The Suffolk County Sheriff’s Office will also be issuing free Medical ID cards to assist seniors and individuals with medical needs in keeping important medical information with them in case of an emergency. Kayak Open House Set For May 2–3 At The Dinghy Shop

Town Of Babylon Renames West Babylon Street In Honor Of Captain Philip Canfora Jr.

The Babylon Town Board has voted to ceremoniously rename the intersection of 13th Avenue and 3rd Street as Captain Philip Canfora Jr. Memorial Way, honoring a lifelong public servant whose decades of dedication left a lasting impact on the West Babylon community.

Captain Canfora dedicated nearly 50 years to the West Babylon Fire Department and served 33 years with the Suffolk County Sheriff’s Office, rising to the rank of Captain. Following in his father’s footsteps, he carried on a proud family tradition of service—one that spans generations, as his father, Chief Philip Canfora Sr., was also honored with a street renaming in West Babylon.

“Captain Philip Canfora Jr. represented the very best of Babylon—selfless, dedicated, and always ready to serve,” said

Supervisor Rich Schaffer. “It is our honor to ensure his name and legacy will forever be a part of this community he gave so much to.”

South Bay's Neighbor celebrates local small businesses!

Small business is big business across much of North America. Small businesses boast a notable presence in the United States, where the Small Business Administration reports such establishments account for 99 percent of the nation’s firms.

Since 1963, the President of the United States has declared National Small Business Week to recognize small businesses as the job creators, builders, and innovators of America’s economy. Supporting these businesses is important, and here’s just a few reasons why:

• Small businesses are significant employers. The term “small business” can be misleading, particularly in terms of job creation. While small businesses are generally described as firms with fewer than 500 employees, recent data from the U.S. Small Business Administration indicated small companies accounted for two-thirds of employment growth across the U.S. over the last quarter century, ultimately creating around 13 million jobs during that time period.

• Small business spending is more likely to stay in the local community. Data from the American Independent Business Alliance indicates 48 percent of each purchase at a local independent business was recirculated locally. By comparison, just 14 percent of purchases at chain stores was recirculated locally. That means more than three times as much money is staying in communities when consumers buy from locally owned businesses compared to chain retailers.

• Innovative o erings: Small businesses are not beholden to corporate policies or franchise restrictions, so they can more readily bring new life to existing ideas and trends. Small businesses can and often do o er customers di erent options that larger retailers cannot match.

WEST BABYLON UNION FREE SCHOOL DISTRICT TOWN OF BABYLON SUFFOLK COUNTY, NEW YORK

NOTICE IS HEREBY GIVEN that voting on the school district budget for the year 2026/2027 and election of Members of the Board of Education will take place on Tuesday, May 19, 2026 for the transaction of business as authorized by the Education Law by Ballot on Voting Machines or by Paper Ballot, if voting machines are not available or as otherwise provided by Law or Regulation. All times set forth herein are prevailing time.

Form of propositions will be as follows:

Shall the following Proposition be adopted?

PROPOSITION NO. 1

Shall the school District budget proposed by the Board of Education of the West Babylon Union Free School District for the Fiscal year 2026-2027 requiring the appropriation of the necessary funds to meet the estimated expenditures of the District in accordance with Section 1716 of the Education Law and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District be adopted.

NOTICE IS FURTHER GIVEN that a Proposition in substantially the following form shall be presented to the qualified voters of the District at such Annual District Meeting and Election:

JUNIOR HIGH SCHOOL CAPITAL PROJECT PROPOSITION

WHEREAS, on December 6, 2022, the voters of West Babylon Union Free School District, in the County of Suffolk, New York (the “District”) approved the expenditure of not to exceed $9,700,000 for improvements to West Babylon Senior High School and South Bay Elementary School; and thereafter the Board of Education (the “Board”) authorized the issuance of not to exceed $9,700,000 bonds and the levy of a tax in installments to pay said bonds and the interest thereon to pay such cost; and

WHEREAS, the Board has determined that the cost of such improvements were accomplished at a reduced cost, resulting in an unneeded balance of $3,008,174 of the bonds heretofore authorized; and

WHEREAS, the Board has now further determined that it is necessary and desirable to undertake certain other improvements at the West Babylon Junior High School, at

the estimated maximum cost of not to exceed $3,008,174.

