WHY CREATE A KINDERGARTEN GUIDE?
Did you know that kindergarten is not required in the state of Missouri? While it may be optional, most education experts agree that kindergarten plays a critical role in early literacy development and lays the foundation for long-term academic success. In St. Louis City alone, families face a complex educational landscape with more than 150 K–12 school options across public, charter, and private sectors. As a result, many parents are overwhelmed by the decision-making process, and some are choosing to leave the city altogether. One of the top reasons cited for relocation is the perceived difficulty in finding highquality schools and safe, enriching experiences for their children.
As our city continues to evolve and our region grows, Navigate STL Schools remains committed to helping families find school communities that celebrate their children and cultivate a lifelong love of learning.
When we launched our website, NavigateSTLSchools.org, in 2020, we set out to address the lack of clear, accessible information about St. Louis City’s school system, across public, private, and charter options. However, we soon discovered that families in St. Louis County were also facing significant challenges. From deciding where to move, navigating special education services, to determining eligibility for private school scholarships, parents throughout the region were in need of support and guidance.
The fragmented nature of the education system is not only creating stress for families, it’s also impacting student outcomes. These disparities are particularly evident along lines of race and socioeconomic status, leading to academic setbacks for some and missed opportunities for others.
At Navigate STL Schools, we believe that every family deserves access to accurate, comprehensive information about all available school options and educational resources. By centering this knowledge and improving access, we aim to ease the burden on parents and connect more families to supportive, inspiring school communities, ultimately helping our entire region thrive.
WHO IS NAVIGATE STL SCHOOLS?
This guidebook will help you stay organized while applying to kindergarten. Use the School Search Tool at NavigateSTLSchools.org to complete a search guided by your priorities. Depending on what type of school you intend to send your child to, some items may not apply. You want to start preparing for the application process at least ONE YEAR ahead of time as some application deadlines can be as early as November the year prior to when your child would enroll in kindergarten.

Part of the school search process is learning about several main types of schools such as public school districts, public magnet/choice schools, private independent schools, and private faith-based schools. Learning about the differences can help inform your school choice decision.

After completing the preschool program, your child will need to find placement for kindergarten. We can help.

Our services are free: enrollment and application support, school search tools, free individualized support, and advocacy tools and resources.
What are parent workshops, navigator appointments and follow-ups?
Parent workshops provide general information about us, our website, and resources. Navigator appointments provide one-on-one appointments addressing your specific wants and needs. Navigators will follow up afterward to help with questions and support as you research and choose schools.
KINDERGARTEN TOOLKIT: KEY TERMS AND DEFINITIONS
• Application: The form a parent or guardian fills out to enroll a child in an elementary school.
• Enrollment: The process by which students are officially registered and counted as attending a school. This process is separate from the application process.
• Kindergarten Readiness: The things a child should know and be able to do when they enter kindergarten. In addition to this, we include the skills parents need in order to enroll in the kindergarten program of their choice.
• English Language Learner (Limited English Proficient): Students who were not born in the United States or whose native language(s) is not English, or come from an environment where languages other than English are dominant.
• Individualized Education Program (IEP): A written plan created for a child in school who has a disability. It explains the specific help and support the child will get to learn and succeed.
• Assesments: Are used to gauge student progress, understand learning, and guide instruction.
• Standardized Test: A type of exam where every student answers the same set of questions from a common pool.
• Academic Growth: Compares the progress of an individual student to the state average.
• Missouri Assessment Program (MAP): The standardized testing program the state uses to assess student progress in public schools. Student performance from the tests is reported in terms of four achievement levels (Below Basic, Basic, Proficient, and Advanced).
• Below Basic: A level of understanding that indicates a student is below the minimum level required to demonstrate basic competency in a specific subject or skill.
• Basic: A level of understanding or skill that indicates partial mastery of the knowledge and skills.
• Proficient: A level of understanding that indicates the student has a good understanding of a specific subject or skill and can apply them to solve problems.
• Advanced: A level of understanding that indicates mastery beyond the expected level for a specific subject or skill.
• Phonics: The ability to understand how each letter connects to the sound it makes.
• Phonics Awareness: The ability to hear, recognize, and produce individual sounds within words.
• Social Emotional Learning (SEL): The ability to manage emotions, understand social cues, and build healthy relationships with those around us.

