The proceeds must be used for acquiring personal protective equipment or installing equipment necessary to prevent the spread of COVID-19. The IDA has also made no interest loans, through the administration of the Babylon Is Back Loan and Grant Program, available to small businesses and small not-for-profit corporations located in the Town in an amount up to $25,000. To qualify for either a grant or loan, an eligible entity must establish that it was financially viable prior to March 7, 2020, the date, which Governor Andrew Cuomo signed Executive Order 202 declaring a disaster emergency. Eligible entities must also conduct business in the area served by the IDA, been negatively impacted by COVID-19, and have less than 51 employees. The IDA will consider the following factors in determining whether to award a grant or loan: • Creditworthiness prior to March 7, 2020 • Negative impact the shutdown has had on its operations and

Equity First Foundation (EFF) is a 501c3 nonprofit organization located here on Long Island. Rhonda Klch started this foundation with the mission to offer services, resources and programs to consumers and small businesses that are facing financial distress. Although the details of financial markets may not be necessary for everyone, a good understanding of everyday finances is needed to ensure your home, bank account and additional assets are protected as you go about your life. This nonprofit is guided by a board of experts from the Long Island business community. They strive to educate the community so people can make financial decisions with knowledge and confidence. EFF provides financial education, literacy and best practices at low or no cost to individuals and groups from primary school through retirement and including life events. Rhonda Klch, Executive Director of the Equity First Foundation has taken all necessary steps to get out of her comfort zone and attack COVID with her resources. As a women entrepreneur, she used her relationships, social media and community to power through this current pandemic. In March of 2020, when the pandemic really started to hit hard, Rhonda, along with the assistance of her board members, united to find solutions for the community despite what was going on. Rhonda believed that even though EFF programs may be on hold, that did not mean the people of the community did not still need answers and help. She has worked endless hours for the sake of the families that need assistance and need a voice. Since the pandemic Rhonda has either spearheaded or collaborated in many projects to help our community out. Here is an example of just a few: The Grab & Go 3,000 Event in Patchogue: Rhonda collaborated with business owner of local restaurant to provide over 3,000 hot meals to families in need. Grab & Go Breakfast in Rocky Point: EFF collaborated with local bagel store owner, Edward Henry of Strathmore bagels and a few

sponsors, to give-away over 300 breakfasts to families in need. 6 Week Marathon: March 29th was the beginning of a 6 week marathon of assisting front line workers with food. EFF and Rhonda did a Go Fund Me with local bagel store owner, Edward Henry to supply St. Charles, Mather and Stony Brook Hospital food every night. PPE Equipment Fundraiser: EFF collaborated with several Allstate Insurance offices to raise funds for PPE equipment. Over 2,000 masks were delivered to various hospitals, senior centers, nursing homes and fire districts. Although EFF has switched their programs from in person to virtual, they have been well received. They continue to offer free financial counseling and outreach resources for numerous families on Long Island. Miriam H. says, “Rhonda is a true professional that looks out for the best interest of her clients. She works hard at finding the best solutions and making her clients shine. Recognizing that local businesses continue to struggle in their recovery from the COVID-19 pandemic, the Babylon Industrial Development Agency (IDA) has launched the Babylon Is Back Emergency Assistance Program. The program, recently approved by New York State, will provide temporary authority to the IDA to issue grants and loans to businesses and small not-for-profit corporations negatively impacted by COVID-19. The IDA will provide the financial assistance through the Babylon Is Back Loan and Grant Program. “We thank our New York State Legislators as well as the Governor for acting on this important piece of legislation that provides the IDA with a new tool to continue supporting our local businesses get back on their feet,” said Matthew McDonough, the director of the Babylon Is Back Program. “With small businesses being the backbone of our economy, their success is our success and we will not stop our efforts to deliver for them.” Under the program, the IDA will provide grants to

As part of the Babylon Is Back Program the Town of Babylon and local Restaurant Consultant, Matt Demar, have teamed up to provide restaurants, bars and other local retail shops with reopening mentoring services. These services are aimed at assisting these types of businesses to successfully navigate through the reopening process to maximize their earning potential while remaining in compliance with recommended safety guidelines. “Bars and restaurants make a significant percentage of our
local economy as they collectively employ thousands of people and get residents and visitors to patronize other businesses in the area,” said Town of Babylon Supervisor Rich Schaffer. “The economic ripple effect of bars and restaurants cannot be understated, which is why we are proud of the contributions Matt Demar has and continues to make to help this important economic sector.” The Town of Babylon— in partnership with the Babylon IDA and the Town’s local village mayors—announced its
streamlined permitting process for restaurant owners to offer outside dining to patrons. Joined by local restauranteurs, the Town announced the changes made to make the form simpler as well as the amendments made to expedite the approval process.