Now, therefore, be it

RESOLVED:

(a) That the Board of Education of the West Babylon Union Free School District, in the County of Suffolk, New York (the “District”), is hereby authorized to construct alterations and improvements to West Babylon Junior High School and the site thereof (the Project”), substantially as described in a plan prepared for the District by JAG Architect P.C., Port Jefferson, New York, which is on file and available for public inspection at the office of the District Clerk, such Project consisting of (as and where required): installation of new turf and bleachers, reconstruction, reconfiguration and/or replacement of tennis, basketball and handball courts; and drainage and other improvements; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, demolition and other work necessary or required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $3,008,174; provided that the costs of the individual components of the Project may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the School District;

(b) that a tax is hereby voted in the aggregate amount of not to exceed $3,008,174 to finance the cost of such Project, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and

(c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $3,008,174, and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable;

Said Proposition will appear on the ballot used for voting in substantially the following form:

that the Board of Education of the West Babylon Union Free School District is hereby authorized to expend $4,500,000 from the Capital Reserve Fund established in May, 2023 for the purpose of performing the following projects; (1) District-wide fire and burglar alarm panels; and (2) District-wide ceiling tile and lighting replacement and (3) Upgrade parking lots at Tooker Avenue and John F. Kennedy Schools, all of the foregoing to include all labor, materials, equipment, apparatus and incidental costs related thereto. Since the funds to be expended hereunder come from the Capital Reserve Fund, approval of this proposition will not require a tax levy upon the real property of the district.

AND to elect three (3) members of the Board of Education for a term of three (3) years, with the three candidates receiving the highest plurality to be elected.

NOTICE IS FURTHER GIVEN that the Annual Budget Hearing of the West Babylon Union Free School District, Town of Babylon, Suffolk County, New York will be held on Tuesday, May 5, 2026 at 5:00 PM, for the transaction of business as authorized by the Education Law including:

1) to present to the voters and discuss the proposed budget and the amount of money which will be required for the 2026-2027 fiscal year.

2) such further business as is authorized by the Education Law and acts amendatory thereto.

Said meeting will be held at the Board Room, Administration Building, 10 Farmingdale Road, West Babylon, NY 11704 at 5:00 P.M. The Annual Budget Hearing will adjourn immediately upon the conclusion of the business before the Board. The meeting

is open to the public. You will also be able to view and listen to the meeting by joining the virtual meeting using the information which will be available on the West Babylon School District Website at www.wbschools.org.

NOTICE IS HEREBY GIVEN, that pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law, and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation; list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll: (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and (c) the cumulative impact of all exemptions granted. The exemption report shall be posted on any bulletin board maintained by the District for public notices and any website maintained by the District.

NOTICE IS FURTHER GIVEN that the proposed budget for the fiscal year 2026/2027 will be prepared and will be available at each school building and at the West Babylon School District Office, school district Library and on the website (www.wbschools. org) no later than fourteen (14) days before the vote.

NOTICE IS FURTHER GIVEN that petitions nominating candidates for the office of Member of Board of Education must be filed with the Clerk of the District at her office, at 10 Farmingdale Road, West Babylon, New York 11704, no later than on or before 9:00 A.M. to 5:00 P.M. on or before April 20, 2026. Forms of Petition may be obtained from the District Clerk.

Each petition must be directed to the Clerk of the District and shall state the name and residence of the candidate and the length of term of the office and the names of the last incumbents, as set forth above. Each petition shall be directed to the Clerk of the District; must be signed by at least thirty five (35) qualified voters of the District (representing the greater of 25 qualified voters or 2% of the number of voters who voted in the 2025 Annual Election) ; must state the name and residence of each signer, and, must state the name and residence of the candidate. The Petition shall describe at least the length of term of

office and contain the name of the last incumbent.