Different School Types
Public Charter
Public schools are also known as neighborhood schools. Any student living in the geographic boundary of the school is allowed to enroll in this school. While there is no application necessary to attend this type of school, you will need to complete the enrollment requirements.
Charter schools are independent schools in St. Louis Public Schools (SLPS) and have a variety of enrollment types. Some are open to any child living in the city, whereas others may require the student to live in the school’s established attendance zone.
Magnet Private
Magnet schools are tuition-free, specialized programs, such as STEM, performing arts, or world languages, within a public school district and require students to submit an application and be accepted prior to being able to enroll.
Private schools are independent of the state and city school boards. They do not receive public funding and charge tuition to cover the expenses of educating children.

What is a 504 Plan?
Under the Civil Rights - Rehabilitation Act of 1973, a 504 plan is for anyone with a disability that does not require specialized instruction, but needs assurance that they will receive equal access to services such as public education. This process is overseen by the Office of Civil Rights.
• Similar to an IEP, a 504 plan includes accommodations, modifications and related services that should be updated annually to ensure the student is receiving the most effective accommodations for their individual circumstances. However, a 504 plan is not just for educational purposes.
• Unlike an IEP, a 504 plan does not have an age limit, and eligibility / plan creation occurs at every institution.
• Note: Any student with any disability qualifies for a 504 plan. While students seeking an IEP must fit one of the IDEA disability categories.

What is an IEP?
Not all students who have disabilities require specialized instruction. For students with disabilities who do require specialized instruction, the Individuals with Disabilities Education Act (IDEA) controls procedural requirements, while an Individualized Educational Program (IEP) is developed. This process is overseen by the Department of Education.
• An IEP includes specialized education services, accommodations, modifications and related services.
• The IEP can be a plan or program developed to ensure that a child who has a disability identified under the law and is attending a K-12 educational institution, receives specialized instruction and related services.
• The process begins with an evaluation that shows a student’s strengths and challenges.
• The family and school then use the results to create a program of services and supports tailored to meet the student’s needs.
• An IEP can be offered through the 12th grade, or until 21 if required.
KINDERGARTEN TOOLKIT: SPECIAL EDUCATION SERVICES
Parent Referral
As a parent/guardian you have the right to make a referral for special education services. There are many reasons that a parent may want to refer a child. Some examples could include ADHD, vision and hearing problems, autism, cognitive challenges, developmental delays, emotional disorders, learning problems, physical disabilities, speech or language impairment. There are 7.2 million students throughout the United States receiving special education services.
Request for Evaluation
You will request an evaluation by reaching out to the special education department at your child’s school district (see next page for contacts).
Based on the evaluation, the IEP team and the parent/guardian will decide if the student is eligible for special education. 1 2 4 5 6 3
If the special education department agrees that there is reason to suspect a disability then the special education department will evaluate for the following:
1. If a student has a disability according to the established Missouri criteria (page 14 of the Parent’s Guide to Special Education, https://dese.mo.gov/media/pdf/parents-guide-special-education),
2. If the disability adversely affects his/her performance in the general education curriculum, and
3. The student’s need for individualize lesson plans and special education services.
Create an IEP (if eligible)
The IEP team, with parent’s input, will create an IEP. An IEP lays out the special education instruction, supports, and services a student needs to thrive in school (example: extra time on test, visual aids, speech).
Services designated in the IEP will be implemented by the student’s classroom teacher and other school professionals. STL ARC has family support services for those living with disabilities.
Receive Services Monitor and Review Evaluation
Each year the IEP will be reviewed and revised to ensure yearly goals are being met. The IEP can be reviewed and changed more often if the parent or school staff asks for a review.
Special education services create supports that ensure your child’s success at school.
A diagnosis is not a label. It is a collection of symptoms presented. A diagnosis allows the school to implement techniques that will help your child be successful at school.
IEPs must remain confidential. Reach out to your school counselor if you have concerns about others finding out about your student’s IEP.

Charter Schools
Charter schools are required to provide special education services. Each charter school has their own process for evaluation. Some schools have in-house special education departments, some utilize community/private services, and some use a combination of both. Check with the school you are attending or interested in.
Private Schools
Private schools are not required to provide services. You should reach out to the private school you are interested in to get more details about how they support and include students with special education needs.

KINDERGARTEN TOOLKIT:
GIFTED AND TALENTED
In Missouri, school districts and charter schools may establish programs to meet the needs of students whose needs are not met in existing school programs because of their advanced development and learning potential. Gifted and talented students require a unique academic environment to meet their learning needs so they can make continuous progress. They need curriculum that will challenge them in all classroom settings; enrichment, accelerated learning opportunities, and appropriate social and emotional support.
Gifted learners need services provided by well-trained teachers, who challenge and support them, in order to fully develop their gifts and talents.
1 Programming
Registered DESE Gifted and Talented Program are schools that have an approved plan on file with DESE. Some schools may have rogue (in-house) programs that have not been registered.
Screening Results Referral
Parents and teachers can refer a student for gifted and talented testing by reaching out to the schools gifted and talented program.

