uses in the Business District between the hours of 1:00 a.m. and 5:00 a.m. The Village of Lindenhurst has put forth a significant effort to support and revitalize the Business District. As part of these efforts the Village has completed numerous infrastructure improvements to attract business and enhance the appearance of the downtown, including the addition of brick pavers, road reconstruction, drainage, parking, decorative street lighting, planters, and recreational and cultural opportunities. Numerous new projects have enhanced the appearance and character of the Business District Village wide. The Board of Trustees has also enacted certain zoning amendments to create a more desirable and attractive Business District including the addition of multiple family residences. The Board of Trustees finds that careful consideration is also required to ensure the compatibility of Business District with the surrounding residential community. The competitive local business environment is spawning more and more businesses remaining open continuously for 24 hours. The Board is concerned that given the Business District’s close proximity to residential areas that certain businesses of this nature are of such a character that they will detrimentally impact the quality of life of the surrounding residents between the hours of 1:00 a.m. and 5:00 a.m. The Board finds that such 24 hour continuous uses are often the source of quality of life complaints from residential neighbors concerning noise, littering, traffic, lighting, and privacy. These complaints negatively impact a community. As such, particular consideration must

LEGALS be given as to the regulation of 24 hour business operations and other retail businesses that operate between the hours of 1:00 a.m. and 5:00 a.m., excluding bars, taverns, and restaurants that are otherwise regulated by special permit from the Village Board of Appeals. The Board of Trustees enacts this moratorium so that it might have sufficient opportunity to evaluate the permitted uses in the Business District and their hours of operation and determine whether the hours of operation of permitted uses in the Business District should be statutorily amended, altered, modified, expanded or repealed as part and parcel of a plan to continue to revitalize the area without negatively impacting its residential neighbors. A moratorium would also permit the Board of Trustees to consider whether buffer zones or distance restrictions are appropriate. This moratorium will provide an opportunity for the Village Board of Trustees to evaluate the Code changes needed without the possibility of new businesses opening that might conflict with the plan being developed. The Village Board has, therefore, determined that a moratorium be established prohibiting any new permitted uses which operate between the hours of 1:00 a.m. and 5:00 a.m. in the Business District. This moratorium shall be geographically limited in application to all properties within the Business District zoning classification. In establishing this moratorium the Board has also considered: 1. The need for conserving the value of buildings and land and the need to encourage the most appropriate use of land. 2. The need to attract retail business of such a character as to encourage, foster and promote the revitalization of the Business District while at the same time mitigating any detrimental impact on surrounding residential properties. 3. The need to ensure adequate parking and lessen congestion while balancing the need for business growth. 4. To provide adequate light and air. 5. To ensure physical compatibility with surrounding uses. 6. The need to reduce noise, litter, traffic and lighting which detrimentally impacts residential areas adjoining Business District property. 7. To encourage historic preservation.

Section 2. Prohibitions. Any permitted Business District use which is open for customers, or clientele between the hours of 1:00 a.m. and 5:00 a.m., excluding bars, taverns or restaurants within the Business District shall not be a permitted use. Section 3. Exemptions. This local law shall not apply to bars, taverns or restaurants which are otherwise regulated by the special permit authority or existing businesses uses in operation at the effective date of this local law to the extent such uses are not in compliance herewith and otherwise legally permitted. Section 4. Moratorium.

