The Charity of The Month for March is: United Cerebral Palsy of Long Island www.ucp-li.org United Cerebral Palsy of Long Island is a non-profit organization with the mission to advance the independence, productivity and full citizenship of people with cerebral palsy and other disabilities. They have actively been serving those in need on Long Island for over 70 years!

Fundraising is also a very significant part of UCP, as it is with just about any other nonprofit organization. However, United Cerebral Palsy of Long Island is one of the most fiscally responsible agencies on our island because 92 cents of every dollar they receive goes back into their programs and services.

This organization, despite their name, helps individuals with a wide range of disabilities. In fact, over 65 percent of those they serve today do not have cerebral palsy. In addition to helping those with cerebral plasy, they currently are serving those with:

If someone would have told me after our last Village Board meeting on March 3rd that we would be experiencing a global virus pandemic, and we would not be able to send our kids to school, or go the gym, movies, concerts, restaurants, or houses of worship, I would have replied “What?” Yet, here we are in the middle of a crisis. Law On Who Controls Your Funeral

When we lived in much simpler times, the immediate family decided who controlled the funeral service. The order of who controlled the funeral was the following: First and foremost it was the spouse who decided on the method of final disposition, cremation, burial, church service, etc. If there was no spouse, it was the children over 18 of the deceased who decided and usually they agreed with each other, if the individual was not married the parents made the decisions, if no parents the brothers and sisters and last on the list were aunts, uncles or cousins. If there weren’t any living relatives or executors of the will, the Public Administrator made the decision. The Law has changed, NYS Public Health Law 4201(2) provides for the designation in a written instrument of a person who shall control the disposition of the remains of a deceased person. Under Public Health Law 4201(3) the written instrument must be signed and dated by the decedent and the agent and properly witnessed. Now, understand I am not a lawyer, but my understanding of this law is that with the proper form, an individual can appoint someone other than his or her spouse to have control over their final disposition. For instance, a person who never divorced can appoint a significant other to control their final disposition. A person who lives with a domestic partner can appoint that person rather than his or her family to have control of the final disposition. A person who has married for a second time can appoint his or her children as agents for their funeral. If it is your intent to have someone other than your immediate next of kin to have control of your final disposition or if you want a specific child, parent or sibling to be in absolute control of your funeral, speak to an attorney and fill out the necessary paperwork. Then I would suggest taking it to an attorney for review. Keep in mind that giving someone control of your final disposition may very well include giving them financial obligation of paying for the funeral expenses.

WHEREAS, on March 15, 2020, the Village Administration decided that the number of Village Vehicles, Machinery Equipment and Supplies, could not provide for the current threat upon public highways, streets and pubic areas within the Village proper, in the time necessary to provide for the health, safety and welfare of the public; and WHEREAS, on March 15, 2020, the Village Administration declared that the Village was unable, with its current resources, to provide adequate emergency services to deal with the spread of the virus and that the Village requires a declaration of emergency to allow the Village to speed up the purchasing of supplies and the hiring of workers to assist departments

WHEREAS, New York State Executive Law, Section 24, Article 2-B, authorizes Mayor of a Village within the State of New York to act in situations such as that aforementioned and in accord therewith, to declare a Local State of Emergency.

How COVID-19 Is Transmitted COVID-19, the novel coronavirus that was declared a pandemic by the World Health Organization in midMarch 2020, has claimed thousands of lives across the globe. Though the WHO insisted during a press briefing declaring COVID-19 a pandemic that the virus could be suppressed and controlled, Director-General of the WHO Tedros Adhanom Ghebreyesus described what he felt were “alarming levels of inaction” in regard to preventing the spread of COVID-19.

Understanding COVID-19, including the threat it poses and how it’s transmitted, is of the utmost importance. According to the Centers for Disease Control and Prevention, there is still much to learn about COVID-19, including how it spreads. However, the CDC notes the following are some ways that researchers, as of March 2020, feel that the virus is transmitted. Person-To-Person Researchers who have studied the virus feel that it is spread mainly from person-to-person.

People who are within six feet of one another may spread the virus through respiratory droplets produced when an infected person coughs or sneezes. These droplets can land in the mouths or noses of those who are nearby or potentially be inhaled into the lungs. The CDC notes that the virus is contagious, and that people might be most contagious when they are at their sickest. Symptoms of COVID-19 include difficulty breathing or shortness of breath, persistent pain or pressure in the chest, new

confusion or inability to arouse, and bluish lips or face. Additional symptoms may be associated with COVID-19 as researchers learn more about the virus, and people who experience anything unusual should discuss their condition with a physician immediately. Researchers also suspect that the virus may be spreading through people who are asymptomatic. So even people who do not feel sick or exhibit signs of sickness may unknowingly have the virus, potentially making them capable of spreading

it.

Contact With Surfaces The CDC notes that researchers do not suspect that contact with contaminated surfaces or objects is the main way the COVID-19 virus is spreading. However, the CDC also notes that it may be possible for people to get the virus by touching surfaces of objects that have the virus on them and then touching their own mouths, noses or possibly their eyes. The relative infancy of COVID-19 means researchers have yet to fully understand how the

virus is transmitted. Understanding COVID-19 also involves staying up-to-date on local announcements about the virus and adhering to any restrictions government officials put in place. People living in or near areas where others have been diagnosed should follow all protocols put in place by the government to reduce their own and their neighbors’ risk of exposure to the virus.