Registered programs will screen 100% of student population using a state approved assessment. About 10% of the population will be selected to do a one on one assessment.
About 5% will be selected to participate in the school’s gifted and talented programming. Districts with a gifted program must have a process that outlines the procedures and conditions under which a child does not qualify to receive services.

HOW TO START YOUR KINDERGARTEN SCHOOL SEARCH
RESOURCE KIT
It’s never too early to start looking at what schools are able to provide for your incoming kindergartener. You may choose your designated neighborhood school, or consider other schools based on the special programs or unique offerings they have. Here are four things we highly suggest thinking through as you start your school search.
1. Determining your child’s specific needs and the type of education you are looking for. As their caregiver, you know your child best. You know their personality, how they learn, and what environment would be best for them to thrive. All of these are important things to have considered prior to searching for schools because this will help you know what you are looking for and what is non-negotiable for you and your family. We have a Priorities Worksheet available that you can complete prior to starting your search. You can also schedule a FREE Navigator Appointment where they will guide you through completing the worksheet.
2. Taking the time to research the different school types available. The four main options in the St. Louis area are public, magnet, public charter, and private-independent schools.
• Public “neighborhood schools” make up the majority of the school options in the city. You are assigned to attend a specific public school based on your address.
• Within the public school district, there are also magnet schools which include the Gifted and Talented program and other educational programs with a special focus. These programs can require additional testing and application processes, so account for that in your timeline, this process could start a year prior to when your child would start school.
• Public charter schools are independent of public school districts but are open to any child that lives in the city and they do not have tuition. They all have slightly different application processes and deadlines, so make sure to research those.
• Private independent schools are independent of the state and do not get public funding so they are tuition-based. Some private schools are faith-based and others are not.
3. Familiarizing yourself with different enrollment processes. Neighborhood schools have an open enrollment, which means that you are guaranteed a spot based on your address. Other schools require an application and may have a lottery, which means that students who apply by the deadline will get randomly selected for a spot. Lastly, selective enrollment admits students based on merit and these usually require an entrance exam and/or an interview. Keep in mind that with both lottery and selective enrollment processes deadlines can vary and some are as early as November the year prior to when your child will be starting kindergarten.
4. Scheduling a FREE School Navigator Appointment. Navigating the school search process can be tough, but our School Navigators are here to help you understand all of your school options. Navigators are available to talk in person or virtually.

Enrollment Process Resource Kit
Depending on what school you want to send your child to, there are different processes you will need to follow for enrollment. Some school enrollment deadlines are as early as November the year prior to when your child would start school, so it’s important to check the school’s profile on our website, as well as on the school’s official website the fall prior to when your child will start school - as deadlines will vary.
This resource kit will help you learn about the different enrollment types, keep track of the different district and school requirements, and manage what documents you will need to apply for each school once you have decided on your top three choices.
General Enrollment
• Allows any child to register as long as they live within district lines.
• Exceptions might be available for families who have an older sibling in the school but no longer live within the district lines.
• No admissions test is required.
• Accepts students at any time during the year.
Lottery Enrollment
• Has an enrollment period when families can fill out an application with a deadline.
• Sometimes a school/district with this type of enrollment process has multiple enrollment periods.
• Can have requirements that a child must meet to apply depending on the school/district.
• Does not need to hold a lottery if there is enough room for every interested or qualified student.
• Will begin its random drawing process on a specific day after the application deadline if a lottery is necessary, either handling the applications manually or using a computer program.
• If there are multiple enrollment windows, there will be multiple lotteries.
Selected Enrollment
• Has an enrollment period for when families can fill out an application.
• Students must meet the requirements set by the school to be admitted. They can include one or more of the following:
• A minimum grade point average or
• A written essay and/or an interview
• An interview or audition
• Entrance exam
• Other requirements established by the school
• Students are accepted based on all the requirements established by the school and typically families sign a contract committing to attending for the following school year.

ST. LOUIS CITY EDUCATION
1838
The first elementary schools open in St. Louis City.