Imposition

a. For a period of one year from and after the effective date of this law, no application for the construction, erection, maintenance, or change of use to a use which is prohibited herein may be filed, accepted, or processed. For the purpose of this law, an application shall be deemed to mean any request for official action by the Board of Trustees, or other boards, departments, or agencies of the Village of Lindenhurst. No use which is prohibited herein and not otherwise exempt from the application of this local law may be maintained. b. The Board of Trustees of the Incorporated Village of Lindenhurst shall have the power to vary or modify the application of the provisions hereof after public hearing by resolution of the Village Board, in its absolute and sole discretion, provided that such variance, or modification is consistent with the Village zoning plan, and with the health, safety, morals and general welfare of the Village. Section 5. Validity. If any section, sentence, clause or phrase of this law is held to be invalid or unconstitutional by any court of competent jurisdiction, then said holding shall in no way affect the validity of the remaining portions of this law. Shopping Behaviors May Be Altered Due To Concerns About The COVID-19 Virus A recent survey from the cloud-based voice and analytic supply chain solutions provider Voxware found that consumers were planning to change their approach to holiday shopping as early as June. The survey, which included 500 consumers in the United States and sought to determine how holiday shopping behaviors may be altered due to concerns about the COVID-19 virus, found that 76 percent of respondents intend to purchase more than half of their gifts online in 2020. With that in mind, small business owners can work to build up their e-commerce and delivery capabilities so they are in position to capitalize on a retail season that, while different, can still prove lucrative. In

fact, the earlier businesses prepare for the holiday shopping season, the more lucrative it may be, as 51 percent of respondents to the Voxware survey indicated that they expect to begin holiday shopping earlier than normal this year. In addition, 62 percent of respondents indicated they plan to purchase more stocking stuffers and lastminute gifts online. Small businesses can capitalize on that likelihood by offering free shipping on orders that exceed a certain amount. Such offers may compel consumers to more thoroughly peruse small businesses’ online offerings as they look to find everything from big gifts to stocking stuffers in the hopes of earning free shipping.

Covid-19 And Pets As of late-March 2020, the Centers for Disease Control and Prevention did not see any reason to believe that animals, including pets, might be a source of infection for the COVID-19 virus. In addition, at that time the CDC had not received any reports of pets or other animals getting sick with the virus in the United States. While it’s unlikely that pets or other animals would pass the COVID-19 virus to humans, it’s important to note that animals can spread diseases to people, which only emphasizes the importance of practicing healthy habits around pets and other animals. Washing hands after handling or being around animals or their waste, food or supplies is one simple

preventive measure that can safeguard humans from diseases transmitted by pets. Properly cleaning up after animals is another simple way to reduce the risk of diseases being transmitted by pets. The CDC advises cat owners to scoop cat litter daily and change it at least twice per week. Pregnant women should never clean cat litter. Dog waste should be promptly removed from private and public spaces. When cleaning cages, habitat and pet supplies, do so outside the home to avoid contaminating interior surfaces. When that’s not possible, clean such materials in a laundry room sink or bathtub rather than the kitchen sink.

A Message From Lindenhurst Mayor Michael Lavorata The Lindenhurst Community was hit hard with Tropical Storm Isaias, knocking out power to about one-third of our Village residents, not to mention phone, cable and traffic interruptions as well. It was estimated that over 100 trees came down during the storm. The Lindenhurst Village Board is extremely grateful for the hard work of the Lindenhurst Department of Public Works employees for stepping up immediately -- pre, during and post storm – to do the long and hard job of cutting trees and branches, clearing roadways, and making the Village as safe as possible while waiting for PSEG to repair lines and get electric restored. We are also grateful for

the on-going good works of our Lindenhurst Fire Department, who were busy round-the-clock responding to all types of calls, risking their own lives climbing over trees, branches and live wires to get to people in need. I share the frustration of so many residents who are still without power, or had to spend days in the dark. Many are also still dealing with severe damage to homes, yards, and motor vehicles. Many responses from PSEG were delayed as a result of underestimating the impact of the storm. We in the Lindenhurst Community will continue to work on restoration and safety with the hardworking electrical crews. I am also grateful to Superintendent of Public