AND FURTHER NOTICE IS HEREBY GIVEN, that any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election and budget vote must be filed with the District Clerk of the Board of Education, 10 Farmingdale Rd, West Babylon, NY 11704 on or before April 20, 2026 at 5:00 p.m., prevailing time, must be typed or printed in the English and Spanish language; must be directed to the Clerk of the School District; must be signed by at least eighty nine (89) qualified voters of the District (representing 5% of the number of voters who voted in the 2025 annual election) ; and must legibly state the name of legal residence of each signer.

The School Board will not entertain any petition to place a proposition before the voters which is not within the powers of the voters to determine, which is unlawful, or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition, or where other valid reason exists for excluding the proposition from the ballot.

AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required and no person shall be entitled to vote at said meeting and election whose name does not already appear on the register of said school district, or who does not register as hereinafter provided.

AND FURTHER NOTICE IS HEREBY GIVEN, if a voter is registered pursuant to §2014 of the Education Law in the West Babylon Union Free School District and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. All other persons who wish to vote must register. The register so prepared includes all persons who have presented themselves personally for registration in accordance herewith, and all persons who shall have been registered previously hereunder for an Annual or Special Meeting or Election, and who shall have voted at any Annual or Special District Meeting or Election, held or conducted at any time within four (4) years prior to the preparation of the register is also eligible to vote at this election.

AND FURTHER NOTICE IS HEREBY GIVEN, that all other voters may register to vote on any school day not less than five (5) days preceding the Election and Budget Vote, at the District Office, 10 Farmingdale Road, West Babylon, New York 11704, between the hours of 8:30 A.M. and 4:00 P.M. prevailing time, at which time any person will be entitled to have his/

her name placed on such registers, provided that he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter is entitled to vote at such election for which the register is prepared. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the Clerk of the School District in the Administration Building, 10 Farmingdale Road, West Babylon, New York 11704, and will be open for inspection by any qualified voter of the District beginning on May 14, 2026, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time, on weekdays, and each day prior to the day set for the election, except Sunday and by advance appointment on Saturday, May 16, 2026, which appointment must be made with the District Clerk on or before 4:00 P.M., prevailing time, May 12, 2026, and at the polling place(s) on the day of the vote.

AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee or early mail ballots may be obtainable at the Office of the Clerk of the District (Administration Offices, 10 Farmingdale Road, West Babylon, New York 11704). An application for an absentee or early mail ballot must be received by the District Clerk no earlier than thirty (30) days prior to the election. The completed application must be received by the District Clerk, at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter or their designated agent. The absentee or early mail ballot will be mailed to the address set forth in the application no later than six (6) days before the election. No absentee voter’s ballot shall be canvassed unless it shall have been received in the Office of the Clerk of the School District no later than 5:00 P.M., prevailing time, on the day of the election. A

list of all persons to whom absentee ballots shall have been issued will be available for inspection by qualified voters of the District in the said Office of the Clerk on each of the five (5) days prior to the day of election, except Saturdays, Sundays and holidays, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time and shall be available at the polling places on the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the district may submit an application for a military ballot. Military voter registration applications and ballot applications can be requested from the District Clerk via mail at 10 Farmingdale Road, West Babylon, New York 11704 or via electronic mail at districtclerk@wbschools. org or by fax transmission at 631-376-7019 and such applications must be received in the Office of the Clerk no later than 5:00 P.M. on April 23, 2026. In the request for an application for registration or an application for a ballot, the military voter is permitted to designate his/her preference for receiving the application for registration by mail, facsimile transmission or electronic mail as set forth above.

Military ballots must be received by the District Clerk (1) before the close of polls, on Tuesday, May 19, 2026 and must show a cancellation mark of the United States postal service or a foreign Country’s postal service, or must show a dated endorsement of receipt by another agency of the United States Government; or (2) not later than 5:00 P.M. on the day of the election and be signed and dated by the military voter and one witness, with a date ascertained to be not later than the day before the election.