The first St. Louis school board is established.
1855
The city’s first high school is established. It was among the first coeducational high schools in the country. Within five years, it housed 301 students.
1875
St. Louis’ first kindergarten is created.
Summer High School, the first high school for African-Americans west of the Mississippi, opens.
1847
Founder of First AA Baptist Church in St. Louis, John Berry Meachum, opens “Freedom School” in response to Missouri outlawing the formal education of African-Americans.
1860
Missouri School for the Blind is the first school in the United States to adopt the new, revolutionary way for the visually impaired to read: the Braille system.
1948
Catholic schools in St. Louis integrate.
1954
Harris-Stowe Teachers’ College forms, merging Stowe Teachers College for Black School teachers with the white St. Louis Public Schools counterpart. This is the first of several attempts to integrate the public school system.
1981
As a result of Liddell v. Board of Education, the VICC program begins – resulting in the creation of magnet schools, and more than 13,000 Black St. Louis City students bussed to predominantly white schools in St. Louis County. A smaller number of white students came into the city to attend St. Louis Public magnet schools. In 1999, a revised settlement agreement transformed this into a voluntary program to last through the 2023/24 school year, according to the current agreement.
2000
The first charter school opens.
2022
The Board of Education of the City of Saint Louis created an adhoc committee to explore the development of a Citywide Plan for education in St. Louis.
1972
Liddell v. Board of Education is initially filed on behalf of a Black student attending an overcrowded north St. Louis elementary school, and his entire class along with their teacher was bussed each day to south St. Louis to use an empty classroom in an all-white school. A new elementary school was constructed on the north side but was overcrowded immediately upon opening.
1988
Missouri becomes the 27th state to pass a charter school law.
2017
St. Louis Public Schools regains accreditation after losing it in 2007 and having its leadership taken over by a state-appointed board.

Jennings School District has a long and distinguished history, extending back over 125 years to 1871. The School District of Jennings is located in North St. Louis County and is adjacent to the City of St. Louis. It is composed of three small townships, Jennings, Country Club Hills, and Flordell Hills, with a total population of approximately 20,000. The School District consists of over 3,000 K-12 students. We have eight schools and one alternative program. The district’s schools are Fairview Primary, Fairview Intermediate, Northview Elementary, Woodland Elementary, Hanrahan Elementary, Rose Mary Johnson Junior High, and Jennings Senior High. Each school has a principal and an instructional specialist or coach supporting the implementation of a rigorous academic curriculum. The District, chartered in 1865, is among the oldest in St. Louis County and one of the oldest west of the Mississippi River. Located in southwest St. Louis County, approximately 15 miles from the city of St. Louis, Kirkwood School District covers an area of 15 square miles and serves all, or portions of, eight suburban communities including Des Peres, Frontenac, Glendale, Huntleigh, Kirkwood, Oakland, Town and Country, and Warson Woods.
With sidewalks and tree-lined streets, many Kirkwood School District neighborhoods are within walking or biking distance of the district’s five elementary schools, two middle schools, and one high school. There is also a Kirkwood Early Childhood Center, which is a licensed and fully accredited early education center serving families with children up to age 10. The programs offered include preschool, early childhood special education and Parents As Teachers.

Keysor Elementary School first opened its doors 95 years ago in September of 1930. Originally serving eighty students in grades one through four, we now serve approximately 590 children in grades K-5. On May 28, 2013, Keysor officially dedicated our Project IDEA “landscape for learning” a new outdoor learning and play space covering roughly 1.5 acres of our campus. Project IDEA, which stands for Imagination, Discovery, Explore, and Adventure, is an inclusive space with various play structures plus a walking path, garden lab, stage area, and other features that support creative learning and a respect for the environment.

Westchester celebrated its 50th anniversary in 2007. In 2017, extensive renovations were completed in the Westchester Woods. These renovations were funded by donations from parents and the community and included adding an amphitheater, a Whale Watch ropes course element, a Naturescape area, reading benches, a Monarch Weigh Station and the reintroduction of native plants and trees. In addition to these enhancements, a Community Library was added to each of the playground areas and a Gaga Ball pit was added to the north playground. Finally, an underutilized shed was renovated on the south playground and transformed into a chicken coop where 13 chickens live and entertain students, staff, and members of the community. In early 2018, an indoor beehive was added to the main foyer.

Spoede Elementary School resides on 9.79 acres. In the 1930s, $70,000 was spent to build Spoede Elementary. Prior to hosting a school, the land was home to a tree nursery. Then, in 1949, the Ladue School District annexed the Spoede Elementary School District and three other elementary school districts at their request. Spoede Elementary School was expanded in 1954, 1959, 1964, 1966, 2001, 2007, and renovated in 2022.
