WHEREAS, on March 12, 2020 the County of Suffolk declared a State of Emergency, which lifts some restrictions and provides powers including bypassing purchasing regulations, thus allowing the county to act more quickly; and WHEREAS, this event has caused hospitals to be overburdened; sickness to the population; the disruption of local supplies, and may result in personal hardships, self quarantine and mandatory quarantine of infected people, and continues to pose a threat to the public health and safety; and WHEREAS, on March 13, 2020, two residents of the Town of Babylon tested positive for COVID-19; and as a result, on March 15, 2020, the Town of Babylon also declared a State of Emergency; and WHEREAS, on March 27, 2020, the Village Administration decided that the number of Village Vehicles, Machinery Equipment and Supplies, could not provide for the current threat upon public highways, streets and pubic areas within the Village proper, in the time necessary to provide for the health, safety and welfare of the public; and WHEREAS, on March 27, 2020, the Village Administration declared that the Village was unable, with its current resources, to provide adequate emergency services to deal with the spread of the virus and that the Village requires a declaration of emergency to allow the Village to speed up the purchasing of supplies and the hiring of workers to assist departments that have been supervising and monitoring our facilities, employees, and residents; and WHEREAS, on March 27, 2020, the Village Administration declared that the number

WHEREAS, there exists a current danger to the health, safety and welfare of the public in the Town of Babylon and the Village of Lindenhurst due to COVID-19 and the lack of adequate emergency personnel, equipment and supplies to meet this threat within the municipality; and WHEREAS, as Mayor of the Village of Lindenhurst, I desire to declare a state emergency to ensure we have the tools to respond to COVID-19 and the Village’s needs more quickly and effectively; and WHEREAS, pursuant to the powers of local government, the Mayor of a Village within the State of New York is empowered to act in a situation such as this, in the best interest of the public and to provide for the health, safety and welfare of the public, and; WHEREAS, New York State Executive Law, Section 24, Article 2-B, authorizes Mayor of a Village within the State of New York to act in a situation such as this, in the best interest of the public and to provide for the health, safety and welfare of the public, and; WHEREAS, New York State Executive Law, Section 24, Article 2-B, authorizes Mayor of a Village within the State of New Yark to act in situations such as that aforementioned and in accord therewith, to declare a Local State of Emergency. This includes eating healthy, exercise, adequate sleep, virtually connecting with friends and family and reducing exposure to news and social media. “The constant flow of information related to coronavirus can become overwhelming,” said

Catholic Health Services Chairman of Behavioral Health Ronald Brenner, MD. “It’s important to take a break and step away from media reports and the constant scrolling through social channels.” Anxiety is a normal response to a stressful situation and can inspire adaptive behavior in many situations. However, when facing mounting uncertainty, the brain can go into an anxiety spiral and cause atypical reactions. Knowing the body’s physical reactions to the different types of anxiety is important. Typical stress

reactions can include temporary difficulty concentrating, irritability, fatigue, stomachache and difficulty sleeping. Atypical reactions can manifest in persistent and/or excessive worry that prevents you from completing daily tasks, changes to energy levels, eating patterns and/or prolonged and overwhelming worry. Dr. Brenner strongly suggests that anyone experiencing unusual or atypical reactions that won’t subside in a short period of time seek professional mental health assistance. To reduce

coronavirus-related anxiety, there are several steps individuals can take. These include: • Find meaningful tasks and roles within your support network to channel your anxiety • Create spaces that are not focused on coronavirus. This could include a social media thread on other topics, or watching movies • Savor small positive moments, amplify positive stories and stay optimistic • Practice mindfulness when managing anxiety such as performing exercises and deep breathing.

Many home improvement television series showcase people deciding whether to improve upon their current homes to make them into the houses of their dreams or to put “for sale” signs in their lawns and move on to something new. The question of whether to move or stay put depends on various factors. Such factors may include emotional attachment to a home, the current economic climate and the cost of real estate. Current data points to a greater propensity for people to invest and improve upon their current properties rather than trading up for something new. According to information collected by John Burns Real Estate Consulting, the percentage of homeowners moving up to their next home is the lowest in 25 years. Many are opting to make starter homes

permanent by expanding them and repairing homes for the long haul. The National Association of Realtors said that, between 1987 and 2008, home buyers stayed in their homes an average of six

years before selling. Since then, however, NAR says the average expected length of time people will stay in their homes before selling is now 15 years. Part of what’s fueling this permanency is that many home buyers were able to acquire rock-bottom mortgage interest rates shortly after the 2008

recession. As a result, they’re not inclined to walk away from those rates, even if doing so means getting more house. Also, a low inventory of available houses has stymied repeat buying for many people. Those factors and others have led many homeowners to invest in renovations instead. The experts at Bankrate say realistic budgeting and comparing renovation project costs against mortgages and interests rates can further help individuals decide whether to remain in their current homes or move out. Very often a smarter layout and more efficient floor plan can make meaningful differences in spaces. Renovations and redesigns can make sense and often are less expensive and disruptive than moving.

EXECUTIVE ORDER 1 OF 2020 DECLARATION OF EMERGENCY IN THE VILLAGE OF LINDENHURST WHEREAS, on or about December 31, 2019, the first reported case of severe phenomena was reported in China, and by January 7, 2020, the virus was identified as a new coronavirus, COVID-19; and WHEREAS, the COVID-19 pandemic is in many ways a completely unprecedented situation, and as such, is an imminent threat to public health; and WHEREAS, on March 7, 2020 the State of New York declared a State of Emergency to allow New York’s government to respond faster by lifting regulations, as the number of coronavirus cases in New York rises; and WHEREAS, on March 12, 2020 the County of Suffolk declared a State of Emergency, which lifts some restrictions and provides powers including bypassing purchasing regulations, thus allowing the

county to act more quickly; and WHEREAS, this event has caused hospitals to be overburdened; sickness to the population; the disruption of local supplies, and may result in personal hardships, self quarantine and mandatory quarantine of infected people, and continues to pose a threat to the public health and safety; and WHEREAS, on March 13, 2020, two residents of the Town of Babylon tested positive for COVID-19; and as a result, on March 15, 2020, the Town of Babylon also declared a State of Emergency; and WHEREAS, on March 15, 2020, the Village Administration decided that the number of Village Vehicles, Machinery Equipment and Supplies, could not provide for the current threat upon public highways, streets and pubic areas within the Village proper, in the time necessary to provide for the health, safety and welfare of the public; and WHEREAS, on March 15, 2020, the Village Administration declared that