Works, Rick Sorrentino, Babylon Town Supervisor Rich Schaffer, Suffolk County Legislator Kevin McCaffrey, and our PSEG liaisons who have been working with my staff to assist in addressing as many issues as quickly as possible. How College Students Can Confront Returning To Campus The world’s response to the outbreak of the COVID-19 virus left no aspect of life untouched. People from all walks of life had to make sacrifices to prevent the spread of the potentially deadly virus, and college students were no exception. Many colleges and universities abruptly canceled in-person classes in mid-March 2020, forcing students to finish their coursework via remote learning. That response had a significant impact on the 201920 school year, and the virus figures to affect the upcoming school year just as much. In fact, many colleges and universities are beginning the coming school year early in the hopes that students can continue their educations on campus but be safely back home by late November, when many scientists are anticipating a second wave of COVID-19 infections will arrive. Schools that are reopening this summer insist that it is safe to do so, and have even indicated their intentions to implement new practices to ensure their campuses are safe and healthy environments in which to learn. For example, the University of North Carolina at Chapel Hill is reconfiguring inperson course instruction to include physical distancing provisions. Small classes will meet in larger spaces, while lectures may be delivered remotely. Despite such measures, some students may still be hesitant to return to campus at a time when so much about the COVID-19 virus remains a mystery. The following are some ways students

can confront any nervous feelings they may have about returning to campus for a new school year. •Determine your options. While many colleges and universities are returning to campus, some may be allowing students to learn remotely. For instance, students with preexisting conditions that make them vulnerable to COVID-19 may be allowed to continue learning from home. Many schools’ roadmaps to returning are fluid, so students concerned about returning to campus likely have options that do not require them to sit out the semester. •Learn about residential life. In addition, some schools may be designating certain residential facilities for at-risk students. Students who want to avoid the dorms should inquire about off-campus, singleperson housing. • Ask about testing. Students have a right to know about COVID-19 testing protocols and should not hesitate to ask what those protocols will be. Due to the fluid nature of schools’ roadmaps to return, testing policies may not yet be set in stone, and are likely to evolve as the school year progresses. Students should look into the testing policy specifics and ask if they have any recourse if they feel the testing policy is inadequate. Students who are hesitant to return to campus this summer or fall can do their due diligence to determine if they’re comfortable going back to campus.

Students across the country are preparing to head back to campus this fall amid the ongoing pandemic. Many universities including Stony Brook University are moving forward with new instruction models as well as new safety precautions to help keep students and staff safe from the novel coronavirus. As we move forward in this new reality, Dr. Sharon Nachman, Chief of the Division of Pediatric

Infectious Diseases at Stony Brook Children’s Hospital, has a few practical tips that may make the transition easier. Staying healthy is key. If you are feeling sick, get evaluated. COVID is only one of the illnesses we expect to see on the college campus. Other respiratory infections can occur, as can other medical problems! It’s better to get checked out than to pass COVID to family, people in

your dorm, or classroom. Masks work. Wear them! They can also be a fashion statement. Use them to express yourself! Keeping hands clean with either soap and water or with sanitizer works. You will need to work harder to meet people, make friends and find others who are interested in the same things that you are, since many of the regular avenues to meet people will be

missing or different from the past. How far is too close? If you can reach out and your friend can reach out and your fingers touch-you are too close. While not a perfect assessment, it’s pretty good for measuring how far to stand from each other. “Your college experience will be different, not better, not worse, but different,” says Dr. Nachman. “Remember the new

Tutors provide an invaluable service to students across the globe. Students at all grade levels utilize tutors, and the results such tutors produce may surprise even the most ardent tutor supporters. A 2009 study from researchers at the Chabot College Office of Institutional Research found that tutored students had higher pass rates on average than non-tutored students in every class examined. Those classes included anatomy, biology, business, and chemistry. In addition, one study published in the American Journal of Physics found that human tutoring can result in classroom test scores that are 35 percent higher than software-driven tutoring. Such results have understandably made many parents true believers in the power of tutoring. Parents who want their children to work with tutors but don’t know where to find one can try these strategies. • Contact your child’s school. Many schools offer free tutoring programs, and such programs can provide the one-on-one attention students need to understand their lessons. Afterschool tutoring programs offered by schools also may provide curriculumspecific tutoring that aligns directly with what students are being taught in the classroom. Schools also may have information about local private tutors and tutoring firms, so parents should