(b) que se vota un impuesto por la suma total de no exceder los $3,008,174 dólares para financiar el coste de dicho proyecto, dicho impuesto que se recaudará y recaudará en cuotas en los años y en las cantidades que determine dicha Junta de Educación; y

Que la Junta de Educación del Distrito Escolar West Babylon Union Free queda por la presente autorizada para gastar $4,500,000 provenientes del Fondo de Reserva de Capital, establecido en mayo de 2023,

con el propósito de llevar a cabo los siguientes proyectos: (1) Paneles de alarma contra incendios y robos en todo el Distrito; (2) Reemplazo de placas de techo e iliminacion en todo el Distrito; y (3) Mejora de los estacionamientos en las escuelas de Tooker Avenue y John F. Kennedy; todo lo anterior, incluyendo la totalidad de la mano de obra, materiales, equipos, aparatos y costos incidentales relacionados con dichos proyectos. Dado que los fondos que se gastarán en virtud de la presente provienen del Fondo de Reserva de Capital, la aprobación de esta propuesta no requerirá la imposición de un gravamen fiscal sobre los bienes inmuebles del Distrito.

Individuals who choose to adopt a dog from a private rescue, humane society, animal shelter, or another welfare group would be wise to follow some guidelines that can help individuals and families find the best matches with their new pets.

“It’s important to be honest with the rescue group regarding, not only what you’re looking for in a dog, such as disposition, energy level, age, and size, but to describe the overall household dynamic,” advises Toni Diamond, founder of Diamond Dogs Rescue, Inc. Expect a transition period for the shell-shocked animal to settle down before judging his or her true personality. It’s possible for rescued dogs to have accidents in a home, act out or be hesitant around people while they learn to trust their new owners.

Adopting a dog can be a great way to add to the family and provide a loving animal with new beginnings.

Health: Schedule a vet visit right away for vaccinations and a wellness check. Core vaccines protect against serious diseases, and puppies should stay close to home until fully immunized. Treat any parasites under veterinary guidance.

Nutrition: Puppies need more energy and nutrients than adult dogs. Feed high-quality puppy food in three to four small meals daily, transitioning to adult food as they near full growth.

Socialization: Between 3–16 weeks, expose puppies to people, environments, and other dogs in a positive way to build confidence and good behavior.

Training: Start early with basic commands using positive reinforcement. Keep sessions short, consistent, and rewarding. Establish a regular potty schedule to support house training.

Honor Veterans This Memorial Day

Memorial Day is often associated with the excitement of a long weekend and backyard barbecues, but it is also a time to reflect on the men and women who gave their lives to defend American freedom. Established to honor those who died while serving in the Armed Forces, the day encourages remembrance of their sacrifices. Here are a few ways to pay tribute:

• Observe the National Moment of Remembrance: This one-minute moment of silence takes place at 3 p.m. local time on Memorial Day. Established by Congress in 2000, it asks Americans to pause and reflect on the cost of freedom.

• Honor the American flag: On Memorial Day, the flag is flown at half-staff until noon, then raised to full-staff

for the rest of the day, symbolizing mourning in the morning and remembrance in the afternoon.

• Place flags at gravesites: Organizations and volunteers often decorate veterans’ graves with small American flags. Families can also visit cemeteries and leave a penny or stone to show respect.

• Share stories with the next generation: Veterans can help preserve the memory of fallen service members by speaking with young people about their experiences and those of their comrades.

Memorial Day is more than a day off—it is a time to remember those who never returned home and to honor their service and sacrifice.

Volunteering is a great way for individuals to strengthen their communities, but it also can be a unique way for individuals to improve their own overall happiness. A recent study published in the Journal of Happiness Studies examined 70,000 participants, each of whom received surveys that asked questions regarding their volunteering habits and mental health. The study found that, when compared to those who did not volunteer, people who had volunteered in the previous 12 months were more satisfied with their lives and gave their overall health higher ratings.
