This paper represents a structural outline for the research, as part of development of the thesis „Ocean Surface: A New Foundation of Sustainable Habitat“. The focus of the Paper is on the mechanisms and planning strategies that deal with the rising sea level which threatens the urban coastal areas worldwide, specifically, on the emerging floating habitats determined to become a sustainable, long-term solution in confrontation of the rising ocean, compounded with accelerated and inevitable coastal overpopulation on a global scale.