not hesitate to contact their children’s school. • Ask around. Fellow parents can be great resources when looking for tutors. Other parents can share their own experiences working with certain tutors, and may be able to point you in the direction of tutors who specialize in certain areas, such as mathematics or the sciences. • Contact local community organizations. Local community organizations such as the YMCA also may offer free or low-cost tutoring programs to members or even nonmembers. Parents are urged to consider these programs, as they may be staffed by local college students, including undergraduates and postgraduates. When speaking with local organizations, ask how they choose their tutors and inquire about the educational backgrounds of those tutors. • Consider online tutoring services. Online tutoring services are another option, and one that can be especially valuable for families that live in remote or rural areas where in-person access to tutors may be hard to find. Search the internet for online tutoring services, making sure to read reviews and even request testimonials from past clients before signing up. Parents have numerous resources at their disposal that can help them find tutors for their children.

The Beneﬁts Of A New Approach To Learning For Students

The validity of the adage “necessity is the mother of invention” was on full display during the COVID-19 outbreak. People quickly had to learn to adapt to a new way of life, including an educational system that was transformed dramatically by social distancing guidelines. More than 76 million students are enrolled in United States schools, per the latest Census Bureau information. In 2018, 2.12 million students were in Canadian postsecondary institutions alone. In a matter of days, millions of students who once attended classes inperson were forced to transition to virtual learning instruction. The process showed just how flexible learning systems can be, and how virtual instruction may become more than an emergency protocol in the future. Schools utilized systems like Google Classroom, Canvas and virtual meeting apps to connect and learn. While inclass lessons provide the socialization and

one-on-one interaction that can be vital for students’ academic success, there are many different reasons why virtual instruction can be a key component of learning models as well. When virtual learning is used in conjunction with traditional teaching, students may have a more well-rounded experience. Here are some potential benefits that may unfold as more data is collected. • Pace: Virtual learning affords students the chance to work on lessons at a pace that fits their individual needs. Students can go back and re-read or re-work problems until they’re satisfied they have learned their lesson. Lessons can be slowed down or sped up depending on proficiency, creating a customized educational experience. • No more weather days: Many school districts include snow or extreme weather days into their calendars, adding on extra days at the end of school year to meet the specified number of educational days. Remote

learning can take over in these times and keep school districts from having to pad calendars. • Convenience: The American Academy of Pediatrics recommends that middle and high schools start at 8:30 a.m. or later to provide students the best chance to get the amount of sleep they need. Still, most adolescents currently start school before 8:30 a.m. Remote learning enables students to complete their assignments when it works best for them. This may help them get more sleep, too. • Apps: Learning apps are a new wave of educational tools that have helped buoy virtual instruction. Primary school students or those with individual education plans may benefit the most from reinforced app skills that match their learning pace in fun ways. Virtual home instruction may become a large part of the educational landscape even after it’s no longer a social distancing necessity.

This August I have been “taking a look back” at articles I have published in the past, giving various charities another chance at exposure. During these tough times, it is very important we continue to help others and support local charities where we can. Enjoy this past article about a wonderful non-profit, New Ground. New Ground is a non-profit organization that helps to break the cycle of homelessness right here in Nassau and Suffolk counties. This organization began all from the vision of an educator that was committed to providing a safe haven for those living in poverty. This educator saw that shelters were only providing a short-term fix to a problem that needed a real, lasting solution. After envisioning an organization that provided a holistic suite of support services while empowering participants to help themselves, she founded New Ground in 1991 to do just that. New Ground, based in Levittown, offers Veterans and families the following main programs to truly help them conquer homelessness: their Long Term Housing Program, their JumpStart Program and their Veterans Program. Their services include Adult Workshops, Career Development, Education Advocacy, Education Assistance, Financial Literacy, Reading All-Stars, Special Memories and Tutoring. Their Long Term Housing Program combines affordable housing with New Ground’s intensive services. Currently this includes a home in Huntington with two homeless Veteran families, a home in Bethpage under renovations and plans to add more housing units. For 3-5 years, New Ground provides all the needed educational, vocational and counseling services to the family members living in this housing, as well as basic needs and general support. Residents also take time with a social worker and put together a plan of how they can reach their goals. All residents pay an affordable rent and although New Ground assists them with various costs and hurdles they may face, they truly get the feeling of being a responsible homeowner.

This Program is open to any homeless families, not just Veterans, and is intended to give families a jump-start on accomplishing their goals. When these families later transition into the Long Term Housing Program, they are well on their way toward realizing the steps needed to secure an independent future. A primary social worker is assigned to all families in both of these programs once they start with the organization. New Ground social workers provide guidance, resources and assistance to the families in various areas. The New Ground Veterans Program is another very important part to their organization. Homeless Veterans can get placed in reduced cost housing and be provided with intensive social work and education services by New Ground to assist them with achieving goals in the areas of employment, financial literacy, education, career development, parenting, basic life skills, education advocacy and more. In 2016 their services were expanded so they can serve an even greater number of Veteran households. Through collaboration with the Northport VA Center, New Ground began offering their programs to over 400 homeless Veteran households in their Veteran Affairs Supportive Housing Program. Since opening their doors, New Ground has seen over 80% of the families they have served “graduate” from their programs self sufficient and into permanent stable housing. New Ground empowers children, parents and Veterans to achieve their goals so that they can secure a brighter future for generations to come! New Ground is a huge help to the homeless community on Long Island and is there for those in need. Backpacks are useful tools for students and adults alike. From hiking supplies to school books to sports equipment, backpacks can store just about anything. As veritable workhorses, they’re bound to get dirty and can benefit from periodic cleaning. While it may be tempting to simply throw a backpack into the washing machine, it is important to check the care instructions first. Some canvas, nylon and fabric backpacks can go in the wash, but those made of leather or those with intricate details should not. Backpack manufacturers also advise against putting backpacks in a dryer. Here are steps to cleaning a backpack. 1. To get started, begin by removing any items from the backpack, including all of the pockets. If necessary, use a vacuum to get crumbs out of the backpack. 2. Check the care label to see if there are washing instructions. This will determine if you should wash it by hand or if it can be put in the machine. 3. If the bag can be machine-washed, turn it inside out first or place it in a pillowcase so that the straps and zippers will not be caught. Then wash it on a gentle setting with a mild detergent and lukewarm water. If the bag should be hand-washed, use lukewarm water and a soft sponge or a gentle bristle brush. The outdoor retailer REI says you do not want to harm any protective coatings on the pack. 4. Zippers need occasional cleaning to remove dirt, sand or crumbs. Many zippers have water-resistant coatings so do not scrub them. Use a lubricant made for zippers to help them slide smoothly. 5. Hang the bag to air dry upside down. It likely will dry more quickly outdoors, but avoid direct sunlight, which can compromise the integrity of the fabric or discolor the backpack. 6. Do not store or use the backpack until it is completely dry. 7. Sometimes a backpack may need to be disinfected to prevent the growth of fungus or bacteria. Athlete’s foot fungus can easily transfer from socks and shoes to the backpack if gym clothes are left in the bag. The Spruce says to skip chlorine bleach and use a pine oil or phenolic disinfectant or a disinfectant wipe, such as Pine Sol or Spic-n-Span. Lysol brand disinfectant also can be used and is available in liquid formula or spray. If a backpack is waterproof, only wash it once or twice per year; otherwise, you may reduce the pack’s ability to repel water. Use cleansing wipes to spot clean when necessary. Backpacks can get grimy quickly. Routine washing can freshen them right up.
